RADIATION SAFETY RPOCEDURE

1.0 SCOPE
This document establishes mandatory safety requirements and procedures for safe
use, handling, storage, and transport of radioactive materials or x-ray generating
equipment by all Standard Arabia RSO, radiographer personnel and its subcontractors
that shall be involved in radiographic testing to comply with the latest radiation Safety
Regulations issued by the Government's Authority.

It sets forth procedures for administering and reporting routine and non-routine safety
activities and for transportation and storage of radioactive materials.

2.0 DEFINITIONS
2.1 Radiation / Radiography:

2.1.1 Radiation: Or more correctly, ionizing radiation is the name given to gamma rays,
x-ray, alpha and beta particles, high-speed electrons, neutrons and other nuclear
particles, which are emitted by a radioactive source. Radiation upsets the
electrical equilibrium (balance) of atom in the matter it encounters. This
imbalance is called ionization.

2.1.2 Radioactivity: Radioactivity is the strength of the radioactive source of material.


It is usually measured in Curies (Ci).

The definition of a Curie (Ci) is

2.1.3 Radiography: The examination of material by non-destructive methods utilizing


radioactive materials or X-ray generating equipment.

2.1.4 Users: Any person, organization, department or contractor who uses radioactive
materials or radiation producing equipment. This may be in client controlled
areas as well as the user's premises.

2.1.5 Survey: An evaluation (of the production, use, release, disposal or presence of
sources) of radiation to determine potential radiation hazards. It may include
tests, physical examinations of radiation equipment, measurement of levels of
radiation and the observance of associated work practices.

2.2 Exposure to Radiation:

2.2.1 Roentgen: The amount or dose of radiation to which something is exposed is

called Roentgen(R). It is defined by amount of radiation needs to irradiate a


certain mass of air. One Roentgen equals 2.58 X 10-4 coulombs per kilogram.

2.2.2 Dose: The quantity of radiation or energy absorbed in a specified mass. For
special purpose, its meaning should be appropriately stated e.g. absorbed dose
or dose equivalent.

2.2.3 Rad: The special unit of absorbed dose. One rad equal the absorption of 100 ergs
of radiation per gram of absorbing material. In SI unit one rad equal 0.01 gray
(Gy).

2.2.4 Dose Equivalent: The quality of ionizing radiation absorbed by the body in terms
of its estimated biological effect. The special unit of measurement is the Rem. In
SI unit one Sievert (Sv) equal to one gray times quality factors.

2.2.5 Rem: The special unit to measure the dose of any radiation to body tissue in
terms of its estimated biological effect relative to a dose received from any
exposure (R) of X-rays. In SI unit's one Rem equals 0.01 Sievert (Sv).

2.2.6 Radiation Area: Any area accessible to a person in whom there exists radiation
of such a level that a person could receive a dose in excess of 0.75 mRm in one
hour.

2.2.7 High Radiation Area: Any area accessible to a person in whom there exists
radiation at such a level that a person could receive a dose in excess of 100
mRem in one hour.

2.3 Personnel Dealing with Radiation:

2.3.1 Radiographer: Any individual who performs radiographic operations or who is


at the site where the sealed sources are being used and personally supervises
radiographic operations. He is responsible for assuring on-site compliance with
the requirements of this radiation safety manual.
Training requirements for radiographer as per KACARE regulations:
• Follow general instruction to protect against ionizing radiation in Saudi Arabia.
• The technician must have two years technical diploma in a technical field.
• Attend a 30-hour training course for technicians in the field of industrial radiography to
be level (Level 2), and (10) hours in other industrial fields and radiation protection
services. The training course includes the basics and principles of radiation protection,
safety of radioactive sources, radiological exposures and radiological emergencies. The
course should include hands-on training on the use of radiographic devices and
understanding their readings and meanings. Authorized entity of the National Center
should provide these courses for Radiation Protection.
• Familiarity with the use of survey meter devices, radiation monitoring and personal
dosimeters.

2.3.2 Radiographer's Assistant: Any individual who under the personal supervision if
a radiographer uses radiographic exposure devices, sealed sources, related
handling tools or radiation survey instruments in radiography.

2.3.3 Radiation Safety Officer (RSO): The person (s) assigned by Standard Arabia
management to be responsible for monitoring and implementing the
procedures /requirements set forth in this manual.

He shall have qualified as a Radiation Safety Officer by the Regulatory Authority


King Abdullah City for Atomic and Renewable Energy (K.A.CARE).

Whenever the company has more than one radiation Safety Officer, a single
individual shall be identified as the Company Radiation Safety Officer as a single
point of contact and accountability.

2.3.4 Area Radiation Safety Representative (ARSR):

The duties of Area Radiation Safety Representative mimic those of the Radiation
Safety officer at a field level. The Area Radiation Safety Representative shall have
a minimum of 5 years in the duties of RSO.

2.3.5 Director of facility:

As required by K.A.CARE, the Standard Arabia General Manager (or in his


absence, the deputy General Manager) is the "Director of Facility" who has the
ultimate authority in matters dealing with radiation safety and responding and
Cooperating with K.A.CARE . The general manger should have obtained the license
from K.A.CARE by make a request to them before establish any involved in
radioactive materials, and its renewed each 5 years.

2.3.6 Occupationally Exposed Person:

An employee whose job involves routine use of ionizing radiation and who has a
reasonable chance of being exposed in excess of 25% of the Occupational
Exposure Limits (OEL'S), See section 4.0 OEL's are measured by the dose received
per "Calendar Quarter"

2.3.7 Calendar Quarter:

Period of not less than 12 consecutive weeks nor more than 14 consecutive
weeks commencing each year in January (January- March, April-June, July-
September, October-December)

2.4 Radiographic Equipment:

2.4.1 Radiographic Exposure Device / Camera or Projector:

Any shielded instrument containing a sealed source (see below) in which the
sealed source (or the shielding) may be moved or changed from a shielded to
unshielded position so as to make a radiographic exposure. Or when x-ray
equipment is energized.

