Sustainability and Environment for Construction Management iaadcll Akadlaod éyStol dipall Royal Commission for AlUia Environment Impact Assessment The process of evaluating the significance of potential environmental and social impacts that may result from a Development, including, but not limited to: review of proposed Development activities during the Development lifecycle; review of existing environmental and social data of the Development area and collection of new data as required; evaluation of impacts; review of required mitigation (both embedded and additional]; determination of significance, etc. The final deliverable is a succinct report commensurate with the size and type of Development. Within the AlUla Geographical 8oundaries two levels of ESIA are recognized, a SEE and a Scoping ESIA. Please refer to the December 2021 document titled “Guidelines for Environmental and Social Impact Assessment in AlUla County” for a full description of the necessary environmental due diligence. Environmental Impact ‘Any negative or positive change that affects the environment as a result of engaging in any activity. Impacts can be classified in terms of: + Direct impacts - impacts that result directly from Development activities generally occurring within the physical footprint of the Development (including Development infrastructure and the incremental transportation and energy infrastructure required to support it), such as the removal of flora during site grading; + Indirect impacts - secondary impacts resulting from Development activities, generally occurring outside the immediate physical footprint of the Development, such as increased tourism in AlUla County and the associated impact this may have on fauna use in the region; ‘+ Transboundary ~ those that may affect countries other than the country in which a project will be constructed and operated; ‘+ In-combination where two or more impacts have the same or similar effect on the same receptors, the combined impact may be different from the impact in isolation or the sum of their individual parts; and ‘© Cumulative impacts ~ an impact that results from incremental changes caused by other past, present, or reasonably foreseeable actions by others outside of the Project scope together with those from the Project, for example the incremental noise from a number of separate developments. Too much light pollution has consequences: it washes out starlight in the night sky, disrupts ecosystems, has adverse health effects and wastes energy. Sustainability presumes that resources are finite and should be used conservatively and wisely with a view to long-term priorities and consequences of the ways in which resources are used. In simplest terms, sustainability is about our children and our grandchildren, and the world we will leave them. Third Party The “Third Party” contractor is one who shall be selected based on ability and absence of any conflict of interest. Vibration frequency He The number of hertz (abbreviated Hz) equals the number of cycles per second. The frequency of any phenomenon with regular periodic variations can be expressed in hertz, but the term is used most frequently in connection with alternating electric currents, electromagnetic waves (light, radar, etc.), and sound. Visual Disturbance Any behavior, situation and condition that does not comply with the general, cultural, and geographical perspective of the AlUla region, in terms of the general shape, design or colors Water Pollution Water pollution is the contamination of water bodies, usually as a result of human activities, in such a manner that negatively affects its legitimate uses. Water pollution reduces the ability of the body of water to provide the ecosystem services. SUSTAINABILITY AND ENVIRONMENT GENERAL REQUIREMENTS Ba 32 33 34 35 36 37 38 39 3.0 It's required of any Contractor working in AlUla County, to operate their construction sites in accordance with the Sustainability and Environmental for Construction Management requirements. Contractors shall take all necessary measures to preserve the environment and comply with sustainability targets by minimizing releases and prevent adverse impacts to public health and the environment. Based on the Program ESIA, each appointed Contractor shall prepare and submit, a Sustainability and Environmental Plan (SEP) RCU representative for review and approval. ‘Along with a SEP, The Contractor shall prepare a master Environmental Risk register to document precautionary measures planned to take to protect the environment from the negative impact of the construction work. For each job in the scope, The Contractor shall prepare and submit a task Method Statement and Risk Assessment (RAMS) for RCU representative for approval. RAMS must include the task precautionary measures that The Contractor will implement to reduce impact to environment. The Contractor shall prepare and submit a Waste Management Plan (WMP) for RCU representative's approval ‘The Contractor shall prepare and submit a Project Mobilization/demobilization Plan (MP) for Project site offices and staff camp for RCU / RCU representative's approval. VISUAL AESTHETICS AND LANDSCAPING 4.1.1. Allprojects site offices must have unified color and design. The site offices must achieve harmonious visual and material relationships between the adjacent landscape; referring to (AlUla County Materials and Colors Guideline, Rev 01,_Issued 22 April 2021). The Contractor shall ensure that, design shall include for visual assessment and visual amenity design review of built structures to ensure the visual amenity isin conformance with the visual amenity objectives of the Project. 41.3. The Contractor shall ensure that, all work sites and staff camp, shall be completely fenced off from public ingress. 