by BSTM T-202
INTRODUCTION
The selected site for this project is Cebu City, located in Cebu Island at the central part of the
Philippines archipelago. Cebu City is one of the country’s major tourist destinations. If you are
into food then you must look forward to visiting Cebu province, because Cebu is known for
many exotic dishes. They also boast a rich history, world class beach, and a beautiful culture.
In this tourism development plan, we will uncover the many factors on why Cebu Province is
one of the top tourist destinations in the Philippines. In 2012 alone, two million tourists were
recorded to have visited the island from January to November. This figure was a 10.6% increase
to the recorded number in the previous year which reached 1.8 million tourists (Sereno, 2013).
Aside from the tourism industry’, the growth in Cebu’s’ marketing and services sectors were
likewise noted. Such improvements also benefit Cebu’s thriving business sector.
We will also tackle the things that affect Cebu province positively and negatively in the aspect
of tourism. Therefore making sure that we will not only focus on the good side of the province
but also uncover the things that are still needed to be solved and then further develop the
Cebu province farther that it is today.

STUDY LOCALE
Cebu is in the heart of the Philippines. Known to be the Queen City of the South, Cebu is the
oldest and second most important city in the country. Due to its top-notch beach resorts and
diving locations, Cebu is one of the most popular travel destinations. Both north and south of
Metro Cebu contain tourism destinations and attractions for Cebu. Cebu has a dedicated
shipping and international port. Cebu has export processing zones that support the nation's
economic growth. The province consists of 48 municipalities and five cities: Cebu City,
Mandaue, Lapu-Lapu, Toledo, and Danao. In addition to being a convenient starting place for
island hopping to the tropical islets of Central Visayas, Cebu serves as a major maritime hub.
The best beach resorts in the world and the nation's most picturesque tropical diving locations
may be found in Cebu. In particular for Japanese, Taiwanese, and Korean tourists, Mactan
Island, which is close to Cebu, has emerged as a popular destination on tour packages. The
Sinulog Festival, known for its vibrant costumes and street dancing, is also held in Cebu. Every
third Sunday in January is when the Sinulog Festival takes place. To commemorate the holy
celebration with the image of the child Jesus, several groups known as tribes dress up in
stunning, unique, and vibrant costumes. From morning to night, these tribes can be seen
singing and dancing in the streets. Cebu is also recognized as the oldest Spanish town in the
nation and a colonial city.

TOURISM DEVELOPMENT GOALS AND OBJECTIVES Page 07 of 15
Heritage Sites - There are many historical monuments and unique structures in Cebu Province like the Magellan’s Cross, Fort San Pedro,
and Mactan Shrine that can help the tourism sector to continue in building its place in the heart of the tourists.
Islands - In addition to having unique sites, Cebu is blessed with magnificent islands like Bantayan Island in Argao Talisay, which is ideal
for visitors who are proficient surfers.
History - In Philippine history, Cebu is considered the oldest city in the Philippines, which is why Cebu is filled with different kinds of
history that might share new knowledge with the tourists.
Business - The province is slowly but surely creating its name as the next Metro Manila in the Visayas Region. Investors are starting to
notice the opportunities that are starting to arise in the province and are now making their move to start investing in Cebu. The reason
for the slow but sure development of Cebu Province is mainly because of the many manufacturing companies that are based across
the province.
Economy – Because of the continuous growth of Cebu province’s economy, their future as a metropolitan city is making a big scene in
the business industry. Many investors are starting to consider Cebu province as one of their prospective provinces to invest in, that will
further be developed as the time goes by.
Tourism - Instead of agriculture, tourism is also considered one of the main sources of income in the Philippines. In terms of tourism,
Cebu Province is one of the centers of tourism here in the Philippines and has been one of the most visited places by tourists.
Trade - You can learn more about a country by exporting different products around the world. Various provincial goods from the
Philippines, including some unique furniture from Cebu, are among the goods exported to other countries.
Employment - Since we are considering the benefits of tourism in Cebu, it is vital to note that tourism itself plays a significant role in the
creation of numerous jobs, particularly in Cebu. Some major issues in Cebu, like poverty, can be addressed by the creation of new jobs.
THREATS Page 11 of 15
Pollution - Because Cebu province is well known for its unique cultural or natural sites, it is assumed that many tourists will
visit Cebu; however, other foreigners cannot avoid being disrespectful to some environmental policies, which causes waste
pollution. Another type of pollution that is still present in Cebu is air pollution, which is caused by the numerous modes of
transportation.
Location - Because Cebu is a part of an archipelago cut away from its Asian neighbors, it might be challenging for
travelers to put the place on their plan as they go from one country to another.
Natural Phenomenon – We all know that natural phenomena like sudden change of weather, typhoons, earthquakes, and
landslides are impossible to control and even near impossible to predict the exact things that can happen. So that's why we
chose this to be in our threats.
Violence - We put this in threats even though it is in a way can be controlled because after all of the laws and punishments
that are being given to those who are captured there are still many people out there that do such things. So clearly there
are things that are uncontrollable not only the natural things but also people and people that are into violence like local
criminals, street thugs and terrorists are very dangerous and can put the lives of the locals and tourists in danger.
Degradation - We thought that we will be putting degradation of natural resources in threats because this refers to the
destruction and loss of native species and by destroying the natural habitat of the animals and native plants, there is a
effect in the future where this certain type of species will ceased to exists and by that the balance of the whole ecosystem
will break and eventually it can lead to extinction of wildlife.
