Subject:- Procedure for admission to MBBS/BDS courses in Government/Government Aided/Private
Medical and Dental Educational Institutions in the State of Haryana including those under
Private Universities-SGT University,Budhera,Gurugram, Al-Falah University (Minority Private
University) and PDM University, Bahadurgarh,Jhajjar for Academic Session 2023-24.

1 The Governor of Haryana is pleased to notify the admission procedure in supersession of all the
earlier notifications issued in this regard, to be adopted for admission to Under Graduate Courses i.e.
MBBS/BDS for the Academic Session 2023-24 in the Government/Government Aided/Private Medical
and Dental Educational Institutions in the State of Haryana including those under Private Universities
(SGT University,Budhera,Gurugram; Al-falah University, Faridabad and PDM University,
Bahadurgarh, Jhajjar.)
2. Reservations
1. It is notified that in Government Institutions covered under this Notification, 15% of the seats will
be assigned to the All India Merit Categoryof NEET UG-2023 and the remaining 85% of the seats
will be assigned under the Haryana State Merit Categoryof NEET UG-2023.
2. It is further notified that in Private Medical/Dental Institutions affiliated to Pt. B.D.Sharma
University of Health Sciences, Rohtak. 50% of the seats will be filled under State Quota seats and
remaining 50% of seats will be filled under the Management Category. Out of 50% of
Management Categoryseats, 15% seats will be in the Non-Resident Indian (NRI) Category.
3. The State Reservation Policy shall be applicable for admission to all State Quota seats in
Government/Government Aided Medical/Dental Colleges and for 50% State Quota seats in Private
Medical /Dental Colleges affiliated to Pt. B.D.Sharma University of Health Sciences, Rohtak.
4. 5% seats of the State Quota seats shall be reserved for candidates with Benchmark Disabilities in
accordance with the provisions of the Rights of Person with Diabilities Act, 2016, based on the
merit list of National Eligibility cum Entrance Test (NEET UG 2023) and as per MoHFW/ NMC
Guidelines issued from time to time. The Disability Certificate issued by the designated Disability

Centres notified by NTA in the Prospectus issued for NEET 2023OR the Medical Board
constituted by PGIMS, Rohtak will only be considered valid for admission purposes for the
Academic Session 2023-24( In case of any discrepancy, the decision of medical Board at PGIMS
Rohtak shall be final). The dates on which the Medical Board at PGIMS, Rohtak will sit shall be
duly publicized to public by means including on the Admission Webportal and the website of
Pt. B.D. Sharma UHS, Rohtaki.e. www.uhsr.ac.in; www.dmer.haryana.gov.in . Vacant seats (if
any) in this category shall be filled up as per State Reservation Policy.
5. The seat distribution in Medical/Dental Colleges under Private Universities (SGT University,
BudheraGurugram; Al-FalahUniveristy, Faridabad and PDM University, Bahadurgarh, Jhajjar
would be as per Section-35 of the Haryana Private Universities Act,2006.
3 Pt. Bhagwat Dayal Sharma University of Health Sciences, Rohtak is auhorized to conduct the Online
Combined Centralized Counselling as per Merit of NEET–UG-2023 for admission to all the
Government/Government Aided/Private Medical and Dental Educational Institutes including those
under Private Universitiesi.e SGT University, Budhera, Gurugram; Al-Falah University, Faridabad
(Minority Private University) and PDM University, Bahadurgarh, Jhajjar located in the State of
Haryana.
4 Admissions shall be done for the following Government/Government Aided/Private Medical/Dental
Colleges located in the State of Haryana subject to the final approval from Govt. of India, Ministry
of Health & Family Welfare, New Delhi/State Government/Affiliating University:-
Government Medical Colleges:-
(i) Post Graduate of Institute of Medical Sciences (PGIMS), Rohtak.
(ii) Bhagat Phool Singh GMC(W), Khanpur Kalan, Sonipat.
(iii) Shaheed Hassan Khan Mewati GMC, Nalhar, Nuh
(iv) Kalpana Chawla Government Medical College, Karnal
(v) SABV, Chhainsa, Faridabad.
(vi) ESIC, Faridabad.
Government Aided Medical College:-
(i) Maharaja Agrasen Medical College, Agroha, Hisar.
Private Medical Colleges Affiliated to Pt. B.D.Sharma University of Health Sciences Rohtak:-
(i) NC Medical College & Hospital, Israna, Panipat.
(ii) Adesh Medical College & Hospital, Shahabad, Kurukshetra.
(iii) World Medical College, Girawar, Jhajjar.
Private Medical Colleges established under Haryana Private Universities Act, 2006
(i) SGT Medical College, Hospital & Research Institute, Budhera, Gurugram (SGT University,
Budhera, Gurugram).
(ii) Al-Falah School of Medical Science & Research Centre, Village Dhoj TikriKhera, Faridabad
(Al-Falah University, Faridabad).
Government Dental College:
(i) Post Graduate Institute of Dental Sciences (PGIDS), Rohtak.
Private Dental Colleges:
(i) Swami Devi Dayal Hospital and Dental College, Golpura, Barwala.
(ii) J.N. Kapoor DAV Centenary Dental College, Yamuna Nagar.
(iii) SudhaRustagi Dental College and Hospital Faridabad
(iv) Jan Nayak Ch. Devi Lal Dental College, Sirsa.
(v) Yamuna Institute of Dental Sciences, Village, Gadholi, Yamunanagar.
Private Dental College established under Haryana Private University Act, 2006.
(i) Faculty of Dental Sciences, Bahadurgarh, Jhajjar (PDM University, Bahadurgarh Jhajjar).
(ii) SGT Dental College, Hospital and Research Institute, Budhera, Gurugram (SGT University,
Budhera, Gurugram).
5 (a) The seat distribution of MBBS/BDS Courses in various Government/Government Aided/Private
Medical/Dental Education Institutions including those under Private Universities will be notified
later on and shall be available on the website of University i.e. uhsr.ac.in; dmer.haryana.gov.in
and on the Admission Web Portal prior to commencement of counselling.

