RESOLUTION ADOPTING THE INTERNAL RULES OF PROCEDURE OF
THE LIGA NG MGA BARANGAY CAMARINES SUR PROVINCIAL CHAPTER
(LnB-CSPC)

WHEREAS, the Liga ng mga Barangay Camarines Sur Provincial Chapter (LnB-CSPC) is
an organization whose mandate is rooted in the Local Government Code of 1991 and the Liga ng
mga Barangay sa Pilipinas (LnB) 2022 Constitution and By-Laws (CBL);
WHEREAS, like any other organization, the Liga ng mga Barangay Camarines Sur
Provincial Chapter needs a set of rules to provide the basic parameters by which it shall operate and
govern;
WHEREAS, in the maintenance of good order in the Liga ng mga Barangay Camarines Sur
Chapter (Liga or LnB-CSPC for brevity) deliberations, specific rules must be adopted and enforced
in the interest of effective policy formulation;
NOW, THEREFORE, on collective motion of the General Membership of the Liga ng mga
Barangay Camarines Sur Provincial Chapter, in a General Membership Meeting assembled, which
was unanimously seconded, be it --
RESOLVED, AS IT IS HEREBY RESOLVED, by the General Membership of the Liga ng
mga Barangay Camarines Sur Provincial Chapter, in a General Membership Meeting assembled, to
adopt, as it hereby adopts, the Internal Rules of Procedure of the Liga ng mga Barangay Camarines
Sur Provincial Chapter, as herein below provided, to wit:

THE INTERNAL RULES OF PROCEDURE


Liga ng mga Barangay Camarines Sur Provincial Chapter

RULE I
Membership and Term of Office
SECTION 1. Composition – The Liga ng mga Barangay Camarines Sur Provincial Chapter
shall be composed of duly elected City/Municipal Liga Chapter Presidents in the territorial
jurisdiction of the Provincial Government of Camarines Sur;

SECTION 2. The LnB Camarines Sur Provincial Chapter Executive Board - The
members of the LnB Camarines Sur Provincial Chapter Executive Board (or the Board, for brevity)
shall be composed of the LnB-CSPC Chapter President (or the President, for brevity), LnB-CSPC
Chapter Vice-President (or the Vice-President, for brevity), LnB-CSPC Chapter Auditor (or the
Auditor, for brevity), and the five (5) members of the LnB-CSPC Chapter Board of Directors (or
BOD for brevity). The LnB-CSPC Chapter Secretary (or the Secretary, for brevity), the LnB-CSPC
Chapter Treasurer (or the Treasurer, for brevity), the LnB-CSPC Chapter Public Relations Officer (or
the PRO, for brevity) are appointed by the President from among the members of the Board of
Directors subject to confirmation by the Board. The LnB Camarines Sur Provincial Chapter
Executive Board may create such other positions it may deem necessary for the effective
management of the LnB Camarines Sur Provincial Chapter.

SECTION 3. Term of Office – The term of office of all officers and members of the Board
of Directors of the Liga ng mga Barangay Camarines Sur Provincial Chapter shall be from the date of
their elections until their successors have been elected and qualified, unless sooner removed for a
cause.

SECTION 4. Oath of Affirmation – All members of the Liga ng mga Barangay Camarines
Sur Chapter shall, upon assumption to office, take an oath of office or affirmation in the prescribed
form, duly subscribed before a person authorized to administer oath.

Copies of the oath or affirmation shall be filed and preserved in the office of the Liga ng mga
Barangay sa Pilipinas National Executive Board, the Office of the Liga ng mga Barangay Region V
(Bicol) Regional Chapter and the Liga ng mga Barangay Camarines Sur Provincial Chapter.

