Preface

Standard Definition

The National Occupational Skills Standard (NOSS) is a Standard document that outlines the
minimum competencies required by a skilled worker working in Malaysia for a particular area
and level of occupational, also the path to achieve the competencies. The competencies are
based on the needs of employment, according to the career structure for the occupational area
and developed by industry experts and skilled workers.

The National Competency Standard (NCS) is a Standard document that outlines the
competencies required by a skilled worker in Malaysia.

Description of Standard Components

The document is divided into three (3) components which includes: -

Component I Standard Practice


This component is about the information related to occupational area
including introduction to the industry, Standard requirements, occupational
structure, levelling of competency, authority and industry requirements as a
whole.

Component II Standard Content


This component is a reference to industry employers in assessing and
improving the competencies that is required for a skilled worker. The
competencies are specific to the occupational area. The component is
divided into two (2) section which are the chart (Competency Profile Chart,
CPC) and details of the competencies (Competency Profile, CP).

Component III Curriculum of Competency Unit


This component is a reference for the training personnel to identify training
requirements, design the curriculum, and develop assessment. The training
hours that included in this component is based on the recommendations by
the Standard Development Committee (SDC). If there are modifications to
the training hours, the Department provides the medium for discussion and
consideration for the matter.

Glossary

1 Battery Electric BEV is a type of electric vehicle (EV) that exclusively uses chemical
Vehicle (BEV) energy stored in rechargeable battery packs, with no secondary source of
propulsion.
2 Battery Electrical and electronic systems include high voltage systems, automotive
Management power generation, Switched Mode Power Supply (SMPS), DC to DC
System (BMS) converters, electric drives, traction inverter or DC to AC converter, power
electronic component, high temperature requirement.
3 BEV BEV requires minimal scheduled maintenance and the brake systems
Maintenance generally last longer than those on conventional vehicles because of the
regenerative braking. As for battery maintenance required a regular check
as to maintain the safe operating temperature.
4 Cooling system Cooling system is pertinent to maintain the components in its respective
working temperature for a favourable performance and efficiency. It needs
to be designed to efficiently cool the component for optimum
performance.
5 Electric Vehicle EV is a vehicle with a powertrain containing at least one electric motor or
(EV) electric motor-generator as propulsion energy converter.
6 Electric Vehicle Commonly called a charging station or charging dock. These charging
Supply stations rebuilt into the EV charging standard for electrical safety; first for
Equipment the user, then the car and then the power grid. The charging station's
primary function is as electrical safety equipment.
7 High Voltage A high voltage system refers to the voltage above 60 V direct current and
(HV) System 30 V alternating current. The component use for energy distribution of this
voltage level is commonly color-coded orange.
8 HVAC A heating, ventilation, and air conditioning (HVAC) system in a vehicle
is used to control the internal temperature of the vehicle cabin.
9 Low Voltage Low Voltage is categorised in range 0 to 60 V direct current and 0 to 30 V
(LV) System alternate current. The LV system is usually supplied by a 12 Vdc lead acid battery
and is charged over a DC-DC converter by the traction battery.
10 Supervisory Supervision is defined as guiding the activities of people who perform the
Function work. It includes planning, organising, directing, and controlling the work
and the activities of subordinates or employees.

11 Vehicle Is a unique code including a serial number, used by the automotive


Identification industry to identify individual motor cars, towed cars, motorcycles,
Number (VIN) scooters and mopeds.
12 Vehicle Is a procedure mandated by national or subnational governments in many
Inspection countries, in which a car is inspected to ensure that it conforms to
regulations governing safety, emissions, or both. Inspection can be
required at various times, e.g., periodically or on the transfer of title to a
car
13 Vehicle A regular service takes care of your car, and the wear and tear of its parts
Servicing and fluids. Servicing differs depending on your car model.

