1.0 SCOPE
This document establishes mandatory safety requirements and procedures for safe
use, handling, storage, and transport of radioactive materials or x-ray generating
equipment by all Standard Arabia RSO, radiographer personnel and its subcontractors
that shall be involved in radiographic testing to comply with the latest radiation Safety
Regulations issued by the Government's Authority.
It sets forth procedures for administering and reporting routine and non-routine safety
activities and for transportation and storage of radioactive materials.
2.0 DEFINITIONS
2.1 Radiation / Radiography:
2.1.1 Radiation: Or more correctly, ionizing radiation is the name given to gamma rays,
x-ray, alpha and beta particles, high-speed electrons, neutrons and other nuclear
particles, which are emitted by a radioactive source. Radiation upsets the
electrical equilibrium (balance) of atom in the matter it encounters. This
imbalance is called ionization.
2.1.4 Users: Any person, organization, department or contractor who uses radioactive
materials or radiation producing equipment. This may be in client controlled
areas as well as the user's premises.
2.1.5 Survey: An evaluation (of the production, use, release, disposal or presence of
sources) of radiation to determine potential radiation hazards. It may include
tests, physical examinations of radiation equipment, measurement of levels of
radiation and the observance of associated work practices.
2.2.2 Dose: The quantity of radiation or energy absorbed in a specified mass. For
special purpose, its meaning should be appropriately stated e.g. absorbed dose
or dose equivalent.
2.2.3 Rad: The special unit of absorbed dose. One rad equal the absorption of 100 ergs
of radiation per gram of absorbing material. In SI unit one rad equal 0.01 gray
(Gy).
2.2.4 Dose Equivalent: The quality of ionizing radiation absorbed by the body in terms
of its estimated biological effect. The special unit of measurement is the Rem. In
SI unit one Sievert (Sv) equal to one gray times quality factors.
2.2.5 Rem: The special unit to measure the dose of any radiation to body tissue in
terms of its estimated biological effect relative to a dose received from any
exposure (R) of X-rays. In SI unit's one Rem equals 0.01 Sievert (Sv).
2.2.6 Radiation Area: Any area accessible to a person in whom there exists radiation
of such a level that a person could receive a dose in excess of 0.75 mRm in one
hour.
2.2.7 High Radiation Area: Any area accessible to a person in whom there exists
radiation at such a level that a person could receive a dose in excess of 100
mRem in one hour.
2.3.2 Radiographer's Assistant: Any individual who under the personal supervision if
a radiographer uses radiographic exposure devices, sealed sources, related
handling tools or radiation survey instruments in radiography.
2.3.3 Radiation Safety Officer (RSO): The person (s) assigned by Standard Arabia
management to be responsible for monitoring and implementing the
procedures /requirements set forth in this manual.
Whenever the company has more than one radiation Safety Officer, a single
individual shall be identified as the Company Radiation Safety Officer as a single
point of contact and accountability.
The duties of Area Radiation Safety Representative mimic those of the Radiation
Safety officer at a field level. The Area Radiation Safety Representative shall have
a minimum of 5 years in the duties of RSO.
An employee whose job involves routine use of ionizing radiation and who has a
reasonable chance of being exposed in excess of 25% of the Occupational
Exposure Limits (OEL'S), See section 4.0 OEL's are measured by the dose received
per "Calendar Quarter"
Period of not less than 12 consecutive weeks nor more than 14 consecutive
weeks commencing each year in January (January- March, April-June, July-
September, October-December)
Any shielded instrument containing a sealed source (see below) in which the
sealed source (or the shielding) may be moved or changed from a shielded to
unshielded position so as to make a radiographic exposure. Or when x-ray
equipment is energized.
2.4.2 Sealed source: Any nuclear by-product material that is encased in a capsule
designed to prevent leakage or escape of the by-product material.
2.4.3 Source charger: A device designed and used for replacement of sealed sources
in radiographic exposure devices and other containers used for the storage or
transportation of sources.
