Introduction

Nizam’s Institute of Medical Sciences is a University established under the State


Act. It offers postgraduate medical courses in several broad specialty and super-
specialty disciplines accredited by the National Medical Commission (NMC).
Admissions to these courses are regulated as per Telangana Medical Colleges
(Admission into Postgraduate Medical Courses) Rules 2017.

Note:

i) 50% of seats in PG Courses have been allotted to All India Quota for which
counseling will be conducted by DGHS; Government of India based on merit
arrived at NEET PG (National Eligibility Cum Entrance Test). The remaining
50% of the seats will be treated as local area seats and reserved in favor of local
candidates in relation to local area as provided in Telangana Medical Colleges
(Admission into Postgraduate Medical Courses) Rules, 2021.
ii) In the event of the National Medical Commission/Central Government permitting
an increase of seats in the existing courses or any new courses sanctioned in the
PG medical courses during the course of admissions for the academic year, those
seats will also be filled up from the merit list of NEET PG without issuing any
further notification.

iii) Seat Matrix for selections of State quota will be displayed on the Website of
Kaloji Narayana Rao University of Health Sciences (KNRUHS), Warangal
before exercising web options.

II. Eligibility Criteria:
i) Candidates should be Citizens of India and should have completed an MBBS
course.
ii) Candidates have to qualify the National Eligibility cum Entrance Test
(NEET) conducted by the National Board of Examination.
III. Statutory Reservations (As per GO Ms No 155 dated 18.11.2021)

i. 15%, 6%, 29% of the total numbers of seats notified in postgraduate degree
courses separately shall be reserved for Scheduled Castes, Scheduled Tribes
and Backward Classes respectively.

ii. 33 1Ú3% and 5% seats of postgraduate degree courses shall be reserved for
women and for persons with disabilities (PWD) respectively which are also
horizontal reservations.
iii. 10% seats will be reserved for Economically Weaker Sections (EWS) as per
applicable rules. The said reservations will be implemented upon sanction of
additional seats for the purpose of EWS reservation by NMC/DCI/GoI in
specified colleges.

iv. No reservation for in-service Candidates.

IV. Reservations in favour of the local Candidates:

Admission to 85% of the seats shall be reserved in favour of the local candidates
in relation to the local area as provided in Andhra Pradesh Educational
Institutions (Regulation of Admission) order 1974 as amended from time to
time. (As per GO Ms No 155 dated 18.11.2021).
V. Method of Selection

1. Selection will be based on the rank obtained by the candidates at the National
Eligibility Cum Entrance Test.

2. The number of seats to be available for the State quota in the academic year in
post graduate medical broad specialty courses after deducting seats contributed
to All India Quota will be in accordance with the orders of the
NMC/DCI/GoI/Govt. of Telangana.
3. The counseling for State quota shall be conducted by Kaloji Narayana Rao
University of Health Sciences (KNRUHS), Warangal as per G.O. Ms. No. 27
dated 10.04.2017, issued by HM&FW Dept., Government of Telangana on the
notified date. The rules and regulations issued by KNRUHS in this regard shall
be followed from time to time.

VI. Admission

1. Submission of Original Certificates & payment of admission fee - All those


candidates who have been allotted the seats during the counseling have to pay the
fee as specified and submit the original certificates on the date of admission.
Failure to submit the required certificates or pay the fee shall render the candidate
forfeit his/her seat. The fee paid at the time of admission shall not be refundable
under any circumstances.
2. Completion of Admission Process - After the certificates are scrutinized and
found to be in order, the candidate shall submit bond agreement duly signed as
per format prescribed at Annexure II and III following which he/she is given the
admission letter. The admission of the candidate shall be subject to medical
fitness. The Medical Board appointed by NIMS, will decide the medical fitness
and the decision of the Board shall be final. This is treated as completion of the
admission process.
3. Closure of admissions - Closure of admissions shall be as per MCC/NMC
guidelines. Any vacancy arising after the closure of admission shall not be
carried forward to the next year as per directions of Hon’ble Supreme Court of
India.