(b) The seats in each Course/Institute are subject to the final approval from Govt. of India,
Ministry of Health & Family Welfare, New Delhi/State Government/Affiliating University.
Accordingly, the final distribution of seats may vary depending upon the sanction/decision
of the Govt. of India/NMC/DCI/State Government/Affiliating University.
(c) Roster for all categories of seats including PWD, EWS shall be verified by Pt. B.D. Sharma
University of Health Sciences, Rohtak for allotment of seats under reserved category.
6 The State Reservation Policy shall be applicable for admission to all State Quota Seats in
Government/Government Aided Medical/Dental Colleges and for 50% State Quota Seats in Private
Medical/Dental Colleges affiliated to Pt. B.D. Sharma University of Health Sciences, Rohtak.
Reservation for EWS Category shall be provided as per Haryana Government Notification dated
25.02.2019 (Annexure-I). The candidates will be required to submit Income and Asset Certificate
issued from Competent Authority as per Annexure-I of the said Notification dated 25.02.2019. EWS
Quota shall be provided against the actual number of EWS seats granted/enhanced in the specific
Course/Institution as recommended by NMC and approved by Ministry of Health and Family Welfare,
Govt. of India.
7 It is further notified that all the students desirous of seeking admission to MBBS/BDS Courses will
have to get themselves registered online through the authorized admission web portal. The detail of the
web portal and counselling schedule shall be duly publicized on www.uhsr.ac.in and
https://dmer.haryana.gov.in. The candidates are required to regularly visit the websites as stated above
for updates.
The candidates will have to appear in person before the Admission Committee at Pt. B.D.Sharma
University of Health Sciences, Rohtak for document verification.
8 Eligibility Criteria:
A candidate for admission to MBBS/BDS courses in Govt./Govt. Aided Medical & Dental Institutions
and Open Merit Category(State Quota) Seats in PrivteMedical /Dental Institutions will be eligible if
he/she:
i. Is a citizen of India.
ii. The candidates, who are bonafide residents of Haryana as per instructions issued by the Chief
Secretary to Govt. Haryana and who/whose parents produce(s) Haryana Residence Certificate as
per Government instructions given in Annexure II, III & IV or any modification issued by
competent authority from time to time.
iii. For Management Category, candidates from All over India shall be eligible, irrespective of their
State of domicile and place of study.
iv. All candidates (General/SC/SC(Deprived)/BC-A/BC-B/Benchmark disabilities/EWS/ESM/FF)
desirous of seeking admissions in any Categoryof seats should fulfill the minimum eligibility
criteria/qualifications/qualifying criteria as prescribed in the information bulletin for National
Eligibility-cum-Entrance Test(NEET) issued by NTA for the Academic year 2023-24 and as
per regulations of National Medical Commission/Dental Council of India issued from time to
time.
No candidate who has failed to obtain the minimum eligibility marks (as specified in NEET UG-2023
Information Bulletin) shall be eligible for admission to MBBS/BDS courses.
Note: The candidates who have been provisionally allotted seats online will have to bring, in
original, all the relevant certificates/documents at the time of document verification without
which admission to UG course shall not be granted. Attested photocopies of
certificates/documents will not be considered valid for the purpose of admission and the seat
allocated to them online shall be cancelled.
9. Procedure for Admission to State Quota seats in Govt./Govt. Aided and Open Merit Category
seats (State Quota Seats) in Private Medical/Dental Colleges including those under Private
Universities located in the State of Haryana:-
(i) The admissions under above stated categories will be made on the basis of Haryana State Merit list
prepared as per NEET UG 2023 from the list of registered candidates as available on the admission
webportal.
(ii) The schedule of counseling, admissions and start of classes shall be in conformity with the schedule
laiddown by National Medical Commission/Dental Council of India/Ministry of Health and Family
Welfare, Government of India and State Government.

(iii) Candidates applying on the basis of NEET UG 2023 should fulfill the eligibility criteria for being
granted admissions as fixed under NEET UG 2023.
(iv) The merit will be based on NEET 2023 Rank. For admissions under ESM category, preference will be
given as per State Government Notification No. 22/10/2013-2013-1GSIII dated 10/08/2017.
(v) The choice of the course/institutionexercised by the candidate at the time of online counseling will be
considered final and under no circumstances any change will be allowed. Candidates will not be
allowed to fill/edit the preferences after the last dated notified.
(vi) The allotment of the institution/courseshall be made strictly as per merit prepared/drawn on the basis of
merit of NEET-UG-2023 of the candidate in the State List/All India List as the case may be and the
choice / preference of the course/institutesfilled up by the candidate on the online portal shall be taken
as final.
(vii) The candidates who have been provisionally allotted seats will have to appear in person for document
verification (with all original documents) in front of Admission Committee at Pt. B. D. Sharma
University of Health Sciences, Rohtak. No appearance on behalf of candidates either through authority
letter or by other means shall be acceptable.
The provisional allocation of the seat/institute online shall give NO legal right to the candidate for
the said seat and the seat shall be confirmed only after document verification as per the specific
time period notified. Similarly, deposition of tuition fee/any other fee shall NOT confer any legal
right towards the provisionally allotted seat. The Admission Committee reserves the right to
cancel the provisional allocation of seat allotted to a candidate in case of incomplete/invalid
documents or by assigning reason to such a decision.
(viii) Following will be the constitution of the Admission Committee:
1. Dean Academic Affairs, Pandit Bhagwat Dayal Sharma Chairperson
University of Health Sciences, Rohtak
2. Director/Principal of all Government/Government Member
Aided Medical/Dental Institutions.
3. Law Officer, Pandit Bhagwat Dayal Sharma University Member
of Health Sciences, Rohtak
4. Any one Professor to be nominated by Director Medical Member Secretary
Education and Research, Haryana
Note: The Administrative office of Dean Academic Affairs, Pt. B.D. Sharma University of Health
Sciences Rohtak will provide all the secretarial support to the Member Secretary for smooth
conduct of the admission Process.
(ix) The Admission Committee will be responsible for taking decision for admission related matters like-
supervision of admission web-portal, conduct of counselling, document verification, allocation of seats,
disputes thereof etc. in accordance with existing rules and regulations.
(x) The DirectorMedical Education and Research, Haryana will be the AppellateAuthority to hear the
appealfor the decisions taken by the Admission Committee.Appeal can be sent on simple white paper
with copy of decision of Admission Committee through email to [email protected].
(xi) Final number of seats in each course/institute under each Category will be available on the website- i.e.
uhsr.ac.in; dmer.haryana.gov.inand also on the admission webportal.
(xii) In case there is a vacancy after the first round of counselling due to any reason, such seats will be filled
up during the second round of counselling.
(a) Fresh registration shall be allowed for participating for the second round. Fresh candidates will
have to register themselves on the admission web-portal. The candidates are advised to regularly
visit the websites of DMER - dmer.haryana.gov.in; Pt. B.D.Sharma, University of Health
Sciences, Rohtak-www.uhsr.ac.in and the Admission Webportalfor latest updates.
(b) The candidates, who have already registered themselves for first round and wish to participate in
the second round, shall not be required to register again. However, they shall have to give their
willingness/option to participate in the second round of counselling online.
(c) As per the MCINotification dated 18.5.2018, the candidates who wish to participate in the
second round of counseling and want to opt for State Quota Seats in Government/Government