2.4.4 Storage container: A device in which sealed sources are transported or stored.
2.4.5 Storage area: Any location or facility which is used to store or to secure a
radiographic exposure device or a storage container containing a sealed source
when it is not in use and which is locked or has a physical barrier to prevent
accidental, tampering with or unauthorized removal of exposure device,
container or source.
2.5 ALARA:
ALARA : Acronym for "As Low As Reasonably Achievable" which means making
every reasonable effort to maintain exposures to ionizing radiation as far below the
dose limits as practical, consistent with the permitted utilization source, taking into
account the state of technology, the economics of improvements in relation to the
state of technology, the economics of improvements in relation to the benefits to
public health and safety, and other social and socio-economic considerations and
in relation to utilization of radiation based technologies in the company's interest.
Dose measuring instruments are those that measure the total amount of exposure
received during the measuring period. They are called personal monitoring devices:
Rate measuring instruments are those measure the time rate at which exposure is
received:
3.1.1 The TLD shall be worn at chest level and care shall be taken that it is correctly
positioned so that the front of the TLD is facing out.
3.1.2 The RSO shall allocate one badge to each radiographer and radiographer’s
assistant. Under normal circumstances, the badge shall be used for a period of
one month.
3.1.4 When the badge is not being worn, it shall be kept in a radiation free area.
3.1.5 By maximum of three (3) months, the RSO shall send a new badge. The
radiographer / radiographer's assistant exposed badges shall be returned to the
RSO for processing.
3.1.6 Anytime there is a reason to believe that TLD has been exposed to radiation
other than usage (e.g. accidentally dropped in an exposure area), all work shall
cease immediately, equipment secured and returned to storage. The TLD along
with a report detailing, circumstances detailing the abnormal dosage shall be
submitted to the RSO. The individual shall not resume duties until cleared to do
so by the RSO.
3.1.7 The RSO shall advise individuals if their cumulative dosage for the calendar
quarter exceeds the allowable limit, so that they can compensate in the
succeeding quarters. If the cumulative exposure of an individual for the
preceding year exceeds the allowable annual dose, he shall undergo a medical
check-up including blood examination.
3.1.8 The cumulative radiation exposure records of all radiography personnel shall be
centrally stored by the RSO.
The measure radiation received over a relatively short period. It allows the
individual wearer to measure exposure during the period and for him to;
3.2.1 All radiographers / assistants shall have a minimum rate alarm meter personal
radiation alarm with a dose rate threshold of 200mRem/hr. (2mSV/hr.) and shall
not be adjustable by the individual. It is recommended that personnel be
provided with electronic pocket dosimeters.
3.2.2 When rate alarm meters are used, individual shall also have direct reading
pocket dosimeters having a range of 0-200mRem (0-2000µSv). Pocket
dosimeters shall be zeroed at the beginning of each day.
a) If the source is in the shielded position or the x-ray machine is off and the
personal radiation alarm and / or pocket dosimeter continues to indicate
receipt of a radiation dose, confirm by radiation survey that there is no
release of radiation, secure equipment and immediate notify the ARSR / RSO.
Work shall not resume until the malfunctioning dosimeter has been
replaced.
b) If the source cannot be shielded, insure access into the area is restricted to
prevent a radiation hazard, and then notify the RSO for the dosimeter and
source condition for further instructions.
d) If the total reported results of the TLD badge are not in excess of the
allowable limits, individuals involved in the radiation incident may return to
active work assignment without exceed the annual limits.
e) If the total reported results of the TLD badges are in excess of the allowable
limits, the individual involved in the radiation incident shall be given non
radiation work assignments until they are released by the RSO.
3.2.5 At the end of the day, each radiographer shall record his dosimeter reading in
the Daily Radiation Exposure Record - See Appendix F. At the end of the month,
the cumulative dosage shall be forwarded to the RSO.
