5.0 CDI-Marine Inspection Department (CDI-mid)

CDI-mid is governed by the Statute of the Stichting Chemical Distribution Institute and is
compliant with the Quality Management System in place. The function of CDI-mid is to
respond to ship operators’ and charterers’ requests for a ship inspection and to appoint the
inspector by means of a ‘’mechanical rotation system’’ (MRS), which is an agreed reasonable
system for all parties involved. CDI-mid has no responsibilities in connection with Inspector
Accreditation and no reporting line to the Accreditation Committee.

5.1 Inspection Fees

Inspection fees are not fixed or suggested by CDI-mid. In compliance with EU Competition
Law and US Anti-Trust Law, fees are to be agreed between the requesting party and the
individual inspector. Under the procedures of Accreditation, ship inspectors are not permitted
to collude on inspection fees. “See reference 1” for map details.

5.2 Inspection Zones

Inspectors operate regionally within the following geographical zones:

1. Europe North Cape of Norway to the Mediterranean to the


longitude of the Dardanelles.
2. Middle East Turkey to Africa to Pakistan.
3. Asia & Far East India
Korean Peninsula & Japan
China & Indonesia
Australia and New Zealand
4. North America Alaska to Panama, including Caribbean.
5. South America Panama to Cape Horn.

In cases where an inspector is not available within the geographic zone, the requesting party
may be offered an inspector from the closest adjacent zone.

5.3 Inspection Requests

Inspections can be requested up to 30 days in advance. These requests must be made via the
CDI web site Inspection Request facility. Where the lead time allows it the inspector will be
appointed within 7 working days (14 days in Asia and the Middle East) of the requested
inspection date.

Inspection requests received after 3pm on Friday will not be processed until 9am on the
following Monday.

5.4 Inspector Appointment, Mechanical Rotation System (MRS)

The appointment of an inspector is managed by the MRS. The inspector is appointed on a


strict rotation basis with allowance for declared unavailability. On receipt of the inspection
request, the ship is manually allocated to the appropriate zone. The system will identify and
sort requests within the 7 or 14 day appointment period, (Form MRS CDI).

Against the ship name, the system will display the inspectors within the zone. Starting with
the name at the top of the list, the inspector’s individual record will be displayed. Availability
of the inspector will be checked against the Integrated Ship Inspection System (ISIS) database
’’rolling month calendar’’. When completing the ISIS rolling month calendar the inspector
should take into account his availability to travel to an inspection prior to the appointment
date. It is the inspector’s sole responsibility to ensure that he maintains his availability up to
date in the ISIS rolling calendar.

If the inspector is showing as unavailable in the ISIS calendar, the system will move onto the
next inspector in the list, with no strike-out.

When an available inspector is located, he will be contacted by e-mail or by telephone. Once


an inspector has been appointed, he will rotate to the bottom of the list and the current record
will archive.

Having appointed the inspector, CDI-mid will notify the requesting party and initiate the
inspection on ISIS. Entering or providing assistance with ship operator comments, VPQ and
report progress queries are not functions of CDI-mid and all such enquiries will be referred
to CDI Administration.

5.4.1 Inspection requests of less than 48 hours in advance.

CDI-mid is obligated to expedite the inspection arrangement by telephone.

Where an available inspector is contacted, if there is no answer to the phone call, the system
will move on to the next inspector with no strike-out for the previous.

5.4.2 Inspection requests of more than 48 hours in advance.

Where an available inspector is contacted, if there is no response from the inspector within
24 hours (48 hours in Asia), the system will strike-out and move onto the next inspector in
the list. Inspectors with 3 strike-outs will rotate to the bottom of the list and the current record
will archive, if an available inspector refuses an inspection request this will count as one strike
out.

Where a strike out occurs the inspector will be sent an email from CDI-mid to confirm that
the strike out is in the inspectors record.

NOTES:

o In the event that an inspection is cancelled, the inspector’s record will be re-activated
and the inspector will return to the top of the list.

o In the case where an inspector is unwilling to travel to a different distant zone, no


strike-out will be applied.

5.4.3 Multiple Inspections


Where a ship operator has two or more ships in the same vicinity and a distant inspector is
appointed, the same inspector may be appointed to inspect the other ships.

5.5 Rejection of Appointed Inspector (Motivated Reason).

In the event that the requesting party and appointed inspector are unable to reach agreement,
and based on a declared ‘’motivated reason’’ the requesting party may request a second
alternative inspector. The requesting party must then choose between first and second
appointments. Should the second appointment be accepted, the first inspector will return to
the top of the list with the ‘’motivated reason’’ being entered to the current record.

5.6 CDI Obligation

CDI-mid is not a 24/7 operation, the office operates between 8:30am and 4:30pm (UK time)
Monday to Friday. When an inspector finds he can no longer conduct the inspection, he must
notify CDI-mid immediately and another inspector will be appointed by the MRS. When CDI
cannot be contacted, the inspector has licence in this circumstance, and with the consent of
the ship operator, to pass the inspection to an alternative available inspector. CDI-mid must
be notified of the change and will re-initiate the inspection for the alternative inspector. The
original inspector will return to the top of the list and the alternative inspector will rotate to
the bottom.

5.7 Retention of the Inspector

Where an inspection does not take place at the designated port for reasons of delay or change
of orders, the ship operator may retain the appointed inspector to complete the inspection at
a later date. When this period of time exceeds one month, CDI-mid, after consultation with
the parties involved may cancel the appointment and request the ship operator to submit a
new request.

5.8 CDI Inspector cancellations

Where a Ship Operator cancels a CDI inspection, the same nominated CDI inspector will be
tagged to that ship for 30 days. If the Operator then requests a new inspection for the same
ship within the same CDI zone for 30 days from the initial inspection request; the same CDI
inspector will be re-nominated. (This change will not impact upon the ship operator’s ability
to claim Motivated Reason).