Aided Medical/Dental Institutes only shall be required to pay fee of Rs.10,000/- (Rs. 5000/- for
SC/BC/PWD/EWS) through online payment mode.
If the candidate wishes to opt for State Quota Seats in Government as well as State Quota
Seats/Management Quota seats in Private Medical/Dental Institutes then he/she will have to
deposit Rs.1.00 Lakh through online payment mode. If a candidate does not deposit the
requisite amount then he/she shall not be eligible to participate in the second round of
counseling. This amount shall be later adjusted in the fee of the first year of UG Course
and refunded in case no seat is allotted.
(d) The Candidates who have been allotted seat in the first round shall have a right to retain already
allotted seat. Opted seat shall be changed only if he/she gets an updated and opted seat during
second round. However, the candidates who wish to participate in the 2nd round of online
counseling will have to submit their preferences afresh again. Candidates, who have been
allotted, seat in first round should give the fresh choices in order of preferences for the
Course/Institute in which they wish to upgrade themselves.
(e) The allotment of the course/institution shall be made strictly as per merit prepared/drawn on the
basis of merit of NEET-UG-2023, and the choice/preference of the course/institute filled up by
the candidate on the online portal shall be taken as final.
(f) As per MCI Notification dated 18.5.2018 the candidates who are allotted seats in the 2nd round
of counseling but do not join, their fees submitted to the Admission Coimmittee shall stand
forfeited, however they will be eligible to participate in the mop-up round.
(g) The candidates who joined on the seat allotted to them upto the second round of All India
Counseling /State Counselling shall not be eligible to participate in the Mop up
Round/subsequent rounds.
If the seats still remain vacant even after the two rounds of counseling then left over seats will be filled
up via Mop-Up Round and if still vacant, the vacant seats shall be filled as per directions of Ministry of
Health and Family Welfare, Government of India/National Medical Commission/Dental Council of
India/State Government and as per the schedule notified by the State Government.
Note: Any amendments by MOHFW/NMC/DCI/State Government shall have a binding on any
provisions contained in this Notification.
(xiii) The Registration cum Counselling fee (Non Refundable) shall be as under:
Rs. 2500/- for Unreserved Category.
Rs. 1250/- for SC/BC/EWS/PWDCategoryof Haryana.
Rs. 10,000/- for NRI Category.
(xiv) All Private Medical/Dental institutes including those under Private Universities will deposit a
processing fee for counseling @ Rs. 2000/-per sanctioned intake of seats.
(xv) Eligible candidates seeking benefit of caste for Post Matric Scholarship shall have to upload the
following documents in original at the time of document verification:
a. Caste Certificate.
b. Aadhar Card.
c. Account Number alongwith IFSC Code.
d. Parivar Pehchan Patra
10. Process for Admission to Management Category seats in Private Medical/Dental Collegs of
Haryana.
Similar procedure as followed for counseling of MBBS/BDS courses for filling up State Quota seats in
Government/Government Aided, Medical/Dental Colleges and State Quota seats in Private
Medical/Dental Colleges as described under point No. 9 above will be followed for admissions to
Management Category seats also. However, the merit shall be drawn on the basis of All India Merit of
NEET UG-2023.
11. a) After commencement of UG Courses, if a candidate having joined the Institute but leaves the course
after three days prior to the last date of admissions prescribed by the Central Regulatory Authority
(eg. 18.12.2023 as prescribed by Competent Authority) i.e. on/after 15.12.2023, then:-
(i) He/she will be debarred for next three years from applying for admission to MBBS/BDSCourse
in the State.

(ii) He/She will have to pay the Bond Money Rs.10 lakhs (Rs. Ten Lakhs only) for UG Course for
which Bond shall be executed at the time of admission by the Institute.
The candidates at the time of admission will be required to execute a bond with two sureties (on non-
judicial stamp duly attested by 1st Class Magistrate) that he/she will not leave the course before
completion. In case, any one leaves the course midway, he/she will pay Rs.10 lakhs (Rs. Ten lakhs
only) to the Institutions (Government/Government Aided/Private) concerned. The Institution reserves
the right to recover such money from the defaulters as per due procedure and thereafter the candidates
will also be debarred for admission to MBBS/BDScourse in the State for next 03 years. The same shall
be applicable for the candidates taking admission under Management Category also.
(iii) Any candidate who leaves the course midway shall have to pay the fee of the Academic Session
during which he/she leaves the course alongwith the 50% of fee of the next Academic Session in
addition to the Bond notified as in point (ii) above in case of Private Institutions.
(iv) For candidates seeking admission in ESIC, Faridabad will have to submit a bond as pre-condition
of ESIC, Medical College, Faridabad. The details of the bond shall be available on the website
www.esic.nic.inand also on the admission web portal.
b) Further, the last date for resignation after joining in any round and subsequent eligibility for
participation in the next round shall be in line with the instructions/policies of MCC, DGHS
Government of India and as notified by the Admission Committee for each round.
12. Admission to NRI Category(NRIs/PIOs/OCIs/Foreign National)
All admission under NRI Category seats shall be as per merit of NEET-2023
The procedure for admission to NRI quota seat shall be as under:-
1. Only NEET qualified candidates shall be eligible under NRI category. All admission under NRI
category seats shall be as per merit of NEET.
2. PIOs/OCIs and Foreign Nationals who are NEET qualified can also apply under the NRI
category.
The preference for admission under NRI category shall be considered as under:-
(i) Actual NRIs/OCIs/PIOs candidates who originally belonged to the State of Haryana.
(ii) Children of NRIs/OCIs/PIOs who originally belonged to Haryana State.
(iii) Actual NRIs/OCIs/PIOs who originally belonged to an Indian State and Union Territories
other than Haryana.
(iv) Children of NRIs/OCIs/PIOs who originally belonged to an Indian State and Union
Territories other than Haryana.
(v) Real brother and sister of the candidate.