Radiation survey meters shall be Geiger Mueller type and valid calibration, with
a measurement range of 2 µSv/hr. (0.2 mRem/hr) to at least l0 mSv/hr
(1000 mRem/hr). When pulsed X-ray generators are in use, Ion Chamber type survey
meters shall, at the discretion of the ID-RPO, be used in lieu of Geiger Mueller Meters.
Radiation survey meters used for field radiography shall have an electronic LED
or backlit LCD display unless otherwise specifically approved for the particular
project and shall be provided with a hand free carrying strap.
• A functional test of the survey meter shall be performed each day prior to the
commencement of work. This functional test shall include a battery check or
in the case of electronic instruments assurance that the low battery warning
is not visible. Operators shall, at reasonable intervals throughout the working
day compare readings between survey meters to assure that readings are
comparatively similar.
Occupational exposure limits shall apply to persons whose job routinely involves
handling and use of radiation producing equipment or radioactive materials and who
have been supplied with appropriate exposure monitoring devices and who have been
trained in the safe use of radiation.
4.1.1 *Annual Whole-Body limit may be increased to (50 msv/Year) provided the
Exposure during 5 consecutive years does not exceed (100 msv)
4.1.2 Exposure received by persons for medical purposes shall not be included in the
report of occupational dose.
4.1.3 Investigation dose level: The RSO or the Area radiation safety Representative
shall conduct an informal investigation by interview or other appropriate means
of any individual's daily dose exceeding 500 µSv (50 mRem) or monthly dose
exceeding l000 µSv (l00 mRem). The affected individual shall be counseled on
method and procedures of dose reduction. If it is determined that the
investigation level dose is the result of an incident, the incident shall be
reported as per Appendix J of this procedure.
4.1.4 Individuals having repeated doses in excess of the investigation limit shall be
required to attend additional training and / or have limits placed on work
activity.
* For work on SAUDI ARAMCO property, all radiography personnel shall have
undergone the additional training / experience requirements of SAEP-1142 and
shall be in possession of valid 'Radiation protection Permit'
Possession of a current RSO/RPO license issued by King Abdullah City for Atom
and Renewable Energy (K.A.CARE)
5.2.1 Minimum of 40 hrs. Formal training in radiation safety recognized by the
regulatory authority.
*At least one member of the radiographic crew should be in possession of a work
permit Receiver's Card
Note: each craw should not less than three persons for all Saudi Aramco project
also, for work inside the plant for pipe racks, vessels, tanks, heater, congested
and confined spaces required (3) three man per crew with valid radiation
protection permit (RPP)
Controls used for the 880 Delta or Sigma projectors shall comply with the
manufacturer's equipment license.
When a radioactive source is returned to its shielded position inside the exposure
device, the radiation level 15cm (6 inches) from any surface shall not exceed the
limitations set forth by the manufacturer of the equipment.
When the radioactive source is in its shielded position inside the exposure device,
the maximum radiation level at any exterior surface shall not exceed 200mR
(2mSv) per hour, or shall not exceed l0mR (0.1 mSv) per hour at 1 meter from any
exterior surface.
Each storage container and source changer shall have a lock or outer locked
container designed to prevent unauthorized or accidental removal of the sealed
source from its shielded position. Storage containers and source changers shall
be kept locked when containing sealed sources except when under the direct
surveillance of a radiographer.
All exposure devices shall be inspected at the beginning of each day that they are
used. The radiographers are responsible for checking their equipment’s prior to
use each day.
6.5.1 Daily inspections shall include but are not limited to the following:
a. Survey for excessive radiation levels.
b. Inspect the projector for damage to lock couplings and fittings.
c. Check all labels for legibility.
d. Inspect drive cable housings for cuts, dents and broken fittings. Ensure that
the available length of drive cable is greater than the total length of guide
tube(s).
e. Inspect source guide tubes for obstructions, cuts, dents and heat damage.
f. Inspect the drive cable control unit for damage to drive cables or loose
components.
g. Check for wear in the drive cable connector using the NO GO gauge.
