EXACUTIVE ORDER NO. 25
Series of 2019
(AN ORDER ESTABLISHING THE BUSINESS ONE-STOP-SHOP
IN THE MUNICIPALITY OF MALUNGON
WHEREAS, the Constitution mandates that the government shall promote the
quality of life of the people and the Local Government Code provides that LGUs shall
pursue undertakings to enhance economic prosperity, among concerns;
WHEREAS, Republic Act No. 9485 otherwise known as “Anti-Red Tape Act of
2007” also provides that the State shall establish effective practice aimed at the
prevention of graft and corruption in government, and shall likewise take appropriate
measure to promote transparency in each agency with regard to the manner of
transacting with the public, which shall encompass a program for adoption of
procedures that will reduce red tape and expedite transaction in government;
WHEREAS, DILG and DTI as Conveners of the Working Group on
Decentralization of Local Government have agreed to jointly undertake the nationwide
streamtining of Business Permit and Licensing System (BPLS) and to enjoin compliance
with the BPLS standards, similarly streamlining operational and assist in generating
resource in BPLS;
NOW THERFORE, I, ATTY. MARIA THERESA D. CONSTANTINO, Municipal
Mayor of Malungon, Sarangani, by virtue of the power vested in me by law, do hereby
order the Establishment of Business On-Stop-Shop (BOSS) in the Municipality of
Malungon.
SECTION 1. INSTITUTIONALIZATION. In order to improve service delivery
in businesses and to sustain the municipality's business-friendly environment, the
Business One-Stop-Shop (BOSS) is hereby institutionalized.
The BOSS shall run for duration of the annual renewal of Business Permits and
Licenses starting from the first working day of January and ending on the 20", unless
otherwise extended through a Sangguniang Bayan Resolution authorizing thereto. The
process shall commence at 8:00 AM and end at 5:00PM from Monday to Friday or may
extend its working hour as need arises when transacting parties await.
For the purpose of providing efficient delivery of service, all personnel involved in
‘the processing and issuance of business permit and licenses shall render overtime and
shat! be credited as compensatory time-off (CTO).
SECTION 2. BUSINESS ONE-STOP SHOP (BOSS), DEFINED. The Business
One-Stop-Shop is an arrangement where all concerned agencies or offices involved in
processing and issuances of business permits and licenses are organized in a single
common site or location to receive and process applications for business registration
thru a streamlined system.
‘SECTION 3. SERVICE STANDARDS. The BOSS shall follow these standards to
effectively realize the purposes of this Executive Order:e e

Circular No. 01, Series of 2010 issued by the Department of Interior and Local
Government and Department of Trade and Industry in processing new applications for
business permits and business renewals is hereby adopted (Annex 1).
‘Standard Steps. The steps to follow in applying or renewing business permits
are standardized as follows:
1. Filling or submission of the accomplished application from with attached
documentary requirements;
2. Assessment and payment of taxes, fees and charges;
3. Approval of the Mayor's Permit upon submission of Official Receipt as proof of
Payment of taxes, fees, and charges and all other documentary requirements
and clearances.
SECTION 4, INSPECTIONS. The Joint Inspectorate Team (JIT) shall conduct a
year-round inspection of business establishments as well as disseminate information
regarding business registration procedures of the municipality especially the pre-
processing of requirements and clearances,
SECTION 5. COMPOSITION. To carry out the Business One-Stop Shop (BOSS)
processing, the following offices shall collaborate with each other for the effective
implementation hereof. This shall compose of the following:
1. Mayor's Office Permit and Licenses Unit (for the BPLS application)
2. Mayor's Office-Market Enterprise Unit (clearance as to stalls operating
within the public market)
3. Municipal Planning and Development Office (for locational clearance);
Municipal Health Office (for sanitary permit)
. Municipal Treasurer's Office (assessment/issuance of fees, charges,
taxes);
. Bureau of fire and Protection (for fire safety infection certificate);
Malungon-Philippine National Police (Police Clearance);
MENRO (Solid Waste Management Certificate)

electrical permits)

SECTION 7. Effectivity. This Order shall take effect immediately.
