HISTORY
Leaping back through history, it was in 1970 that the City Government of Cotabato had
fixed the boundaries of its barrios: Poblacion, Bagua, Rosary Heights, Kalanganan, and
Tamontaka by virtue of Ordinance No. 44 series of 1970.

Years passed and the population growth in Barrio Rosary Heights and Cotabato City in
general has grown uncontrolled especially after the war of the 1970’s. People from the war
torn municipalities migrated to the city. Then, the 6th Sangguniang Panglunsod of the city
enacted legislation particularly SP Ordinance No. 104 creating additional 32 barangays in the
city making a total of 37 barangays. Hence, Barrio Rosary Heights was further subdivided
into fourteen barangays and one of them is Barangay Rosary Heights 2. This law was
enacted in 1988.

The area of Barangay Rosary Heights 2 begins at the common point of the Dorotheo
and Moreno estate and NDU campus; hence at the back Notre Dame of Cotabato for boys
going to Quezon Avenue and Notre Dame Avenue.

The enactment of the Local Government Code of 1991 provided more powers and
responsibilities to the barangays as a local government unit. One of the provisions in the
code is the election of Barangay Officials. Hon. Paulino Dacanay had been the first appointed
Barangay Captain of Rosary Heights 2 together with Barangay Kagawads: Blas F. Untal,
Henry Paniango, Cesario Coraza, Emeliano Moambing, Domingo Ibanez, Thelma Alonso and
Flora Sabanal. These public servants struggled for perfection of their magnanimous craft
towards the development of this barangay. It was not an easy job since this was a period of
transition, the first reign of the new creation. They never had an office of their own but used
a portion of the house of the Barangay Captain as their temporary office where they can
exercise their noble undertakings. Courage and commitment had kept them going for 6
years.

In 1992, the Local Government Code of 1991 which created the Sangguniang
Kabataan (SK) throughout the country was to be implemented after strong battle of voices
of young brilliant minds and unstained youth leaders. Consequently, Jonathan Cortez
became the first Sangguniang Kabataan Chairman of Rosary Heights 2 together with the
following SK Kagawads: Jonathan Acosta, Arleen Cahayag, Gladys Grace Gomilla, Mae Belen
Coraza, Annabelle Patao and Ferdinand Sarmiento. They had various projects which basically
benefitted the welfare of the youth and were named as among the outstanding SK’s of the
locality.

In May 1994, the second barangay election was held. Then Kagawad Domingo Ibanez
conquered the supreme authority over Rosary Heights II together with the Barangay
Kagawads: Cesario Coraza, Flora Sabanal, Henry Paniango, Gilbert Tinapay, Raymund Bactad,
Norma Morales and Ismael Usop . The first Rosary Heights II barangay hall was built. New
barangay roads and streets had been opened, some concreted. They continued their service
until 1997.

In 1996, the second Sangguniang Kabataan elections were held. Roberto Lucito was
called for office. It was in this year that Ordinance no. 906 Series of 1996 was enacted which
established the name barangay Immaculada Conception.

In June 1997, Blas F. Untal formally took the chairmanship after winning the election.
He became the 3rd Barangay Chairman of Immaculada Conception and rightfully fulfilling his
duty as the head of this barangay. Barangay kagawads Jonathan Cortez, Henry Paniango,
Cesario Coraza, Ismael Usop, Jose Jaimie Bautista Jr., Akmad Abas and Dennis Dacup did
their share of the responsibility.

In December 8, 1998, the first ever Synchronized Barangay Fiesta was loudly cheered
and joyfully celebrated. The completed fully furnished barangay hall was inaugurated, being
the most elegant in Cotabato City at this time.

After the July 15, 2002 election, Hon. Blas F. Utal for the second time won the seat as
the punong barangay of Rosary Heights II together with barangay kagawads : Cesario
Coraza, Jonathan Cortez, Akmad Abas, Jervis Visitacion, Nilda Orig, Arleen Acosta and
Macario Arances and elected as SK chairwoman was Blare G. Untal. Mon. Jervis Visitacion
voluntarily resigned as barangay kagawad last 2005 due to his appointment in Air
Transportation Office (ATO). Until last February 2006, Joyce Visitacion-Puno, his sister, was
appointed as Barangay Kagawad to replace him.