RULE II
Presiding Officer
SECTION 5. The Presiding Officer – The Liga ng mga Barangay Camarines Sur Provincial
Chapter (LnB-CSPC) Chapter President shall be the regular Presiding Officer with the following
powers and duties:
a) Preside over the meeting of the LnB-CSPC General Membership Meetings, Regular
Board Meetings, and Special Board Meetings;
b) Preserve order and decorum during meetings, and in case of disturbance or disorderly
conduct in the meeting venue or within the premises, take measure as he/she may deem
advisable or as the Board may direct;
c) Decide all questions of order, subject to appeal by any member in accordance with these
rules;
d) Vote only to break a tie on matters being put to the house for a vote; provided, however,
that the presiding officer cannot vote twice;
e) Approves and signs resolutions, contracts, memoranda, writs, and other deeds adopted by
the Board;
f) The President may participate in any meeting and deliberations; and
g) Exercise such other powers and perform such other functions as may be provided by law
and other issuances.

SECTION 6. Temporary Presiding Officer. In absence of the regular presiding officer, the
Vice-President, shall act as temporary presiding officer. In case the Vice-President is unable to
preside over the meeting, the members present in such meeting shall elect from among themselves a
Temporary Presiding Officer. The Temporary Presiding Officer shall have no right to vote, even in
case of a tie.
The Temporary Presiding Officer shall certify within ten (10) days from the passage of
resolutions adopted by the Board in the meeting over which he/she has temporarily presided.

SECTION 7. Approval of Resolution – All resolutions adopted by the LnB-CSPC Executive


Board in a Regular or Special Board Meeting, or the entire members in a General Membership
Meeting, shall be subject to the approval of the President.

RULE III
Meetings

SECTION 8. Regular Board Meeting – The regular board meeting of the Liga ng mga
Barangay Camarines Sur Provincial Chapter (LnB-CSPC) shall held be twice every ______________
of the meeting month at ____ o’clock in the __________, or at such time and place as the formal
notice thereof shall stipulate, or as may be decided upon in the immediately preceding board meeting.

SECTION 9. Special Board Meeting – As often as necessary, when public interest or the
interest of the Board so demands, a special meeting may be called by the President or a majority of
the members of the Board. In both regular and special meetings, a notice to the Board stating the
date, time, and purpose of the special meeting, shall be served personally, by mail/e-mail, or through
text messages. Unless otherwise agreed upon by a two-thirds (2/3) vote of the members present, there
being a quorum, no other matter may be considered at a special board meeting except the one stated
in the notice.

SECTION 10. General Membership Meeting – The general membership meetings of the
Liga ng mga Barangay Camarines Sur Provincial Chapter (LnB-CSPC) shall be held twice a year to
start at ____ o’clock in the __________, of the assigned date for such general membership meeting,
or at such time, date, and place as the formal notice thereof shall stipulate, or as may be decided upon
in the immediately preceding board meeting.

SECTION 11. Call to Order – The presiding officer or temporary presiding officer shall
open the meeting by calling the Board or the General Membership to order. At every meeting, the
National Anthem shall be sung, followed by, at the direction of the Presiding Officer, an invocation
by any member of the Board designated by him/her.

SECTION 12. Attendance in Meeting – Every member of the Board, in the case of regular
or special board meetings, and every member of the general membership, in the case of general
membership meetings, shall be present in such meetings unless expressly excluded by it, or
necessarily prevented from doing so by sickness or other unavoidable circumstances, which shall be
duly reported to the Liga ng mga Barangay Camarines Sur Provincial Chapter concerned through the
Secretary.

SECTION 13. Opening and Adjournment of Meeting – Meetings of the Provincial Board
shall not be suspended or adjourned except by direction of the Board in the case of regular or special
meetings, or the General Membership in the case of general membership meetings, by itself. But the
Presiding Officer may, in his discretion, declare a recess of short intervals.

SECTION 14. Opening and Adjournment To Be Entered in Minutes – The exact hour of
opening and adjournment of a meeting shall be entered in the minutes.