(vi) If the first-degree relation of the student is NRI and residing abroad and the candidate fulfils
the following condition:-
a) He should be the nearest relation.
b) In the definition of nearest relation, candidate having following blood relation:-
a) Real Brother and sister of father i.e. real uncle and real aunt.
b) Real brother and Sister of mother i.e. real maternal uncle and maternal aunt.
c) Father and mother of father i.e. grand father and grandmother.
d) Father and mother of mother i.e. maternal grandfather and maternal grandmother.
e) First degree-paternal and maternal cousins.
f) Such person should be NRI.
c) Such persons should ordinarily be residing abroad.
d) Such person should have looked after such student as the guardian of the student and
evidence to that effect must have been produced by such person.
(vii) Foreign Nationals shall be considered for admission under NRI quota after exhausting the
list of NRIs/ PIOs/OCIs.

NOTE:-
 The NRI students will have to give a Bank Guarantee/Surety Bond for the balance of fee, if they
opt to pay the fee in installment as provided.
 Any seats remaining vacant under NRI Category shall be filled up from the NEET qualified
eligible foreign nationals. However, if the seats still remain vacant these shall be converted to
Open Categoryseats in Government/Government Aided Medical Colleges and Management
Category seats in Private Colleges.
 In compliance with the Notification dated 04.03.2021 issued by Ministry of Home Affairs,
OCI/PIO candidates shall be eligible only for NRI seats.
13. Fee Structure:
(i) a. The fee structure for MBBS Course in Government/Government Aided Medical Colleges shall be
as per provisions contained in the Haryana Government Notification number 16/17/2019-6HB-IV
dated 21.12.2022 Annexure-V(A). Fee structure of MBBS course in Government/Government
aided Medical Colleges is annexed at Annexure Annexure-V(A(i)).
b. The fee structure for MBBS Course in ESIC, Faridabad and for BDS Course in Government
Dental College is at Annexure-V(B).
c. Fee structure for MBBS Course in Private Medical/Dental Colleges affiliated to Pt. B.D. Sharma
University of Health Sciences, Rohtak is at Annexure V(C).
d. The fee structure for the Medical/Dental Institutions running under the Private Universities is
annexed at Annexure-V (D).
(ii) (a) The Tution fee shall be payable on annual basis and the Institutes shall not ask the candidates to
deposit fee for the entire course in advance.
(b) The Tution fee for the First year course shall be deposited by the successful candidates in the
account- counselling and admission on account for Dept. of Medical Education and Research
(DMER). The details will be available on the admission webportal. The fee shall be transferred to
the respective institute by the Chairman Admission Committee within one month after completion
of the admission process.
(c) The Tution fee shall be refunded/ adjusted if the candidate is shifted in subsequent counselling
from one Institute to another. In case of request for withdrawal of admission by a candidate the fee
shall be refundable to the candidate, only if the request is made in person along with original
receipt of fee deposition and no request shall be entertained through e-mail. The candidate will
have to make the request at least 03 days prior to the last date prescribed for admission to
MBBS/BDS courses.
(d) The candidates seeking admissions in Private Colleges only can be allowed to deposit part of
Tution fee (50%) at the time of admission, however the remaining fee will have to be deposited by
the candidate to the institution before the last date of admissions.
14. Service Incentive Bond to Incentivize MBBS Graduates to opt for Government service upon
completion of MBBS Course from Government and Government Aided Medical Colleges:-
All candidates completing their MBBS Course from Government/Government Aided Medical Colleges
in the State of Haryana shall be covered as per the provisions contained in the policy dated 21.12.2022
[Annexure-V(A).
15. General Instructions:-
a. List of documents to be brought at the time of counseling is at Annexure-VI.
b. Admitted students shall pay the fees and other charges for all types of seats as per the fixed Fee
and other charges fixed by the Government of Haryana from time to time for Private Unaided
Medical and Dental Institutions affiliated to Pt. B.D. Sharma university of Health Sciences,
Rohtak and the fee as fixed by Private Universities for the institutes falling under their perview.
c. All kind of fees like registration fee, tution fee, caution fee etcwill be drawn in the account-
Counselling and Admission on A/C for Deptt. of Medical Education & Research (DMER). The
details shall be available on the Admission Webportal.
d. All candidates belonging to the Scheduled Castes/Backward Classes/EWS/PWD/ESM/FF etc.
must submit a certificate in in the prescribed format issued from the competent authority of the
State Government.

e. The reservation to deprived scheduled caste category will be followed as per Haryana
Government Notification dated 15.05.2021.
The eligibility criteria for admission to Backward Classes shall be as per Haryana Government
Notification dated 17.11.2021(Annexure-VII).
f. Only Dependents of Freedom Fighters (FF) who wish to be considered for reservation as such
must submit a certificate from the Competent Authority along with undertaking (Annexure-VIII).
g. The reservation to Ex-servicemen and their wards will be considered as per notification of
Haryana Government, General Service III Branch No. 22/10/2013-1 GSIII ( Annexure-IX).
h. A candidate from reserved Categoryshall have the right to compete for admission in General/
unreserved Categoryseats as per his/her merit. In case a candidate does not fill up his reserve
Categoryin his application form, he/she will not be subsequently considered for admission against
that category. However, if a reserved Categorycandidate has availed of any concession, such as
relaxation in upper age limit, qualification or permitted number of chances in written examination
etc., then he/she cannot be considered against General/ Un-reserved seats.
i. Any candidate, if found to have submitted any false documents/claim benefit of reservation on the
basis of false documents will be liable for penal action under Section 420, 120B of IPC and
his/her candidature shall be cancelled immediately and shall be debarred for admissions in future.
j. The admission shall be made to only those Institutes which are recognized/approved for
admission from NMC/NMC/DCI and who have obtained consent to affiliation from the
concerened University in accordance with the last date as prescribed by Government of
India/National Medical Commission/Dental Council of India/State Government. The institutes
that are unable to get affiliation and such approval from MOHFW/NMC/DCI/State
Government/University shall not be considered for counselling.
16. Any amendments by MoHFW/NMC/DCI/State Government shall have a binding on any provisions
contained in this Notification.

