1.0 PROJECT INTRODUCTION

Oil and Natural Gas Corporation Limited (herein after referred as ONGC or Client) has set up a Gas
Processing Plant at Hazira, Surat in Gujarat. The plant is designed to process 46.1 MMSCMD of sour
gas and associated condensate. The sour gas and associated condensate are received at the plant
from offshore platforms in Mumbai High / South Bassein oil / gas fields through two sub-sea trunk
pipelines of 36” and 42”. Both these trunk pipelines have their landfall points at Umbharat. There are 4
(four) sectionalizing valve stations on 36” TPL (situated at Umbharat, Danti, Dumas &Gavier) and 3
(three) sectionalizing valve stations on 42” TPL (situated at Umbharat, Bhata&Abhva) en-route to
Hazira Plant.

Facilities pertaining to receipt of gas & condensate such as pig receivers, pressure reducing skids,
slug catchers, metering system for gas and condensate are located in Gas Terminal area. These
facilities for 36” and 42” lines are located in different plots within Gas Terminal area and are referred to
as Gas Terminal Phase-I (GT-I) and Gas Terminal Phase-II (GT-II) respectively. Facilities for supply of
processed gas to local consumers are also situated in Gas terminal area

2.0 BRIEF SCOPE OF WORK

The Scope of supply shall consist of Ball valves conforming to API 6D and specification No. 6-71-
0014, 6-44-0052 and Addendum doc. no. B560-310-83-41-AD-0014 and B560-310-83-41-AD-0052, as
applicable with Butt Weld/Flanged ends, as per the following description:

3.0 Purpose of Pre-tender meet:

To facilitate a comprehensive dialogue between the prospective vendors and EIL wherein all issues
pertaining to Scope, Time schedule, specifications and other terms & Conditions are discussed in detail
so that the Contractor and EIL are aligned to each other. This will also help in submission of zero
deviation bids by the bidders.

Representative attending the pre-tender meet should be senior & competent enough to discuss the
matters related to subject procurement. Draft BQC and scope for the subject work is enclosed for
necessary information.

Bidder shall acknowledge this notification and confirm participation on above e-mail ids.

This notification does not construe that participating bidders shall be qualified for the subject tender.
Qualification and techno-commercial acceptability of the bid shall be strictly as per bid submission and
evaluation of respective bids, as per provisions of bidding document.

SIGN AND STAMP OF BIDDER

 FINANCIAL CRITERIA

1. Annual turnover
Annual Turnover of the Bidder as per the audited annual financial results shall not
be less than INR 477 Lakhs (approx.) for all 10 items cumulatively in at least
one of the immediate preceding three financial years.

2. Net Worth
The Net-worth of the bidder as per the immediate preceding year’s audited financial
results should be positive.

Indian Central Public Sector Undertakings / Enterprises shall be exempted from the
requirement of Networth. Contract award shall be purely on competitive basis and
CPSEs having negative net worth shall furnish an undertaking in their bid that
performance shall not be compromised.

3. Working Capital
The Minimum Working Capital (for all 10 items cumulatively) of the bidder as
per the immediate preceding year’s Audited financial statement shall INR 48 Lakhs
(approx.).

In case, Bidder is unable to meet the WC requirement as above, the Bidder can
supplement the WC with a Fund based Line of Credit (LOC) from any scheduled
commercial bank in India (letters from multiple banks not acceptable), having net
worth more than equivalent INR 1000 Million. In such a case, Bidder shall furnish a
declaration from the bank for availability of unutilized fund based line of credit for
the shortfall in WC below the specified WC value, in the format (enclosed as
Annexure-I to IFB).The letter shall provide the status of Fund based Line of
Credit as on any date between the date of Enquiry and Bid Due Date.

The LOC for the shortfall of WC shall be from a single bank only. However, banking
syndicate shall also be allowed wherein a group of Banks can jointly underwrite and
jointly lend money to the Bidder. In case of Banking syndicate also declaration letter
for meeting WC shall be from a single bank only.

In case a Bidder submits Letters from multiple banks, the highest WC amongst all
the Banks shall only be considered for BQC evaluation.

Example: If the WC required is Rs. 50 Crore and the Bidder has WC of Rs 30 Crore
as per the Audited Financial Statement, Bidder needs to submit a LOC for the
balance Rs. 20 Crore.
Further, if the Working Capital required is Rs. 50 Crore and the Bidder has WC of (-)
Rs 10 Crore as per the Audited Financial Statement, Bidder needs to submit LOC
for Rs. 60 Crore to meet the BQC requirement.

NOTE-
ITEMWISE ANNUAL TURNOVER AND WORKING CAPITAL REQUIREMENT
SHALL BE SHARED DURING MEETING.

FOR RESTORATION OF GAS TERMINAL PHASE-I (GT-I) AT ONGC HAZIRA OF
M/S ONGC (MR NO.-B560-310-QV-MR-9032)

1.0 Brief Project Details

M/s Oil and Natural Gas Corporation Limited (M/s ONGC) has setup a Gas Processing
Plant at Hazira, Surat in Gujarat. The sour gas and associated condensate are
received at the plant from offshore platforms in Mumbai High / South Bassein oil / gas
fields through two sub-sea trunk pipelines of sizes 36” and 42”.

ONGC has entrusted Engineers India Limited (EIL) for providing their services for
restoration of the Gas Terminal-1 facility at ONGC Hazira Plant, damaged after fire
incident in past.

For the above pipeline system, it is proposed to procure Ball Valves (API 6D) for
Mainline and terminal system as per the following details:

2.0 Scope of Supply:

2.1 The Scope of supply shall consist of Ball valves conforming to API 6D and specification

3.0 Bidder Qualification Criteria

3.1 Technical
3.1.1 Bidder shall be a manufacturer of ball valves as per API Specification 6D and shall
have a valid license to use API monogram for the proposed manufacturing plant(s).

3.1.2 The Bidder shall have designed, manufactured, tested and supplied from the proposed
manufacturing plant at least one (1) number ball valve as per API 6D, identical in terms
of design, and equal or higher in terms of size and pressure rating for respective items,
as quoted for, in the last seven (7) years reckoned from the bid due date.

4.0 Documentation
The Bidder shall furnish documentary evidence along with the bid, to establish the
above qualification criteria for valves such as copies of purchase order, inspection
release note of relevant previous supplies for valves, API 6D Licence to use API
monogram and typical sectional drawings with blow up seat details of relevant previous
supplies of valves.
