The Central Veterinary Administration of the State Veterinary Administration, as the
administrative authority competent pursuant to Section 38a(8) and Section 48(1)(u) of Act
No. 166/1999 Coll., on veterinary care and on amendments to certain related acts (Veterinary
Act), as amended, in accordance with Section 67 of Act No. 500/2004 Coll., the
Administrative Code, as amended, (hereinafter referred to as the "Administrative Code"), on
the basis of the breeder's request dated 18 October 2023

for the importation of 1 dog (breed: Miniature Poodle, male, microchip identification: 900 233
000 542 156, date of birth: 10.7.2023, date of vaccination against rabies: 12.10.2023) from
Israel (place of origin: Oren 38, Mevaseret Tsion, Israel), not complying with the conditions of
Article 10 of Regulation (EU) No 576/2013 of the European Parliament and of the Council on
the non-commercial movement of pet animals and repealing Regulation (EC) No. 998/2003
(hereinafter referred to as 'Regulation (EC) No 576/2013') into the Czech Republic, to Ms
Zuzana Průšová, date of birth 09.09.1976, permanent residence V Huty 230, 284 01 Kutná
Hora, (hereinafter also referred to as 'the applicant') pursuant to Article 38a(8) of the
Veterinary Act (implementation of Article 32(1) of Regulation (EC) No 576/2013). The
following conditions are set out for the importation of the dog:
1. The dog will be accompanied by the owner - the applicant during the non-commercial
movement.
2. The dog shall be accompanied by a health certificate in accordance with Part 1 of
Annex IV to Commission Implementing Regulation (EU) No 577/2013 as amended by
Commission Implementing Regulation (EU) 2019/1293, endorsed by the official
veterinarian of Israel.
3. The veterinary certificate referred to in point 2. shall be accompanied by a declaration
in accordance with Part 3 of Annex IV to Commission Implementing Regulation (EU)
No 577/2013, in which the owner confirms that the purpose of the movement of the
animal is not for sale or transfer of ownership and that the dog will accompany the
owner during the movement.
4. The dog will comply with the marking requirements set out in Article 17(1) of
Regulation (EC) No 576/2013.

5. The dog enters the territory of the European Union through the border veterinary
station (hereinafter "PVS") Prague-Ruzyně.
6. After release into the European Union, the dog will be immediately transported
without the possibility of contact with other people and animals susceptible to rabies
directly to the address V Huty 230, 284 01 Kutná Hora, where it will be placed in
quarantine under the supervision of the Regional Veterinary Administration of the
State Veterinary Administration for the Central Bohemia Region (hereinafter referred
to as the "competent KVS"). During the quarantine, the conditions set by the
competent KVS under No. SVS/2023/142006-S of 19.10.2023 will be met and

P r o v i d e n ce

On 18.10.2023 the Central Veterinary Administration of the State Veterinary


Administration received a request from Ms Zuzana Průšová, date of birth 09.09.1976,
permanently residing at V Huty 230, 284 01 Kutná Hora, pursuant to Article 38a(8) of the
Veterinary Act (implementation of Article 32(1) of the Regulation

No 576/2013), for an exemption for the import of 1 dog (breed: Miniature Poodle, male,
microchip identification: 900 233 000 542 156, date of birth: 10.7.2023, date of vaccination
against rabies: 12.10.2023) from Israel, which does not meet the conditions of Article 10 of
Regulation (EC) No 576/2013.
Section 38a(8) of the Veterinary Act provides that: 'The Central Veterinary
Administration may, at the request of the breeder, in accordance with Article 32(1) of the
European Union Regulation on animal health conditions governing the non-commercial
movement of pet animals (Regulation (EU) No. 576/2013), authorise the importation of a pet
animal listed in Part A of Annex I to the European Union Regulation on animal health
conditions for the non-commercial movement of pet animals which does not comply with the
conditions laid down in Article 10 of the European Union Regulation on animal health
conditions for the non-commercial movement of pet animals and lay down the conditions for
such importation.

The Central Veterinary Administration of the State Veterinary Administration


authorises, in view of the political situation in Israel and the urgent return of the applicant, the
importation of 1 dog not complying with the conditions of Article 10 of Regulation (EC) No
576/2013. The Central Veterinary Administration of the State Veterinary Administration has
requested from the competent KVS the establishment of the veterinary quarantine conditions
for the dog imported from Israel, which will include all the conditions required by Regulation
(EC) No 576/2013. The Central Veterinary Administration of the State Veterinary
Administration received the requested veterinary quarantine conditions for the dog from the
competent KVS on 19.10.2023 under reference SVS/2023/142006-S.
The case was handled in accordance with the provisions of Section 3 of the
Administrative Procedure Code and the true state of affairs was established accurately and
completely. The application has the requisites set out in Sections 37(2) and 45 of the
Administrative Procedure Code and the applicant has fulfilled the conditions and submitted
all the necessary documents to grant the exemption and therefore the Central Veterinary
Administration of the State Veterinary Administration has decided in accordance with the
provisions of Section 67 of the Administrative Procedure Code and Section 38a(8) of the
Veterinary Act on the basis of the established veterinary quarantine conditions issued by the
competent KVS under No. SVS/2023/142006-S dated 19.10.2023. The applicant will be
responsible for observing and fulfilling all the established conditions for the quarantine of the
dog.
Since the conditions set out in the Veterinary Act were met, the administrative
authority granted an exemption for the import of 1 dog not meeting the conditions of Article
10 of Regulation (EC) No 576/2013 from Israel.

An appeal against this decision may be lodged within 15 days from the date of
delivery with the Ministry of Agriculture of the Czech Republic, through the Central Veterinary
Administration of the State Veterinary Administration.