Subject:- Reservation for Economically Weaker Sections in Direct recruitment in Civil posts and services
as well as in admissions in Government/Government Aided Educational Institutions in the State
of Haryana.
I am directed to inform that government of India has notified “THE CONSTITUTION (ONE
HUNDRED AND THIRD AMENDMENT) ACT, 2019” On 12th January, 2019 amending Article 15 & 16, which
are now read as under:-
Amendment of article 15
In Article 15 of the Constitution, after clause (5), the following clause shall be inserted namely:-
‘(6) Nothing in this article or sub-clauses (g) of clause(1) of article 19 or clause (2) of article 29 shall prevent the
State from making,-
a) Any special provision for the advancement of any economically weaker sections of citizens other than
the classes mentioned in clauses (4) and (5); and
b) Any special provision for the advancement of any economically weaker sections of citizens other than
the classes mentioned in clauses (4) and (5); in so far as such special provisions relate to their
admission to educational institutions including private educational institutions, whether aided or
unaided by the State, other than the minority educational institutions referred to in clause(1) of article
30, which in the case of reservation would be in addition to the existing reservations and subject to a
maximum of ten per cent of the total seats in each category.
Explanation- For the purposes of this article and article 16, “economically weaker sections” shall be
such as may be notified by the State from time to time on the basis of family income and other
indicators of economic disadvantage.’
Amendment of article 16
In Article 16 of the Constitution, after clause (5), the following clause shall be inserted, namely:-
“(6) Nothing in this article shall prevent the State from making any provision for the reservation of
appointments or posts in favour of any economically weaker sections of citizens other than the classes
mentioned in clause (4), in addition to the existing reservation and subject to a maximum of ten per cent of the
posts in each category”.
In the wake of above enabling provisions, State Government has considered the matter and decided to provide
benefits of reservation on a preferential basis in Civil Posts in all the Departments/Boards/Corporations/Local Bodies
and in Admissions to Government/Government Aided Educational Institutions to those Economically Weaker
Sections (EWSs) who are not covered under the existing scheme of reservation for the Scheduled Castes, Backward
Classes (Block-A) and Backward Classes (Block-B).
2. QUANTUM OF RESERVATION:
The persons belonging to EWSs who are not covered under the existing scheme of reservation for
Scheduled Castes, Backward Classes (Block-A) and Backward Classes (Block-B) shall get 10% reservation in
direct recruitment to Group A,B,C and D posts in the Departments/Boards/Corporations/Local Bodies of
Government of Haryana and also in admission to Government/Government Aided Educational Institutions in the
State of Haryana.

3. EFFECTING RESERVATION-ROSTER POINT:
3.1 Direct recruitment in case of Group-A & B
Roster point No. 11-20-30-40-51-60-70-80-90 and 99
3.2 Direct recruitment in case of Group-C &D
Roster point No. 4-14-24-34-43-53-66-76-83 and 94
3.3 Where in any recruitment year any vacancy earmarked for EWS cannot be filled up due to non availability of a
suitable candidate belonging to EWS, such vacancies for that particular recruitment year shall not be carried forward
to the next recruitment year as backlog and will be filled from unreserved category.
3.4 Persons belonging to EWS selected against the quota for persons with benchmark disabilities/ex-servicemen
shall be placed against the roster points earmarked for EWS.
4. CRITERIA OF INCOME & ASSESTS
4.1 Persons who are not covered under the existing scheme of reservation for Scheduled Caste, Backward Classes
(Block-A) and Backward Classess (Block-B) and whose family has gross annual income below Rs. 6.00 lakh (Rupees
six lakh only) are to be identified as EWSs for benefit of reservation Income shall also include income from all
sources i.e. salary, agriculture, business, profession etc. for the financial year prior to the year of application.
4.2 Also persons whose family owns or possesses any of the following assets shall be excluded from being identified
as EWS, irrespective of the family income:-
I. 5 acres of agricultural land and above.
II. Residential flat of 1000 sq. ft. and above.
III. Residential plot of 100 sq. Yards and above in notified municipalities.
IV. Residential plot of 200 sq. Yards and above in areas other than the notified municipalities.
V. Total immovable assets owned are valued at Rs. One Crore or more.
4.3 The property held by a “Family” in different locations or different places/cities would be clubbed while applying
the land or property holding test to determine EWS status.
4.4 The team “Family” for this purpose will include the person who applies for benefit of reservation, his/her
parents, spouse as well as children and siblings below the age of 18 years.
5. INCOME AND ASSET CERTIFICATE ISSUING AUTHORITY AND VERIFICATION OF
CERTIFICATE:
5.1 The benefit of reservation under EWS can be availed upon production of an income and Asset Certificate
issued by a Competent Authority. The Competent Authority for EWS Income and Asset Certificate shall be
Tehsildar of the area where the applicant normally resides.
5.2 The prescribed format for EWS Income and Asset Certificate shall be as provided at Annexure-I.
5.3 The Officer who issues the certificate would do the same after carefully verifying all relevant documents
following due process as prescribed by the State.
5.4 The crucial date for submitting Income and Asset Certificate by the candidate may be treated as the closing
date for receipt of application for the post, except in cases where crucial date is fixed otherwise.
5.5 The appointing authorities should in the offer of appointment to the candidates claiming to be belonging to
EWS, include the following clause:-
“The appointment in provisional and is subject to the Income and asset certificate being verified through the
proper channels and it the verification reveals that the claim to belong to EWS is fake/false the services will be
terminated forthwith without assigning any further reasons and without prejudice to such further action as may
be taken under the provisions of the Indian Penal Code for production of fake/false certificate.”
The appointing authority should verify the veracity of the Income and asset certificate submitted by the
candidate through the certificate issuing authority.
5.6 Instructions referred to above should be strictly followed so that it may not be possible for an unscrupulous
person to secure employment on the basis of a false claim and if any person gets an appointment on the basis of
such false claim, her/his services shall be terminated and penal action shall also be invoked.
6. ADJUSTMENT AGAINST UNRESERVED VACANCIES:
A person belonging to EWS cannot be denied the right to compete for appointment against an
unreserved vacancy. Persons belonging to EWS who are selected on the basis of merit and not on account of
reservation are not to be counted towards the quota meant for reservation.
7. The above scheme of reservation will be effective in respect of all direct recruitment vacancies to be notified
on or after 01.02.2019.