The results of Quarterly Inspection & maintenance shall be recorded in the form
shown in Appendix C. if any of the inspection reveals a deficiency the same shall
be entered into a non-conformity report as shown in Appendix H, and action shall
be taken for rectification.
Each radiographic source / equipment shall have a daily log maintained by the
radiographer to indicate its movement and use. The radioactive material /
equipment utilization log is shown in Appendix A. the details shall include
• Projector number.
• Isotope Number and activity.
• Date of utilization.
• Time out and time in of the source.
• Project / destination.
• The name and signature of the radiographer taking and returning the
source
Each isotope projector shall be tested for leakage at intervals not to exceed 12
months. In the absence of certificate from transferor that a test has been made

within 12 months prior to the transfer, the sealed source shall not be put into use
until tested. Any leak test which reveals the presence of 0.005 µCi or more of
removable radioactive material shall be considered evidence that the sealed
source is leaking. The exposure device shall be immediately withdrawn from
service and kept out of service till it is decontaminated.
7.2 When performing radiographic operations, a radiation survey shall be made after
each exposure to determine that the radiation source has been properly returned
to its shielded position. As the radiographer approaches the projector, survey
shall be made on all sides of the projector to assure proper retraction. Full length
of the guide tube shall also be surveyed. In no case the levels of radiation of the
surveys noted above exceeds the limit given in 6.3.
7.3 The following are the operational steps that should be used when operating
radiographic projectors at the beginning of a work assignment.
a. Assure the survey meter is operating properly prior to uploading the
projector from its storage container.
b. When the radiographic projector is in its work location, layout the full length
of the wind -out cables keeping them as straight as possible.
c. Unlock the radiographic projector and turn the locking device to the correct
position, removing the cap, exposing the source pigtail, connect the control
cable to the pigtail.
d. Connect the wind out cable to the projector and turn the locking device to the
lock position.
e. Remove the safety plug from the front of the radiographic projector and
connect the guide tube.
f. Place the guide tube at the exposure location making sure there are no 90°
bends in the tube keeping it as straight as possible.
g. When the radiographic projector setup is complete, turn the locking device to
"Operate"
h. Prior to the first shot, wind out the source to conduct a radiation survey of
the area cordoned off to check that the radiation levels at the cordoning area
equal to or less than the established limits. Adjust the position of cordoning if
required.
i. At the end of each exposure, rewind the source into the radiographic
projector and conduct a physical survey as described above.
j. Upon completion of work and radiation survey, turn the locking device to the
locked position, disconnect the guide tube and replace the safety plug.
k. Turn the locking device to the connect position and disconnect source pigtail,
replace the cap and turn the locking device to its locked position and remove
the key.
The RSO and his designated representative shall be responsible for supervising or
conducting radioactive source changes. Changing sources shall be done in
accordance with the manufacturer's approved procedures and equipment.
The supervised Area is based on an estimated distance where the dose level
averaged over one hour will not exceed 2.5 µSv/hr (0.25 mRem/hr). Though it is
not required to establish a barrier at this limit, it is the responsibility of the
radiation worker to maintain observation of this area to assure that workers do
not enter the controlled area.
Barricade consisting of barrier tape or rope shall be extended for the full
perimeter of the controlled area. In remote areas where there is a limited
or no presence of personnel other than the radiographic crew, such as
pipeline work, barrier tape or rope is not required unless even with limited
other personnel, such personnel could interfere with the radiographic
operations.
Barrier rope, if used, shall be bright orange in color and shall have
approved radiation-warning pennants spaced every 3 meters or
less.
8.3.2.3 Pennants
8.3.4.3 If any unauthorized person enters the radiation area, the source
will be retracted and no exposure made until the area is cleared.
The area NDT Coordinator shall be verbally notified of the
situation and if deemed necessary, the situation shall be
considered as an "incident" requiring investigation.