4. Post admission withdrawal from course - The candidates who are selected and
admitted to PG courses are not permitted to withdraw from the course after the
last date for free exit as notified by the MCC/NMC on website before final phase
of web-based counseling by the MCC/NMC.
The candidates who are selected for admission into PG courses in the final phase
of counseling including ‘slided’ candidates (candidates who have joined in the
previous phase of counseling) have to report for admission without fail to prevent
wastage of seats and seat blocking. Otherwise, all such candidates will be
debarred for three years for admission into Postgraduate Medical Degree
/Diploma course in the state of Telangana besides payment of Rs.50,00,000/-
(Rupees Fifty Lakhs Only) towards forfeiture of bond (vide GO Ms No 109 dated
22.08.2022).

5. Continuation of the Course (Discontinuation Bond): All the candidates joining


the postgraduate degree course should execute a bond (as per the format enclosed
Annexure-II & Annexure-III) on a non-judicial stamp paper of Rs.100/- value to
ensure undertaking to complete prescribed period of training. In case of default,
such candidate shall pay an amount of Rs.50,00,000/- (Rupees Fifty Lakhs Only)
to NIMS, Hyderabad. (Vide G.O. Ms. No 109, dated 22.08.2022).

6. Bond for Service after completion of degree (Service Bond) – All the
candidates joining the postgraduate degree course for the Academic Year 2023-
2024 (excluding In-service candidates) shall execute a bond (as per the format
enclosed under Annexure-II & III) on a non-judicial stamp paper of Rs.100/-
value with an undertaking that they shall serve, if necessary, in the
NIMS/Government Institutions for a period of one year after successful
completion of the postgraduate degree course (Service bond). In case of failure to
serve the bond period, he/she shall pay Rs. 50,00,000/- (Rupees Fifty Lakhs
Only) to NIMS, Hyderabad. (Vide G.O. Ms. No 109, dated 22.08.2022).
7. In-Service Candidate – The In-service candidates (as specified under GO Ms No
155 dt 18.11.2021) are required to submit the following documents – i) relieving
order from the employer; ii) original degree certificates; iii) certificate from the
controlling authority stating no objection (NOC) to the candidate’s admission to
the post graduate course and in the event of selection to the course he/she shall be
relieved immediately; iv) letter regarding grant of leave and salary for the period
of study. In-service candidates, who cannot deposit original certificates at the
time of admission, can submit Photostat copies of the original certificates duly
attested by the controlling authorities of the institution where they are employed.
Failure to submit the above certificates shall render the candidate ineligible for
admission. Failure to declare in-service status (as per Annexure –VI a & b) will
attract a penalty of Rs.1,00,000/- (Rupees one lakh only).
8. Original certificates submitted by the candidates shall not be returned to the
candidates till the completion of their course of study and appear for the
University Examination. (Vide G.O. Ms. No 155, dated 18.11.2021).
9. Correspondence related to admission or selection - In all matters relating to
selections and admissions, the decision of the Counseling authorities - KNRUHS,
Warangal, Health, Medical & Family Welfare Department, Govt. of Telangana
and Ministry of Health & Family Welfare, Govt. of India, shall be final and
binding on the candidates and selection cannot be questioned after admissions are
closed. No individual correspondence shall be made for selection/admission or in
any matter. Candidates are requested to follow the information regularly

VII. Fee Structure

All the candidates selected for admission including in-service candidates are
required to pay the above fee. Non-payment of fee will entail discontinuation of
the course. The fee paid at the time of admission is not refundable under any
circumstances.
VIII. After-Admission

1. Commencement of course: The course shall commence as per National Medical


Commission schedule as notified by the University. The duration of course shall
be calculated from the date of commencement of the course.

2. Full time Course - The courses are full time. The candidate shall be a full time
Resident. No private practice or consultation is allowed during the period of post
graduation. The candidate shall not register for any other degree or diploma
course concurrently while pursuing the present course.

3. Payment of Tuition Fee - The tuition fee shall be paid before the 5th day of every
month. For those candidates receiving stipend, the tuition fee shall be deducted
from the stipend payable to them.

4. Accommodation - Accommodation shall be provided to the candidates within


the campus depending upon availability, on the charges fixed as per the rules of
the Institution. They will have to necessarily stay in the accommodation if
provided by the Institute.

