For the information and guidance of the citizenry about the on-going projects being
undertaken by the Department, the following guidelines shall be observed by all
concerned implementing offices in the preparation and installation of project billboards
effective for CY 2015 DPWH projects:

1. The new billboard design layout and dimension (see attached drawing) shall be
installed on a standard billboard measuring 1200 mm x 2400 mm (4ft. x 8ft.)
using 12 mm (1/2 inch) thick marine plywood or tarpaulin posted on 5 mm
(3/16 inch) marine plywood.
2. The color shade combination for the yellow background of the new project
billboard design is as follows:

3. For each building project, the billboard shall be installed in front of the project
site.
4. For each road/bridge/flood control project, two billboards shall be installed, i.e.,
one at the beginning and one at the end of the project.
5. For road projects with length of 10 kilometers or more, billboard(s) shall also
be installed at every 5 kilometers interval.
6. Name(s) and/or picture(s) of any personages should not appear in the
billboard.
7. No political billboards shall be allowed to be installed 100 meters before and
100 meters after all DPWH projects and in between the project limits or within
the road right-of-way.
8. DPWH contractors shall not be allowed to place names of politicians on their
equipment or carry political biliboard on their equipment.

This order supersedes Department Order Nos. 37 and 30, dated August 6, 2010 and May
07, 2012, respectively, and other previous issuances inconsistent herewith and shall take
effect immediately.