2.4.2 Sealed source: Any nuclear by-product material that is encased in a capsule
designed to prevent leakage or escape of the by-product material.

2.4.3 Source charger: A device designed and used for replacement of sealed sources
in radiographic exposure devices and other containers used for the storage or
transportation of sources.

2.4.4 Storage container: A device in which sealed sources are transported or stored.

2.4.5 Storage area: Any location or facility which is used to store or to secure a
radiographic exposure device or a storage container containing a sealed source
when it is not in use and which is locked or has a physical barrier to prevent
accidental, tampering with or unauthorized removal of exposure device,
container or source.

2.5 ALARA:

ALARA : Acronym for "As Low As Reasonably Achievable" which means making
every reasonable effort to maintain exposures to ionizing radiation as far below the
dose limits as practical, consistent with the permitted utilization source, taking into
account the state of technology, the economics of improvements in relation to the
state of technology, the economics of improvements in relation to the benefits to
public health and safety, and other social and socio-economic considerations and
in relation to utilization of radiation based technologies in the company's interest.

3.0 RADIATION MONITORING EQUIPMENT


Instruments used for radiation measurement fall into two broad categories - personal
dose measuring instruments and rate measuring instruments.

Dose measuring instruments are those that measure the total amount of exposure
received during the measuring period. They are called personal monitoring devices:

• Thermoluminiscent Dosimeter (TLD).


• Electronic pocket Dosimeter or Alarm Rate Meter (Chirper).
• Quartz Fiber Direct reading pocket dosimeter (may be omitted if an approved
Electronic Pocket Dosimeter with dose displayed is in use).

Rate measuring instruments are those measure the time rate at which exposure is
received:

• Radiation Survey meters

3.1 Thermoluminiscent Dosimeter (TLD)

3.1.1 The TLD shall be worn at chest level and care shall be taken that it is correctly
positioned so that the front of the TLD is facing out.
3.1.2 The RSO shall allocate one badge to each radiographer and radiographer’s
assistant. Under normal circumstances, the badge shall be used for a period of
one month.

3.1.3 Whenever operating or transporting radioactive sources each radiographer and


radiographer's assistant shall wear his personal badge.

3.1.4 When the badge is not being worn, it shall be kept in a radiation free area.

3.1.5 By maximum of three (3) months, the RSO shall send a new badge. The
radiographer / radiographer's assistant exposed badges shall be returned to the
RSO for processing.

3.1.6 Anytime there is a reason to believe that TLD has been exposed to radiation
other than usage (e.g. accidentally dropped in an exposure area), all work shall
cease immediately, equipment secured and returned to storage. The TLD along
with a report detailing, circumstances detailing the abnormal dosage shall be
submitted to the RSO. The individual shall not resume duties until cleared to do
so by the RSO.

3.1.7 The RSO shall advise individuals if their cumulative dosage for the calendar
quarter exceeds the allowable limit, so that they can compensate in the
succeeding quarters. If the cumulative exposure of an individual for the
preceding year exceeds the allowable annual dose, he shall undergo a medical
check-up including blood examination.

3.1.8 The cumulative radiation exposure records of all radiography personnel shall be
centrally stored by the RSO.

3.2 Personal Radiation Alarm

The measure radiation received over a relatively short period. It allows the
individual wearer to measure exposure during the period and for him to;

a) Check that he has not received an abnormal dose of radiation.


b) Keep a daily and cumulative tally / record of the radiation he has received.

3.2.1 All radiographers / assistants shall have a minimum rate alarm meter personal
radiation alarm with a dose rate threshold of 200mRem/hr. (2mSV/hr.) and shall
not be adjustable by the individual. It is recommended that personnel be
provided with electronic pocket dosimeters.

3.2.2 When rate alarm meters are used, individual shall also have direct reading
pocket dosimeters having a range of 0-200mRem (0-2000µSv). Pocket
dosimeters shall be zeroed at the beginning of each day.

3.2.3 Pocket dosimeters shall undergo performance assessment at 12-months


intervals in accordance with the manufacturers recommended by the
independent agency approved by KACARE .Acceptable dosimeters must read
within +/- 20% of calibration levels. Records of performance shall be retained
by the RSO.

3.2.4 Alarming or malfunctioning Personal radiation alarms and / or direct reading


pocket dosimeters.

If an individual's Electronic Pocket Dosimeter displays a dose greater than the


investigation level dose (ref. to Para 4.1.4) produces a continuous alarm or
appears to be malfunctioning, or if a direct reading pocket dosimeter is used, the
dosimeter if off scale, all production work shall cease immediately.

An immediate radiation survey of the area and equipment shall be performed. If


the survey indicates a presence of ionizing radiation beyond the index level of a
properly stored source, barriers shall be maintained identifying the "Controlled
Area". After the survey is completed, the following steps shall be followed.

a) If the source is in the shielded position or the x-ray machine is off and the
personal radiation alarm and / or pocket dosimeter continues to indicate
receipt of a radiation dose, confirm by radiation survey that there is no
release of radiation, secure equipment and immediate notify the ARSR / RSO.
Work shall not resume until the malfunctioning dosimeter has been
replaced.

b) If the source cannot be shielded, insure access into the area is restricted to
prevent a radiation hazard, and then notify the RSO for the dosimeter and
source condition for further instructions.

c) Exposed TLD badge(s) shall be processed as soon as possible. All personnel


associated with the radiation incident shall not be allowed to return to work
until the results of the TLD badge evaluation are received and reported to
the RSO.

d) If the total reported results of the TLD badge are not in excess of the
allowable limits, individuals involved in the radiation incident may return to
active work assignment without exceed the annual limits.

e) If the total reported results of the TLD badges are in excess of the allowable
limits, the individual involved in the radiation incident shall be given non
radiation work assignments until they are released by the RSO.