5. Duties and responsibilities - Duties and responsibilities of the Residents joining
the postgraduate courses shall be fixed by the Institute from time to time. They
will be required to pursue such works as may be needed in the legitimate interest
of patient care and training.
6. Attendance - All the candidates joining the Post Graduate training programme
shall work as ‘full time residents’ during the period of training and shall attend
not less than 80% (eighty percent) of the imparted training during academic term
of 6 months including assignments, assessed full time responsibilities and
participation in all facets of the educational process.
7. Maintenance of Logbook - Candidates are required to maintain a logbook
recording their day-to-day academic activities, which must be submitted to the
Dean through proper channel once in six months. There shall be entry of various
special investigations, procedures and operations performed, etc., by the
candidate during the study period certified by the head of department. This shall
be submitted to the examiners at the time of final Practical/Viva-voce
Examinations.
Post Graduate students shall maintain a record (log) book of the work carried out
by them and the training programme undergone during the period of training
including details of surgical operations assisted or done independently by
M.S./M.ch. candidates.
The record books shall be checked and assessed by the faculty members
imparting the training.

8. Thesis / Dissertation - As per Postgraduate Medical Education Regulations under


Clause 14 (4) (a) it has been prescribed that “ Every candidate shall carry out
work on an assigned research project under the guidance of recognized Post
Graduate Teacher, the result of which shall be written up and submitted in the
form of a Thesis”.

9. Scientific Presentations - The selected candidates will have to present i)


Scientific Paper, ii) Scientific Poster, iii) Submit thesis/dissertation, iv)
Publication as per the MCI guidelines. “Clause 13.9 A Postgraduate student of a
Postgraduate degree course in broad specialties / super specialties would be
required to present one poster presentation, to read one paper at a national / state
conference and to present one research paper which should be published /
accepted for publication / sent for publication during the period of his
postgraduate studies so as to make him eligible to appear at the postgraduate
degree examination.”

10. Performance Assessment - The performance of the candidate will be
evaluated at the end of every six months by a committee constituted for the
purpose. In case of unsatisfactory performance, the institute has the right to take
suitable action. It may be in the form of extension of the training period,
detention, ineligibility to appear for the final examination, removal of the name
from the rolls etc.

11. Eligibility of the candidate for continuation of the Course - Candidates found
to be ineligible at any stage during the period of training will not be permitted to
appear in the final examination. In an unlikely event of any ineligible candidate
appearing and/or being successful in the examination the result of such candidate
shall be cancelled and/or deemed to be cancelled.

12. Eligibility of the candidate for appearance in the examination – In a year all
365 days will be considered as working days and students should get 80%
attendance each academic year separately to get eligibility for appearing for
University exams. The remaining days of absence (including maternity leave)
will be considered for extension. The candidate shall be eligible to appear in the
University examination only upon attainment of eligibility as per NMC
Regulations (80% of attendance).

13. Attempts at examination Candidates registered for postgraduate degree


(MD/MS) course should clear the examinations within 4 years from the date of
completion of the course. If the candidate fails to pass the examinations within
the period specified above, the candidate shall not be allowed to appear for the
examinations thereafter or qualify for the award of PG Degree. (Vide G.O. Ms.
No 155, dated 18.11.2021).

14. Course completion - The period of training for obtaining the degrees shall be
three completed years including the examination period.

15. Discipline& Conduct - The students shall maintain strict discipline during the
period of study/training in terms of conduct rules of the Institute. The
candidate shall not resort to any strikes or demonstration during the period of
their study or criticize the policies of the Institute either before the print and
electronic media or on social sites. Violation of the conduct rules will result in the
cancellation of admission of the candidate apart from invoking the terms and
conditions of the bond.

16. NMC Guidelines - All the guidelines, instructions, advisory or notifications
issued by the National Medical Commission regarding the PG Medical Courses
from time to time shall be applicable.

17. Examinations: The examinations shall be organized on the basis of ‘Marking


System’ to evaluate and to certify candidate’s level of knowledge, skill and
competence at the end of the training. A candidate shall secure not less than 50%
marks in each heal of passing which shall include (1)Theory (2) Practical
including clinical and viva voce.

