Document Responsibility: Engineering and Design Division Volume - 1
Next Planned Update:- Based on new development & technology GEMSS-C-02, Rev-01
with the consent of designated division Design Concepts for Civil Works

structural frames, unless agreed otherwise. Preference shall be given to provide R.C.C structural frame
buildings.

Central control building shall be reinforced concrete framework in order to achieve sound
proofing of the building and explosion proofing.

The frameworks of all related buildings shall be set out in such a way so as to allow free access
for the installation and maintenance of plant.

Structural steel frameworks shall rely on rigid joints for stability or steel bracings. The latter shall
be located at strategic locations in walls, roofs and floors to avoid plant access conflicts and to best manage
thermal movements.

Reinforced concrete frameworks shall rely on either moment resisting frame action or reinforced
concrete shear walls for stability.

Movement joints, to control thermal movements and stresses, in all structural frameworks shall
be provided at intervals not exceeding approximately 50 m.

The design of structural elements and frames shall comply with the following:

 Saudi Building Code: SBC 304: Structural– Concrete Structures

 Saudi Building Code: SBC 305: Structural– Masonry Structures

 Saudi Building Code: SBC 306: Structural– Steel Structures

1.2.10 Foundations and ground floor construction for buildings

The foundation design shall be based on Contractor’s geotechnical findings, assessment of the
factual geotechnical data, equipment loads, building loads, environment conditions and durability
requirements.

The design criteria, selection of foundation types and the design of the foundations shall be the
responsibility of Contractor and shall be fully justified by him to the satisfaction of the Company.

Foundations for buildings, structures or equipment shall be designed to resist all loads stipulated
in Design Loads, in this specification. The foundations shall be proportioned so that the calculated total and
differential movements of the foundation are not greater than the movement that the building, structure or
equipment is designed to accommodate. Differential settlement between the two adjacent points of support
of a structure shall not exceed 1/1000 of the distance between those points. Foundation for equipment shall
be designed to limit settlement to the lesser of the values specified by the manufacturer of the equipment or
to the limits which can be tolerated by the external connections to that equipment. Minimum section of all
underground structures shall be 250 mm with two layers of epoxy coated steel reinforcement bars.

Foundations for steel framed buildings shall be constructed with their top level at a sufficient
distance below ground to allow the structural steel baseplate and stiffeners to be hidden below ground and to
facilitate rainwater pipe details an other architectural and construction details. All structural steelwork below
Page 11 of 16

with the consent of designated division Design Concepts for Civil Works

ground shall be protected with a durable, structural quality concrete surround. Structural steel column
holding down bolt assemblies complete with washer plates and tolerance tubes shall be cast directly into the
concrete bases.

Contractor shall determine all foundation requirements to meet the approval of the Company.

Where the ground conditions are suitable, ground floor structures in plant related buildings may
be of the ground supporting type and construction may consist of adequately compacted minimum 200 mm
thick selected structural fill as a sub-base, polythene membrane and RC ground slabs. The minimum ground
floor slab thickness shall be 150 mm, to be determined by design. Contraction, expansion and isolation
joints shall be provided to control cracking in the concrete caused by early thermal shrinkage strains and
seasonal temperature variations. Floors shall be isolated from all vibratory type machine foundations,
building superstructure and perimeter walls. All slabs shall be reinforced top and bottom. As a minimum the
concrete surface shall be treated with an approved robust surface hardener/sealer. A suitable “fit for
purpose” joint sealant shall be applied to all joints. All joints in the ground floor construction shall be capable
of carrying shear and load transfer as necessary to prevent abrupt joints forming.

In order to maintain finishes and to support a possible random arrangement of masonry walls the
ground floor structures in office type buildings may require to be provided with suspended RC concrete
ground floors supported on RC ground beams, and where necessary supported by pilecaps and piles.

Also, in all areas of all building types where external and internal masonry walls are present then
a similar suspended RC ground floor construction may be necessary or suitable provision for vertical
movement should be made in the masonry to avoid cracking of the masonry. With regard to the latter
alternative, differential movements at any such joints shall be minimal and shall be visually unobvious.

The allowable overall settlement for the building structures shall not exceed 25 mm and the
maximum allowable differential settlement for building structures not exceeding 12.5 mm.

Also, the overall and differential settlement of foundations for plant shall strictly adhere to the
plant manufacturer’s requirements.

The general concrete standard covering the design and construction of the building foundations
and ground floors shall be American Concrete Institution (ACI) 318M/318RM: Metric Building Code
Requirements for Structural Concrete and Commentary.

Other relevant standards include:

1. GEMSS-C15: SEC Standard for Cast-In-Place Concrete

2. ACI 207 – Cooling and Insulating Systems for Mass Concrete (shall be used for
checking the effects of the heat of hydration of critical mass reinforced concrete
sections.)