3.2.5 At the end of the day, each radiographer shall record his dosimeter reading in
the Daily Radiation Exposure Record - See Appendix F. At the end of the month,
the cumulative dosage shall be forwarded to the RSO.

3.3 Radiation Survey Meters

Radiation survey meters shall be Geiger Mueller type and valid calibration, with
a measurement range of 2 µSv/hr. (0.2 mRem/hr) to at least l0 mSv/hr
(1000 mRem/hr). When pulsed X-ray generators are in use, Ion Chamber type survey
meters shall, at the discretion of the ID-RPO, be used in lieu of Geiger Mueller Meters.

Radiation survey meters used for field radiography shall have an electronic LED
or backlit LCD display unless otherwise specifically approved for the particular
project and shall be provided with a hand free carrying strap.

• each radiographic technician shall have in use a radiation survey instrument


during all aspects of use, handling or storing radioactive material, and x-ray
generating equipment is used or at any time such equipment is connected to
power and therefore a potential of radiation exposure exists. At least two
radiation survey instruments shall be in use during transportation of
radioactive materials.

• A functional test of the survey meter shall be performed each day prior to the
commencement of work. This functional test shall include a battery check or
in the case of electronic instruments assurance that the low battery warning
is not visible. Operators shall, at reasonable intervals throughout the working
day compare readings between survey meters to assure that readings are
comparatively similar.

• If for any reason, one survey meter is inoperable or considered to be


malfunctioning, radiographic operations shall cease immediately and shall not
resume until the survey meter is replaced.

• In the case where all survey meters are inoperable or considered to be


malfunctioning, the area shall be considered as a radiation incident and the
controlled area maintained until a working survey meter can be obtained and
used to verify the radiation condition.

• All radiation survey meter instrument shall be calibrated in interval not


exceeding six (6) month or when repairs or adjustments are made. Calibration
shall be performed by an approved, independent agency. A calibration label
shall be affixed to the instrument showing the calibration agency, date,
records of calibration and maintenance maintained.

• Records of survey meters shall be maintained by the RSO.

4.0 PERMISSIBLE EXPOSURE LIMITS


Exposure to ionizing radiation shall always be kept as low as reasonably achievable. The
limits established below do not imply that reaching those dose limits is acceptable. In
accordance with ALARA principles, it is the responsibility of the individual to reduce the
dose level anywhere possible.

Occupational exposure limits shall apply to persons whose job routinely involves
handling and use of radiation producing equipment or radioactive materials and who
have been supplied with appropriate exposure monitoring devices and who have been
trained in the safe use of radiation.

4.1 Occupational Exposure Limits

4.1.1 *Annual Whole-Body limit may be increased to (50 msv/Year) provided the
Exposure during 5 consecutive years does not exceed (100 msv)

4.1.2 Exposure received by persons for medical purposes shall not be included in the
report of occupational dose.

4.1.3 Investigation dose level: The RSO or the Area radiation safety Representative
shall conduct an informal investigation by interview or other appropriate means
of any individual's daily dose exceeding 500 µSv (50 mRem) or monthly dose
exceeding l000 µSv (l00 mRem). The affected individual shall be counseled on
method and procedures of dose reduction. If it is determined that the
investigation level dose is the result of an incident, the incident shall be
reported as per Appendix J of this procedure.

4.1.4 Individuals having repeated doses in excess of the investigation limit shall be
required to attend additional training and / or have limits placed on work
activity.

4.2 Non-Occupational Exposures:

4.2.1 Radiation producing equipment’s or radioactive materials shall not be used,


stored or transported in any way which could create radiation levels which, if a
non-radiation worker were continuously present in the area, would result in a
dose in excess 100 mRem in one year. In special circumstances, a higher dose
could be allowed in a single year provided the average dose over 5 years does
not exceed 100 mRem per year.

5.0 GENERAL REQUIREMENTS FOR INDUSTRIAL RADIOGRAPHY PERSONNEL:


5.1 Radiographic Technician: In addition to the following qualification
requirements*, personnel performing radiography shall have conduct annual
medical check and complete formal response in radiation safety (Radiation
protection), RSO and ASNT RT Level III trainer will conduct annual radiation
safety refresher course for all industrial radiography technicians.
5.1.1 Trainee: Shall have completed minimum training requirements defined in ASNT
CP 189/ SNT-TC-1A for industrial radiography and work under the direct
supervision of a current certified RT Level -II technician. All activities by this
individual while in training shall be verified by the Level -II technician including,
but not limited to, any connection of associated equipment to the radiographic
projector, attachment of the cable to the source connector and any radiation
surveys performed. Assignment of a "Trainee" requires the review and approval
of RSO or designated representative.

* For work on SAUDI ARAMCO property, all radiography personnel shall have
undergone the additional training / experience requirements of SAEP-1142 and
shall be in possession of valid 'Radiation protection Permit'

5.1.2 Level-I Radiographic Technician (Assistant radiographer): Shall have completed


minimum training and experience requirements defined in ASNT CP 189/ SNT-
TC-IA for Level-I Radiography and work under the direct supervision of a current
certified RT Level-II technician.

5.1.3 Level-II Radiographic Technician (Radiographer): Shall have completed


minimum training and experience requirements defined in ASNT CP 189/ SNT-
TC-IA for Level-II Radiography. An RT Level-II technician must have a minimum
of 3 years’ field experience to be assigned to work with trainees and RT Level-I
technicians.

5.2 Radiation Safety Officer: To be qualified as a radiation safety Officer, personnel


shall as a minimum meet the following:

Possession of a current RSO/RPO license issued by King Abdullah City for Atom
and Renewable Energy (K.A.CARE)
5.2.1 Minimum of 40 hrs. Formal training in radiation safety recognized by the

regulatory authority.

