1 SCOPE
The scope of this specification is to provide the technical requirements for the design,
manufacturing, inspection, factory tests, packing and shipping, delivery to site, installation and
commissioning for the Current Transformers (CTs), for using in the distribution networks of
TAQA/ADDC/AADC.

2 APPLICATION FIELD
This specification covers CTs for static 3-phase CT-operated energy meters connected on low
voltage networks covering the Circuit categories E3, E4 and E5.

3 REFERENCE DOCUMENTS
This chapter lists the reference documents.
In case of discrepancy among Documents, the following order of precedence shall apply:
1) TAQA/ADDC/AADC specifications.
2) Applicable reference standards.
3) Other documents.
The Supplier shall note that compliance of the manufacturer with the provision of these
specifications do not relieve him from his responsibility to supply the equipment and accessories
of proper design, electrically and mechanically suited to meet the operating guarantees at the
specified service conditions.
3.1 TAQA/ADDC/AADC Specifications
See Below on Table 1 the list of specifications for TAQA/ADDC/AADC.

3.3 Regulation and law

4 SERVICE AND NETWORK CONDITIONS


The specification S-GEN-SER lists the service conditions.
All materials and equipment design shall follow IEC standards for use under the service conditions
stated in the specification S-GEN-SER. The network conditions are specifying in S-GEN-NET.

5 TECHNICAL FEATURES AND RATINGS


5.1 General
The CTs offered shall be complete in all respects necessary for their significant and trouble-free
operation when connected to the energy meter.
The highest degree of uniformity and inter-changeability strives.
These CTs shall be capable of continuous satisfactory operation within the specified accuracies
under changes of the supply voltage within limits set in the specification S-GEN-NET.
CTs shall have a single ratio. The relevant electrical characteristics of the CTs are providing in the
technical Datasheet D-MET-CT

6 CONSTRUCTION AND DESIGN REQUIREMENTS


6.1 General
The Current Transformer (CT) dimensions and fitting provisions shall follow the referenced
standard. CTs should design and construct in such a way as to avoid introducing any danger in
normal use and under normal conditions.
6.2 Design type
The single approved CT design is cast resin insulated type CTs, with self-extinguishable properties
for the moulded case.
They shall be “ring-type” CTs, suitable to accommodate LV cables having sized up to 120mm2
following the circuit category E5 (see ANNEX A CIRCUIT CONNECTIONS). Furthermore, the
CTs used for the circuit categories E3 and E4 (see ANNEX A CIRCUIT CONNECTIONS) are
part of the busbar installation, which will be decided alongside with TAQA/ADDC/AADC.

6.3 Marking and nameplates
Marking of the CTs mandatory for all CTs with the following information. The marking shall
remain indelible, distinct, and readable:
“TAQA/ADDC/AADC property” printed on the CT nameplate:
• Manufacturer’s name, trademark, year, and the place of manufacture.
• Manufacturer unique ID.
• Designation of type.
• Rated frequency.
• Highest voltage for equipment (Um).
• Rated insulation level.
• Thermal Class.
• Rated primary and secondary current.
• Rated continuous thermal current.
• Rated short-time thermal current (Ith).
• Rated dynamic current (Idyn).
• Accuracy Class (Connection category E3 requires accuracy Class 0.2 CTs. Categories E4 and E5
accepts accuracy Class 0.5 CTs).
• Rated burden.
The IEC standard symbols library applies.
6.4 Connection diagrams and terminal marking
The wires’ connection diagram is not erasable.
The diagram shall include the terminal markings.
6.5 Mounting provisions
The CTs shall have a mounting plate to fix them inside the hosting cubicles.

7 TESTS
7.1 Routine tests
Each CT shall be subject to routine tests following applicable IEC Technical Standards.
Routine test certificates are for the submission adhering to TAQA/ADDC/AADC review and
approval before shipment of the CTs.
7.2 Type and special tests
Test certificates, released by internationally accredited Bodies under IAF (International
Accreditation Forum) and or ILAC (International Laboratory Accreditation Cooperation), as
evidence of successful completion of type tests under applicable IEC Technical Standards, are for
submission as part of the Tender. Refer to D-MET-CT for the complete list.
7.3 Quality assurance plan
Within one month from the date of award of contract, the Supplier shall submit for approval a test
and inspection plan. Furthermore, the Supplier shall bear the costs of factory tests. Although, no
approval of tests or inspection shall relieve the Supplier of his responsibility to complete the supply
according to the specifications.

