2. PURPOSE:
This CMC prescribes the policies, guidelines, and general procedures in
the conduct of police visibility to tighten the security of the school and the students

3. SCOPE:
This CMC shall apply to all tasked Offices/Units of Police Regional Office
13 (PRO13).

4, SITUATION:
The youth is the hope of the fatherland.” as Dr. Jose Protacio Rizal said.
‘This statement reflects his strong belief in the strength and potential of the younger
generations around the globe.
In Article 26 of the Universal Declaration of Human Rights (UDHR)
adopted in 1948 states that, “Everyone has the right to education”. Since then, the
right to education has been feaffirmed in various international treaties.
Section 1, Article XIV of the 1987 Constitution declares that the State shal
protect and promote the right of all citizens to quality education at all levels and shall
fake appropriate steps to make such education accessible to al.
Caraga region has more than 1,500 public and private schools. There 21%
56 Higher Education Institutions (HEIs), 16 of which are public and 40 are private.
Serger 16 public HEls, four belong to the State Universities and Colleges (SUCH)
ee campuses, 11 are satelite campuses, and one is a local college. Out of the 40
private HEls, 31 are non-sectarian while the other nine are sectarian DepEd Caraga
eivaied a total of 702,007 students in the different levels of public and private
Schools in the region that are enrolled for the School Year 2022-2028.
Schools are not exempted as places of crime incidents. There were
reports that crimes happened on the school grounds. Thus, let our uniformed
personnel be regularly on school premises as that police presence is a “crime
deterrent.”
“The foregoing statements serve as a powerful inspiration for Caraga police
to contribute in molding our youth to become the strongest citizen of the country. The
ENP ae an observant of Human Rights-Based Policing (HRBP) that defines the
felationship between individual citizens including learners and various groups of
weetore of society as claim holders whose rights have to be respected and protected
by the police, and the police as duty holders have obligations to respect, protect and
fulfill human rights.
5. MISSION:
This Office shall carry out an honest, aggressive, sustained, and holistic
anti-crime strategy to prevent crimes within the learning institution's premises by
intensifying the police presence through strong collaboration and cooperation with
the academe sector and other stakeholders.
6. EXECUTION:
a. Concept of Operations:
PRO13 shall undertake the necessary activities and police operations
including the implementation of a crime prevention plan, attending coordination

meetings with DepEd offices, LGUs, PTA, volunteer groups, and stakeholders to
Camry out the public safety services within the school
‘There is a need to protect the students who are expected 10 troop to
their schools daily, ensure the operational readiness of police Offices/Units in
Fesponding to peace and order concems including threats from criminal elements,
tnd prevent stfeet crimes such as pickpocketing, snatching, swindling, robbery/hold-
up, and street-level drug trafficking.
PRO13 firmly believes that police presence in partnership with the
community, in a wider scope, is the most effective crime prevention strategy.
It is therefore imperative that PRO13 shall intensify the crime
prevention approach to ensure the security and protection of every leamer in Caraga
Tegion through police visibility, law enforcement and police-community partnership.
PNP personnel shall be deployed in strategic areas within the vicinty of
schools for foot, mobile and police visibility patrols with the strategic goal of “zero
crime incidents in all school and university areas”.
In coordination with the local government Offices/Units, deployed
personnel shall assist or if possible, spearhead the traffic management operations in
the vicinity of schools especially in the cities.
b. Tasks
4) DRDO - Designated as Overall Supervisor to tasked Offices/Units
in the implementation of this CMC.
2) CRS
a) Designated as Assistant Supervisor; and
b) Shall assist the Overall Supervisor in the implementation of this
CMC.
3) RPRMD
a) Issue appropriate order to tasked Offices/Units; and
b) Perform other tasks as directed.
4) RID
a) Provide timely intelligence information to tasked Offices/Units;
b) Provide assessments on enemy sightings as well as forecasts
on their violent and non-violent activities which will be vital to the
success of this CMC; and
¢) Perform other tasks as directed.
5) ROD
a) Shall supervise and monitor the implementation of this CMC;