1. Introduction

The electric vehicle revolution has become a hot investing theme in recent years as many
believe it will transform the future of transport. Currently, what is driving Electric Vehicle
(EV) development are the "push" factor on the supply side. This includes government
support such as in Malaysian Budget 2022 which offered full exemption for taxes, policies
and other incentives as well as regulations on emissions to increase the demand for EV
compared with Internal Combustion Engines (ICE). These factors are also pushing
carmakers to invest in R&D for EVs, particularly at the top three EV markets - China,
Europe, and the US. The Ministry of Science, Technology, and Innovation (formerly
known as MESTECC) stated that in the Green Technology Master Plan (GTMP) which
aims to hit 100% in EEV new vehicle registration by 2030. To reach that target, the
Ministry has various initiatives to encourage more local entrepreneurs to venture into the
EEV and EV industries. Overall, the Ministry is working on a low carbon mobility
blueprint to lead EEVs and EVs in Malaysia as well as to support the implementation of
GTMP, ensuring its targets are met. The National Automotive Policy (NAP) 2020 was
introduced to cater the automotive industry in the area of digital industrial transformation
by focusing on next generation vehicle, Industrial Revolution 4.0 (IR 4.0) and Mobility as
a Service (MaaS) as to make Malaysia a regional leader in manufacturing, engineering
and technology. 1 The goal is to cement Malaysia as a centre or a hub for EEVs and EVs.

According to Malaysia Automotive, Robotics and IoT Institute (MARii), the penetration
rate for EEV was expected to exceed 80 percent of total industry volume by 2022.
Meanwhile, based on Ministry of Mineral Resources, Environment and Climate Change
(Ketsa), the making of EV fleet will begin from 2023. Ketsa also listed out the adoption
of BEVs for use in government and GLC fleets to encourage wider adoption with the
government leading by example. 2

1.1 Occupation Overview

Battery Electric vehicle (BEV) technicians have developed into high-tech problem
solvers who must have an increasingly broad base of knowledge about how the
electric vehicle complex components work and interact. They also must have the
ability to work with electronic diagnostic equipment, Personal Protective Equipment
(PPE-Class ‘0’, withstand up to 1000 volts), EV insulated tools (Class ‘0’) &
minimum CAT-III equipment for high voltage component and computer-based
technical reference materials. BEV technicians use their high-tech skills to diagnose,
inspect and replace electric vehicle component.

The ability to diagnose the source of a problem quickly and accurately requires good
reasoning ability and in-depth knowledge of automobiles. During routine service
inspections, BEV technician must test and inspect other electrical, electronics, and
mechanical system of the vehicle. BEV Technicians must follow a safety, and
diagnostic procedures to ensure that they examine every critical component of the
vehicle safely. The role of BEV technician are very demanding especially in-service
centre and independent workshop which specialise in repairing electric vehicle. The
work for the BEV technician is a new set of skills in automotive industry.

1.2 Rationale of NOSS Development

This is a new NOSS developed to establish a BEV diagnostic and rectification


competent person through a competency training course. It is an initiative from
Malaysia Automotive, Robotics and IoT Institute (MARii) as a first step to support
the establishment of BEV in Malaysia. This certification is an ongoing effort by
upgrading the existing competencies and to acknowledge their set of skills in this
trade. The previous NOSS Electric and Hybrid car was developed specifically for
maintenance and servicing activities of hybrid car technology. While BEV diagnostic
and rectification is a competency-based training that is developed for full electric car
technology which does not involve ICE component. According to Malaysian
Automotive Association (MAA), until 2021, a total of 274 EV was sold, and the
demand is expected to increase gradually. 3 Since the EV technology is growing, the
current expert workers in this field are not yet fulfilled. Thus, the needs for structured
training are essential in respond to the growing demand for qualified and experienced
workforce. Hence, the development of this NOSS is crucial for the automotive
industries to have a guideline and standard certification for EV. Furthermore, it also
gives the opportunities to automotive workers to enrol and upgrade their set of skills
in EV technology. However, since Malaysia is at the early development stage, the
skills set is offered to after sales service as per experts’ consensus. Throughout time,
the skills set can be upgraded for manufacturing scope as per MARii’s
recommendation.