4.1.4. The Contractor shall ensure that, all worksites shall always safeguard all boundaries against unauthorized access. 4.15. The Contractor shall ensure that safety precautions and protection on the worksite are always implemented and not be solely reliant on the boundary fences to keep unauthorized persons out of the worksite. The Contractor shall ensure that, the location of the parts of the Site allocated for the permanent Works together with all boundaries are shown on the drawings included with the Contract Package. 4.1.7. The Contractor shall ensure provision of temporary fencing in height within two meters at least, with access gates as may be required to enclose the construction activities to prevent any visual distortion that may affect the public. The Contractor shall ensure that all temporary fencing is always in a safe condition and well-maintained. 4.1.9. The Contractor shall ensure that regular inspection of all temporary fencing shall be included in the duty of the HSE team daily inspection. In the event of any damage, it must be repaired immediately 4.1.10. The Contractor shall not allow his workmen or any other person to pass beyond the limits, of the site other than for the purpose of access. 4.1.11. The Contractor shall not stockpile any materials higher than the site perimeter fence height. 4.1.12. The Contractor shall ensure that, all hoardings will be painted on both sides in a plain uniform manner. 4.1.13. Any designs that are proposed to adorn the hoardings shall have prior approval from RCU. 4.1.14. _ All Site offices and staff camp must contain green areas, not less than 30% to 40 % of the total area of the office area, and 40% to 50% of the staff camp total area. 4.1.15. The Contractor shall organize, arrange and separate the materials storage areas, each according to its type, as well as separate the different workshops, with care to provide Sustainability and Environment for Construction Managementalcil Akadlaod dyStol dinall B aman Royal Commission for AlUia the storage areas and workshops with all appropriate instruction and warning signs that are appropriate to the nature of the existing works in each area. 4.1.16. _ All staff camp must be equipped with entertainment areas for the contractor staff. 4.1.17. _ {tis the responsibility of The Contractor to handover site office area and staff camp area in the same conditions which has been handed over to him prior to him starting, 4.1.18. _Asoler energy system must be provided and relied upon as a source of energy not less than 30% to-: 40% out of total consumption, for the site office and staff camp, 4.1.19. The Contractor must place all fuel tanks and generators away from the site offices and staff accommodation by minimum 10 to 20 meters. 4.1.20. _It'snot allowed under any circumstances to draw or paint on the rocks or the mountains, such act will be considered as highly serious violation and will be subject to penalties. 4.1.21. Wherever such unsafe act has been noticed, it's a responsibility for The Contractor to take all necessary action to re-instate the damaged areas to their original, natural situation and condition. 4.1.22. LIGHT POLLUTION Light pollution is pollution from using an extremely large number of lights. One way it's looked at, is that an excessive number of lights causes increased energy use. Light pollution results from outdoor lights aimed upward or sideways and not focused on the task —- the light scatters in the atmosphere and reflects to the ground. The result is sky glow. Particles in the atmosphere responsible for air pollution accentuate light pollution by increasing the amount of light scatter. ‘Sky Glow (Light Pollution) cemney atte 42.1. The Contractor shall, where practicable, ensure that no intrusive lighting is used during any ‘works that takes place on site. Design shall ensure that escape light spills can be minimized by: Correct selection of lighting units Correct location for the lighting units Condition and maintenance of lighting units Correct positioning of lighting units. SAK 42.2. — Allsite office and staff camp outdoor lighting systems shall utilize energy saving type LED lights between 6 to 40 W Lights should have a color temperature of no more than 3500 Kelvins. Look for “warm” lighting, or bulbs with an amber color, that’s lower in color temperature like low-spectrum LEDs. This also means turning your lights on only when needed. 4.25. The Contractor shall ensure that dust control measures are being implemented for project internal roads, and up to the end of their project boundaries, at least, twice in day to control the dust emission ‘The Contractor shall ensure that water tankers used for dust suppression shall have a rear spray bar fitted and not an open valve outlet as: Y The spray bar controls the amount of water being deployed, the spray bar covers wider area of cover than the open valve outlet. Y The spray bar deploys less water than the open valve outlet, so this is @ positive contribution to the environment. ‘The Contractor shall ensure that contaminated water shall not be used for dust suppression. ‘The Contractor shall ensure that the supply of recycled water for dust suppression shall be considered when the setup of a grey water treatment station will be technically and economically feasible. The Contractor shall ensure that, prior to disposal of any waste water, the feasibility/opportunity for re-use or recycling of the water for other applications must be considered. The Contractor shall store materials and prevent any escaped dust drifting into nearby residential areas, workplaces or areas of public open space and community uses. 5.1.10. The Contractor shall ensure that unsealed roads and work areas will be sealed as required, to control dust. 5.1.11. The Contractor shall ensure that an adequate water supply will be provided for dust suppression during earthworks. 