PROJECT BRIEF

DATE: 3RD MARCH 2022


PLACE: KAMPALA, UGANDA

Following the Final Investment Decision (FID) ceremony on the 1st of February 2022, East African
Crude Oil Pipeline (EACOP) Ltd. has formally concluded the formation of the company that will
construct the 1,443km, East African Crude Oil Pipeline1 from Kabaale, Hoima District in Uganda,
to the Chongoleani Peninsula near Tanga Port in Tanzania.

EACOP Ltd. is a special purpose company, governed by its Shareholders Agreement in which
TotalEnergies (62%), Uganda National Oil Company (UNOC - 15%), Tanzania Petroleum
Development Corporation (TPDC - 15%) and CNOOC (8%) are shareholders.

EACOP Ltd. is now concluding the process to award all main contracts required for construction
works to begin. In parallel, the Project will carry out the land acquisition processes for the main
right of way in Uganda and Tanzania.

“During the course of 2022 the Project’s focus will be on land acquisition along with the detailed
engineering, procurement and preparation works for main construction, which will itself start on
the ground in 2023. The FID means concrete opportunities for local goods and services providers,
both directly with EACOP Ltd and through its main Contractors. In carrying out this project we
are determined to ensure that all participants have a safe workplace and that we meet both
National obligations as well as the IFC Performance Standards in terms of our Societal, Land and
Environmental performance.” emphasised Martin TIFFEN, Managing Director, EACOP Ltd.

The construction of the Pipeline will benefit the economies of Uganda and Tanzania and enhance
the trade corridor between Uganda and Tanzania through the development of new infrastructure,
logistics, technology transfer as well as improving the livelihoods of communities along the route.

1 The East African Crude Oil Pipeline (EACOP) is a 1,443 km long crude oil export pipeline that will transport Uganda’s oil from Kabaale- Hoima in
Uganda to the Chongoleani Peninsula near Tanga Port in Tanzania for export to the international market. This major export system, 296km in
Uganda and 1,447KM in Tanzania), comprises of a 24 inch, insulated, heat traced and buried pipeline, six pumping stations (2 in Uganda and 4 in
Tanzania), two pressure reduction stations and a Marine Storage Terminal.