Subject: “Bonafide residents of Haryana - Guidelines regarding”.
I am directed to invite your attention to Haryana Govt. letters noted in the margin on the subject
noted above vide which the instructions were issued regarding simplification of procedure for obtaining the
certificate of Domicile for the purpose of admission to educational institution (including technical/Medical
institution). The matter has been reconsidered in the light of judgment delivered by the Hon’ble Supreme Court of
India in the case of Dr. Pradeep Jain vs. Union of India and others reported as AIR 1984-SC-1421, wherein it has
been held that instead of the word ‘Domicile’ the word ‘Resident’ be used in the instructions issued by the State
Government and it has been decided to revise the Government instructions. Henceforth, the following categories of
persons would be eligible for the grant of Resident Certificate: -
i) Candidates, who have passed the examination qualifying there for selection in an institution from a
school/college in Haryana.
ii) Children/Wards (if parents are not living)/Dependents: -
(a) of the regular employees of Haryana State posted in or outside Haryana State or working on
deputation;
(b) of the regular employees of the statutory bodies/corporations established by or under an act of the
State of Haryana who are posted in Chandigarh or in Haryana or outside Haryana.
(c) of the regular employees of the Government of India posted in Chandigarh or in Haryana in
connection with the affairs of the Haryana Government;
iii) Children/wards (if parents not living)/dependents of persons who after retirement have permanently settled
in Haryana and draw their pensions from the treasuries situated in the State of Haryana.
iv) Children/wards (if parents are not living)/dependents of pensioners of Haryana Government irrespective of
the fact that the original home of the retiree is in a state other than Haryana or he has settled after retirement
in or outside Haryana;
v) Children/Wards (if parents are not living)/dependents of persons, who have permanent home in Haryana and
include persons who have been residing in Haryana for a period of not less than 15 years or who have
permanent home in Haryana but on account of their occupation they are living outside Haryana;
vi) The wives of such persons who are bonafide residents of Haryana irrespective of the fact that they had
belonged to any other State before marriage;
vii) Persons who were born in Haryana and produce a certificate to that effect; provided that the
parents/guardians (if parents are not living) of persons belonging to any one of the above mentioned
categories are:
a) Citizen of India;
b) Produce an affidavit to the effect that they or their children/wards (if parents are not
living)/dependents have not obtained the benefit of Resident in any other State.
2. All candidates claiming to be bonafide residents of Haryana should produce a Haryana Resident Certificate
signed by the District Magistrate/General Assistant to Deputy Commissioner or Sub-Divisional Officer (Civil)
of the District/Sub-Divisions to which the candidates belong. Resident Certificates in respect of elsewhere or in
respect of the Children/Wards/Dependents of Haryana Govt. employees who are posted at Chandigarh, Delhi
or elsewhere or in respect of Children /Wards/ Dependents of pensioners of Haryana Govt. or in respect of the
Children/Wards/ Department of the employees of the Government of India posted at Chandigarh or in Haryana
in connection with the affairs of Haryana Government, or in respect of Children/Wards/Dependents of the
employees and retirees of the Statutory Bodies/Corporations of Haryana established by or under an Act of
the State of Haryana or a Central Act and located at Chandigarh, Haryana or outside Haryana, should be
by their respective Heads of Departments.
3. Candidates seeking admission in educational institutions (including Medical and technical institutions) located
in Haryana may not be required to produce Resident Certificate, if they have passed the examination from a
school/college situated in Haryana. For this purpose, a certificate of the Principal/Headmaster from concerned
institution where the children/wards studied last should be considered sufficient. The Principal/Headmaster of
the institution shall be competent to issue such certificate, which should be sufficient.

4. If a candidate is admitted on the basis of claim that he belongs to the State of Haryana but at any subsequent
time is discovered that his claim was false, the student shall be removed from the institution, all fees and other
dues paid up to the date of such removal shall be confiscated. The Principal/Headmaster may take such other
action against the student and his/her parents/guardians as he may deem proper in the circumstances of any
particular case.
5. For the purpose of uniformity for issuing certificate of Residence in the case of various categories to be issued
by the competent Authorities, proforma have been prescribed which are enclosed herewith.

Subject: “Streamlining the procedure in the offices regarding issuing of Resident /Income Certificates
and the caste certificate to Scheduled Castes and Backward Classes”.
Sir,
I am directed to invite your attention to Haryana Government letters Nos. 62/17/95-2G.S.III, dated
03.10.96, No. 22/51/93-3G.S.III, dated 12.8.93 and even No. dated 14.10.97 on the subject noted above wherein
instructions regarding the caste certificates (SC/BC/OBC), and Resident certificates have been issued.
2. The policy has been reviewed keeping in view the various courts judgments and the hardships caused to the
individuals in obtaining above quoted certificates. Government is of the view that the procedure be
institutionalized by delegating powers at proper level for ensuring speedy disposal of work without any
harassment or exploitation. The present modification of the policy also aims at simplifying the procedure for
obtaining certificate by an individual falling under the reserved categories.
The matter has also been reconsidered in depth by the State Government in view of the problems being faced by
the Government employees in obtaining these certificates. With a view to improve the existing system in issuing
various certificates, it has been decided by the Government that henceforth Circle Revenue Officers
(Tehsildar/NaibTehsildar-cum-Executive Magistrate) concerned will be authorized to issue Resident as well as
Caste Certificates (SC/BC/OBC) after getting the verification done through the subordinate revenue staff in case
of applicants residing in the rural area and through the Executive Officer/Secretary of the concerned Municipal
Committee/Municipal Council/Municipal Corporation concerned in case of applicants residing in urban area. It
has further been decided that in case of Haryana Government employees serving in the offices located at
Chandigarh/Panchkula and residing at Chandigarh/Panchkula, the Resident certificates and caste certificate to
SC/BC employees and for their children, may be issued by their respective Heads of Departments also.
3. The validity of Resident Certificate issued by the competent authority shall be as long as the holder of this
certificate maintains his residential address in Haryana State.
4. SC certificate once issued shall be valid as long as the caste is not removed from the Schedule of the Constitution
and BC certificate shall be valid for life from the date of issue of the certificate or till the applicant does not fall
into creamy layer Category as defined from time to time. The applicant applying for BC certificate would also
submit a self declaration on simple paper that he does not fall under creamy layer category. The format for this
declaration is given at Annexure ‘A’ However, if the certificate has been obtained by fraud or misrepresentation
or concealment of facts or by some other means, the said certificate shall be declared as invalid/non-est and
benefit taken by the applicant will be withdrawn and a criminal case shall be registered against the applicant
misrepresenting the facts as well as against the guilty officers/officials, if any. In addition, Social Justice &
Empowerment Department, Haryana is being, directed to finalize the modalities and procedure to constitute the
Scrutiny Committee.
The files relating to Caste and Resident certificate shall be retained for 10 years and Register shall be retained
permanently. The proforma of the application form, Register and SC/BC certificates prescribed by the
Government shall be followed by all the Departments/Institutions in letter and spirit as it has come to the notice
of the Govt. that some Departments/Institutions demand such certificates in proforma which are at variance with
the proforma in which these certificates are being issued by the competent authorities (Tehsildar /