5.2.2 Qualified radiographer (minimum ASNT CP189 / SNT-TC-IA Level II or approved


equivalent) in industrial radiographic operations or ASNT level -III certification,
shall have at least an experience one (1) year in radiography field

5.2.3 Formal training in maintenance of radiographic exposure devices utilized for


industrial radiography (Note 1);
Note1: Maintenance training shall be directly applicable to the approved
radiographic exposure device and shall be conducted by an approved
organization. Wherein the company has more than one RSO, at least one shall
have completed the maintenance training.
5.2.4 Formal training in retrieval of sources utilized in industrial radiography shall be
conduct.
5.3 The company shall have in their employment a Radiation Safety Officer meeting
the requirements defined above and one equally qualified and trained back-up
Radiation Safety Officer. Wherein the company has more than one Radiation
Safety Officer, a single individual shall be identified as the company radiation
safety Officer as a single point of contact and accountability.

5.4 Furthermore, the number of Radiation Safety Officers shall be sufficient to


enable effective and expedient response to incidents. Such personnel shall be
strategically located for a maximum emergency response time of 6 hrs. For
remote locations where response time will exceed 6 hrs. Technician will be
appointed at the site, "In Charge" having sufficient experience to take action
under the direction of the RSO to reduce radiation levels pending arrival of
recovery personnel. Such circumstances may, at the discretion of the RSO,
require the establishment of a formal response plan specific to the location.
5.5 Crew Requirements
Minimum number of personnel for crew requirements shall be as follows:

6.0 GENERAL REQUIREMENTS FOR RADIOGRAPHIC EXPOSUREDEVICES/


STORAGE CONTAINERS
6.1 Approved Sealed Radioactive Sources

Sealed radioactive sources used for industrial radiography shall be limited to


Ir-192.

6.2 Radiographic Equipment

Only radioactive source material contained in approved type B (u) radiographic


projectors may be transported, used and stored. Approved projectors include
(880 Delta or Sigma).

Controls used for the 880 Delta or Sigma projectors shall comply with the
manufacturer's equipment license.

6.3 Limits on level of radiation:

When a radioactive source is returned to its shielded position inside the exposure
device, the radiation level 15cm (6 inches) from any surface shall not exceed the
limitations set forth by the manufacturer of the equipment.

When the radioactive source is in its shielded position inside the exposure device,
the maximum radiation level at any exterior surface shall not exceed 200mR
(2mSv) per hour, or shall not exceed l0mR (0.1 mSv) per hour at 1 meter from any
exterior surface.

6.4 Locking of Radiographic Exposure Devices, Storage containers and Source


Changers:
Each radiographic exposure device shall have a lock or outer locked container
designed to prevent unauthorized or accidental removal of the sealed source
from its shielded position. The exposure device or its container shall be kept
locked when not under the direct surveillance of a radiographer or a radiographer
assistant. In addition, during radiographic operations the sealed source assembly
shall be secured in the shielded position each time the source is returned to that
position.

Each storage container and source changer shall have a lock or outer locked
container designed to prevent unauthorized or accidental removal of the sealed
source from its shielded position. Storage containers and source changers shall
be kept locked when containing sealed sources except when under the direct
surveillance of a radiographer.

6.5 Daily Inspection

All exposure devices shall be inspected at the beginning of each day that they are
used. The radiographers are responsible for checking their equipment’s prior to
use each day.

6.5.1 Daily inspections shall include but are not limited to the following:
a. Survey for excessive radiation levels.
b. Inspect the projector for damage to lock couplings and fittings.
c. Check all labels for legibility.
d. Inspect drive cable housings for cuts, dents and broken fittings. Ensure that
the available length of drive cable is greater than the total length of guide
tube(s).
e. Inspect source guide tubes for obstructions, cuts, dents and heat damage.
f. Inspect the drive cable control unit for damage to drive cables or loose
components.
g. Check for wear in the drive cable connector using the NO GO gauge.

The results of daily inspection shall be recorded in the form shown in


Appendix B. If any of the inspections reveal a deficiency, the same shall
be entered into a Non-Conformity report as shown in Appendix H and
action shall be taken for rectification.

6.6 Quarterly Inspection / Maintenance

The radiography exposure devices and associated equipment shall be inspected


for defect (and if required maintenance carried out) in strict accordance with the
manufacturer’s maintenance requirements and at intervals not to exceed 3
months by the RSO or his designated representative.

The results of Quarterly Inspection & maintenance shall be recorded in the form
shown in Appendix C. if any of the inspection reveals a deficiency the same shall
be entered into a non-conformity report as shown in Appendix H, and action shall
be taken for rectification.

6.7 Complete Service / Yearly maintenance (Refer to Appendix D)

Complete service in accordance with the manufacturer's requirement shall be


performed at intervals not exceeding 12 months or;

a) Equipment exposed to harsh conditions which could result in "Sluggish"


operation of the moving parts or;
b) Determined during daily inspection to be functioning improperly such that
could lead to unsafe conditions or;
c) Determined at the time of Quarterly inspection to require complete service
due to physical condition of the equipment or operation of moving parts or;

d) Immediate following a radiation safety incident involving the equipment.


e) Projectors (radiographic exposure devices), controls, and guide/extension tubes
shall be inspected and maintained by third party (manufactures or his
representative / suppler)
The frequency of complete service shall be the lesser of duration of the
foregoing.

Only those components manufactured or approved in writing by the original


manufacture for repair or upgrading of equipment shall be used. Use of 'used'
components is not permitted. At the time of complete inspection, all springs
except those for the lock shall be discarded and replaced with new springs.
Worn or distorted parts shall be replaced.

Personnel responsible for inspection and servicing of projectors, controls, and


guide / extension tubes shall be specifically trained and qualified for the work
for use in Saudi Aramco Projectors (radiographic exposure devices), control,
and guide/extension tubes shall be inspected and maintained by third party
(manufactures or his representative/suppler).

