Ngawi Regency is located in the western region of East Java Province, which is directly
adjacent to Central Java Province. Ngawi Regency is located at 7°21' - 7°31' South Latitude
and 110°10' - 111°40' East Longitude. The total area of Ngawi Regency is 1,298.58 km². The
topography of this area is in the form of highlands and flat land.
Ngawi Regency is one of the regencies in East Java Province that cannot be separated
from the threat of flooding. The level of flood vulnerability in Ngawi Regency is classified
into 4 (four) classes, namely: very vulnerable (217.79 Ha), prone (37,031.42 Ha), less
vulnerable (78,530.16 Ha) and not vulnerable (23,543.72 Ha). . The distribution of the levels
is very vulnerable, covering the districts of Kedunggalar, Widodaren, Mantingan, and
Karanganyar. The distribution of flood-prone classes covers 11 sub-districts, namely:
Geneng, Kwadungan, Pangkur, Padas, Ngawi, Paron, Kedunggalar, Pitu, Widodaren,
Mantingan, and Karanganyar districts. Classes that are less prone to flooding are scattered in
all sub-districts in the Ngawi Regency, except Mantingan District. Classes that are not prone
to flooding cover almost all sub-districts in Ngawi Regency, except Geneng, Pitu, and
Mantingan Districts.
The flood disaster that occurred in Ngawi Regency was caused by the overflow of the
Bengawan Solo River and Kali Madiun. The confluence of the two large rivers which are
right in the Ngawi Regency area causes the water flow to increase and then overflows along
the area it flows. The potential for flooding in the Ngawi Regency area is exacerbated by the
flow of water from the Bengawan Solo River and Kali Madiun which also increases every
year, so that when the rainfall is high enough, waterways, drainages and large rivers can no
longer hold water. This increase in water discharge occurs due to changes in land use and
climate that trigger increased rainfall intensity. In addition to high rainfall which causes the
Bengawan Madiun river to overflow, human activities are also the cause of this flood, such as
the habit of littering in rivers, indiscriminate felling of trees, the transfer of land functions
from forests to settlements, and the lack of water catchment areas.
The table below shows the high intensity of rainfall and the number of rainy days at the
beginning of the month and the end of the month in the last three years. In 2018 the average
was 22,18273 mm, in 2019 the average was 10,42 mm, and in 2020 the average was
17,41417 mm. The year 2020 was the worst flood compared to previous years, because this
year's flood reached a height of 50 cm, although the average rainfall was lower than 2018.
Heavy rains that lasted for a long time caused several areas in Ngawi Regency to be flooded.
Kwadungan sub-district is located in the lowlands that is crossed by the Bengawan Madiun
which is the largest tributary of the Bengawan Solo, has the greatest risk of flood hazard
because it belongs to the estuary area of the Bengawan Madiun and is a low-lying area. So do
not be surprised if this area becomes a flood subscription because of the delivery of water
from Bengawan Solo. The danger of flooding in this area causes a decrease in harvest quality,
material losses to farmers, and crop failure in the basin area. Due to being flooded,
agricultural land in the Kwadungan area becomes fertile after the flood incident due to
sediment from the floods that hit this area.

The geosphere phenomenon of the flood disaster that occurred in several areas in
Ngawi Regency is a flood which is indeed not a strange thing, because this area is indeed a
flood subscription, especially Kwadungan District. Because the Kwadungan area itself is
indeed located by the Madiun River, where this river is the largest tributary of the Solo River.
Floods often occur in this area, because flooding is a phenomenon that is mostly caused by
nature, namely heavy rain that makes the Bengawan Madiun river overflow, so it is
impossible to outsmart so that flooding does not occur with only one aspect. Because the
phenomenon of why flooding occurs must be seen from various aspects, such as the amount
of rainfall, the location of the flood, near or far from the river flow, altitude, and others. So
we can't change all these aspects.
