Foreword

This Standard was drafted as per the rules specified in GB/T 1.1-2009.

This Standard replaced GB/T 21384-2008 Electric Water-Heater Safety Valve.


Compared with GB/T 21384-2008, this Standard has the following major technical
changes besides the editorial modifications:

--- Delete the term of “open pressure”; add the term of “set pressure” (see Sub-
clause 3.7 of this Edition; and Sub-clause 3.7 of 2008 Edition);

--- Delete the requirements for “safety valve shall conform to the provisions of this
Standard”, and “discharging medium of safety valve shall not be leaked from the
outlet” (see Sub-clause 5.1.1 and Sub-clause 5.1.5 of 2008 Edition);

--- Modify the length of inlet male thread and outlet female thread (see Sub-clause
5.2.2 of this Edition; Sub-clause 5.2.2 of 2008 Edition);

--- Modify the requirements for bearing torque connecting the threads (see Sub-
clause 5.2.3 of this Edition; Sub-clause 5.2.3 of 2008 Edition);

Electric Water-Heater Safety Valve

1 Scope

This Standard specifies the terms and definitions, structural type and parameter,
requirements, materials, inspection methods, inspection rules, mark, package,
transportation, and storage of electric water-heater safety valve (hereinafter referred
to as “safety valve”).

This Standard is applicable to the safety valve installed on the water inlet pipe of the
electric water-heater; the set pressure range is of 0.025MPa~1.0MPa; the safety relief
pressure of safety valve: the closed type is of 0.6MPa~0.9MPa, the opened type is
0.15MPa~0.35MPa; the medium temperature is no greater than 95°C.

3 Terms and Definitions

The following terms and definitions are applicable to this document.

3.1 Opened type safety valve

The relief inside part of the safety valve only has a one-way check function, installed
on the valve of opened type electric water-heater.

3.2 Enclosed type safety valve

The relief inside part of the safety valve not only has check function, but also the valve
clack can automatically release the pressure, when the pressure in the container is
higher than the setting pressure; installed on the valve of enclosed type electric water-
heater.

3.3 Relief inside parts

When the water supply system is stopped, the media in the container can’t be returned
to the pipe part; or when the pressure in the container is higher than the setting
pressure, the media can’t be automatically released to the part of the water supply
system.

3.4 Relief outside parts

When the pressure in the water supply system or container is higher than the pressure
relief outside, the media can be released from the discharge port.

3.5 Pressure relief inside

The pressure released by the action of valve clack in the relief inside part, when the
pressure in the container is raised in the process of heating the electric water-heater.

3.6 Pressure relief outside

The pressure released by the action of relief outside part, when the pressure in the
water supply system is higher than the setting pressure relief outside of the safety
valve.

3.7 Set pressure

The preset pressure at which the safety valve begins to operate under the operating
conditions, it is the gauge pressure measured at the valve inlet. At this pressure, and
under the specified operating condition, keep a balance between the force generated
by the media pressure to open the valve and the force maintain the valve clack onto
the valve seat.

4 Structural Types and Parameters

4.1 Typical structure

The safety can be divided into the opened type and enclosed type according to the
usage; the typical structure can refer to Figure 1 and Figure 2.

4.2 Nominal dimension

The nominal dimension of safety valve shall be DN15, DN20 and DN25.

5 Requirements

5.1 General

5.1.1 The safety valve shall be equipped with a removable filter.

5.1.2 The discharge port of the safety valve shall be kept in a downwardly inclined
position, and shall be kept in contact with the atmosphere, and avoid burning the
human body when discharging.

5.1.3 The installation, commissioning, and disassembly of safety valve shall be

carried out by the qualified personnel.

5.2 End connection

5.2.1 The inlet connecting mode of safety valve is male thread; while the outlet
connecting mode is female thread; the accuracy shall be no less than Class-B
accuracy stipulated in GB/T 7307-2001.

5.2.2 The thread surface shall be free from the scratches, broken teeth and other
obvious defects; the surface roughness is no greater than Ra3.2µm; the length of inlet
male thread and outlet female thread shall be no less than 10mm.