6.8 Monthly Inventory of Sources

The RSO / designated representative shall conduct a monthly physical


inventory to account for all sealed sources imported and details shall include
the kind of radioactive sources and their activities, isotope number, Standard
Arabia projectors reference number (identification), location of the
radioactive sources, etc. The records of inventory shall be maintained on
"Isotope Projectors / Sources location list" as shown in Appendix E.

6.9 Radioactive material / Equipment Utilization Log

Each radiographic source / equipment shall have a daily log maintained by the
radiographer to indicate its movement and use. The radioactive material /
equipment utilization log is shown in Appendix A. the details shall include
• Projector number.
• Isotope Number and activity.
• Date of utilization.
• Time out and time in of the source.
• Project / destination.
• The name and signature of the radiographer taking and returning the
source

6.10 Leak testing of Isotope Projectors

Each isotope projector shall be tested for leakage at intervals not to exceed 12
months. In the absence of certificate from transferor that a test has been made

within 12 months prior to the transfer, the sealed source shall not be put into use
until tested. Any leak test which reveals the presence of 0.005 µCi or more of
removable radioactive material shall be considered evidence that the sealed
source is leaking. The exposure device shall be immediately withdrawn from
service and kept out of service till it is decontaminated.

Leak test procedure:


1. RSO shall perform wipe test from two sides of projector (back &front) by cotton
swap.
2. Then put it in an envelope with all the details and number of the projector.
3. Send it to the laboratory to analysis the sample.

7.0 PROCEDURE FOR HANDLING SEALED SOURCES


7.1 All sealed sources used for radiography shall be housed in an approved remote
operate, shielded projector type device. Any available natural shielding shall be
utilized and a tungsten collimating design shall be used at all the times with the
exception of panoramic exposures.

7.2 When performing radiographic operations, a radiation survey shall be made after
each exposure to determine that the radiation source has been properly returned
to its shielded position. As the radiographer approaches the projector, survey
shall be made on all sides of the projector to assure proper retraction. Full length
of the guide tube shall also be surveyed. In no case the levels of radiation of the
surveys noted above exceeds the limit given in 6.3.

7.3 The following are the operational steps that should be used when operating
radiographic projectors at the beginning of a work assignment.
a. Assure the survey meter is operating properly prior to uploading the
projector from its storage container.
b. When the radiographic projector is in its work location, layout the full length
of the wind -out cables keeping them as straight as possible.
c. Unlock the radiographic projector and turn the locking device to the correct
position, removing the cap, exposing the source pigtail, connect the control
cable to the pigtail.
d. Connect the wind out cable to the projector and turn the locking device to the
lock position.
e. Remove the safety plug from the front of the radiographic projector and
connect the guide tube.
f. Place the guide tube at the exposure location making sure there are no 90°
bends in the tube keeping it as straight as possible.
g. When the radiographic projector setup is complete, turn the locking device to
"Operate"
h. Prior to the first shot, wind out the source to conduct a radiation survey of
the area cordoned off to check that the radiation levels at the cordoning area
equal to or less than the established limits. Adjust the position of cordoning if

required.
i. At the end of each exposure, rewind the source into the radiographic
projector and conduct a physical survey as described above.
j. Upon completion of work and radiation survey, turn the locking device to the
locked position, disconnect the guide tube and replace the safety plug.
k. Turn the locking device to the connect position and disconnect source pigtail,
replace the cap and turn the locking device to its locked position and remove
the key.

7.4 Source Changes

The RSO and his designated representative shall be responsible for supervising or
conducting radioactive source changes. Changing sources shall be done in
accordance with the manufacturer's approved procedures and equipment.

8.0 RESTRICTED ACCESS TO RADIATION AREAS


8.1 Controlled Area:
8.1.1 Access to the controlled area is restricted to authorized radiation workers
only, anytime, control of this area cannot be maintained, all work is to
cease immediately and shall not be resumed until control is regained.
Radiation levels at the Controlled area boundary shall not exceed a
measured 7.5 µSv/hr (0.75 mRem/hr). Equipment shall be confirmed as
secured and the area safe.

8.1.2 When there is insufficient area to permit a boundary extending to a


measured 7.5 µSv/hr (0.75 mRem/hr), the area Radiation Safety
Representative may permit a smaller boundary area provided the
calculated average dose in any hour does not exceed 7.5 µSv (0.75 mRem).

8.2 Supervised (Observed) Area:

The supervised Area is based on an estimated distance where the dose level
averaged over one hour will not exceed 2.5 µSv/hr (0.25 mRem/hr). Though it is
not required to establish a barrier at this limit, it is the responsibility of the
radiation worker to maintain observation of this area to assure that workers do
not enter the controlled area.

8.3 Controlled Area Warning Signs and Barrier Tape or Rope

The controlled area must be clearly identified to provide adequate notification to


the general public (non radiation workers) of the presence of work involving
ionizing radiation. The following design of the radiation warning signs, barricade
tape, rope and pennants shall be used unless alternative designs are approved
for the particular client / project.

8.3.1 Warning Signs

A minimum of four (4) freestanding radiation-warning signs shall be posted


at the controlled area boundary so that warning is provided for all
approachable directions. In complex locations where equipment and
structures can obscure observation of the warning signs, additional signs
shall be used so that warning is provided for all directions and point of
entry to the controlled area.

When the radiographic exposure device is elevated such as on a platform,


in a confined space, or in a ditch, an additional sign shall be placed at the
point of entry.
Sign shall have a minimum height of 1 meter. Radiation warning signs shall
be in both Arabic and English and have the international radiation trefoil
symbol. Signs used in subdued lighting conditions shall be reflective.

8.3.2 Barricade Tape / Rope

Barricade consisting of barrier tape or rope shall be extended for the full
perimeter of the controlled area. In remote areas where there is a limited
or no presence of personnel other than the radiographic crew, such as
pipeline work, barrier tape or rope is not required unless even with limited
other personnel, such personnel could interfere with the radiographic
operations.

