1. INTRODUCTION
JOB Pertamina - Medco E&P Simenggaris, hereafter known as COMPANY, is the operator of
South Sembakung Field located at Simenggaris Block, North Kalimantan. The South
Sembakung Field has a South Sembakung Gas Plant was designed to produce 30 MMscfd gas
for 20 years. Currently, there are 4 (four) wells which have been drilled; namely SSB-2 as
production well and three development wells namely SSB-4, SSB 5 and SSB-7, which are
currently under temporary suspension.
Based on the Gas Sales and Purchase Agreement (PJBG) to PT. PLN 8 MMSCFD and PT.
Kayan LNG 22 MMSCFD, the addition of 3 (three) development wells will be required, namely
SSB-8, SSB-9 and SSB-10.
COMPANY has initiated the new Project to accommodate produced gas from the new wells. The
project will consist of installation of : new wellsite facilities and its flowlines, LLP production
manifold and LLP production separator, new condensate handling system (heater, tanks,
pumps, custody meter and export line), new (future) compressor package during wells
pressure depletion and other repair and modifications required.

2. PURPOSE
The foremost intention of this document is to ensure the proper demarcation of all Pre-
Commissioning and Commissioning works and responsibilities of all parties involved with CPY
witnessing and monitoring are properly identified and in place during pre-commissioning
preparation and execution phase of this project.

LEVEL 1 : RESPONSIBILITY (R)
RESPONSIBILITY points are defined as points within the project life cycle for which the formal
approval of the Company is obtained in order to proceed with the activities. Subsequent activities
directly linked to an RESPONSIBILITY Point are not carried out until an inspection/surveillance
activity is carried out by the Company.
RESPONSIBILITY points shall be subject to a minimum notification time of:
24 hours for a Pre-commissioning activity
24 hours for a Commissioning activity
LEVEL 2 : WITNESS (W)
WITNESS points are defined as points within the project life cycle that the Company may decide to
witness and approve progress to subsequent activities as applicable. Should Company not be
present at the appointed time for a WITNESS Point, then based on agreement with the Company,
the activity is permitted to proceed. Witness points shall be subject to a minimum notification time
of:
24 hours for a Pre-commissioning activity
24 hours for a Commissioning activity
LEVEL 3 : MONITOR (M)
MONITOR points are defined as points within the project life cycle for which the Company may
monitor activities, service, equipment or material, but specific approval is NOT REQUIRED for
Contractor proceed
7. THIRD PARTY SCOPE
There are activities during Pre-commissioning phase shall be held and witness by Third party such
as lifting equipment and PSV Pop Up testing. During Pre-commissioning and Commissioning phase
Contractor will coordinate with Third party inspection and/or classification party. The Certificate
issued by Third Party shall include in Pre-commissioning Dossier