3. ACI 302.1R-96 Guide for Concrete Floor and Slab Construction, Part 2

4. ACI 336.2R-88 Suggested Analysis and Design Procedures for Combined Footings and
Mats, Part 4

5. ACI 336.3R-93 Design and Construction of Drilled Piers, Part 4

6. ACI 349.2R-97 Embedment Design Examples, Part 4

7. ACI 360R-92“ Design of Slabs on Grade

8. BS 8007 Design of Concrete Structures for Retaining Aqueous Liquids.

The existing ground conditions and environment conditions on most of the Saudi sites are likely
to be aggressive toward reinforced concrete since they consist of high concentrations of sulphates and
chlorides both in the subsoils and in the atmosphere. The concrete used in foundations and ground floor
slabs, concrete steelwork supports , shall have a minimum 28 day cylinder crushing strength of 37.5 MPa or
more as agreed with company, cement content, cement type, water cement ratio and approved additives
sufficient to provide the required durability for a design life of 50 years. Additional externally applied
bituminous barriers and concrete containing micro silica (or other cement replacements such as ggbs and
pfa) and epoxy coated rebar shall be provided.

Contractor shall design for the effects of heat of hydration of mass reinforced concrete. All
concrete elements and structures shall be checked in accordance with the requirements of ACI 207 for mass
reinforced concrete structures. Where deemed necessary, or required by this specification, structures or
elements of structures shall be designed and constructed to ensure that necessary measures are taken to
cope with heat generation from hydration of the cement and attendant volume change.

In order to protect the foundations and below ground concrete structures from sulphates and
chlorides, felt membrane tanking shall be provided.

1.2.11 Foundations for steam turbine and Gas Turbine Plant

Foundation requirements to support rotating plant shall be determined by the Contractor.

Contractor shall be responsible for obtaining and meeting all necessary design loading data and criteria and

approved by company/Enginear.

The foundations shall be poured in one operation and construction joint shall not be permitted
unless in exceptional justified circumstances.

It is paramount that the design, detailing and construction of the Turbine Generator Foundations
shall allow fully for the “build ability” of the foundations, particularly where congested areas of reinforcement
are required.

1.2.12 Suspended floors

Suspended floors shall be of reinforced concrete construction, however galvanized open grid
type flooring (minimum bars 40 mm  5 mm at 30 mm c/c) or galvanized chequer type plate flooring
(minimum thickness 8 mm) can be used for plant access platforms, access walkways and landings. All open
grid and chequer type plate flooring shall be securely clipped to structural supporting beams. All fixtures and
fittings shall comprise materials that will not corrode during the service life of the plant.

Reinforced concrete floors shall be solid but in order to speed construction galvanized steel
profiled sheeting supported on robust steel frame work may be used as a permanent formwork. The decking
shall not be designed in composite action with the concrete slab. A re-entrant type trough profile only shall
be adopted as described in BS 5950 Part 4 “Code of practice for the design of floors with profiled steel
sheeting”. All proprietary galvanized edgings and void fillers shall be incorporated into the floor construction.

1.2.13 Roofs

Unless agreed otherwise, the roofs of steel structure buildings shall be of lightweight
construction using a steel insulated sheeting system as specified. Where it is required to site heavy plant on
roofs, or if there is a fire protection requirement, then an insulated concrete roof shall be used.

Adequate access for maintenance and operation purposes shall be provided to all plant and
equipment situated on the roofs. This shall be provided by means of suspended steel walkways, stairways
and ladders. Access routes shall be obvious and shall exclude the need to walk directly on the steel
sheeting.

The construction of the roofing envelope shall be highly durable for the designed life expectancy
period .

Where membranes are used to provide waterproofing and weatherproofing these shall be
adequately protected.

Where metal roof cladding is used the system shall provide the performance noted in this
specification and shall be suitable to use for the following in accordance with BS EN 10169-2.

 Corrosion resistance category RC5 for an industrial and marine environment.

 UV resistance category Ruv4.

In addition the coating system on the metal sheet shall be selected to fully reflect the standards
required for the exposure conditions such that the following aspects are suitable in all respects for the
specified design life and the allocated site in Saudi Arabia:

Colour fastness, dry film thickness, scratch resistance, abrasion resistance, chemical resistance,
adhesion, impact resistance, bend resistance, corrosion protection, extreme temperature resistance,
weathering resistance, salt spray resistance and fire protection etc. shall be ensured.

1.2.14 Walls

Where external concrete walls are provided, these shall be insulated concrete precast panels or
C.M.U. cavity walls. Properly insulated. Masonry panel walls shall be used as necessary within the
buildings and built in steel posts shall be provided as necessary to provide lateral stability. The design and
detailing of all masonry shall be in accordance with ACI 530.1 “Specification for Masonry Structures” and the
Uniform Building Code 1997 (UBC). Special reinforcing details set out in the UBC for seismic zone in which
the specified site falls shall be adhered to. It should be noted that although there are no special seismic
construction detailing provisions for seismic zone 2 structures, Contractor shall be responsible for designing
and detailing safe and functional structural and building elements.

Where metal wall cladding is used the system shall provide the performance noted in this
specification and shall meet the requirements as noted for metal roof cladding above.

1.2.15 Stairs

Common stairs within all building frame types shall be of reinforced concrete construction
(unless the common stair is within a fire protected stair well). All stairs within RC buildings shall be of RC
