Key consideration/goals in the Vendor Development Program through localization:

1. Developing local vendors reduces the risks associated with global disruptions, such as geopolitical
conflicts, natural disasters, or trade disputes. A localized supply chain is less susceptible to
interruptions caused by these factors.
2. Local vendors are often subject to the same regulatory frameworks and market conditions as the
company they supply. This can reduce risks related to compliance issues, intellectual property
concerns, and geopolitical uncertainties.
3. Local vendors are more likely to cater towards KTMB preferences and can offer customization
based on specific requirements to meet the asset life span which ranges from 30 to 40 years,
leading to products and services that are better tailored to local needs.
4. In the view of CSR and local economic growth, it will generate local employment opportunities by
sourcing materials, labor, and services from within Malaysia, which will drive the growth of local
businesses, fostering economic development and reducing dependency on foreign suppliers.

VDP Criteria and Details


i. Category, Product & Vendor Identification:
• Clearly define the organization's requirements, objectives, and priorities.
• Develop criteria for vendor selection, such as financial stability, industry reputation,
capacity, quality standards, and geographical reach.
• Conduct market research and gather information on potential vendors that match the
defined criteria.
• Utilize various sources such as trade shows, industry publications, online directories,
and referrals to identify potential vendors.
• Will be managed by Vendor Unit, Procurement

ii. Vendor Evaluation and Selection:


• Establish an evaluation process to assess the potential vendors objectively.
• Create a vendor evaluation scorecard or matrix that includes criteria like quality,
pricing, delivery capabilities, customer service, and overall fit with the organization's
values.
• Conduct thorough due diligence, including reference checks, site visits, and analyzing
their financial statements.
• Shortlist vendors based on their performance in the evaluation process. Performed by
AJK Vendor (independent party appointment by CEO, rep from respective dept)
• Consider requesting proposals or conducting a bidding process to gather competitive
offers. Highly likely, will be direct award.

iii. Product Development and Performance Management:
• Collaborate with selected vendors to establish a mutual understanding of
expectations, goals, and performance metrics.
• Provide clear guidelines and specifications regarding product or service quality,
delivery schedules, pricing structures, and communication protocols.
• Encourage continuous improvement and innovation by fostering a collaborative
relationship with vendors.
• Conduct periodic vendor performance reviews to measure their adherence to agreed-
upon standards and identify areas for improvement.
• Provide constructive feedback to vendors and support them in enhancing their
performance.
• Establish performance-based contracts or service level agreements (SLAs) to ensure
accountability.

iv. Risk Management and Compliance:


• Assess the potential risks associated with vendor partnerships, such as operational
disruptions, data security breaches, or reputational risks.
• Implement risk mitigation strategies, including contractual provisions for
indemnification, confidentiality, intellectual property protection, and business
continuity planning.
• Regularly monitor vendor compliance with legal, regulatory, and ethical standards.
• Establish a contingency plan to address vendor failures, disruptions, or unexpected
events.

Under the KTMB VDP for AC & DC TM MRO, MESB has completed 2 technical capability and capacity phases. In the coming
phase III VDP enhancement program, the program on TM MRO as requested by KTMB will be as below

Current Scenario/Situation
1. Majestic is the primary TM vendor for the last 15 years and was under the previous VDP
2. Other primary TM vendors (for Prasarana and Mcorp) are not in the KTMB vendor listing

Issues
1. Most of KTMB TM has been serviced and maintained by Majestic, hence, the next available vendors will be the
OEM suppliers
2. OEM vendors for TM have the potential of longer lead time and higher costs.

1. Maintain Majestic as the current vendor for TM while expanding their role into Phase III which is to develop
detailed BOM list for TM

1. Vendor management will concentrate on project management with estimated
VDP duration with agreed goals and objectives to achieve in a timely manner
and will be documented in the VDP agreement
2. Finalization of exact VDP duration will be finalised at the VDP meeting on Nov
16th, 2023.
3. VDP management will utilize KTMB VDP SOP and relevant SOP approved by
KTMB, MRDC, and RIDP program and other documents released by MOT, MOF,
and other government agencies that apply.

VENDOR DEVELOPMENT - S.M.A.R.D MODEL

• This SMARD Model combines the EQ and IQ of each


individual/organization, the technical aspect of each
individual and organization such as skills and data-
driven concept to achieve goals It’s a four-phase
program that require a change or driven change via
enhancing organization and human capital through its
aptitude and attitude

• It has been proven in various evaluation over a five-


year period that the organization and human capital
change is effective and produce positive result The
basic inner working is by implementing the nucleus of
change and this is achieved by managing the human
capital and combining that EQ capability with their IQ
capability
• Hence, SMARD Model for VDP will be an effective
method and guide to utilize in approaching this
program.
