ACTIVITY I:
1. How will you differentiate the RA 9163 to RA 7077 in line with the implementation of
the National Service Training Program in the higher education institution?
RA no. 9163 is an act that talks about the legal basis of the NSTP act, the three (3)
components of the NSTP which is the Reserve Officer’s Training Corps (ROTC), Civic
Welfare Training service (CWTS), and Literacy Training Service. It also discusses about who
are covered by the NSTP Law (all incoming freshmen, all higher and technical-vocational
education institutions, State universities and colleges, PMA, PMMA, and PNPA, it also
includes those who are qualify to be suspended of the ROTC requirement. Furthermore,
regarding to the NSTP fees, no other fees shall be collective except for the basic tuition fees.
Student who have completed two semesters of the E-ROTC/NSP are deemed to have
completed their NSTP requirement, those who did not taken of the Military Service (MS)
shall be covered by the NSTP Law, and for those who have qualified for the enlistment in the
Reserve Force or attended the advance ROTC program shall undertake a special program. To
school that cannot meet with the required number of student to maintain the optional ROTC
and any of the NSTP component or do not offer the component chosen by the student shall
allow their student to cross enroll in other school and clustering of the students from different
education institutions may be done for any of the NSTP component purpose. The RA no.9161
also discusses about graduating student who have yet to comply with the NSTP requirement
shall be given a One Summer Program in order for the student to comply with his NSTP
requirement for graduation. In addition, NSRC or National Service Reserve Corps are
composed of non-ROTC components that may be called upon by the State for literacy and
Civic Welfare activities. To summarize, RA. 9163, it emphasized that the government's
primary responsibility to look out for and defend its constituents. The government may
impose personal, military, or civil service requirements on each citizen in order to fulfill their

In RA no. 9163 it dictates about what are the basis of NSTP acts and who are included
to take the NSTP components. However, in the RA no. 7077, it discusses about the role of the
citizen armed force/reserve force and those who have complied with the NSTP component
requirements, specially the ROTC to be organized, trained, developed, and maintained as to
ensure readiness to immediately respond to the call to service. It also informs us about the
missions and duties of the citizen armed force/reserve forces and its organization such as the
Army Reserve Component, Air Force Component, Navy Reserve Component, AFP-wide
Technical Component, and the Affiliated Reserve Component. Citizen soldiers includes those
who have graduate the ROTC components, reservist of the AFP, and those who are graduates
of the authorized military training instructions. In RA no. 9163 they classify students based
on the NSTP component they chose, however in the RA no. 7077 citizen are categorized
based on the age of the reservists: first category includes 18 and 35 years, second category
includes 36 and 51 years old, and third category includes 51 years old, all category must be
composed of able-bodied reservists to be recognized as a Citizen soldier. Classification of
Reserved Force units are the: a. Ready Reserve- which includes the first and second category
of the Citizen Soldier, b. Standby Reserve- which is mostly composed of the second and third
category of the Citizen solder, and finally the c. Retired Reserve- consisting of citizen
soldiers who have reached the age, disability, or length of service required for retirement.
Compulsory Military Training includes those who are not reservists (aged 188-25 years old)
are required to enlist for the military instruction, however there are also exception to the
Compulsory Military Training such as member of the clergy and active AFP/PNP member,
etc. To sum up, RA no. 7077 is an act providing for the development, administration,
organization, training, maintenance and utilization of the citizen armed force of the armed
forces of the Philippines and for other purposes.
In conclusion, Republic Act no. 9163, it addresses how citizens, particularly tertiary
students, might strengthen their civic consciousness and defensive readiness. Their social,
intellectual, moral, and physical wellbeing will all be developed. It will foster nationalism
and patriotism in young people and increase their involvement in public affairs. However,
Republic Act no. 7077 was created to give tertiary students military training in order to
inspire, organize, prepare, and mobilize them for national defense readiness. The RA no.
7077 also provide the base for the expansion of the Armed Forces of the Philippines in the
event of war, invasion or rebellion, to assist in relief and rescue during disaster or calamities,
to assist in socioeconomic development, to assist in the operation and maintenance of
essential government or private utilities in the furtherance of overall mission.
2. What are the components of the National Service Training Program (NSTP)?
1. ROTC- Reserve Officer’s Training Corps- refers to the program component
institutionalized under Section 38 and 39 of Republic Act No. 7077, designed to provide
military training to motivate, train organize and mobilize them for national defense
preparedness.

2. CWTS- Civic Welfare Training Service- refers to the program component or activities
contributory to the general welfare and the betterment of life for the members of the
community or the enhancement of its facilities, especially those devoted to improving
health, education, environment, entrepreneurship, safety, recreation and moral of the
citizenry and other social welfare services.
3. LTS- Literacy Training Service - refers to the program component designed to train the
students to teach literacy and numeracy skills to school children, out-of-school youth and
other segments of society in need of their services.
3. Give at least 10 good deeds that you promote or sustain reverence and respect the
Philippines Flag.
1. During Flag ceremony, we must sing the national anthem with respect and great fervor.
2. Again during Flag ceremony, we must put our right palm into the left side of our chest.
3. During the Flag ceremony, we must not make any unnecessary move to show respect to
the Philippine flag.
4. Never at home display disrespect by using the Philippine flag as a cloth or in any other
way.
5. Avoid wearing or incorporating the Philippine flag into your costume when attending
events.
6. Never alter the lyrics of the national anthem to make them humorous.
7. When removing the flag from the pole, we must fold it properly and hold it gently.
8. Don’t draw anything on the Philippine flag
9. Know that our history includes the Philippine flag.
10. Be responsible enough as a Filipino
because once a family practice volunteerism in their house they can influence others in
the community to act or join program for the developing of a better community.
B. Community- There are a lot of ways to practice volunteerism in our community such
as joining in the feeding program, general clean-up, reforestation, fund run, aiding your
church, and donating blood to hospitals. This are all act of volunteerism that can
benefit your community. Even in our busiest days, we must always contribute to the
community we belong. Helping our community does not only benefit the people
around us but also, we feel a sense of fulfillment and happiness. Through volunteerism
in our community we can meet different kinds of people. We also deepen our
relationship to the people who are living in the same community as us. \
C. School- When I was still in High School, I actually joined a program that my teacher
organized. It was to help other people and entertain them even for a short period of
time. Although we helped people outside the school, I still consider it as a volunteerism
act for the school because we were presenting the name of our school in doing this
good deed. Another small act of volunteerism is keeping the environment clean in our
school such picking up trash that were thrown inappropriately and cleaning our
classroom. I also joined the Junior Scouts or Boy Scouts for four (4) years and have
contributed in keeping our school clean, helping teachers and parents whenever they
visit school and they needed direction, as a junior scout we also helped organize and
prefer school activities and program. However, now that I am in college and I am no
longer part of the junior scouts, I will still carry the spirit of being a scout and I will
help those who are in need and always give my time and effort in order to help others
as long as it is within reach of my capabilities.