IX. Stipend
1. Stipend as fixed by the Institute from time to time shall be paid to all such
students who are regular in attendance and attend to their duties to the satisfaction
of the controlling authorities.
2. The total period during which the students are paid stipend shall not exceed 36
months from the date of joining the postgraduate course. No candidate shall be
eligible to draw the stipend for more than 36 months during the period of study
including the period of extension, if any.
X. Leave

1. Leave Eligibility - The candidates are eligible for 30 days all-purpose leave in an
academic year. The entitlement includes leave for sickness and attendance of
professional conferences etc. Maximum duration of leave permitted at a time
shall be 10 days. If a candidate avails more than 10 days leave at a time, the
stipend shall be deducted proportionately. The balance of leave in a year, if any,
shall not be carried forward to the next academic year. The candidate is not
eligible for special casual leave during the study period.
2. Maternity Leave - Women students can avail maternity leave up to maximum of
180 days once in their period of study. The study period, however, will be
extended to the extent of maternity leave availed. Payment of stipend shall be
limited to 36 months including the period of maternity leave availed. The
candidate shall be eligible to appear in the institute examination only upon
attainment of eligibility as per MCI Regulations (80% of attendance).
3. Extraordinary Leave – Extraordinary leave without stipend, for additional
periods beyond leave eligibility will be considered in case the candidate is sick
and the Institute’s medical board considers that his/her illness requires rest.

4. Leave beyond Eligibility - In case of the candidate availing medical


leave/any other leave or un-authorized absence beyond 30 days in a year, the
study period of the candidate shall be extended to the extent of such period. No
other leave is permitted.

5. Break of Study and Readmission – If a student is absent continuously for a
period of 91 days or more but less than one year, the student can seek permission
for re-admission into the course. Candidate shall apply in prescribed format vide
Annexure IV & V by paying requisite fee in favor of “ NIMS ACADEMIC”
payable at Hyderabad and forwarded with the recommendation of the Dean to the
Executive Registrar, Nizam’s Institute of Medical Sciences. On Re-admission the
study period for the course shall be extended equivalent to the period of absence
and the candidate shall be eligible to appear for final examination after
completion of the extended study period of the course.

6. Discontinuation of the course - Candidates who are absent for a continuous


period of one year or more without permission, shall be deemed to have forfeited
the admission into the course and the studentship shall stand cancelled without
any further notice. University/National Medical Commission regulations from
time to time are applicable in this regard.

XI. Anti-Ragging Act


Ragging is prohibited in the Educational Institutions in the State vide.Act.No.26
of 1997, dated 21-08-1997 & amendments made from time to time and Medical
Council of India (Prevention and Prohibition of Ragging in Medical
Colleges/ Institutions) Regulations, 2009 issued vide notification dated 03-08-
2009 and also applicable to the institute.
If any incident of ragging is brought to the notice of the authorities of the
Institute, suitable action will be taken, and the information shall be forwarded to
the National Medical Commission (NMC) for further necessary action.

XII. Sexual Harassment Act

To provide protection against sexual harassment of women at work place and for
the prevention and Redressal of complaints of sexual harassment and for matters
connected therewith or incidental thereto under the Act shall be applicable
during the course period under the Sexual Harassment of Women at work place
(Prevention, Prohibition and Redressal Act, 2013).
If any incident of sexual harassment is brought to the notice of the authorities of
the Institute, suitable action will be taken, and the information shall be forwarded
to the National Medical Commission (NMC) for further necessary action.

XIII. Powers of the Dean

Not with standing anything contained in this Prospectus the Dean, NIMS may at
any time before completion of the postgraduate medical course either on his own
motion or on the application of any person after due and proper enquiry and after
giving the candidate two weeks’ time from the date of receipt of the show cause
notice to submit the written explanation and on personal hearing, order

the cancellation of admission to the course. If in her opinion such candidate had
furnished incorrect particulars/false information in the application or in the
documents attached thereto or in the statement made either before the authority
in charge of admission or the Dean or any other manner. Against any such order
of the Dean, the appeal shall lie with the Director, Nizam’s Institute
of Medical Sciences.

This prospectus is subject to change in accordance with the decisions of the


institute taken from time to time.

Executive Registrar, NIMS promising that he/she will complete the course. In case
of cancellation/discontinuance of the said course after the closure of admission, the
student is liable to pay the said bond amount besides the amounts received from
NIMS by way of stipend etc.

of Telangana, if necessary, in NIMS/Government Institutions for a period of one

he/she shall pay Rs. 50,00,000/- (Rupees Fifty Lakhs Only) to NIMS, Hyderabad.