1.3 Rationale of Occupational Structure and Occupational Area Structure

Based on MSIC 2008, BEV diagnostics and rectification is classified under


Occupational Framework Division 45 in section G where this division includes all
activities (except manufacture and renting) related to motor vehicles and
motorcycles. The BEV diagnostic and rectification is group under MSIC Group 452
- Maintenance and repair of motor vehicles. As per expert consensus, the level of
entry work is at Level 3 and has decided the title NOSS is Battery Electric Vehicle -

Diagnostic and Rectification. However, the prerequisite to join this program will
come from Level 2 light car technician.
The career pathway for this program will follow the pillar of the occupational
structure of After Sales - Service. This NOSS was developed specifically for battery
electric vehicle maintenance activities, and it is not covered the maintenance for other
vehicle categories such as commercial vehicle which include prime movers and bus.
The proposed Occupational Structure and Occupational Area Structure for this
NOSS are depicted in Figure 1 and Figure 2 in Section 2 and 3.

1.4 Regulatory/Statutory Body Requirements Related to Occupation

The occupation of BEV Technician in Malaysia in general is subject to the following


acts and regulatory requirements:

a) Department of Safety and Health


Occupational Safety and Health Act 1994 (Act 514).

b) Department of Environment
Environmental Quality Act 1974 (Act 127).

c) Department of Road Transport


Road Transport Act 1987 (Act 333).

d) Energy Commission (EC)


i) Energy Commission Act 2001;
ii) Energy Commission (Amendment) Act 2010;
iii) Electricity Supply Act 1990 (Act 447); and
iv) Electricity Supply (Amendment) Act 2015 (Act A1501).

1.5 Occupational Prerequisite

The minimum requirements set forth by the industry and relevant statutory bodies
for any interested individual to undertake the job or career in this area are as follows:

a) Minimum age 18 years old (Employment Act 1955 – Act 265);


b) Medically fit (medical check-up by a licensed Medical Officer or Occupational
Health Doctor);
c) Pass colour blind test (verified by licensed Medical Officer); and
d) Certified BEV Technician (SKM Level 3) or equivalent.

1.6 General Training Prerequisite for Malaysian Skills Certification System

The Minimum requirements to participate in Battery Electric Vehicle (BEV)


Diagnostic and Rectification course are:

a) Awarded the following Certificate.


i) G452-002-2:2018 Light Vehicle - Repair Service;
ii) G452-001-2:2017 Commercial Vehicles - Repair Service;
iii) TP-300-2:2013 Automotive After Sales Servicing;
iv) P-115-2 Mekanik Kenderaan Motor; or
v) P-119-2 Mekanik Kenderaan Motor.
b) Able to read and write (bahasa Malaysia and/or English language).

4. Definition of Competency Levels

The NOSS is developed for various occupational areas. Below is a guideline of each
NOSS Level as defined by the Department of Skills Development, Ministry of Human
Resources, Malaysia.

Level 1: Competent in performing a range of varied work activities, most of


which are routine and predictable.

Level 2: Competent in performing a significant range of varied work activities,


performed in a variety of contexts. Some of the activities are non-
routine and required individual responsibility and autonomy.

Level 3: Competent in performing a broad range of varied work activities,


performed in a variety of contexts, most of which are complex and
non-routine. There is considerable responsibility and autonomy and
control or guidance of others is often required.

Level 4: Competent in performing a broad range of complex technical or


professional work activities performed in a wide variety of contexts
and with a substantial degree of personal responsibility and
autonomy. Responsibility for the work of others and allocation of
resources is often present.