Where radiography is being conducted in "Multi-story" applications and


access to the level (and above) where the work is conducted, additional
barricades shall be established at each accessible level.

8.3.2.1 Barrier Tape

Barrier tape, if used, shall include wordings in Arabic and English


and the trefoil radiation symbol continuously printed along the
length of the tape. Tape shall have a yellow background with
wording and symbols including stripes, if present, with black print
providing a high contrast for easy visibility. Radiation symbol can
be printed in magenta. Any twisting or rolling of the tape that
could impede visibility shall be corrected by repositioning of the
tape or replacement.

8.3.2.2 Barrier Rope

Barrier rope, if used, shall be bright orange in color and shall have
approved radiation-warning pennants spaced every 3 meters or
less.

8.3.2.3 Pennants

If barrier rope is used. Radiation warning pennants (handing signs)


shall be attached to the rope. Pennants shall have a yellow
background with radiation warning printing and the trefoil symbol
printed on both sides in black to provide stark contrast. Radiation
symbol can be printed in magenta.

8.3.3 Controlled Area Lighting

In subdued lighting conditions, red or yellow flashing warning lights shall


be used with the radiation warning signs defined above. Lights shall be attached
to or positioned next to the warning signs. It is recommended that strobe flashing
lights be used, but in lieu of these, conventional "traffic" flashing lights can be
used.

8.3.4 Radiation Survey of Controlled Area

8.3.4.1 A radiation survey shall be conducted as soon as the source is


exposed. The radiographer shall keep the area under constant
surveillance to protect against unauthorized or accidental entry.

8.3.4.2 The radiographer must complete a radiation survey at each


radiographic work location.

8.3.4.3 If any unauthorized person enters the radiation area, the source
will be retracted and no exposure made until the area is cleared.
The area NDT Coordinator shall be verbally notified of the
situation and if deemed necessary, the situation shall be
considered as an "incident" requiring investigation.
8.4 issuer & receiver
Note: Once Plan to conduct Radiography in any Aramco projects should have
Radiation Work Permit (RWP) Approved by Aramco before starting the work

9.0 STORAGE OF RADIOGRAPHIC EXPOSURE DEVICES AND SEALED SOURCES


9.1 For storage of radioactive sources when not in use, a specially constructed
radioactive storage facility shall be in a remote area away from inhabitation and
vehicular or pedestrian traffic. Storage of radioactive isotopes at client facilities
requires prior approval by the client. On Storage facility (permanent & temporary)
radiation survey including the frequency of survey, the form for facility survey
shown in Appendix L.

*The use on SAUDI ARAMCO property, the pit construction shall meet the
requirements of SAEP-1141 Appendix 8 and shall have been issued a temporary
radioactive source storage permit (usually valid for 6 months).

The temporary storage pit shall be removed and the area restored to pre-installation
condition on or before expiration of the permit. Removal is the responsibility of the
organization to whom the permit is issued.

9.2 The construction of pit generally consists of a vertical steel tube 30" dia and about
5' long with a welded base, which should be sunk into the ground with a minimum
protrusion of 1' to enable a securely hinged lockable steel lid to be fitted. A coat
hanger type bracket should be fitted inside the tube near the top so that the
source containers may be lowered by means of a rope tied to the bracket to
facilitate subsequent removal. The whole assembly should be waterproof. The pit
shall be enclosed by an 8' high fence (20' x 20') and 3 ft. sand barrier around the
fence with a lockable gate and the keys for the enclosure and storage pit shall be
held by authorized persons.

9.3 A sign bearing the radiation caution symbol magenta on yellow background, with
the words "DANGER RADIATION - KEEP OUT" shall be posted on each side of the
fence. Signs shall be in Arabic and English. The names and the telephone numbers
of the Radiation Safety Officer(s) shall be displayed on the sign board together
with the company's address and the telephone number. A radioactive material /
equipment utilization log shall be maintained at the facility to record source
out/in movement.

9.4 A calibrated radiation survey meter shall be used to ensure that the maximum
intended activity of the isotopes stored in the pit, the dose rate at enclosure
boundary dose not exceed 0.05mRem/ hr.

9.5 Temporary storage pit is necessary if the jobsite is more 100 km from a permanent
storage facility. This distance allows radiographers to travel to a jobsite complete
a reasonable amount of work and return safely to their base on the same day. Any
project work outside of this radius requires an approved pit to be provided at site
for safe overnight source storage

9.6 Offshore Storage

9.5.1 Offshore storage applies to storage of ionizing radiation producing


equipment and radioactive sources on offshore facilities such as work
boats, barges, platforms etc.

9.5.2 Ionizing radiation producing equipment such as X-ray devices that do not
contain radioactive material shall be secured in a locked cabinet or room
with restricted access.

9.5.3 Radioactive material used for industrial radiography in offshore shall be


limited to Ir-192. The maximum activity shall not exceed 30 Ci, unless
otherwise specifically approved by the client.

9.5.4 A locker sufficient in size to accommodate both the radiographic projector


and, if required Type 'A' or 'B' over pack transport container defined under
the manufacturer's license, shall be used. The locker shall be secured by
welding or bolts such that in the event of a disaster the locker will remain
with the facility. The locker shall be clearly identified with yellow/black
stripe painting and display the standard radiation warning sign(s) visible
from all approachable directions. Signs shall be attached by bolts or other
secure means and are displayed only when the locker contains radioactive
material. Signs shall be in both Arabic and English.

Note: The use of radioactive source storage pits requires the provision of
handling devices such as rope and hook, chain and hook or pole and hook
to enable personnel insert and remove radiographic exposure devices to
avoid potential personal injury.