RULE V
Quorum

SECTION 15. Quorum – A quorum is the number of members present that may legally
transact the business of the organization.
a) A majority of all members of the Liga ng mga Barangay Camarines Sur Provincial
Chapter (LnB-CSPC) who have been elected and qualified shall constitute a quorum to
transact official business in a general membership meeting.
b) The presence of a majority of all the members of the Liga ng mga Barangay Camarines
Sur Provincial Chapter (LnB-CSPC) Executive Board shall constitute a quorum in the
case of regular or special board meetings;
c) Should a question of quorum be raised during a meeting, the Presiding Officer shall
immediately proceed to call the roll of the members and thereafter announce the results.

SECTION 16. Majority Requirement – No resolutions or measures adopted and/or passed


in a regular or special board meeting, shall be valid unless approved by a majority of the Board, there
being a quorum. Any resolution authorizing or directing payment of money or creating liability, shall
require the affirmative vote of the majority of the Board, there being a quorum, for its passage.
Upon passage of a resolution, the Secretary shall record the “Ayes” and “Nays”. Each
approved resolution shall be stamped with the seal of the Liga ng mga Barangay and recorded in a
book kept for the purpose.

SECTION 17. When There is No Quorum – The Presiding Officer may declare a recess
until such time a quorum is constituted, or a majority of the members present may adjourn from day
to day. The Presiding Officer, upon proper motion duly approved by the members present, shall then
declare the meeting adjourned for lack of quorum.

SECTION 18. Motion to Adjourn Vacate Call – At any time after the roll call has been
completed, a motion to adjourn shall be in order, and if approved by a majority of those present, all
proceedings shall be vacated.

RULE VI
Order of Business and Notices

SECTION 19. Order of Business in Regular Meetings – The “Order of Business” for a
regular meeting shall be as follows:

i) Calendar of Business:
- Unfinished Business;
- Business for the day;

SECTION 20. Approval of Minutes – The minutes of each board meeting shall be submitted
to the succeeding Board meeting for approval. The minutes of the general membership meeting shall be
submitted to the succeeding general membership meeting for approval. Copies of the Minutes shall be
distributed to all concerned.

SECTION 21. Calendar of Business – The calendar of business shall consist of the following
parts:
a) Unfinished Business – Business being considered by the Board at the time of its
adjournment. Its consideration shall be presumed until such unfinished business is disposed
of. Thereafter, the Presiding Officer shall call for the business of the day.
b) Business for the Day – Proposed resolutions, and other measures set on the calendar for
consideration on that day, are to be considered in the order in which they are listed in the
calendar.
c) New Business – Proposed resolution and other measures newly submitted.

SECTION 22. Urgent Measures – Any matters duly certified by the President as urgent,
whether or not it is included in the Calendar of Business, may be presented and considered by the
Board in the same meeting without the need to suspend the rules.

SECTION 23. Order of Business for a Special Meeting. There shall be no standard “Order of
Business” for a special meeting. The order of business may depend on the urgency of the meeting itself.
As such, the President or the majority of the members of the Provincial Liga Board who called for such
may prescribe the necessary “Order of Business” which shall be included in the “Notice of Special
Meeting” to be sent to the members concerned.

SECTION 24. Notice of Special Meeting – Notice of the time and place of the special meeting
of the Board or the Liga ng mga Barangay Camarines Sur Provincial Chapter itself shall be sent either
by person, by mail or e-mail, or through text message, and received at least three (3) days before the
scheduled date of such meeting.

SECTION 25. Call for Barangay Congress. The President shall issue a memorandum relative
to such congress, a copy of which shall be furnished to the Liga National Executive Board, the Liga ng
mga Barangay Camarines Sur Provincial Chapter and the DILG Camarines Sur Provincial Office
and/or DILG Regional Office V.

