1.0 SCOPE

This specification covers the technical requirements of Design, Engineering, Manufacturing,
Testing at manufacturer's works, Packing, Forwarding and Supply of cable terminations and
joints employing Heat Shrinkable or cold shrinkable technology suitable for Straight through /
Indoor | Outdoor installation on 33kV& voltage grade in distribution system with all
accessories for efficient and trouble free operation at the site.
It is not the intent to specify completely herein all details of design and construction of
equipment / system. However, the equipment shall conform in all respects to high standards
of engineering, design and workmanship and be capable of performing in continuous
commercial operation up to vendor's guarantee in a manner acceptable to the purchaser who
will interpret the meaning of the drawings and specification and shall have the power to reject
any work or materials, which in his judgments are not in full accordance therewith,
Bidder has to submit all relevant papers, copies of type test reports as required. Failure to do
s0 may amount to the bids being considered non-responsive and outright rejection. The
information as asked for, is to be mentioned specifically and not be narrated like ‘as per
IS/IEC, relevant standard, reference to other pages of offer bid etc’
Technical data sheet annexed as has to be filed in completely and separately for
indoor/outdoor terminations and straight through joints, Copies of the documents where asked
for, are to be enclosed for each requirement.
The offer documents have to be completely filled in and submitted even if there is repetition of
the information. The offer must have a clause wise affirmation of the technical requirements,
Deviations / non-conformances/ alternatives / equivalents must be all separately listed as
deviations.

The offered accessories / equipment covered by this specification shall conform to the test
requirements stated in latest edition of relevant IS/IEC and other applicable standards and
shall conform to the statutory authorities.

The atmosphere is generally laden with mild acid and dust in suspension during the dry
months and is subjected to fog in cold months. The design of equipment and accessories
shall be suitable to withstand seismic forces corresponding to an acceleration of 0.1 g.

GENERAL TECHNICAL PARTICULARS FOR HEAT SHRINK TECHNOLOGY:
Product design shall be based on heat shrinkable part to provide function of high voltage
insulation, electrical stress control, electrical screening, sealing and environmental sealing as
necessary. Use of tapes to provide primary insulation, screening or primary stress control is
not acceptable.
Bidders shall submit evidence with their tenders that designs are based on sound engineering
principles, accumulate know how and satisfactory service experiences.
Design shall aim at minimizing number of component parts along with time and skill required
for effective installation.

6.0 GENERAL CONSTRUCTIONS OF HEAT SHRINK TECHNOLOGY:
‘The material shall be constructed in accordance of the applicable standards. The kits shall be
suitable for storage without deterioration at a temperature up to 50 degrees C and shall have

shall have proven performance of at least 5 years in Indian/Tropical conditions. It should be

6.1 TYPE OF JOINTS AND TERMINATIONS.
Joints and Termination shall be heat shrinkable suitable for 33kV (E), three Core and
single core XLPE insulated screened and armored cables (In line with DHBVN
Specification, IS 7098-part 2, IS 13573 Part 2 &3 & IEC 60502 having compacted circular
stranded aluminum conductors of sizes 25 mm2 to 1000 mm2. Bidder shall furnish

documentary evidence confirming adherence to these or the dimensions as per the type
test report, whichever is higher. Fault level as well as duration withstands capacity of
termination / jointing kits shall be matched with the parameters of cables for which the kits.

6.2 CLASS OF TERMINATIONS:
The heat shrinkable cable termination shall be of Class 1 as per IEEE-<48.
Heat Shrinkable Components-General Properties:
Components shall be capable of being stored without deterioration within temperature
range of 0 Deg. C to 50 Deg. C and shall have unlimited shelf life. Sealant activated by
heat shall be used in conjunction with heat shrinkable components to provide an
environmental seal to the completed joint.
6.3 STRESS CONTROL TUBING:
6.3.1 The stress control function at the screen cut back shall be provided by @ heat
shrinkable tubing having volume resistivity of minimum 10" ohm-meter for both
terminations and joints, Also, the relative permittivity shall be minimum 18,
6.3.2 The impedance of stress control tubing shall not change over range of
temperature from 0 deg. C to 125 deg. C. The stress control tubes must have a
thermal endurance equivalent to 30 years of ie.
6.3.3 For Straight through joints prior to the installation of the stress controlling
tubing, high permittivity mastic must be applied over the ferrule, overlapping the
insulation by 3 mm. The minimum permittivity of this mastic shall be 15.
6.3.4 Atthe step caused by semi-conductive soreen cut back, high permittivity mastic
is to be provided to prevent discharge activity at the step. The minimum
permittivity of the mastic should be 15 semi-conducting paint are acceptable.
6.3.5 Silicone grease shall be provided for filing up the nicks and soratches on the
surface of XLPE insulation
‘The stress control tubes shall have a thermal endurance equivalent to 30 years of life
Bidder must submit:
‘A) Documentary evidence including graphs showing effect of temperature and
thermal ageing on impedance of stress control material offered
B) Technical explanation of how the electrical properties of material versus volume
resistivity, permittivity and AC impedance have been derived
C)_ Proof of long term accelerated and long term field usage to confirm retention of
properties with permissible limit under variation of temperature and thermal
ageing