10.0 TRANSPORTATION OF SEALED SOURCES


10.1 Vehicles used for transport of radioactive material used for industrial radiography
shall be equipped with a storage compartment designed for that purpose. The
storage compartment shall be securely affixed to the vehicle by bolts or welding
to retain the contents in the event of a vehicle accident and shall be equipped
with lock(s) to prevent unauthorized removal of the contents or the box.

10.2 Vehicle storage compartment used for industrial radiography exposure device(s)
shall provide shielding such that the maximum transport index does not exceed
the requirements of yellow label II which is 0.5mSv/hr (50 Rem/hr) at the surface
and 0.01 mSv/hr. (l mRem/hr) at one meter. Further, the dose level at any
occupant position or exterior surface of the vehicle shall not exceed 7.5 µSv/hr
(0.75 mRem/hr). ALARA principals shall be applied to reduce radiation levels in
the occupant portion of the vehicle.

10.3 Radioactive sources and X-ray generators shall be secured by lock and key to
prevent (as reasonable as possible) unauthorized removal.

10.4 Vehicles used for industrial radiography shall be open bed pick-up trucks l/4 ton
or greater. Transport boxes to be mounted towards the rear of the vehicle
furthest from the passenger compartment.

10.5 "Danger Radiation" signs of approved design shall be securely affixed to the front
and rear of the vehicle transporting radioactive sources when vehicle is not being
used for the transport of radioactive materials, the “Danger Radiation “sign
affixed on the front and rear of the vehicle shall be temporarily removed or be
reversed or covered, indicating that there is no radioactive material loaded on
the vehicle.

10.6 An Emergency contact information card shall be prominently displayed within the
passenger compartment of the vehicle clearly identifying that the event of an
emergency, who is to be contacted. Also, the emergency procedure to be
followed should be available in the passenger compartment

10.7 Personnel being transported in a vehicle equipped to transport radioactive


material including technicians; drivers, helpers etc. must have received training
in radiation safety and be prepared to respond to emergencies. All personnel
must have in use required personal dosimeter and survey instrumentation at all
times when radioactive materials are stored or transported in the vehicle.

10.8 The maximum permissible speed for vehicle transport of radiographic projectors
or shipping containers of radioactive sources for radiographic projectors is
90Km/Hr.

10.9 Personnel required for transport of radiographic projectors is primarily governed


by the number of individuals required to physically transfer the equipment from
one vehicle to another. Typically, only one individual is required for the transport
(no radiographic assignments) of Ir-192 radiographic projectors.

10.10 Bulk Radioactive Source Transport

Bulk radioactive source transport applies to radioactive source shipments from


the port of entry to the distribution site and for depleted radioactive material,
from the distribution site to the port of export.

10.10.1 Transport must be in an approved and licensed Type B transport


container and shall not exceed the permissible Transport Index dose
limits of yellow Label III

10.10.2 It is not required that such transport containers be stored in vehicle


transport box due to the variety of size and shape of transport
containers encountered. However, such containers must be secured in
an open bed pick-up truck 3 ton or greater, situated as far from the
driver’s position as possible.

10.10.3 Transport containers must be secured by ratchet nylon or wire rope


shipping straps secured to the truck bed by anchor bolts. Straps must be
drawn tight to prevent load shifting during transport and be capable in
quantity and type to retain the load in the vehicle in the event of a
vehicular accident.

11.0 X-RAY EQUIPMENT


11.1 Use of X-ray generators (other than accelerators) for industrial radiography up to
350kV does not require specific type approval. X-ray generator being a source of

ionizing radiation require licensing by the Regulatory Authority K.A.CARE.

11.2 X-ray generators up to but not exceeding 350 kV can be used without specific type
of approval. Preference shall be given to Omni-directional generators.
Orthogonal, forward throw and panoramic generators must have a justified
application.

11.3 All protection precautions provided in this procedure shall apply to operations
with x-ray generators where applicable. The following items are mandatory when
using x-ray generators.

11.3.1 Personal radiation Monitoring.


11.3.2 Radiation survey meter for each crew member (Ion chamber type survey
meter to be used for battery operated x-ray units)
11.3.3 Lock-out device (e.g. panel key)

11.4 Radiation survey instruments shall be used in the same manner as they are used
with radiographic materials. Survey meters shall be used at all times when
equipment is connected to power source regardless of X-ray are generated or
not.

11.5 No X-ray unit shall be left unattended. The control shall be locked after each
exposure.

12.0 IMPORT/EXPORT OF RADIOACTIVE MATERIALS


12.1 Import of Radioactive Materials

12.1.1 Before importing any radioactive sources or equipment capable of


producing ionizing radiation it must be assured that arrangement have
been made to safely receive, transport and use and that the capacity
exists to respond to an emergency.

Prior to import of radioactive materials, an application shall be made for a


Radiation import license to the Directorate of Atomic Energy. King Abdullah
City for Atomic and Renewable Energy (K.A.CARE)

12.1.2 (K.A.CARE). the following applicable items shall be addressed in the


application.

a. Proposed use and location


b. Number and type of radioactive material.
c. Activity and strength of radioactive material.
d. Method of transporting and receiving of materials.
e. Evaluation of storage area.
f. Training and qualification of user.

g. Radiation survey and personnel monitoring methods.


h. Maintenance and emergency procedure
i. Means of maintaining accountability of the sources.
j. Method of disposal of depleted sources.

12.1.3 When import license is received arrangement for purchase of the sources
shall be made with the manufacturer and air transportation arranged.
12.1.4 When the sources arrive at the airport, the RSO shall visit eastern
province Police and arrange clearance and transportation of the sources
to the approved storage area.

12.2 Export of Radioactive Materials

12.2.1 Before exporting any depleted source out of the Kingdom, an export
license shall be obtained from the Directorate of Atomic Energy,
K.A.CARE.