NaibTehsildar/HODs). It is, therefore, decided that the Departments/Institutions shall accept these certificates
only in the proforma in which these are being issued by the competent authorities which have been prescribed by
the Govt. itself (copy enclosed).
5. To make institutional arrangements, it has also been decided that in future the Resident and Caste certificates will
be issued to all the students studying in class 8th every year as per the time schedule given below:-
i. Filling of application form by the parents/students. 1st Nov. To 10th Nov. Every year. ii. Verification by (a)
Sarpanch/ Namberdar in case of rural areas and Municipal Councillors in case of Urban areas.
(b) Verification by Patwari in case of rural areas /EO/Secy.(MC) any other officer/official authorized by the local
body for the purpose in case of urban areas. Upto 30th November every year.
(c) Head Teacher/Head Master Upto 15th Dec. iii. Forwarding of application to CRO by Head Teacher/Head
Master 31st Dec. iv. Verification & issue of certificate by CRO Upto 31st January every year.
6. All application forms of a particular School may be sent to the Tehsildar / NaibTehsildar concerned preferably at
one go so that the certificates are issued and sent back to the Head masters of Government Schools/Private
Schools for distribution to the concerned students. The Head Teacher/Head Master shall be responsible for
getting the application forms filled and files prepared of all the students presently studying in Class-VIII to XII
will be issued these certificates during the months of January, 2004 to March, 2004. The schedule will be
finalized by the concerned Deputy Commissioner in this regard.
7. It has been further decided that in case of SC/BC students claiming benefit under various welfare schemes upto
Class IX, the benefits will be given by the Head Master/Head Teacher after getting the verification done from
Sarpanch/ Namberdar/MC and a caste certificate issued by the CRO (Tehsildar / NaibTehsildar) may not be
demanded for this purpose by the School authorities.
8 The matter regarding issue of income certificate to the students for claiming various benefits in educational
institutions has been considered and it has been decided that in future the income certificate for educational
purpose will be issued by the CRO (Tehsildar / NaibTehsildar concerned) and income certificate for other
purposes by the SDO (C) concerned taking into account income of the applicant from various sources including
agriculture, trade, profession, salary etc. The verification will be got done through the subordinate revenue staff
in case of applicants residing in rural areas and through the Executive Officers/Secretary of the concerned
Municipal Committee/Council/Municipal Corporation in case of applicants residing in urban areas.
9. It has also been brought to the notice of the Government that when posts are advertised, fairly large number of
candidates apply for such posts and Haryana Public Service Commission/Haryana Staff Selection Commission /
Department demand attested copies of Resident/Caste certificates and other documents from the candidates. This
creates not only financial problems for the unemployed youths but also increases the work load in the offices.
Similar is the position in case of admission to educational/professional Engineering institutions. To give relief to
the public, it has been decided that at the time of applying for job or for admission in educational institutions
including technical/professional institutions etc. self attested photo copy of the certificate about the residence and
caste status shall be sufficient and at the time of final interview/selection, original papers including castes and
Resident certificate issued by the competent authorities may be obtained/examined/inspected by the concerned
departments/institutions and attested copies thereof be kept in record. The fact may also be cross
checked/verified at the time of verification of the antecedents of the applicants before he/she joins the
Government service. Similar practice will be followed for degrees/mark sheets/other certificates of academic
qualifications. Necessary action to amend/revise the application form in this regard shall be taken by Haryana
Public Service Commission/ Haryana Staff Selection Commission/Head of the Departments/Universities etc. at
their own level under intimation to the Government.

Course from Government/Government Aided Medical Colleges in the State of Haryana.

1. Preamble:
The Government of Haryana with the intent of providing affordable, quality medical care to the public
and to bridge the gap between demand and supply of medical professionals for quality health care in the
State envisages a policy to incentivize MBBS doctors graduating from Government/Government Aided
Medical Colleges established by the State of Haryana to serve in Government sector for further up
scaling and strengthening overall health facilities in the State and hereby notifies the policy as under –
2. Definitions:
a) “Public Health Institutions” shall mean and include all Government Medical Colleges,
District/Sub Divisional Hospitals, Community Health Centers, Primary Health Centers, Health
initiatives like NHM/Ayushman Bharat/CHIRAYU/NIROGI HARYANA or any other health
care schemes or programs of the Government / Health Institutions established by the
Government of Haryana.
b) “Government/Government aided Medical Colleges” shall include Colleges/Institutions imparting
Medical Education and established by State Government.
c) “Candidate” shall mean the student admitted to MBBS degree course in the
Government/Government aided Medical Colleges in the State of Haryana.
d) “Corpus” means the funds maintained by Haryana State Financial Services Limited and utilised
for repayment of loan instalments of candidates and for improvement of
Infrastructure/Equipment/Teaching facilities in Government/ Government aided Medical
Colleges.
e) “Service” means any service with Central Government/any State Government/Armed
forces/Judicial Services etc.
f) “Bond” in the case is defined as ‘education fee’ in banking parlance.
3. The policy is applicable to the following –
 Candidates admitted in MBBS course in Government Medical Colleges from the academic
session 2020-21onwards.
 Candidates admitted in MBBS course in Govt. Aided Medical College(s)- MAMC, Agroha from
the Academic Session 2022-23 onwards
3(a) The policy shall not apply to candidates admitted under NRI quota in Govt./Govt. Aided Medical
colleges established by the State of Haryana.
4. A) The Annual fee to be paid at the beginning of each Academic Session in
Government/Government aided Medical Colleges is as under –

