OVERVIEW OF PROJECT QUALITY MANAGEMENT
Catherine’s Portion:
Project Quality Management is the process that ensures all deliverables that will be
completed in a project are completed to the requirements and specifications of the client or
business expectations (PMBOK, 2016). Project Quality Management ensures we deliver quality
by having processes defined and in place to meet the standards outlined by the client
(PMBOK,2016). Quality can be understood in two components: the first is “Features that meet
the customer needs,” which will meet all demands and drive satisfaction and sales, and the
second is, ”freedom from failures,” which limits or mitigates errors in stages like production,
failures in testing, dissatisfaction or dire consequences to users (Rose, 2022; Pg. 299). Quality
involves items we sell and services we render; it is found in the relationships we develop and
the systems we use (Rose, 2022; Pg 441). While it might be assumed quality costs more,
delivering quality through almost any industry is not more expensive or time-consuming when
quality is the goal (Rose, 2022; Pg.441). Delivering an outstanding product or service that
outshines expectations will perpetuate additional business dealings because a satisfied
customer is a returning customer (Rose, 2022; Pg.440).

Project Quality Management is vital because within every project lies the stakeholder's
demands and needs. To be sure that the expectations of those stakeholders are being met, it is
imperative to have quality processes, procedures, and defined standards because everyone on
the project must know what the product needs to look like in order to hit that target (Rose,
2022 Pg. 318, 626). By prioritizing quality in all projects, an organization can increase its
competitive edge and become a leader in its industry (Rose, 2022 Pg. 445), as well as increase
the profits and sales of the organization (Rose, 2022 Pg. 461). Quality increases the way we
visualize our own work and creates a culture of higher standards within the way we deliver our
projects (Brown, 2007).
Toni’s Portion:
A project manager who is effective in quality management provides a thorough
framework to improve quality. Managing quality throughout a project’s life will result in “better
products or fewer deficiencies will improve customer satisfaction, improve reputation, and
increase competitiveness” (Rose, 84). To ensure quality management is taking place, project
managers should utilize tools to assist the project team. One great tool for this is a simple check
sheet, this is a table that allows a project team to generate a list of issues or potential risks then
to provide the frequency and severity of a problem. When this is arranged as a table, it allows
for a quick overview tool to utilize throughout the project’s life to ensure no problems are going
too far out of control. Another tool is, a histogram, this is a graph that shows data history to
ensure the previous processes used were effective or would need to be adjusted for the
duration of the project.

Cassie’s Portion (1st Paragraph is current situation/why, 2nd Paragraph is key attributes of
PQI):
The current situation that is occurring involves EverGreen Organization, a group that is
experiencing many product failures, has hired the Blue Team as a Project Management
Consultant Company to create a presentation of training modules for them to improve their
standards for Project Quality Management. To successfully train their mid and upper-level
management teams, the Blue Team will need to teach them what PQI is and why it directly
affects the health of the organization and the projects within it. If there are consistent product
failures, it shows a systemic issue within the company’s project quality standards and they
appear to need an updated training program to prioritize Project Quality Management within
their projects. Sometimes, even with upper to mid-level employees in a company such as this, it
takes an outside lens to fully assess where these issues may arise and remind them of the
necessity of product quality. This is due to the fact that it could impact the company’s
reputation as a reliable resource to its clients or customers, it could lose money if they keep
having products fail and the company needs to extend their project length and budgets for
additional testing and improvements to the products, and it could create conflict within the
organization if they start to lose their resources. Additional training will help keep the
organization up-to-date with quality standards and help them learn the best process for their
individual projects, which may be part of the overarching issue as well.
Project Quality Management has to do with the procedure for identifying what quality
standards are for the deliverables of a project, whether it be in regard to an end product,
process, or something different. It also has to do with the quality assurance measures that