Level 5: Competent in applying a significant range of fundamental principles


and complex techniques across a wide and often unpredictable variety
of contexts. Very substantial personal autonomy and often significant
responsibility for the work of others and for the allocation of
substantial resources features strongly, as do personal accountabilities
for analysis, diagnosis, planning, execution and evaluation.

5. Award of Certificate

The Director General may award, to any person upon conforming to the Standards the
following skills qualifications as stipulated under the National Skills Development Act
2006 (Act 652):

a) Malaysian Skills Certificate (MSC); or


b) Statements of Achievement.

6. Occupational Competencies

The Battery Electric Vehicle (BEV) Diagnostic and Rectification Level 3 personnel is
competent in performing the following core competencies:

a) Perform BEV Scheduled Maintenance;


b) Perform Battery Management System (BMS) Rectification;
c) Perform BEV Thermal Cooling System Rectification;
d) Perform BEV Electric Drive Train System Rectification; and
e) Perform BEV Workshop Supervisory Function.

7. Work Conditions

The personnel of this occupation must have the ability to work with electronic diagnostic
equipment and computer-based technical reference materials. They use their high-tech
skills to maintain, inspect and repair the vehicle component. The BEV technician also uses
computerised shop equipment and work with electronic components, while maintaining
their skills with common hand tools. The BEV technician performs a mix of physical and
mental tasks during a typical day. Mental labour includes diagnosing problems and
dealing with customers, while the physical labour come from physical repairs to
automobiles. Work settings for BEV technicians are typically noisy, well-ventilated
garages with good lighting.

BEV technicians can often be found in comfortable physical positions when working on
automobile. They work in a highly hazardous isolated area with high voltage signage
warning, cordoned off work bay using buffer zone as they are expose to high voltage from
the car as well as preventing others from entering the work bay. Exercising high safety
procedures with proper PPE (Class ‘0’- withstand up to 1000 volts, usage of insulated
tools (Class ‘0’ – withstand up to 1000 volts) is without compromise. BEV technicians
who are using pacemaker or insulin pump are not allowed to work on electric vehicles, as
the Electro Magnetic Frequency (EMF) may interfere with its operation and induce life
threatening situation.

8. Employment Prospects

The automotive industry in Malaysia is a dynamic industry. There are excellent prospects
for electric vehicle technician due to high demand and opportunities in the automotive
industry in Malaysia. This area has a high potential job market for skilled personnel in
Malaysia. The BEV technician has very wide opportunities in all automotive industries.
They also can be employed in independent workshop that offer repairing services for
electric vehicle.

As the result, these are related occupation with respect to employment opportunities for
BEV technician personnel:

a) Automotive service technician;


b) Automotive supervisor;
c) Automotive instructor/trainer;
d) Automotive production technician;
e) Automotive vehicle inspector;
f) Automotive vehicle tester;
g) Automotive service advisor;
h) Automotive sales advisor; and/or
i) EV component manufacturing technician.

Other related industries with respect to employment opportunities are:

a) Automotive industries;
b) Automotive training centres; and/or
c) Vehicle inspection centre.

Expected salary to be offered for BEV Technician is range from RM1,700.00 up to


RM5,000.00 depends on other contributing factors such as additional competencies/
qualifications and working experiences. The expected salary range is not including any
other allowances and extra payment such overtime claim, performance bonuses and so
forth.

The start-up salary for Battery Electric Vehicle (BEV) Diagnostic and Rectification
Technician is in line with Buku Panduan Gaji Permulaan (version 2020) published by

9. Up Skilling Opportunities

The BEV diagnostic and rectification personnel will obtain their competency or gain their
experience through on job training. The personnel must start from a technician and from
there, they shall be able to upgrade new skills and experience for their career enhancement
and advancement. However, professional certifications designated for Battery Electric
Vehicle (BEV) diagnostic and rectification have yet to be made available locally. In
future, JPJ will register all workshop that repairing hybrid vehicle and BEV in Malaysia.
The technician in those workshops must have a certified qualification before repairing
BEV.
