AMENDING RESOLUTION NO. 295, SERIES OF 2023, ENTITLED, “AUTHORIZING THE
HONORABLE GOVERNOR FREDENIL H. CASTRO TO ENTER INTO AND SIGN FOR
AND IN BEHALF OF THE PROVINCIAL GOVERNMENT OF CAPIZ, MEMORANDA OF
AGREEMENT WITH THE SCHOLARS AND HIGHER EDUCATION INSTITUTIONS
(SCHOLARSHIP PROGRAM), RELATIVE TO THE IMPLEMENTATION OF THE
COMPREHENSIVE ASSISTANCE PROGRAM FOR IDENTIFIED SCHOLARS (CAPIS) OF
THE PROVINCE OF CAPIZ”

WHEREAS, this August Body is in receipt of a letter dated, 29 May 2023, of the Hon. Thea
Faith T. Reyes, requesting for an amendment to Resolution No. 295, Series of 2023, entitled,
“Authorizing the Honorable Governor Fredenil H. Castro to Enter Into and Sign for and in Behalf of
the Provincial Government of Capiz, Memoranda of Agreement with the Scholars and Higher
Education Institutions (Scholarship Program), Relative to the Implementation of the
Comprehensive Assistance Program for Identified Scholars (CAPIS) of the Province of Capiz”;

WHEREAS, Ordinance No. 223, Series of 2023, entitled, “Amending Section 5.1, Section
5.3, and Section 16 of Ordinance No. 076, Series of 2022, as Amended, or Otherwise Known as
the “Comprehensive Assistance Program for Identified Scholars" (CAPIS) of the Province of
Capiz”, increased the financial assistance of the Merit Public Scholarship from P2,500.00 to
5,000.00, and for the Educational Financial Assistance Program (EFAP) from P1,500.00 to P2,500;
WHEREAS, paragraph 4 of Resolution No. 295, Series of 2023, is hereby amended to read
as follows:
“WHEREAS, in accordance with Section (5) of Ordinance No. 076, Series of
2022, as amended by Ordinance No. 223, Series of 2023, Merit Scholars enrolled in
public colleges shall be given Five Thousand Pesos (P5,000.00) per semester,
EVAFFIT scholars who are pursuing their studies in the fields of Environmental
Management, Veterinary Medicine, Agriculture, Fisheries Information Technology, and
other related courses, shall be given Ten Thousand Pesos (P10,000.00) per
semester; and EFAP scholars shall be given Two Thousand Five Hundred Pesos
(P2,500.00) per semester as educational financial assistance for their tuition fees”;
WHEREAS, the existing Memoranda of Agreement of the Provincial Government of Capiz
with the scholars and Higher Education Institutions Scholars (HEIS) are likewise hereby amended
to reflect the updated terms and conditions of the Merit Scholarship and EFAP Scholarship,
ensuring that it remains aligned with the goals and provisions of the amended Comprehensive
Assistance Program for Identified Scholars (CAPIS) as stipulated in Ordinance No. 223, Series of
2023.
NOW, THEREFORE, premises considered, and upon motion of Hon. Thea Faith T. Reyes,
unanimously seconded, be it
RESOLVED, AS IT IS HEREBY RESOLVED, AND AS BY THESE RESOLVED, TO
AMEND, AS THIS AUGUST BODY HEREBY AMENDS, RESOLUTION NO. 295, SERIES OF
2023, ENTITLED, “AUTHORIZING THE HONORABLE GOVERNOR FREDENIL H. CASTRO TO
ENTER INTO AND SIGN FOR AND IN BEHALF OF THE PROVINCIAL GOVERNMENT OF
CAPIZ, MEMORANDA OF AGREEMENT WITH THE SCHOLARS AND HIGHER EDUCATION
INSTITUTIONS (SCHOLARSHIP PROGRAM), RELATIVE TO THE IMPLEMENTATION OF THE
COMPREHENSIVE ASSISTANCE PROGRAM FOR IDENTIFIED SCHOLARS (CAPIS) OF THE
PROVINCE OF CAPIZ”.
RESOLVED, FURTHER, that copies of this Resolution be furnished the Office of the
Governor, Provincial Legal Office, Provincial Accounting Office, Provincial Budget Office and
Provincial Treasurer’s Office, for information and guidance.