Incentive Bond” to incentivize the MBBS graduates to opt for Government Service after
completion of MBBS degree in lieu of a bond of Rs 30 lakh - Minus Total Annual Fee

(as per Table –‘A’) with a concession of 10% on bond amount for female candidates.
Accordingly, the bond amount is as under –

5. Salient Features of the Service Incentive Bond are as under:
5.A.1 The bond shall be in the shape of a collateral free education loan as per amount specified in the Table-
‘B’ at Point 4.
5.A.2 Upon completion of MBBS, the candidates shall have to exercise the option out of the following:
i. Consent for Government service
ii. Not opting for Government service and declare to pay the amount qua the Service Incentive
Bond in lumpsum
iii. Not opting for Government service and declare to pay the amount qua the Service Incentive
Bond in monthly instalments
5.A.3 The candidates shall execute a tripartite bond (Copy placed at Annexure- ‘A’) which will be signed
between the candidate, bank and Government through the Institution concerned in which the candidate
gets admission.
5.A.4 The loan towards Service Incentive Bond will be at rate of interest linked with REPO Linked Lending
Rate (RLLR) which may vary from time to time.
5.A.5 The total duration of Service Incentive Bond shall be five years starting from completion of MBBS
course.
5.A.6 Government will repay the entire bond amount with interest to the bank in lieu of the service rendered
by the candidate in Government.
5.A.7 The said Service Incentive Bond shall be implemented after completion of MBBS course. One year
moratorium period shall be provided. Candidate is not required to re-pay any amount pertaining to the
Bond during the period of study including period of Postgraduation.
5.A.8 State Government shall offer a ‘Contractual service’ in Public health institutions /
Government/Government aided Medical Colleges to the candidate within 01 year of completion of
MBBS course upon which repayment towards loan by State Government shall begin immediately.
5.A.9 Candidate will be at liberty to appear for any Central /State Government service including Judicial
Services /Armed forces etc. In case the candidate obtains employment with Central / any State
Government / Armed forces/Judicial Services/, then the Government of Haryana shall repay the loan
(both principal and interest) till the time he/she continues to serve in the said job, up to completion of
bond period or total repayment; whichever is earlier.
5.A.10 The State Government shall repay the monthly installments of the loan (both principal and interest) till
the time he/she is serving in the Public Health Institutions / Government/ Government aided Medical
Colleges of Government of Haryana in ‘Permanent’ or ‘Contractual service’.
5.A.11 No deductions shall be made by the Government from the salary of candidates who choose to work
with Government for the purpose of repayment towards the Service Incentive Bond.
5.A.12 Should there arise a situation that despite best efforts the candidate is not able to secure a
regular/contractual employment with the Government even after one year, the loan repayment qua such
candidates shall also be made by the Government of Haryana.
5.A.13 The candidates shall be liable to repay the amount qua the Service Incentive Bond, only when the
candidate chooses NOT to join any Government Service, either permanent/contractual when offered the
service
5.A.14 Upon selection for Post-Graduation in Haryana or any other State in India, the period of Post
Graduation shall be deducted from the total bond period of five years (Detail explained at point No. 7
and 8 below)
5.A.15 If a candidate is not able to secure a contractual service within 01 year of completion of his/her course,
the candidate can take up any employment, and the repayment of loan against such candidate shall be
made by the Government of Haryana. Such candidate shall still be liable to serve in the Government
sector, if offered a job by the Government, within the period of service as envisaged under the Service
Incentive Bond i.e. within 05 years after completion of course.

lump sum basis or in equal installments annually during the course of study. In this case, the candidate
shall not be required to serve with Government.
5.C. Candidate is at liberty to leave the Government service (Regular/Contractual) at any time before the
bond period expires subject to repayment of remaining loan amount with interest.The amount shall be
calculated on a pro-rata basis(for both period of service as well as the bond amount). The candidate will
have the following options -
 The remaining amount qua the Service Incentive Bond can be paid in a lump-sum basis.
 The candidate can choose to pay the installments at his/her own level thereafter.
5.D. The candidate shall have the option to shift between Options (A)/(B)/(C) at any time, during the
duration of study/period of service and serve the Government and pay the bond amount accordingly as
specified at point No. 5(A).
6. The Department of Medical Education & Research shall devise an online portal for effective ground
implementation of the policy.
7 The candidates shall be awarded provisional degree upon completion of MBBS Course. Original Degree
shall be awarded upon completion of period envisaged under the Service Incentive Bond.
8. An MBBS candidate, shall be at liberty to pursue any Post Graduate Degree /diploma course (in any
Institute across the Country), before/during the service. The period of Post-graduation shall be deducted
from the total period of Service under the Service Incentive Bond.
The candidate shall complete the remaining period of Service after completion of such Post Graduate
Degree /Diploma course by serving in the State of Haryana not later than 03 months from the date of
completion of the PG course.

9.. Candidates who pursue PG courses outside the State of Haryana will be required to undertake to
complete the remaining period of Government service after the completion of his/her PG course.
10. The Policy shall not be applicable in the unfortunate event of death/insanity/permanent disability of the
candidate.

11. The State Government reserves the right to add/delete any clause in the policy from time to time.
12. This Notification is being issued in supersession of all other notifications and policies pertaining to the
matter covered under this notification.

of Section 5 of the Haryana Backward Classes (Reservation in Services and Admission in Educational Institutions)
Act, 2016 (15 of 2016), and in supersession of the Haryana Government, Welfare of Scheduled Castes and Backward

2. The State Government has decided to adopt the above provision made by Govt. of India in their letter dated

Therefore, Para 5 of General Administration Department instructions even number dated 15.07.2014 is
amended to this extent.