8.4 issuer & receiver
Note: Once Plan to conduct Radiography in any Aramco projects should have
Radiation Work Permit (RWP) Approved by Aramco before starting the work
*The use on SAUDI ARAMCO property, the pit construction shall meet the
requirements of SAEP-1141 Appendix 8 and shall have been issued a temporary
radioactive source storage permit (usually valid for 6 months).
The temporary storage pit shall be removed and the area restored to pre-installation
condition on or before expiration of the permit. Removal is the responsibility of the
organization to whom the permit is issued.
9.2 The construction of pit generally consists of a vertical steel tube 30" dia and about
5' long with a welded base, which should be sunk into the ground with a minimum
protrusion of 1' to enable a securely hinged lockable steel lid to be fitted. A coat
hanger type bracket should be fitted inside the tube near the top so that the
source containers may be lowered by means of a rope tied to the bracket to
facilitate subsequent removal. The whole assembly should be waterproof. The pit
shall be enclosed by an 8' high fence (20' x 20') and 3 ft. sand barrier around the
fence with a lockable gate and the keys for the enclosure and storage pit shall be
held by authorized persons.
9.3 A sign bearing the radiation caution symbol magenta on yellow background, with
the words "DANGER RADIATION - KEEP OUT" shall be posted on each side of the
fence. Signs shall be in Arabic and English. The names and the telephone numbers
of the Radiation Safety Officer(s) shall be displayed on the sign board together
with the company's address and the telephone number. A radioactive material /
equipment utilization log shall be maintained at the facility to record source
out/in movement.
9.4 A calibrated radiation survey meter shall be used to ensure that the maximum
intended activity of the isotopes stored in the pit, the dose rate at enclosure
boundary dose not exceed 0.05mRem/ hr.
9.5 Temporary storage pit is necessary if the jobsite is more 100 km from a permanent
storage facility. This distance allows radiographers to travel to a jobsite complete
a reasonable amount of work and return safely to their base on the same day. Any
project work outside of this radius requires an approved pit to be provided at site
for safe overnight source storage
9.5.2 Ionizing radiation producing equipment such as X-ray devices that do not
contain radioactive material shall be secured in a locked cabinet or room
with restricted access.
Note: The use of radioactive source storage pits requires the provision of
handling devices such as rope and hook, chain and hook or pole and hook
to enable personnel insert and remove radiographic exposure devices to
avoid potential personal injury.
10.2 Vehicle storage compartment used for industrial radiography exposure device(s)
shall provide shielding such that the maximum transport index does not exceed
the requirements of yellow label II which is 0.5mSv/hr (50 Rem/hr) at the surface
and 0.01 mSv/hr. (l mRem/hr) at one meter. Further, the dose level at any
occupant position or exterior surface of the vehicle shall not exceed 7.5 µSv/hr
(0.75 mRem/hr). ALARA principals shall be applied to reduce radiation levels in
the occupant portion of the vehicle.
10.3 Radioactive sources and X-ray generators shall be secured by lock and key to
prevent (as reasonable as possible) unauthorized removal.
10.4 Vehicles used for industrial radiography shall be open bed pick-up trucks l/4 ton
or greater. Transport boxes to be mounted towards the rear of the vehicle
furthest from the passenger compartment.
10.5 "Danger Radiation" signs of approved design shall be securely affixed to the front
and rear of the vehicle transporting radioactive sources when vehicle is not being
used for the transport of radioactive materials, the “Danger Radiation “sign
affixed on the front and rear of the vehicle shall be temporarily removed or be
reversed or covered, indicating that there is no radioactive material loaded on
the vehicle.
10.6 An Emergency contact information card shall be prominently displayed within the
passenger compartment of the vehicle clearly identifying that the event of an
emergency, who is to be contacted. Also, the emergency procedure to be
followed should be available in the passenger compartment
10.8 The maximum permissible speed for vehicle transport of radiographic projectors
or shipping containers of radioactive sources for radiographic projectors is
90Km/Hr.
