MINUTES
BE IT remembered that on the 18th day of April 2022, at 9:00 A.M., the Board of
Supervisors of Hinds County met in the Board of Supervisors’ Room, Jackson, Mississippi;
pursuant to the provisions of Mississippi Code 1972, Annotated, Section 19-3-19 and
resolution heretofore adopted by the Board. This being a special meeting of said Board,
when the following were present:

Resolution Honoring James Ingram’s Service with Hinds County upon his Retirement
Administrator Jones acknowledged Mr. James Ingram who will soon be retiring
from Hinds County . Mr. Ingram thanked the Board, stating he learned from each of them
and they have shaped and molded his life. He reminded them with door opens, they may
still want to look back to see if what they were looking for is already in the house. Board
Members thanked Mr. Ingram for his service.

Mr. Charles Stokes, Tax Assessor, presented the Monthly Expenditures for the Tax

Tax Assessor’s Department – Computers for Mapping Department
Mr. Charles Stokes, Tax Assessor, addressed the Board about the computers for
the Mapping Department. Mr. Stokes stated the Board approved his request on February
22, 2022, he asked “Why nothing had been done at this time”?. Chancery Clerk Carr
stated her office returned over Four Hundred Thousand Dollars to the General Fund and
requested Supervisors use some of these these funds to purchase computers for the
Assessor’s office. Administration was directed to follow up on the Tax Assessor’s request
immediately.

Approve Paving Amberwood Court, Amberwood Place, Tanglewood Cove and
Tanglewood Court and Approve Interlocal Agreement with the City of Jackson

Storm Debris Cleanup
Supervisor Archie asked about the debris pick up in Edwards. Public Works
Director Sims advised that the contractor was continually picking up debris. There was
additional discussion of clean up.

EMERGENCY RENTAL ASSISTANCE PROGRAM
Request for Additional Funding for Rental Assistance Program from American Rescue
Plan Funds
Ms. Ashley Floyd addressed the Board with a request for additional funds for the
Emergency Rental Assistance Program. She advise the county has approximately Two
Million in funding remaining and most of this was already obligated to current
participants. When asked, Ms. Floyd requested Two Million Five Hundred Thousand
dollars of additional funding.
ECONOMIC DEVELOPMENT
Fondren Request for Parking Garage
Supervisor Archie advised the State has approved the funding for the Fondren
Parking Garage Project. However, he stated the funding must come through Hinds
County.
ILLEGAL DUMPING / HOMELESSNESS / LOITERING
Discussion of Areas in City
Supervisor Archie stated these three are intertwined/interconnected. Supervisor
Graham stated the City has said the Sheriff should handle this. Supervisor Graham said
the Sheriff could not do everything. Sheriff Jones commented that Jackson Police stated
the crime in Jackson is due to the consent decree. Sheriff Jones said all (persons) need to
hold themselves responsible.

Approve Interlocal Agreement for Jackson Planetarium Renovations/Additions