RULE VII
Decorum and Discipline of Members

SECTION 26. Conduct During Meeting: –


a) During the meeting, the members shall be in casual attire and observe proper decorum.
Short pant however, is strictly prohibited.
b) Smoking while the meeting is on-going is strictly prohibited.
c) Any member shall be barred from attending the meeting if he/she is under the influence
of liquor.

SECTION 27. Discipline of Members: –


a) The Board may punish its members for disorderly behavior and, with the concurrence of
the two-third (2/3) of all its members, suspend or exclude from the meeting the erring
member; provided, however, that if the penalty is suspension, this shall not exceed sixty
(60) days.
b) Any member who make an unauthorized absence or failed to attend any regular without
valid and justifiable reason shall be fined in the amount of Three Hundred (P300.00)
Pesos. A member shall receive no honorarium on the scheduled meeting for which he/she
was absent.
c) The Treasurer shall be authorized to collect the fines mentioned in paragraph (b) from the
erring member on the immediately succeeding meeting.
d) The amount of fines generated by virtue of this penal provision shall be collected by the
Treasurer who shall then use the same for the purchase of office necessities such as
snacks during meetings, for honorarium and/or entertainment of visitors, etc.

RULE VIII
Committees

SECTION 28. Standing Committees – The following Standing Committees in the Liga ng
mga Barangay Camarines Sur Provincial Chapter is hereby created to assist the President in the
formulation and preparation of plans and programs and in the implementation of the same. The
general jurisdiction of every Standing Committee shall be hereunder provided, to wit:
a) Committee on Finance. All matters relating to finances including fund raising activities,
budget and appropriations, disbursements and expenditures;
b) Committee on Law, Rules and Ethics. All matters relating to ethical standards, circulars,
laws, and statutes relevant to Barangay governance, and drafting of proposed
bills/ordinances; and all matters requiring comments and stand of the Liga on pending
bills and issues in Congress, policies, rules and regulations from government agencies,
and ordinances;

b) Committee on Law, Rules and Ethics. All matters relating to ethical standards, circulars,
laws, and statutes relevant to Barangay governance, and drafting of proposed
bills/ordinances; and all matters requiring comments and stand of the Liga on pending
bills and issues in Congress, policies, rules and regulations from government agencies,
and ordinances;
c) Committee on Youth, Sports and Culture. All matters relating to youth and sports
development, including the organizing of youth associations, theater and arts, and the
promotion for the youth’s moral, physical, intellectual and social well-being;
d) Committee on Education and Information. All matters relating to education, seminars,
skills training, reading centers and community libraries, information dissemination,
conventions/consultations, and membership;
e) Committee on Public Order and Safety. All matters relating to the maintenance of peace
and order, anti-illegal drugs and vice campaigns, including the training of the members of
Barangay Tanod Brigades to improve their capabilities, and disaster preparedness and
risk reduction management;
f) Committee on Health and Public Service. All matters relating to health and sanitation,
medical services, social welfare, environmental protection, and recreation;
g) Committee on Agriculture, Trade, Industry and Cooperatives. All matters relating to
livelihood, agri-business, agriculture education and extension services, fisheries and
aquatic resources, animal raising, cottage industry, and consumer protection; and
h) Committee on Justice. All matters relating to election disputes, cases filed under Sections
3 and 4, Article XII of the Constitution and By-Laws of the Liga ng mga Barangay sa
Pilipinas, complaints and legal matters.

SECTION 29. Committee Membership – The President shall appoint the Chairman and
members of the standing committees from among the members of LnB-CSPC Executive Board. The
President shall not be a Chairman or member of any standing committee although he/she may be a
chairman of a Special or Ad-Hoc Committee.

SECTION 30. Chairmanship – The Treasurer shall be the Chairman of the Committee on
Finance; the Secretary shall be the Chairman of the Committee on Rules and Ethics. The
Chairmanship of the other Committees shall be appointed upon the discretion of the President.