5.2.3 The connecting thread shall bear the torque no less than 60N•m.

5.2.4 Through the tightening test, the connecting thread shall be free from cracks and
damages.

5.3 Structural length and deviation

The structural length and deviation of safety valve shall conform to the provisions of
Table 1; or meet the requirements of ordering contract.

5.4 Shell

5.4.1 The shell shall be free from the shrinkage, cracks, pores and the like defects.

5.4.2 The inlet of enclosed type safety valve shell is equipped with limit boss; which
controls the stretching amplitude of the valve clack action.

5.5 Relief inside parts

5.5.1 The enclosed type safety valve clack and sealing surface of relief inside sealing
gasket is matched by linear sealing.

5.5.2 The relief inside parts shall be flat and smooth without the defects affecting the
sealing.

5.5.3 When the plastic products of relief inside part are dipping into the water for
100h, there shall be no visible deformation.

5.6 Spring

5.6.1 The spring materials shall conform to the provisions of GB/T 24588.

5.6.2 The slenderness ratio (ratio between free height and intermediate diameter) of
spring shall be less than 3.7.

5.6.3 Both ends of relief outside spring shall have a support plane no less than 3/4
ring; the end of the support ring shall be tightly connected with the working ring. The
verticality of spring axis against the support plane on both ends shall meet the Class-
2 accuracy requirements stipulated in GB/T 1239.2-2009.

5.6.4 The spring index (the ratio between intermediate diameter and steel wire
diameter) can be selected within the range of 3~8.

5.6.5 The deviation limit for the outer and inner diameters of spring shall meet the
Class-2 accuracy requirements stipulate din GB/T 1239.2-2009.

5.6.6 After using test load to compress the spring finished product for 3 times, its
permanent deformation shall be no greater than 0.3% of free height.

5.6.7 The spring surface shall be free from cracks, folding, burr and the like defects.
The scratches and pits with depth no greater than half of the diameter allowable
tolerance are allowed to exist.

5.7 Wrench

The safety valve shall be equipped with manual discharging wrench, and the wrench
setting shall not influence the normal discharging of the safety valve.

5.8 Sealing gasket

5.8.1 The hardness of relief outside sealing gasket shall be within the range of 65
IRHD~75 IRHD; while the hardness of relief inside sealing gasket shall be within the
range of 45 IRHD ~ 55 IRHD.

5.8.2 The sealing gasket shall be taken out after staying in the 100°C and -25°C
environment for 100h; the product shall be not sticky, not brittle, not smelly; have no
cracks, no hierarchical fracture phenomena.

5.9 Assembly

The axial matching between the valve clack and valve seat in the relief inside structure
shall be extended flexibly without jamming.

5.10 Surface quality

5.10.1 The shell surface shall perform the plating or passivation treatment, the

surface color and luster shall be the same without pattern, skin exposure, pinhole,
scratch, and the like defects.

5.10.2 The thickness of plating layer shall be no less than 6µm, after the adhesion
test, the plating layer shall have no peeling or shedding phenomenon.

5.10.3 After performing the neutral salt spray test for 24h, the surface quality shall
meet the Class-10 requirements stipulated in GB/T 6461-2002.

5.11 Performance

5.11.1 Shell strength

Through the test specified in Sub-clause 7.3.1, the safety valve shell shall be free from
leakage or structural damage.

5.11.2 Pressure relief inside, pressure relief outside, and sealing performance

The safety valve’s deviation between the pressure relief inside and pressure relief
outside, and the sealing performance shall conform to the provisions of Table 2.

5.11.3 Flow rate

When the water supply system pressure is under 0.1MPa±0.02MPa, and the safety
valve outlet is opened, supply the water from the inlet, then the flow rate on the outlet
shall be no less than 0.17L/s; when the water supply system pressure is under
0.05MPa±0.01MPa, and safety valve outlet is opened, supply water from the inlet, then
the flow rate on the outlet shall be no less than 0.12L/s.

5.11.4 Service life

The service life of safety valve switch shall meet the requirements stipulated in Sub-
clause 5.11.2 after using the switch for 6×104.

6 Materials

The major materials of safety valve shall conform to the provisions of Table 3; other
types of materials with using performance no less than the provisions of this Standard
are allowed to serve as alternative materials.

7 Inspection Methods

7.1 Structural dimension

The structural dimension shall be inspected by the gauge with the corresponding
accuracy level.