PUROK JASMIN - is located along Notre Dame Avenue corner Moreno Drive. It has an
estimated area of more or less two (2) hectares with a land classification of residential,
commercial and institutional.
Almost half of the area is occupied by squatters where majority of the houses are
made up of light materials like wood, while the remaining ones are made of concrete.
Commercial area is composed of apartments, warehouse and canteen/store and even hotel
such us the Vision Inn.
In terms of accessibility, Purok Jasmin has circuit roads around the area. But if we
look into the inner part of the purok, we can see that it is also swampy and low lying. The
purok do not have a garbage collector. Garbage can be seen everywhere. Alleys and
pathways are also too narrow. Ninety Five Percent (95%) of the residents are informal
settlers.

PUROK DAPDAP - is located in the northern part of Barangay Rosary Heights 2 particularly at
the back of Notre Dame of Cotabato Incorporated, formerly Notre Dame of Cotabato Boys
Department. This is the smallest purok in terms of land area. It only measures more or less 1
hectare. Boundaries of the area are as follows: In the north by Purok Sampalok, in the south
by Bormaheco drive. In other east by Purok Pinagsamahan and Sinsuat Avenue in the west.
There are no social infrastructure facilities available in this area like purok center, day
care center, playground etc. thus people in this purok tend to depend to the nearby puroks
to avail of these facilities. The area before is swampy but due to the successful take out of a

lot acquistion project with the government, the beneficiaries initiated the filling up of their
area and developed their area into a livable residential site.

PUROK SAMPALOC - is located in the west part of Barangay Rosary Heighs 2, Immaculada
Conception Cotabato City. It is a typical Christian community, formely swampy area and
partially earth filled particularly located under the overpass and stairway in Sinsuat Avenue.
Rosary Heights 2 Barangay Hall and health center is located in this purok. The purok
has social infrastruture facilities, both educational and recreational. It has a day care center,
basketball court and place for prayer- chapel.

PUROK PINAGSAMAHAN- is located at the west part of Notre Dame University. Majority of
the residents are Christian followed by Islam and Buddhism. In the data gathered, there is a
total number of 68 household composed of 269 individual living in the purok. A big portion
of the land is owned by Notre Dame University /Oblates of Mary Immaculate and were
leased to its faculty and employees. Majority of the household heads are employed, mostly
in Notre Dame University the houses in this purok are made of a combination of wood and
cement. Most o Residents of these purok are mostly employed at Notre Dame University
since the lots The area are somehow cemented although there are some parts which is also
swampy and low lying.

PUROK PARAISO - is located along Sinsuat Avenue from fly over to DXMS/DXOL and
Cathedral. The area is open space swampy and low lying. It is composed of estimated 2
hectares, 178 residents and 45 households. Houses are made up of light material and there is
few which is concrete made. 95% of the residents are Christian and 5% are composed of
different tribe. It has a chapel used for prayer. Reflexology therapy is the major source of
income of the residents. They have the CVO as organization which is very active, and
Kalinisan Program to maintain cleanliness of the purok. Until now the lot is declared as
Alonzo Property.

PUROK KATAHIMIKAN - Although this purok is situated in the heart of an urbanized city, it
occupies a swampy area. It is owned by private citizens. The houses in this purok are very
crowded. It has a total number of 109 households including five (5) vacant houses. There are
325 registered voters in this purok. Their houses are made of wood and cement. Most of the
residents are Informal Settlers who built houses in privately owned lots.

PUROK SALVATION – is located along Quezon Avenue (Parang Road) up to Angel Bacani
Street. Of the eight puroks, Purok Salvation is considered as highly commercialized due to
the presence of commercial establishments such as: Emergency Hospital, Restaurant, Clinics,
Stores, Hardware and Honda Motor Parts. But in the inner portion of the area, it is a
swampy, low-lying residential area with dead end at LCT residence/compound. Majority of
the houses are made of light materials, a few are made of concrete. They have their own
chapel because majority of the residents are Catholic. The Alonzo Family owns a big portion
of the lots in the Purok.