confirm that the standards identified are being met. While this may seem like an ambiguous
process, the most important attributes to prioritize in a Quality Management Plan are Quality
Planning, Quality Control, and Quality Assurance. By first identifying quality requirements for
the deliverables of a project, EverGreen Organization should first assess the most accessible way
that the project team can document updates and understand as a unit how everything will be
communicated, such as with weekly meetings, email updates, project documents, or other
tools. It is within this Quality Planning portion that these will all be relayed and the team should
discuss how to most accurately measure the quality throughout the course of the project. The
second key attribute is Quality Control, which has to do with project team members owning
how to determine quality requirements for research, testing, improving, and implementing the
project deliverables. The focus in this is to identify any risks or uncertainties that may come up
causing issues to the product, which will help EverGreen Organization to prevent poor quality.
This is to confirm that all standards are met, and there are many eyes consistently assessing as
well. A final key attribute is Quality Assurance, which is the preparation of implementation into
the system of the deliverables so that the quality requirements that were previously established
meet the needs of the project and product. Within this, there must be documentation, time for
planning, tracking tools, and calendar alignment to ensure the project team is all on the same
page and supporting one another throughout the process.
Moryssa’s Portion:
Customer satisfaction is a key attribute of project quality management because the customers
are the ones who keep our product or business alive. Without customer satisfaction, there will
be a decline in product demand and, therefore, a decrease in revenue. Customer satisfaction is

an important quality attribute because satisfaction, or dissatisfaction, can reveal what aspects
are being done right and what needs improvement. From the textbook Project Quality
Management by Kenneth Rose, a customer's role falls into four parts, which include providing
needs and requirements, defining performance, evaluating products, and providing feedback
(Rose, 2022 Pg. 25). Without managing customer satisfaction, your product will decrease in
quality and lose its value to the company. Managing customer satisfaction will also allow you to
stay current with the ever-changing wants and demands of the customers, ensuring that your
product continues to have value.
Identifying your standards is another key attribute of project quality management
because it describes how things must be done to gain quality. Standards to a company can be
both legal or ethical but must be met when developing or improving a product. “They describe
how the project team should or must employ processes” (Rose, 2022 Pg. 63). Your standards
are a part of your contract created and lay out the bottom line for your product. Once you have
those standards met, you will be able to identify what constraints those standards put on your
product and your processes. This is important to project quality management because it will
determine how you are able to manage, track, and improve the quality of your products.
Communication is also a key attribute of project quality management. Communication is
vital to quality because it ensures that everyone is aware of what the standards are, what is
working, what needs improvement, and so on. Without effective communication, there will be
a major disconnect between suppliers, stakeholders, management, and customers. Having
communication is essential because there are so many moving parts involved in any business.
Coordination is specifically important to project quality management because it is making all

parties involved aware of what needs to be done to gain better quality. Rose states that
“communication is the means of identifying problems and opportunities, resolving problems,
and exploiting opportunities (Rose, 2022 Pg. 27). Effective communication will allow your
company to identify areas for improvement and how to achieve that improvement.
Communication also allows for an exchange of ideas and solutions to improve the quality of
your product and processes.
Planning is an essential part of project quality management. Planning helps “identify
quality requirements and or standards for the project and its deliverables and documenting how
the project will demonstrate compliance with quality requirements” (Rose, 2022 Pg. 49). The
process of planning aligns the requirements identified by your stakeholders alongside time and
budget to reach the required level of quality. Planning also helps identify possible issues early
on and allows you to avoid this in route to hitting your quality standard. Quality planning is
beneficial to everyone involved as it sets the performance expectations for the project and
work. The better the planning, the greater the benefit as it results in less rework, higher
productivity, and more efficiency.
While quality is “planned in, not inspected in” (Rose, 2022 Pg. 83), inspection still plays a
critical role in project quality management. The PMBOK Guide defines Inspection as “activities
such as measuring, examining, and validating to determine whether work and deliverables meet
requirements and product acceptance criteria.”. By using these activities and inspecting, you
ensure the project meets the requirements and expectations of stakeholders as well as identify
defects or issues that could force rework later. Inspection also plays heavily in monitoring and

helps keep the project on time and on budget, a major concern in all projects. Overall, because
inspection plays such a broad role, it's an incredibly useful tool in ensuring project quality is
managed and achieved.
The Deming cycle or the Plan-Do-Check-Act is a systematic process centered around gaining
knowledge to improve the quality of a product, process, or service (Rose, 2022 Pg. 86). The
Deming cycle is time-tested and has been utilized since 1939. The cycle focuses on choosing a
process to improve (Plan), applying the change on a small scale (Do), observing the effects of
the planned change (Check) and then implementing or rolling back the changes depending on
the outcome (Act). By using the Deming cycle, project managers and organizations can identify
issues early on and act before they become a major problem. Doing this raises the chances of
success as the quality of the process or product is being refined and elevated continuously with
repeated cycles, ensuring the quality standard is met. Because of this, the Deming cycle is an
invaluable tool for Project Quality Management.