5.1.12. The Contractor shall ensure that truck hauling, fill or other dusty materials will be covered, loads will not be excessively full and a sheet or tarpaulin to control dust will be placed securely. 5.1.13. The Contractor shall ensure that vehicle speeds will be set at 30 kph (or lower if appropriate) to control dust generation. 5.1.14. The Contractor shall ensure that painting, abrasive blasting, metal cutting, grinding or welding will be done within an enclosed and ventilated area wherever possible, to limit overspray or the discharge of volatile substances, fumes and dust/grit suspension into the atmosphere. 5.2. AIR QUALITY Introduction for Air quality The sources of air pollution are many, and the various types of land transportation are the main source of air pollution due to the large number of vehicles and the proximity of people to the vehicles and their daily use of the vehicles producing dangerous toxins. Carbon Monoxide Carbon monoxide is a colorless, tasteless, and odorless gas that is very poisonous and is called the "silent killer." Hydrocarbon Hydrocarbons cause effects such as eye irritation, itching, drowsiness, dizziness, and disorders not to mention the long-term effects of the possibility of cancer and genetic changes within the body. Diesel Gas Diesel gas consists of particles of black impurities (soot), which are small, solid or liquid particles present in the air and have a negative effect on the human respiratory system, as they can bypass the mucous filters of the respiratory system and then penetrate the lungs. Since preservation of the environment has become one of the most important challenges which we are facing on construction programs, then focusing on preservation has become an absolute Sustainability and Environment for Construction Managementnecessity. adcll Akadlaod éyStol dipall Royal Commission for AlUia RCU is striving to reduce carbon emissions and vehicle emissions and reduce them to levels lower than locally and globally recognized. 5.2.1. 5.22. 5.2.3. 5.2.4, 525. 5.2.6. 5.27. 5.28. 5.2.9. Vehicle Exhaust Ratios poe eeu eae) Carbon Monoxide 2% Hydrocarbon 1200 part/milion Diesel Gas 30% The Contractor shall ensure that all equipment, generators, machinery and vehicles used on site will always be maintained in good working condition to ensure minimal fuel consumption and smoky exhausts. This also applies to buses used for transporting staff and workers to site, as well as earth moving equipment and other vehicles. ‘The Contractor shall ensure that diesel, oil, paint, thinners and other chemicals used on the site will be kept in minimum quantities and stored in sealed containers and in a manner that limits vapors, and in accordance with any environmental and safety requirements. The Contractor shall ensure that dry cement powder will be kept in sealed bags or containers to prevent dust generation. It's prohibited to use any types of materials containing Asbestos in AlUla County. For any activities having potential to cause dust emissions from loading/unloading activity or during storing of materials, the contractor shall take necessary measures to avoid dust emissions. The Contractor shall ensure that material mixing areas, demolition activities and landfills and other similar activities are equipped with appropriate dust control devices, ‘The Contractor shall take the necessary control measures to control and reduce carbon emissions. ‘The Contractor shall monitor the carbon emissions from all resources (equipment, generators, etc.) on a monthly basis, with all testing results to be recorded for auditing Purpose. If the percentage of carbon emitted from any source exceeds the percentage specified in the Kingdom of Saudi Arabia (MEWA Royal decree M/165 dated 19-11-1441), a corrective maintenance plan must be drawn up for this source and an action plan to deal with this situation should be developed and submitted. The contractor shall submit a closeout report including immediate and root cause plus ‘the corrective and preventive action to prevent reoccurrence to RCU/ RCU representative for review and approval. 5.2.11. It's prohibited under any circumstances to burn any kind of waste at a construction site or any other areas. Burning of waste must be done only at the certified and permitted governmental utlites. 5.2.12. If the water supply is not protected, the spread of water-borne communicable disease and degradation of the quality of life are imminent. The costs in terms of illness and lost time from work could be severe. The Contractor shall ensure that the access ways for public access both road and pedestrian Use, must be clearly marked and kept free from debris - site materials etc. 11,14, The Contractor shall ensure that excavations on or near to public access ways or roads, must be segregated, lighted and provided with required signage (barriers etc.) 11,15. The Contractor shall ensure that footpaths and roads are maintained in clean condition, and debris shall be removed on a regular basis. 11.16. The Contractor shall ensure that mud or spoil from the site shall be prevented from being deposited on the public highway or footpath. This may involve cleaning vehicles prior to leaving the site either by wash down or brush down, 11.17. The Contractor shall ensure that all temporary constructed entrances and routes for pedestrians (external of the site) shall be adequately illuminated during the hours of darkness and in periods of low light. 11.18. The Contractor shall ensure that directional signs and warning signs are deployed as required, kept well maintained and kept in a clean condition. The directional signs shall be securely positioned (normally weighted down by sandbags) so as not to move during adverse weather conditions. 