PUROK MALIGAYA - is located between Purok Salvation and Purok Paraiso. It is exactly at
the back portion of Notre Dame Social Action Center Gymnasium. They have their own

chapel for prayer and basketball court that serves as recreational and pass time. The area is
somehow swampy and watery; houses are composed of light materials, although they have
the drainage system still they are affected by flood during rainy season. Majority of residents
are Catholic and 5% of the total population are Moros. Last February 5, 2008 there was
conflagration in the area which caused the transfer of the occupants in other areas in the
city causing a reduction in population. There were 16 houses that were burned and 40
families were affected. A Clean Up drive which is conducted every month is one of the social
activities in the area. People in this Purok walk their way in going to the city as it is located
very near the town proper.

The Barangay first disaggregated population was in Population Census 1990 with a total of
5,319 individuals and a household population of 950 families computed at the average
household size of 5.6.

Table above indicates that based on the unofficial and partial census of Population in
2011, Barangay Immaculada Concepcion has a total population of 7,201 which is distributed
as: 2,687 male and 2,974 female. Ages (20-24) has the highest population of 728, Population
at ages 75 & above is the last in the rank with 30.

the highest population of 3,070 followed by single of 2,033 while solo parent is the lowest at

school level at 1,766 while the lowest is those with Master’s Degree.

The table above shows that the major dialect spoken in Barangay RH 2 is Tagalog followed
by Bisaya/Cebuano. There are only 33 residents who speak Maranaws.

ENVIRONMENT AND NATURAL RESOURCES PROFILE

Climate - The Barangay is experiencing two (2) types of season, the dry season which
stretches from November to April and the wet season which is relatively experienced
from May to December.

Temperature - The annual temperature of the Barangay is similarly the same


throughout Cotabato City. The warmest month is on April while the coldest months
are in January and August

Slope and Elevation - Barangay Rosary Heights 2 belongs to slope range of 0% to 8%


which is flat to undulating. It is below sea level and is always swampy. Flooding
occurs with moderate and heavy rainfall. Some areas in the Barangay have stagnant
water. Water in most areas does not discharge to an outlet.

Soil Type and Soil Suitability - Soil type is classified as faraon clay. This type of soil is
suitable for limited cultivation if handled with care due to problems of fertility, very
rapid permeability and low moisture holding capacity, for urban complex, soil
management practices. Development requires very careful and complex soil
utilization practices.

Drainage refers to the frequency and duration when soil is free of saturation. Soil
drainage condition refers to the ability of the soil to retain water in an indefinite
period. The soil type in Rosary Heights 2 is not capable of retaining excess water and
at the same time water is not adequately drain.

Immaculate Conception Fiesta (December 8)

The patroness of Cotabato City, the feast of the Immaculate Conception is held
from the first day of December and it is marked by trade fair, musical presentations,
cultural presentations, drums and bugle corps contest and the nightly novena mass in
honor of the patroness.

Our Lady of Fatima Fiesta (October13)

The patroness of Purok Jasmin, the feast of the Our Lady of Fatima is held from
the fourth day of October and it is marked by ballgames, dancing and singing
contest, parlor games and the nightly novena prayer in held in honor of the
patroness.

Araw ng Kutabato (June 12-25)

It is the biggest celebration in all Cotabato City’s festivals. It commemorates


the city’s charter anniversary. Officially commencing on Independence day (June 12)
and ends on June 25 ( Barangay Foundation Day), the two weeks merry making is
dotted with events like agri -aqua product showcase, exhibits of photographs and
artworks, sports and traditional games and other modern day athletics are played.
Crowning the celebration is the selection of the city’s fairest maiden in Mutya ng
Kutabato search and the mammoth civic/ military and cultural dance parade dubbed
as the Lilang-lilang Festival.

Araw ng Barangay (June 25)

It is the celebrations of 37 Barangays in the city. This is the conclusion of the Araw
ng Cotabato. The outstanding volunteers and citizens of the Barangay were awarded
and given recognition after the civic parade.