6.4 NON-TRACKING, EROSION AND WEATHER RESISTANT PROTECTION

The entire surface, from the high voltage point (lug) to the earthing point of
the XLPE core/ cable shall be non-tracking, weather and erosion resistant,
and hydrophobic in nature.
‘A heat shrinkable flexible polymeric tubing, colored red, and possessing non-
tracking erosion and weather resistant properties shall be used as an
extemal covering for the cable cores for both indoor and outdoor
terminations. Rain sheds (skirts) wherever required for providing additional
creepage shall also be of the same material as the non-tracking tube. The
tubes shall be extruded and expanded by irradiation process only.
‘The material used for manufacturing the non-tracking tubing and rain sheds
(skirts) material shall conform to the requirements of ASTM-D-2303, Moulded
tubing is not acceptable and these shall have an assessed life exceeding 40
years. Bidder must provide:-
a) Proof of track and weather resistant of polymeric material offered
through actual field studies or accelerated laboratory test/studies to
conform a minimum of 30 year expectancy. It should include tracking
and erosion resistance test to withstand ability against effects of
surface leakage currents.
b) Load cyeling tests alone, shall not be considered sufficient basis for
such life assessment.
6.5 ENVIRONMENTAL SEALING

‘Adhesives and sealants shall be provided in the termination and jointing kits
for environmental sealing against ingress of moisture and aggressive gases.
The adhesives and sealants shall flow due to heating of heat shrinkable
components or otherwise during installation and shall fill all voids and adhere
to metal components and cable sheaths.
For terminations: The sealing of the strands between the lug barrel and cable
termination shall be provided by:
a) Non-racking, erosion and weather resistant non-tracking sealant
coated over the inner side of heat shrinkable tubing
b)Non-tracking sealant strips
The sealants shall have unlimited shelf life.
For Joints: The outer black colored heat shrinkable flexible polymeric tubing
shall be pre-coated with adhesives to provide sealing of the exposed metallic
‘components / earth connections.
Bidder must provide information for track and erosion resistant of sealant as
per ASTM D2303 and must submit information for Dielectric strength.
6.6 PROVISION OF ADDITIONAL CREEPAGE FOR INDOOR AND OUTDOOR
‘TERMINATIONS,
Single piece, heat shrinkable weather sheds (skirts) having non-tracking, erosion and
weather resistant properties shall be supplied with the kits for providing additional
creepage. The quantity of sheds to be supplied shall depend on voltage grade and
Indoor/Outdoor application and shall be indicated along with the bid. Each shed shall
give additional creepage length of at least 100 mm. The termination should be
designed for a minimum creepage of 25mm/kV for the system voltage.

6.7 INSULATION AND SCREEN REINSTATEMENT FOR JOINTS.
Bidder shall provide co-extruded dual-wall tubing for straight through which joints to
ensure a void-free bond between the rebuilt insulation and non-metallic screen
enables the final insulating layer to be installed complete with a conductive polymeric
screen in one step. The insulation of the cable is to be reinstated with heat shrink
tubing having an elastomeric layer, which shall provide 1.3 times the cable insulation
thickness upon shrinking. This dual walled tubing shall be co-extruded and shall be
offered with joints. Insulating Sleeves coated with conductive material shall not be
permitted. Bidder must provide:~
a) Proof that dual wall tubings are manufactured by means of co-extrusion.
b) Conformation of minimum thickness of insulation provided over the connector for
maximum size of conductor for which tubing is supplied.
©) Proof of accelerated and long term field usage to confirm the retention of key
properties within permissible limits due to thermal ageing. Minimumkey properties
before and after ageing have to be stated
6.8 FIRE RESISTANCE
The cable end terminations and straight-through joints shall be fire resistance. The
components of kts shall have flame retardant property.
6.9 EARTH/SCREEN CONTINUITY/TERMINATION SYSTEM
a) Screen continuity for each core shall be achieved by using tinned copper
mesh and earth continuity by using tinned copper braids of appropriate sizes,
b) In terminations, tinned copper braids of appropriate sizes along with copper
lugs of appropriate sizes shall be provided for the continuity of screen / armor
along with adequate holding arrangements.
c) The copper braid should withstand fault current of cable fault current capacity
without any fail
d) The armour earthing shall be part of the termination

6.10 Lugs / Ferrules / Mechai
For 33kV,
‘The Mechanical connector with shear head bolts ( Hexagonal Shape) used in 33kV
cables joints & termination. The Mechanical connectors shall be suitable for
application on copper &aluminium cables / bus bars.
The requisite number of Lugs / Ferrules for compact circular stranded conductors
shall be provided for terminations / joints of XLPE Cables. Long barrel Aluminum
Ferrule should be used for Straight Through joints and Lugs for Termination,
LugiFerrule/Connector must be provided with oxidation and corrosion inhibiting
compound. The proof of same must be submitted by Bidder.

