used to get whatever is desired and whenever it is desired for as long as it serves the purpose.

and China are two different countries with two different political structures. There are things that
government of Philippines applies that China cannot apply and vice versa. On the other hand, the
principles of Political Science are universal. For example, the theories of John Locke, Thomas Hobbes
and Jean-Jacques Rosseau, one may agree or disagree on their theories but these fixed and cannot be
changed.