Annual Summer Sport’s and Socio-Cultural Festival

It is the leading celebration during the days where the youth are not in class.
The young people are the primary over. Different sports and traditional games are
played. Diverse socio-cultural festivities are held where resident’s hidden talents and
skills are shown and revealed. The topmost of it is the crowning of the gorgeous
gentleman and smart and elegant maiden in Mr. and Miss Summer Search.

Barangay Rosary Heights 2 has a designated pick up point located at Purok Sampaloc
located near the Barangay Hall particularly at the right bottom end of the flyover. The
disposal of garbage starts at 6:00 PM to 8:00 pm where the constituents bring their wastes
to the designated pickup points after which it is being collected by the City Government
from 4:30 AM to 7:30 AM.

About 50% of the residents still practice the four o’clock habit of burning dried leaves and
plants. In this way, they help get rid of mosquitoes which are prevalent in the Barangay due
to their present sanitation condition.

By March 1, 2011, the Barangay shall implement a new system wherein they are going to hire
3 Barangay workers which will serve as Garbage Collector, Sanitary Inspector and a Garbage
Fee Collector. The Garbage collector shall be the one to collect garbage daily through
collecting them house to house with the aid of a trisikad. The Sanitary Inspector will conduct
house to house visit to see to it that the residents are properly following the rules on
segregation of wastes. He shall also see to it that the collector gathers all the garbage. Then,
the garbage fee Collector will collect P1.oo per household per day as payment for the
garbage collection in the Barangay.

STRENGTH, WEAKNESS, OPPORTUNITIES & THREATS

STRENGTH: Accessibility of the Barangay to social and economic


facilities/central business district.

WEAKNESS: Majority of the land area is low lying, swampy.

OPPORTUNITIES: Barangay is perceived to become a residential hub


where 90% of the residential areas shall be owned by
the occupants.

THREATS: Flooding, fire prone areas, stagnant water

GOALS AND OBJECTIVES

Social Development:

Over - All Goal: To enhance the delivery of basic health services and
facilities to the constituents of Barangay Rosary
Heights 2.

Objectives:
1. To implement the clean and green program of the
government.

3. To provide basic education to children 3-6 years of age
through the Day Care Services.

Economic Development:

Over - All Goal: To at least improve the quality of life of constituents


for a self-sufficient community in the future.

Objectives:
1. Establishments or formation of cooperatives
2. To conduct livelihood trainings within the Barangay
3. To decrease unemployment rate.
4. To empower women by making them productive

Strategies:
1. Linkages with the government and private agencies in
charge with the livelihood trainings.
2. Capability building seminars.
3. Encourage the residents to engage in commercial activities
or to put up sari sari stores, bigasan, etc.

Infrastructure Development:

Over - All Goal: To improve the delivery of basic infrastructure facilities


and utilities.

Objectives:
1. To maintain and improve Barangay roads/streets.
2. Improvement of drainage system.
3. To open new roads/continue the newly opened roads.
4. Enhance accessibility.
5. To minimize criminalities in the area.
6. To invite business opportunities.
7. To promote youth sports activities.
8. To develop camaraderie among constituents especially
among young people.
9. To promote a healthy environment.

Over - All Goal: To improve and enhance the environmental situation of


Barangay Rosary Heights 2.

Objectives:
1. To provide and construct drainage system to the low lying
areas of the Barangay.
2. To provide proper solid waste disposal to include
segregation transport and disposal/receptacle.
3. To construct material recovery facility to the Barangay for
proper solid waste management.
4. To construct road widening in the fire prone areas for
accessibility during disaster.
5. To conduct orientation, awareness program on the
dengue prevention.
6. To introduce a systematic approach in waste handling,
storage, disposal, transport in the entire Barangay.

Development Administration Sector:

Over - All Goal: To develop capability building program for the Barangay.

Objectives:
1. To enhance awareness of the Barangay constituents in the
risks of disaster.
2. To enhance skills of Lupon members and Purok leaders on
Katarungang Pambarangay.