11.19. The Contractor shall ensure that access to public and private facilities including the public highway and any buildings adjacent to the project site shall always be maintained, 11.20. The Contractor shall ensure that all roads and sidewalks shall be kept clear of construction materials and debris, including excavated material 11.21. The Contractor shall ensure that, all roads and sidewalks and landscape open areas and permanent signage will be kept clean and clear as frequently as required to ensure that they are cleared of materials, debris, excavated material and accumulation of general waste 11.22. The Contractor shall ensure that, when construction operations take place in and amongst residential areas, the Work shall be executed and coordinated to allow daily routine of residents and businesses to continue undisturbed. 11.23. The Contractor shall ensure that wherever it is necessary to use public highways for the transportation of any material, equipment, etc. related to the Works, all necessary measures and precautions shall be taken to prevent roads and footpaths from damage. Sustainability and Environment for Construction Management iai bi 11.24, 11.25. 11.26. 11.27. adcll Akadlaod éyStol dipall Royal Commission for AlUia Any damage caused by vehicle movements to roads, kerbs or footpaths in the vicinity of the Work-site, shall initiate initially a temporary repair followed by a permanent reinstatement that may be required for such roads, kerbs or footpaths in a reasonable manner, approved by the RCU and Local Authorities according to their specification During the daytime or overnight, no parking of lorries in the vicinity of the Worksite or surrounding roads will be permitted. The Contractor shall ensure trucks holding areas are arranged and to be encompassed by the site, as it is for the case of waiting areas concerning material, concrete delivery and spoil removal vehicles. It is prohibited to make use of public or private rights of way for depositing or storing the plant or materials, Both the plant and materials shall be in separate location to ensure minimum interference with public. All routes to the worksite must always be maintained to allow the access of emergency vehicles. During an emergency there must be a means of directing the emergency site and for egress out of the site. Consideration must be given to the size and type of the emergency vehicles that would be foreseeable for the emergency. This should form part of the site “Fire and Emergency Plan”. 12. PROTECTION OF EXISTING HIGHWAYS AND PROPERTY. 12.1. 12.2. 123. 12.4. 125. The Contractor shall not deposit any debris or rubbish of any kind into or be allowed to fall onto adjacent property, or on to highways. ‘The Contractor shall give utmost care to prevent damage and injury to personnel and vehicles using highways or pedestrian ways. Devices shall be provided and maintained by the Contractor as required to prevent such occurrences. ‘The Contractor shall promptly remove any material or items falling on to adjacent property or on to highways. Streets, sidewalks and other passageways anticipated to be closed to public access due to construction, demolition, or other related construction activities shall not be closed until an alternative routing plan is established and written approval given by the RCU or relevant authorities. ‘Sustainability and Environment for Construction Management‘lls. su ulell bala) &ySLall diyall oe Royal Commission for AlUla 13. — UNANTICIPATED DISCOVERIES. Any un-anticipated discovery (e.g... Archaeological areas, Wildlife habitats, contaminated ground, items of specific environmental importance, items of historical importance, unearthing of bones) must be reported immediately to RCU / RCU representative, and work shall be suspended until an investigation is completed and an agreed course of action has been developed. 14, — PROTECTION OF NATURAL RESOURCES ‘The natural resources within the vicinity of the works shall be preserved in their existing condition, if this is not possible be restored to an equivalent of the existing condition. Contamination of any part of the Worksite shall be removed and reinstated with appropriate material in accordance with the original ground conditions. 15. — PROTECTION OF LAND The Worksite shall be maintained in accordance with applicable local statutes, ordinances, regulations, and rulings. There shall be no storing of any unnecessary materials or equipment on the site and precautions shall be taken to prevent any structure from being loaded with a weight or in a manner that will endanger the safety of persons or cause detrimental impact on the environment. Materials shall not be stored in a manner that will encroach upon private property. 16. SENSITIVE RESOURCES CU has identified the following lst (but not limited to) of environmentally sensitive resources that are commonly encountered during construction activities: Y Wetlands Y Areas of special status for wildlife habitat or vegetation Y Archaeological / cultural protected areas Y Trees 16.1. The Contractor shall wherever possible avoid the items on the above list and this must be the primary consideration. 16.2. Prior to any construction activities, The Contractor shall conduct environmental assessments with regards to the above list in order to eliminate or reduce impact. 16.3. Prior to any construction operation relating to the list above, approval and consents must be obtained from RCU / RCU representative. 16.4, The environmental assessment must also include an approved reinstatement program in connection with the construction activity. 16.5. All sensitive resources shall have an emergency plan in place prior to the start of construction activities.