12.2.2 Approval to accept the radioactive sources shall be obtained from the
manufacturer before and source is returned.

12.2.3 The radioactive source shall then be packaged and labeled for export in
accordance with current International Air Transportation
Association Restricted Articles Regulations (IATA).

12.2.4 The shipment shall be accompanied by a properly completed IATA


dangerous Goods Declaration Form.

12.2.5 The RSO shall then inform eastern province Police and arrange transport
of the shipment to the airport and then to the manufacturer.

13.0 SAFETY AUDITS AND MEETINGS


13.1 Safety Audits

13.1.1 The intent of the periodic audit is to assure that all the requirements of
the safety manual are complied with. Such audits shall be conducted at
each of the site locations where radiographic operations are performed
at the commencement of the project and subsequently at intervals not
to exceed 3 months. The frequency of the audits may be increased by the
RSO if deemed necessary.

13.1.2 The audit shall be conducted by the RSO or the Area Radiation Safety
Representative, fully conversant with the requirements of this manual.

13.1.3 The topics of the audits shall include but are not limited to the followings:

a) Verification of qualification and competence of radiographers


and radiographer's assistants.
b) Availability of safety manual.
c) Condition of radiation monitoring equipment and personnel safety
device.
d) Availability of safety accessories (routine and emergency)
e) Condition of source projector and accessories.
f) Condition of source transport vehicle.
g) Condition of source storage pit.

The form shown in Appendix-G "Audit Checklist - Radiation safety" shall


be filled up after each audit.

13.1.4 If the result of the audit shows deficiency with respect to the
requirements of this manual, the details of this deficiency shall be
entered into a "non Conformity Report" as shown in Appendix H. The RSO
is responsible to give recommendation to rectify the nonconformance.
When the rectification is finally complete, it shall be documented in the
NCR.

13.2 Safety Meeting

13.2.1 Safety meetings shall be conducted at each of the site locations where
radiographic operations are performed at the commencement of the
projects and subsequently at intervals not to exceed 3 months. The
frequency of meetings may be increased by the RSO if deemed necessary.
These meetings shall be convened by the RSO or the Area Radiation
Safety Representative and shall be attended by all the concerned
radiographers and their assistants.

13.2.2 The intent of these meetings is to emphasize the necessity of safety and
to identify problems or deficiencies with respect to safety requirements.
Particularly the results of the audits and non-conformities shall be
discussed and all reports of apparent excessive personnel exposures and
radiation emergencies shall be reviewed. Guidance and
recommendations on improving radiation safety practice shall be given.

13.2.3 The discussion of the safety meeting shall be minute in the form
"Radiation Safety Meeting Record", shown in Appendix I.

14.0 MOVEMENT OF SEALED SOURCE


14.1 Receipt
Upon receiving a sealed source, whether new purchase or a transfer from another
location, a record shall made to indicate the location and the RSO who shall be

responsible for the source movement. The following information shall be


mentioned in the “sealed source Movement Record”

a. Date of receipt.
b. Source serial number.
c. Type of nuclide (isotope) and activity.
d. Method receiving Supported by transport documents.
e. Projector serial number
f. Location, person’s name and signature

14.2 Transfers

On transfer of sealed source to another location then the procedure at item 14.1
herein shall apply with accompanying identity label also being transferred.

14.3 Disposal

All depleted sources shall be sent back to the supplier and the following details
shall be maintained
a. Date of disposal
b. Destination
c. Source serial number.
d. Type of nuclide (isotope) and activity.
e. Mode dispatched
f. Transport container or projector serial number
g. Person’s name and signature confirming projector locked and safe
h. File forwarded to competent person (RSO) for safekeeping

15.0 RISK ASSESSMENT


15.1 The Radiation Safety Officer, the Area Radiation Safety Representative or
authorized designee shall assess the risk of all exposures of ionizing radiation. For
applications of industrial radiography, risks have been minimized by design of
equipment and safety requirements contained herein. The principal risk of
overexposure is therefore attributable to misuse of equipment; equipment
malfunctions and failure of follow safety procedures. A risk assessment shall be
prepared for each assignment involving using ionizing radiation. This shall include

15.1.2 Calculated radiation level at 1 meter and 1 foot from the source.
15.1.3 Pre-calculated distance required for 7.5 µSv/hr (0.75 mRem/hr) for an
unshielded source.
15.1.4 In the event that the assignment involves techniques not normally
encountered by the technicians, the technician is to be provided with
additional information (verbal or in writing) related to the risks.

15.2 On-site risk assessments are required for radiographic assignments that
involve additional risks.

15.2.1 Scaffolding.
15.2.2 Confined space where it is not possible for equipment controls to be
placed outside of the enclosure.
15.2.3 Locations such as occupied buildings.
15.2.4 Any location or application whereby the coordinator evaluates as not
being a typical routine assignment.

16.0 RECORDS. CLIENT APPROVALS


The general rule for records retention is:
Dose data : 30 years
Summary data : 30 years
Equipment data: 10 years
Calibration data: 10 years

The records shall be entered in the format, contain the data and maintained for the
duration specified by the Saudi Government Regulatory authority (K.A.CARE)

These records are

1. Records of equipment producing ionizing radiation, sealed and unsealed


radioactive sources.
2. Records of employees' personal radiation dose (including daily dose logs)
3. Records of employees' physical fitness examinations.
4. Record of employees training.
5. Records of work location radiation surveys.
6. Records of radioactive waste disposal.
7. Records of instruments calibration and testing.
8. Records of leak testing of sealed sources and devices containing depleted Uranium.
9. Records of inspection and maintenance of radiographic exposure devices, transport
and storage containers, associated equipment, source changers, and survey
instruments.
10. Records of receipt and transfer of sealed sources.
11. Records showing the receipts and transfers of sealed sources and devices using DU
for shielding shall be maintained for 10 years after it is made.
12. Records are kept in active files in a manner that will assure access, security from
loss, fire and mishap and clearly identifiable.
