X. Rationale:
1st QUARTER SCHOOL MONITORING, EVALUATION AND PLAN
ADJUSTMENT 2021 (SMEPA 2021) with the theme, “Innovation and School
Development Readiness and Support for the New Normal SY. 2021-2022”
focuses on School monitoring and evaluation help in providing a consolidated
source of information showing the progress of the school.
Monitoring and evaluation give a basis for both questioning and testing
assumptions. Monitoring and evaluation should be an integral component of any
particular school since it helps in planning.A school should use technological tools
available to help in gathering information. Also, it shows the mistakes and creates
paths for both learning and improving.
R.A. 9155 clearly defines shared governance as the management model in the
delivery of quality basic education. It specifies the functional areas to be shared by
the various levels of management as well as their differentiated roles. The evolving
roles of the schools are consistent with the national educational policies, plans and
standards.
The school heads shall present the Key Results Areas (KRAs) on ACCESS,
QUALITY, and GOVERNANCE with the corresponding Key Performance Indicators
(KPIs) in graphical, tabular, and textual Powerpoint Presentation for easy
understanding in the delivery of the data elements. In the presentation, the school
heads shall invite the SDO representative, District Supervisor, School Planning
Team (SPT), Teachers, Guidance Counselors, School Governing Council (SGC),
GPTA Officers, Barangay Officials, Stakeholders, Government Officials, etc. who has
direct control to resolve the issues/concerns/gaps/problems of the participants
shall then act by providing possible solutions/recommendations to the
issues/concerns/gaps/problems reflected in the presentation of the school. The
possible solutions provided by the participants shall then be monitored and tracked
on the quarterly presentation of the SMEA.
XI. Terminal Objective:
To monitor and evaluate the enrolment and other programs of the school
together with the key stakeholders (PTA, SGC, and BLGU) to adjust
existing plan and innovate.

XII. Enabling Objectives:
To discuss the first quarter performances of the school particularly on
enrolment and distribution of resources in terms of their targets and
accomplishment for 2021 during the COVID-19 pandemi;
To review the schools’ initial progress of performance relative to the 12
strategic objectives of the division;
To present the grade level’s programs, projects and activities on physical
and financial plans versus accomplishment for the fourth quarter last year;
To discuss issues, gaps and bottlenecks affecting the implementation of
programs, projects, activities and innovation related to enrolment and
distribution of resources and the 3 KPIs, and
To discuss corrective actions, prioritization of actions and opportunities for
improvement for the next quarter in terms of current policies, programs and
initiatives affecting basic education implementation for top management
decision.
XIII. Expected Outputs:
Review on the bottlenecks of all PPAs vis-à-vis “KEEPING ALL CHILDREN IN SCHOOL &
PRODUCING WITH QUALITY LEARNING”Leading review to a more systematic and systemic
analysis of DepEd policies on quality & access. Agenda on Technical Assistance TA & Policy
Directions (PD) as inputs to CO-SMEPA

- KPIs on Access (Enrolment & Drop-out rate), Quality (Proficiency Level) & Governance (SBM
Assessment)
