SYSTEM REHABILITATION FOR NRW REDUCTION IN THE
COLOMBO CITY

1 INTRODUCTION

1.1 Project Rationale

As per the National Water Supply and Drainage Board (NWSDB) in any water supply system,
water that produced and released to the distribution system does not fully generate revenue for
the Water Authority. This is mainly due to the loss of water through the distribution system.
The quantity of water that does not produce any revenue is usually termed as Non-Revenue
Water (NRW). This is usually expressed as a percentage of water supplied to the system. While
NRW is a threat to the financial sustainability of Water Authority, it is commonly used as a
key performance indicator in a Water Authority.

This project, under the title of ‘System Rehabilitation for NRW Reduction in South part of the
Colombo City’ is an integral part of the water supply network in the Colombo District funded
by the Asian Development Bank (ADB) and the Government of Sri Lanka. It is launched with
the expectation of rehabilitating the existing pipe network for water supply with particular
emphasis on reducing the present high level of NRW. So that the National Water Supply &
Drainage Board is able to monitor NRW on a continuous basis and to take remedial measures
to minimize physical water losses. The investment program is to be implemented from 2015 to
2019.The program uses a Multi-Tranche Financing Facility (MFF) investment approach for
Project 1 & 2. MFF will concentrate on improving water supply in North & East part of
Colombo city under the project 1 and West & South part of the Colombo city under the project
02. The project costs Rs. 40 billion and the ADB has provided US$ 202 million and the
government has provided US$ 73 million.

The Project is based on the GIS based Hydraulic Network Model output for Colombo City
which was done during the Master Plan Project. The Master Plan was updated subsequently,
targeting year 2040, for the Western Province Metropolitan Area and NRW Engineering Study
for the City of Colombo was done which provides the basis for identifying replacement/
reinforcing pipe lines as necessary. This update was done with the assistance of JICA and
implementation is to be carried out under several contracts.

The existing water supply system for the city of Colombo is managed by the NWSDB and
potable water is supplied to consumers via around 127,000 service connections. The existing
pipe network consists of a combination of Cast Iron (CI), Ductile Iron (DI), Galvanized Iron
(GI) and Polyvinyl Chloride (PVC) pipes and some of the CI and GI pipe lines that have been
laid over 100 years and most of them are in a deteriorated condition or the pipe sections are
insufficient to captor the present demand.

This contract includes pipe replacement, relining, transferring of existing service connections,
setting up District Meter Area (DMA) by installing valves and flow meters at identified
locations, carrying out monitoring of performance of all connected pipe networks. Find target
of all these activities is to confirm by measurement that the physical water losses of the
commissioned new system is below 18% after the construction is complete. It is noted that the
present NRW level is estimated to be around 49%.

1.2 Scope of work

❖ All CI pipes 9” diameter and below- will be replaced with HDPE Pipes by open trench
method. No-dig method may also be employed under this category if site conditions
permit.
❖ Other types of pipes below 9” diameter - will be replaced with HDPE Pipes except
some PVC pipes as directed by the Engineer.
❖ Pipes 10” diameter and above - Relining will be applied. However, where conditions
do not permit for a suitable no dig method, an open trench method will be applied.

1.2.2 Main activities under the Contract

❖ Pre-construction work
❖ Survey of existing service connections
❖ Geo-Technical investigations
❖ Carrying out excavation of trial trenches
❖ Carrying out CCTV surveys or other suitable method for pipes to ascertain the interior
condition of interior surfaces of pipes, any leakage points etc.
❖ Carrying out condition assessment the pipes by none destructive method
❖ Remaining details of buried utilities in GIS and by photographs after trial pit excavation
❖ Carrying out LS survey using Total Station survey method of all roads
❖ Carrying out designs and prepare detail drawings
❖ Carrying out necessary soil investigations, laboratory analysis or related investigations
1.2.3 Construction work

❖ Supply and delivery of DI, Steel, HDPE, PVC pipes& fittings, valves water meters etc.
❖ Laying of pipes to the grades by open trench method as per LS plans, designs and
drawings.
❖ Apply no dig methods- Relining where applicable.
❖ Providing temporary water supply wherever required.
❖ Civil construction works. (Bridge crossings, culvert crossings, railway crossings, valve
chambers, (end caps) etc.
❖ Connecting newly laid pipe lines to the network
❖ Connecting existing pipelines
❖ Disconnect abandoned pipelines
❖ Disconnect existing service connections and transfer to newly laid pipe with HDPE
pipes
❖ Disconnect crisscrossing (interconnecting) lines, valves, flow meter installations within
the DMA boundary limits.
❖ Temporary and permanent road reinstatement works
❖ Installation of bulk meters and valves at identified DMA’s for measurement of inflow
and out flows
❖ Pressure testing and leakage testing in laid sections and service connections
❖ Disinfection and commissioning of the system
❖ Replacing bundled pipes in tenement gardens
❖ Updating the GIS model accordingly

1.2.4 Testing and commissioning of completed works, connecting to existing system and
NRW management in total DMA.

❖ Undertake Non-Revenue Water (NRW) assessment of the constructed system with


existing system, by testing and rectification works as required
❖ Prepare documentary records of the permanent works in the form of as-built drawings
❖ Preparation of DMA maps showing all boundary valves, existing pressure gauges,
hydrants and physical boundary of DMA
❖ Identify locations of pressure points for installation of pressure loggers.
❖ Night flow measurements and recording
❖ Rectifying the works as necessary during NRW measurements
