TOPIC
THE ROLE AND RESPONSIBILITIES OF DRIVING INSTRUCTORS

OBJECTIVES
By the end of this lesson participants should be able
to:
• Avoid road crashes
• Offer advise to others on how to prevent road
crashes
• Apply rules and regulations on our roads.
• Access major Stakeholders in Road Safety
Management in Ghana.

• The current indiscipline driver behaviour and its associated high spate of road crashes leading
to numerous deaths injuries, and destruction of properties Of Ghanaians has placed a huge
responsibility on all Stakeholders in Ghana Transport Industry to find solution to these carnage
on our roads.

Among the stakeholders is the driver, whom the Road Traffic Act has identified, trained with vital
Road Safety competencies or roles and responsibilities (Defensive Skills,) and licensed to drive
vehicles on our roads.

SCOPE
• Road Safety Problem/Accident Statistics
• The Road Traffic Law Of Ghana including:
• RTA 683/04 as amended by act 761/08
• L1. 2180/2012
•Access major stakeholders in road safety management in Ghana.

DEFINITION OF SOME TERMS
Road Accident: When a vehicle hits a person, an object, or another vehicle, causing, death,
injury or damage.

Vehicle: Includes a motor vehicle, a motorcycle and a bicycle

TRAFFIC: Movement of vehicles and persons on a road in an area.

REGULATION: " Rule or Order: An official rule, law, or order stating what may or may not be done
or how something must be done"

DEFENSIVE DRIVING: The Act of protecting yourself and other road users from harm or danger.

BEFORE THE JOURNEY
Before a driver sits behind the steering wheel he must ensure the following:
• Prior approval betore vehicle conversion. Reg-19
• Properly registered Sect: 38 ,Reg.10(1-17), Reg. 11
•Road use certificate Sect 94,Reg.7, Exempt. Reg.9
• Possesses a valid and appropriate driving licence: Se 53 of Act 683/04, [P-Plate:Reg.35]
•Re-Training and Re-Testing of drivers: NDA[Reg. 43, 125,31-3e (upgrade of D/L), and
33-8b(renewal of D/L)]
• Production of Driver's Licence:Sect. 120,Reg. 47(1-5 carry & inspection a power to retain D/L)
• Learner's Licence:Reg:26(10,14,17)
• Valid and appropriate insurance cover Sect 125
• Carriage of Hazardous Goods: Reg:53-54
• Must know the existence and intensions of the MTTU Art. 200/1992 const, and act 350/70

INSPECTING THE VEHICLE FOR THE JOURNEY

RECOMMENDATIONS/ CONCLUSION
• This interaction has revealed that we are all stakeholders when it comes to road safety. As
professional drivers, it is recommended that you possess the necessary documents
including driving license, the various Road Traffic Legislations, Highway Code, Road Traffic Act
683/04 and Act 761/08 to make you more efficient.

In addition to possessing these documents, you are expected to thoroughly read and adhere to
them. Failure to observe these laws would make you unprofessional, and expose you to accident,
the Police arrest and
prosecution.
• NB:- Never think that because you are a DRIVING INSTRUCTORS vehicle, you cannot be
arrested for a traffic offense or crash.
