CHAPTER 1

Introduction

In contrast to the past when manual labor was the norm, we


now find ourselves in an age of advanced technologies. These
advancements are employed facilitate the ease of tasks and simplify
complex activities. This change renders the outdated norm of the past
less relevant today. Computers, in particular, replace traditional
paper-based systems with electronic counterparts, thereby enhancing
work efficiency and other various aspects.
A Barangay Certificate Issuance and Record Management
System with SMS Notification is a computerized system intended for
local communities or barangays. It is designed to process the issuing
of certificates, clearances, and other similar documents within a
barangay. It also is meant to manage the residents confidential
records which ensures an organized storage and retrieval of data.
The system consists of a software application called a Record
Management System (RMS), designed to facilitate the creation,
storage, retrieval, and disposal of various resident records, including
Census and Household Data, Voter Registration, and Complaints and
Incident Reports. These records can be accessed and updated by
authorized barangay officials to maintain and keep the data as
complete and up-to-date as possible.
In managing resident records within Barangay Maac,
Guinsiliban, in the Province of Camiguin, the traditional paper-based
system presents several challenges. It can be inefficient, as it is
susceptible to wear and tear over time and the risk of it being lost.
These challenges have led to the development of the Barangay
Certificate Issuance and Record Management System with SMS
Notification to address the following problems: Paper-based Resident
Records, Space Constraints, and Security Concerns.
The objective of this research is to design and implement a
comprehensive Barangay Certificate Issuance and Record
Management System with SMS Notification, addressing the challenges
outlined in the preceding section. The primary goal of this study is to
provide a user-friendly system that assists the barangay officials in
Maac in performing their duties. This innovative system aims to
transition manual procedures to a computer-based process, ultimately
enhancing the overall efficiency and effectiveness of barangay
operations.
Moreover, the incorporation of the SMS (Short Message Service)
Notification feature in the system is intended to elevate
communication channels between barangay officials and residents. By
leveraging SMS, the system seeks to facilitate prompt and direct
communication, enabling officials to validate and ensure the accuracy
of the data collected by the barangay. This enhancement in
communication aims to foster transparency, responsiveness, and a
more streamlined interaction between the barangay administration
and its residents.
The development and implementation of a Barangay Certificate
Issuance and Record Management System with SMS Notification aim
to overcome these challenges by providing a user-friendly digital
platform that enhances data management, facilities, seamless
information exchange and improve accessibility and collaboration
between the barangay officials.