11.2 X-ray generators up to but not exceeding 350 kV can be used without specific type
of approval. Preference shall be given to Omni-directional generators.
Orthogonal, forward throw and panoramic generators must have a justified
application.
11.3 All protection precautions provided in this procedure shall apply to operations
with x-ray generators where applicable. The following items are mandatory when
using x-ray generators.
11.4 Radiation survey instruments shall be used in the same manner as they are used
with radiographic materials. Survey meters shall be used at all times when
equipment is connected to power source regardless of X-ray are generated or
not.
11.5 No X-ray unit shall be left unattended. The control shall be locked after each
exposure.
12.1.3 When import license is received arrangement for purchase of the sources
shall be made with the manufacturer and air transportation arranged.
12.1.4 When the sources arrive at the airport, the RSO shall visit eastern
province Police and arrange clearance and transportation of the sources
to the approved storage area.
12.2.1 Before exporting any depleted source out of the Kingdom, an export
license shall be obtained from the Directorate of Atomic Energy,
K.A.CARE.
12.2.2 Approval to accept the radioactive sources shall be obtained from the
manufacturer before and source is returned.
12.2.3 The radioactive source shall then be packaged and labeled for export in
accordance with current International Air Transportation
Association Restricted Articles Regulations (IATA).
12.2.5 The RSO shall then inform eastern province Police and arrange transport
of the shipment to the airport and then to the manufacturer.
13.1.1 The intent of the periodic audit is to assure that all the requirements of
the safety manual are complied with. Such audits shall be conducted at
each of the site locations where radiographic operations are performed
at the commencement of the project and subsequently at intervals not
to exceed 3 months. The frequency of the audits may be increased by the
RSO if deemed necessary.
13.1.2 The audit shall be conducted by the RSO or the Area Radiation Safety
Representative, fully conversant with the requirements of this manual.
13.1.3 The topics of the audits shall include but are not limited to the followings:
13.1.4 If the result of the audit shows deficiency with respect to the
requirements of this manual, the details of this deficiency shall be
entered into a "non Conformity Report" as shown in Appendix H. The RSO
is responsible to give recommendation to rectify the nonconformance.
When the rectification is finally complete, it shall be documented in the
NCR.
13.2.1 Safety meetings shall be conducted at each of the site locations where
radiographic operations are performed at the commencement of the
projects and subsequently at intervals not to exceed 3 months. The
frequency of meetings may be increased by the RSO if deemed necessary.
These meetings shall be convened by the RSO or the Area Radiation
Safety Representative and shall be attended by all the concerned
radiographers and their assistants.
13.2.2 The intent of these meetings is to emphasize the necessity of safety and
to identify problems or deficiencies with respect to safety requirements.
Particularly the results of the audits and non-conformities shall be
discussed and all reports of apparent excessive personnel exposures and
radiation emergencies shall be reviewed. Guidance and
recommendations on improving radiation safety practice shall be given.
13.2.3 The discussion of the safety meeting shall be minute in the form
"Radiation Safety Meeting Record", shown in Appendix I.

f. Location, person’s name and signature
14.2 Transfers
On transfer of sealed source to another location then the procedure at item 14.1
herein shall apply with accompanying identity label also being transferred.
14.3 Disposal
All depleted sources shall be sent back to the supplier and the following details
shall be maintained
a. Date of disposal
b. Destination
c. Source serial number.
d. Type of nuclide (isotope) and activity.
e. Mode dispatched
f. Transport container or projector serial number
g. Person’s name and signature confirming projector locked and safe
h. File forwarded to competent person (RSO) for safekeeping
15.2 On-site risk assessments are required for radiographic assignments that
involve additional risks.
15.2.1 Scaffolding.
15.2.2 Confined space where it is not possible for equipment controls to be
placed outside of the enclosure.
15.2.3 Locations such as occupied buildings.
15.2.4 Any location or application whereby the coordinator evaluates as not