8 QUALITY AND CERTIFICATION
8.1 Documentation supplied during the tender
The technical documentation for the supplier’s offering shall contain the following items:
• The Datasheet D-MET-CT filled in.
• The general arrangement of the meter with the main dimension and with detail of the terminal blocks.
• List of the meter manufactured, with the same ratings of that requested in the offer, in the last 3 years.
• Type test reports of the offered meter.
• Meter-specific technical documentation (datasheets, technical manual).
• List of deviation from tender specification (if any).
8.2 Document for post order supply
The technical documentation for the supplier’s fulfilment of the order shall contain the following
items:
• The final data sheet D-MET-CT filled in.
• Manufacturing plan and Quality assurance plan.
• Test schedules for factory tests.
• Operation and maintenance manual.

8.2.1 Documentation for homologation, certification, and approval (TCA)


The supplier, for each CT type code to be subjected to homologation, certification or approval
procedure, shall make available complete documentation containing calculations, drawings,
schemas, pictures of the CT, internal and external, descriptions, list of characteristics,
performances, assembling, maintenance and operational norms and whatever necessary for the
complete acknowledgement of the CT.
All the final technical documentation will deliver in electronic form.
Not reserved documentation is the documentation issued by the manufacturer that allows
verifying, directly or indirectly, the compliance of the CT with the prescription of this
specification. The manufacturer authorizes the diffusion and the reproduction of this
documentation within the TAQA/ADDC/AADC.
It shall contain at least:
• List of all the documents, including the list of the reserved documentation (type B).
• List of the Suppliers of the main components and parts.
• Manual of the transport, installation, operation, and maintenance.
• Drawing of the rating plates.
• Overall drawings and relevant details of both the completely assembled CT (as in operation) and of the
CT transportation.
• Drawing of the auxiliary circuits.
• Test reports of the CTs.
• Test reports and certifications of the subcomponents and materials used.
• External pictures.
• Calculation of the capability to withstand the short circuit (in case of the test is not performed).
• The data requested in the form of D-MET-CT updated and validated after the homologation,
certification, approval process.
Together with each CT supply (compliant to the relevant approved type), the supplier shall deliver.

The documentation considered reserved, of which the supplier does not authorize the diffusion,
used to identify the design and the manufacturing of the CT completely. It shall include all the
elements required in this specification and the documentation of the origins of the materials not
reported in “not-reserved documentation”. Such documentation will be overviewed by the
TAQA/ADDC/AADC representatives or by the certification body during the homologation or
certification and archiving by the supplier.
For the identification of the prototype, the manufacturer shall prepare a report where the design of
the CT is describing, particularly referencing the construction solution adopted.
Moreover, a detail photographic documentation shall be prepared with the following phases of the
construction of the CT.

9 DELIVERY, HANDLING AND LOGISTIC ISSUE


9.1 Packaging and transportation
The supplier is responsible for all the delivery procedures and provisions for the storage of the
equipment in the factory after the tests and until the transport operations.
The supplier shall pack the equipment with suitable cases and protective measures granting the
safe delivery of the good at the final place of installation.
9.2 Storage
The manufacturer shall provide storage and preservation procedures to allow
TAQA/ADDC/AADC adequate storage of the CTs prior to installation.
10 EXCEPTIONS
Exceptions to the present prescriptions, concerning the adoption of technical and or manufacturing
aspects different from the ones prescribed in the present specification, is for the evaluation by
TAQA/ADDC/AADC on a case-by-case basis.
In such a case, TAQA/ADDC/AADC will consider the opportunity to require additional tests about
the technical/manufacturing proposed solutions.
Such exceptions are for approval by TAQA/ADDC/AADC.
