“A RESOLUTION PROMULGATING AND ADOPTING THE DEPARTMENT OF INTERIOR AND LOCAL
GOVERNMENT (DILG) MEMORANDUM CIRCULAR 2023- 074 IN INTENSIFYING THE CAMPAIGN
AGAINST THE PROLIFERATION OF BINGO SA BARANGAY (BSB); BARANGAY LUCKY BINGO (BLB);
AMONG OTHER ILLEGAL NUMBERS GAME OPERATED BY THE LOCAL GOVERNMENT UNIT (LGUs).”
WHEREAS, this Sanggunian has received MC 2023-074 from the Department of Interior Local
Government (DILG) dated May 22, 2023 referring to the various reports received by this agency from
the Philippine Charity Sweepstakes Office (PCSO) regarding the existence of unauthorized Bingo sa
Barangay (BSB) or Barangay Lucky Bingo (BLB) operations in different parts of the country and requested
assistance from the DILG to halt the same;
WHEREAS, it is written under the Presidential Decree 1607-A, “the Philippine Amusement and
Gaming Corporation (PAGCOR) is the central authority that will control and supervise all games of
chance in the country”, on the other hand, Republic Act 1169 “authorizes PCSO to hold and conduct
charity sweepstakes races, lotteries, and other similar activities.” Furthermore, PD 1067-A and RA 9287
prohibits all forms of unauthorized and unlicensed forms of gambling and games of chance, provided
that the Letter of Instruction No. 816 allows bingo and other games played merely as parlor games or for
home entertainment, and which are not held in places habitually used for gambling and do not have
betting disguised to defeat the intent of law;
WHEREAS, all gambling and games of chance not under the authority of PAGCOR and PCSO and
not otherwise authorized under the special law is deemed illegal except for the parlor/home
entertainment purposes only;
WHEREAS, it is the intent of this Sanggunian to follow and abide without compromise, bias and
prejudice the policy content of this Memorandum Circular;

NOW THEREFORE, on motion of Hon. Agustin C. Mayo, Chairman of the Committee on Peace
and Order, subsequently seconded by all Sangguniang Barangay members present in session be it…
RESOLVED, AS IT IS HEREBY RESOLVED, to promulgate this resolution adopting the Department
of Interior and Local Government (DILG) Memorandum Circular 2023- 074 in intensifying the campaign
against the proliferation of Bingo Sa Barangay (BSB); Barangay Lucky Bingo (BLB); Among Other Illegal
Numbers Game Operated by The Local Government Unit (LGUs).”
RESOLVED FURTHER, AS IT IS FURTHER RESOLVED , that copies of this resolution be
furnished to the following offices for their information, reference, and appropriate action;