outer jacketing tubes (in straight through joints), breakouts, rain sheds, and non-tracking

TESTS
All routine, acceptance & type tests shall be carried out in accordance with the relevant IS/IEC.
All routine & acceptance tests shall be witnessed by the purchaser/his authorized representative.
All the components shall also be type tested as per the relevant standards. Following tests shall
be necessarily conducted on the Joint and Termination Kits in addition to others specified in
ISIEC standards

The bidder shall furnish the type test certificates for the tests as mentioned above as per
the corresponding standards. All the tests shall be conducted at CPRI, Bangalore as per
the relevant standards. Type tests should have been conducted in certified Test
laboratories of CPRI, Bangalore. During the period not exceeding 5 years from the date of
opening the bid. In the event of any discrepancy in the test reports, i.e. any test report not
acceptable, same shall be carried out without any cost implication to the Purchaser.
DHBWN has rights for Surveillance test of random selected samples from third party lab for
quality checks of item
PRE- DESPATCH INSPECTION
Equipment shall be subject to inspection by a duly authorized representative of the
Purchaser. Inspection may be made at any stage of manufacture at the option of the
purchaser and the equipment if found unsatisfactory as to workmanship or material, the
same is liable to rejection. Bidder shall grant free access to the places of manufacture to
the Purchaser's representatives at all times when the work is in progress. Inspection by the
Purchaser or its authorized representatives shall not relieve the supplier of his obligation of
furnishing equipment in accordance with the specifications.
Material shall be dispatched after specific MDCC (Material Dispatch Clearance Certificate)
is issued by the Purchaser.

Bidder shall stand guarantee towards design, materials, workmanship & quality of process /
‘manufacturing of items under this contract for due and intended performance of the same, as
an integrated product delivered under this contract. In the event any defect is found by the
purchaser up to a period of at least 72 months from the date of commissioning and shall be for
entire duration of guarantee period Bidder shall be liable to undertake to replace/rectify such
defects at its own costs, within mutually agreed time frame, and to the entire satisfaction of the
‘Company, failing which the purchaser shall be at liberty to get it replacedirectified at bidder's
risks and costs and recover all such expenses plus the Company's own charges (@ 20% of
expenses incurred), from the bidder or from the * Security cum Performance Deposit’ as the
case may be. Bidder shall further be responsible for free replacement for another period of
THREE years from the end of the guarantee period for any ‘Latent Defects’ if noticed and
reported by the purchaser.
PACKING
Bidder shall ensure that all the equipment covered under this specification shall be
prepared for railroad transport in a manner so as to protect the equipment from damage in
transit, The material used for packing shall be environmentally friendly.
All the components shall be sealed separately and marked clearly for the purpose of
identification of each component. Each components shall be supplied in a single package as
a complete kit for one terminationijoint and shall bear the manufacturer's name and the cable
sizes or kit sizes for which it can be used, voltage grade.
TENDERSAMPLE,INSTALLATION INSTRUCTION
Bidder shall be submit the sample of material with the offer (in case of first supply to
Purchaser).
Detailed Installation instruction with drawings for all joints and termination shall be provided
by Bidder with tender documents in English Language.
QUALITY CONTROL
The bidder shall have valid ISO 9000:2001 certification for products offered. The scope
(extent) of certification should cover at least the design, development, production and
installation of products offered. The bidder shall have also valid ISO 14001: 2000
Environmental Management Systems, Bidder should provide Model No. of each kit of each
voltage grade along with dimension of each components used in the kit during the
submission of bid, Bidder should also provide material chemical Composition certificate
during the submission of bid
The bidder shall submit with the offer Quality assurance plan indicating the various stages
of inspection, the tests and checks which shall be carried out on the material of
construction, components during manufacture and bought out items and fully assembled
component and equipment after finishing. As part of the plan, a schedule for stage and
final inspection within the parameters of the delivery schedule shall be furnished. The
Purchaser's engineer or its nominated representative shall have free access to the
manufacturer's/sub-supplier’s works to carry out inspections,
MINIMUM TESTING FACILITIES
Bidder shall have adequate in house testing facilities for carrying out all routine tests,
acceptance tests as per Indian /International standards.
MANUFACTURING ACTIVITIES
‘The successful bidder shall submit bar chart for various manufacturing activities clearly
elaborating each stage, with quantity. This bar chart should be in line with the Quality
assurance plan submitted with the offer. This bar chart shall be submitted within 15 days
from the release of the order.

Test Certificates
Bidder shall be subsequently provide four (4) complete sets of final drawings, one of
which shall be auto positive suitable for reproduction, before the dispatch of the
equipment. Soft copy (Compact Disk CD) of all the drawing, GTP, Test certificates shall
be submitted after the final approval of the same to purchaser.
All the documents & drawings shall be in English language.
Instruction Manuals: Bidder shall furnish two softopies (CD) and four (4) hard copies of
nicely bound manuals (in English language) covering erection and maintenance
instructions and all relevant information and drawings pertaining to the main equipment as
well as auxiliary devices.