b) Conduct quarterly assessments on the effectiveness of this plan;
and
©) Perform other tasks as directed.
6) RLRDD
a) Provide logistical support to tasked Offices/Units; and
b) Perform other tasks as directed.
7) RCADD
a) Shall be responsible for the public information and awareness
programs of the PNP in coordination with the quinta media; and
b) Perform other tasks as directed.
8) RCD
a) Support the budgetary requirements of tasked Offices/Units in
the implementation of this CMC; and
b) Perform other tasks as directed.
9) RIDMD
a) Provide appropriate investigative support in the implementation
of this CMC; and
b) Perform other tasks as directed.
10) RLDDD
a) Formulate a Program of Instruction (PO!) and conduct training
on Patrol Supervisors and Police Patrollers; and
b) Perform other tasks as directed.
11) PPOsIBCPO
a) If necessary, establish Police Assistance Desks (PADs) in all
school campuses and clustered schools in the region in
coordination with concerned ‘schools’ authorities, Parents
Teachers Association (PTA) and their security managers, LGUs
and their respective barangay force multipliers;
b) Organize teams in all police stations to conduct mobile and foot
patrols along major routes/highways leading to all leaming
institutions and within the immediate vicinity of school premises
to monitor and evaluate the daily activities and prevent outsiders
to mingle with pupils/students that may influence them in
engaging in vices/illegal activities;

«) Conduct ant-criminality operations, especially in crime-prone
areas and near the school premises;
d) Deploy road safety marshals along the main thoroughfares
likin’ your AOR in coordination with the LGUs and other
volunteer agencies;
e) Coordinate with concerned LGUs regarding the strict
implementation of a zoning ordinance prohibiting the existence
of computer shops, billiards establishments and other distractive
games and recreations within the immediate vicinity of schools;
) Attend and conduct coordination meetings with DepEd, LGUs,
PTA volunteer groups, and stakeholders to carry out public
safety services;
g) Identify schools with a high influx of students within the AOR
and approximately deploy patroliers in tandem with force
multipliers to prevent students from involving mugging, riots and
any untoward incidents;
h) Deploy EOD/K9 Teams in selected school campuses where
there is perceived threat of IED;
i) Establish and maintain collaborative linkages with school
authorities on drug prevention and education and other related
programs;
|) Ensure the safety and security of tourists visiting schools, other
tourist destination areas through Tourist Police Units (TPUs) in
coordination with the LGUs, Local Tourism Councils, and DOTr;
k) Provide personnel to participate during the Flag Raising and
Flag Lowering Ceremonies. If possible, PNP personnel shall act
as flag raisers;
1) Conduct Simultaneous Exercises (SIMEX) in coordination with
the school authorities on possible threats in schools like bomb
threats, fire incidents, earthquakes, and other related scenarios;
m) Conduct regular assessments of the security and public safety
operations;
n) Include in your Patrol Deployment Plan the deployment of
personnel to be detailed at PADs;
©) Provide overall control and supervision in the implementation of
this CMC in respective AORs;

p) DPDOs/DCDO, PODs and Chiefs of Police to inspect the actual
deployment and conduct of red teaming operations;
q) Submit action photos with caption through “Project S.A.F.E.
Eskwelahan Viber Group” created for the purpose;
Police personnel deployed must be in “TAMANG BIHIS” and
must be mindful of his/her duties and responsibilities embodied
in the Patrol 101 concept (Investigation, Intelligence,
Operations, and Police Community Relations);

Detailed personnel at PADs must know the church leaders;
Submit monitoring of compliance following the attached sample
template every Monday NLT 8:00 AM; and
u) Perform other tasks as directed.
12) RMFB13
a) Provide augmentation of troops to lower Offices/Units upon
request;
b) Organize Alert Team/s ready for deployment during special
operations and emergency cases; and
c) Perform other tasks as directed.
13) Other RSUs:
a) Provide appropriate support in the implementation of this CMC
in accordance with respective missions and inherent functions;
and
b) Perform other tasks as directed.
7. COORDINATING INSTRUCTIONS:
a. All detailed PNP personnel shall wear a prescribed uniform during

patrol operations;
. Police Operational Procedures and respect for Human Rights shall be
strictly observed at all times;
Lateral and vertical coordination with other law enforcement agencies,
government entities, religious sector and community is highly
encouraged; and
|. This CMC. shall serve as an initial working plan, subject for changes
and amendments.

8, EFFECTIVITY:
This CMC shall take effect immediately upon approval.