SECTION 31. Special Committee – The LnB-CSPC Executive Board may organize special
committees as it may deemed necessary, the officers and members of which shall likewise be
selected by the President.

SECTION 32. Vacancy in the Committee – Whenever a vacancy occurs or is declared to


exist in any of the committee, the same may be filled by the President.

RULE IX
LnB-CSPC Liga Secretariat

Section 33. LnB-CSPC Liga Secretariat – The LnB-CSPC shall have a Liga Secretariat that
shall provide administrative and technical services on a regular basis to the LnB Camarines Sur
Provincial chapter and its members. It shall be headed by a Chief of Staff and shall be under the
direct supervision of the Liga President.
All personnel of the Local Liga Secretariat are appointed by and is under the jurisdiction of
the LnB-CSPC President.
The chapter shall appoint an authorized representative of the chapter, other than the Liga
president, who shall act as the chief of staff and will then be the designated person to transact
business with the National Liga.

Section 34. The Liga Chief of Staff: Term, Duties and Functions – No person shall be
appointed Liga Chief of Staff unless he is a citizen of the Philippines, a resident of the Province
concerned, of good moral character, at least college level, and a first grade civil service eligible or its
equivalent. He must have acquired experience in management and administration work for at least
five (5) years in the Liga ng mga Barangay office administration and supervision of Liga staff. Must
be knowledgeable of the LnB Constitution and By Laws, LnB Election Code, and other laws,
memoranda, circulars, rules and regulations and other issuances pertaining to the Liga ng mga
Barangay. Must know how to draft and prepare resolutions, CAPDEV plans, annual/supplemental
budget, memoranda circulars, contracts, activity design and budgetary proposals for seminars,
training, workshops and the like.
The term of Liga Chief of Staff is co-terminous with that of his appointing authority.
The Liga Chief of Staff shall take charge of the office of the Liga ng mga Barangay
Camarines Sur Provincial Chapter office and shall:
a) Assist the Board in developing plans and strategies and upon approval thereof by the
Board, implement the same particularly those which have to do with the management and
administration-related programs and projects of the Liga ng mga Barangay Camarines
Sur Provincial Chapter (LnB-CSPC);
b) Assist the Treasurer in collecting Liga dues as well as keeping a proper and updated
recording for the same; and assist the Treasurer in drafting annual/supplemental budgets
of the LnB-CSPC;
c) Assist the Board in designing the Capacity Development plans of the members of the
LnB-CSPC in their functions as barangay officials in their corresponding LGUs under the
supervision, direction, and control of the Board;
d) Assist the Secretary in drafting resolutions and other documents for the Board as well as
in keeping a proper recording and filing of such documents;
e) Establish and maintain a sound personnel program for the LnB-CSPC designed to
promote career development and uphold the merit principle;

f) Assist the LnB-CSPC President, being the Ex-Officio Sangguniang Panlalawigan


Member of the Sangguniang Panlalawigan of the Province of Camarines Sur in drafting
proposed resolutions and ordinances, arranging committee hearings and/or meetings,
drafting and finalizing committee reports and other important documents relative to
his/her function in the legislative body;
g) Recommend and advise the Board on matters relative to the management and
administration of the LnB-CSPC; and
h) Exercise such other functions and perform such other duties and functions as may be
prescribed and directed by the Board.

Section 35. Compensation/Honoraria. The compensation and/or honoraria and other


benefits of the personnel of the LnB-CSPC Secretariat shall automatically be included in the annual
budget of the Liga ng mga Barangay Camarines Sur Provincial Chapter concerned to be taken from
available funds of the Liga.

RULE X
Amendments

SECTION 36. Amendments – Any portion of these Rules of Procedure may be amended by
a majority of the Liga ng mga Barangay Camarines Sur Provincial Chapter (LnB-CSPC) six (6)
months after the effectivity of these Rules.

RESOLVED FURTHER, that copies of this Resolution be furnish all concerned for their
information and appropriate action.