7.2 Surface quality

7.2.1 The surface quality shall adopt visual examination.

7.2.2 The thickness of surface coating shall be tested by the thickness tester as per
the GB/T 6463.

7.2.3 The coating inspection shall perform 24h neutral salt spray test as per the
provisions of GB/T 10125. After the test, use water to wash the specimen, then conduct
the visual examination against the surface in the distance about 300mm, no
amplification equipment shall be used.

7.2.4 Use the special carbide cutter to conduct the coating adhesion test, scratch an
approximate 15mm×15mm grid on the safety valve surface. When scratching, hand
shall be parallel to the surface, the traces shall be at the interval of 2mm; the depth
shall fully cut the coating; repeat the test at 3 different positions. The coating adhesion
test shall be performed as per the provisions of GB/T 9286.

7.3 Performance

7.3.1 Shell strength

Connect the safety valve shell with the test bench, enclose each channel; inject water,

discharge air and exert pressure of 1.5MPa; after maintaining for 60s, check the shell,
which shall be free from permanent deformation and leakage.

7.3.2 Opened pressure relief inside

Connect the outlet of safety valve with the test bench; slowly boost; when the inlet is
dropping water, the reading on the pressure gauge is the opened pressure relief inside.

7.3.3 Pressure relief outside

Connect the outlet of safety valve with the test bench; enclose the inlet; slowly boost;
when the inlet is dropping water, the reading on the pressure gauge is the pressure
relief outside.

7.3.4 Set pressure

Connect the inlet of safety valve with the test bench; slowly boost; when the outlet is
dropping water, the reading on the pressure gauge is the set pressure.

7.3.5 Sealing performance

Take the safety valve that is qualified in the set pressure test; enclose the discharge
port and inlet; inject the pressure specified in Sub-clause 5.11.2; after maintaining for
5s; check the valve stem and valve body positions, which shall be free from leakage.

7.3.6 Flow rate

Connect the safety valve in the using state with the water supply pipeline; inject water
from the inlet; its flow rate measured shall meet the requirements of Sub-clause 5.11.3.

7.3.7 Reverse sealing performance

Place the safety valve with inlet downward onto the test bench, inject water in the outlet
direction; so that the shell cavity is filled with water; observe its inlet, which shall meet
the requirements of Sub-clause 5.11.2.

7.3.8 Service life

7.3.8.1 The test conditions shall conform to the provisions of Table 1.

7.3.8.2 Test methods

Place the safety valves that are qualified in the pressure test onto the test bench; inject
the specified water pressure; one cycle is counted for the test bench influent turned on
to off.

8 Inspection Rules

8.1 Inspection items

The inspection items, technical requirements, and test methods shall conform to the
provisions of Table 5.

8.2 Exit-factory test

Each product shall be performed for exit-factory test; only those qualified products can
leave the factory.

8.3 Type test

8.3.1 The prototype shall be provided for the type test in case one of the following
situations; only when they are qualified in the test, can they be produced in batch:

a) New product is trial-produced, finalized and identified;

b) When the normally produced products have great changes in the design, process,
manufacturing equipment, management etc. and may affect the product
performance;

c) When the product restore production after a long-time shutdown;

d) When there is significant difference between the exit-factory test results and the
previous type test.

8.3.2 Normally, at least one sampling type test shall be carried out annually.

8.3.3 The sample of type test can be taken randomly from the qualified products on
the terminal of the production line; can also be taken randomly from the finished
products warehouse; or can be taken randomly from the products that have been
delivered to the users but not used and in the exit-factory state. The minimum number
of samples for each specification of product shall be 30 sets; the sampling quantity is
2 sets. When sampling from the users, the minimum number of samples are not
restricted, while the sampling quantity is still 2 sets.

8.3.4 The type test shall meet all the technical requirements stipulated in Table 5.

9 Mark, Package, Transportation and Storage

9.1 There shall be clear and not-easy-to-change manufacturer logo on the shell.

9.2 The safety valve shall adopt the external package that can avoid friction and
collision.

9.3 The safety valve shall be stored in the clean warehouse without the corrosive gas
interference.

9.4 When transporting, the safety valve shall avoid collision; and shall not be eroded
by the wind and snow.
