1.0 INTRODUCTION

Every city in the world is continually evolving and developing to meet its citizen’s needs. An
authority powered by government will be controlling the development of cities to have a
harmonious as well as infrastructural and technologically superior living for all.

The authority will lay out a set of rules to be followed for every new development as well as
regulating existing development. The method is to receive set of engineering plans related to
each proposal, study them in detail and extract the basic information required like built up area,
spacing between adjacent building, height etc. after matching them with the rules laid out, the
authority can either approve the proposal or ask for certain modifications to be done in the plan.

For larger cities, this becomes a cumbersome process owing to the large amount of
applications received and manually calculating various areas, totalling and then coming to a
conclusion.
So software has been developed by us, which will study the engineering plans provide in the
CAD format, Process the plans and generate complete and detailed set of report for further
decisions by the approval authorities.

A large amount of time saving has been achieved when implemented and the planners consider
this as a boon to them. This also helps developers as the waiting time for sanctions have been
greatly reduced.

Automation of Building Plan Approval System is the main part of the Smart DCR, which is used
by Architects as well as officers of Urban Local Body (ULBs) and Directorate of Urban
Administration & development (UADD), Madhya Pradesh.

1. System is designed to allow the architect to submit the drawing and get the reference
number for tracking File status.

2. Architect can get the scrutiny report online using the reference number of application.

3. The software will facilitate communication between Architects, Citizen via E-Mail and
SMS

Smart DCR will scrutinize the submitted drawing by comparing with BVN, Master plan and
individual colony rules depending on the plot location and generates reports. Smart DCR
comprises of two components

i. Precheck

ii. Scrutiny Engine

PreCheck - It will check the drawing format as per user manual and also the integrity of
polylines, lines and texts.

Scrutiny Engine - If the drawing is successfully cleared through Precheck, Scrutiny Engine will
check the drawing as per the regulation.

To bring transformation in the plan scrutiny processing system with speed, accuracy,
consistency and transparency in the entire scrutiny process. To achieve the goal, it is proposed
to automate the planning scrutiny process by customization with Smart DCR.

The Automation helps to increase the productivity and Accuracy of the Drawing Result.

1. Speed up the Scrutiny process.

2. Easier Public Interaction with Online System.

3. Reduce the Time consumption and Manual Errors of Scrutiny Process.

4. Savings on the infrastructure required to store paper drawings.

5. Easy to retrieve data since the data is stored in digital format.

The processing of the file and further generation of reports is dependent on the Polylines, Lines
and Text placed in the drawing file.

1. Floor plans, section, elevation to be kept in Scale 1:1 and measurement should
be in metres

2. Polylines shall be drawn in the form of Light Weight Polylines (lwpolylines), as 3D


Polylines are not supported. They should be drawn as closed polylines.

3. Polyline’s line thickness, Line weight and Global width shall be zero.

4. Drawing objects shall be placed in model space only.

5. Entire drawing containing Site plan, floor plan, section, elevation etc. should be
kept inside bounding rectangle color 61.

6. Before color coding the drawing, all the layers to be locked except Floor layers.
Use Laylockfadectl command to reduce or increase the brightness of original
drawing.

7. After completing color coding, check the drawing using Laywalk command to
identify whether the color coded objects are in respective layers.

8. Before File submission, Unlock, Unfreeze and On all the layers.

9. Entire ground floor drawing should be placed within the plot boundary

10. Covered area polyline should cover all the areas as per the definition of covered
area in the regulation.

1. All drawing objects shall be in 2 Dimensional (Z-Coordinates – Zero) and placed


without any elevation.

2. Blocks, Regions, Wipe-out and External references shall not be placed in the
drawing as they will not be processed.

3. The Color coded items, i.e. polylines, lines and texts which are intended to be
processed must be in the layers starting with FLOOR. SMARTDCR will ignore
other layers

4. Mtext will not be processed by the software and whatever text placed on Floor
layers should be kept as Normal text

5. Plans prepared using Educational version of AUTOCAD or other software like


REVIT cannot be accepted as its use is limited.

6. Don’t upload password protected cad drawing

Preparation of computerized plans for Smart DCR has the following steps, which are to be
followed compulsorily. Otherwise, Smart DCR will not process the color coded cad drawing.

1. Create Separate layer for each proposed floor like FLOOR-GROUND, FLOOR01
Etc. (FOR PROPOSED AREA).Create Separate layer for each existing floor Like
FLOOR-GROUND-EX,FLOOR01-EXtc.(FOR EXISTING AREA).If the mezzanine
floor is between first floor and second floor then mezzanine floor layer name to
be kept as “FLOOR-MF01TO02” If open terrace area comes in first floor, second
floor etc., apart from Terrace floor then terrace polyline of color 227 shall be
drawn in the corresponding floor layer.

2. All the site related details like Marginal Open space, road width, accessory
buildings, septic tank, Soft landscape area, surface parking, fire engine
movement path etc. polylines/text/lines should be kept in either FLOOR-STILT or
FLOOR-GROUND or FLOOR-PODIUM whichever is the lower most level.

3. For basement floor, create separate layer like FLOOR-BF1, FLOOR–BF2 etc.

4. Don’t use unnecessary spaces in layer Names.

5. All proposal drawing should be in .dwg Format

6. All objects to be processed by Smart DCR should be drawn using Lines, Polylines

and Text and placed in layers starting with Floor.

7. Layers and Colors should be followed as per the color code table.

8. Remove the unused layers, dimension styles etc.

9. Avoid unnecessary objects in the drawing.

10. Avoid unnecessary coordinates in polylines. Follow the procedure said in Serial
no 89 – Annexure snapshot

11. Don’t Overlap the Objects.

Drawing will be Wblocked and Preview will be shown. Close the Autocad file

Open the Wblocked cad drawing from the File path chosen.

Precheck software will identify all the polyline, line, and text related problems in the drawing.
When the Applicant submits the building map proposal, this software enables the applicant to
rectify the defects in the drawing and make it suitable to run in the Scrutiny software. It reads
the drawing elements and lists all the discrepancies in the drawing. It will process the file and
gives the output with various parameters as listed below. If errors are found in the drawing, the
drawing will be populated with hyperlinks to the errors and will be returned to the Applicant via
email.

In the returned drawing, error details will be displayed such as disqualified object name; floor
name and drawing coordinate position. It will also draw a crossed grey line on all the
disqualified objects throughout the returned drawing. Press Ctrl button and Click on the
hyperlink error text, then the drawing will be automatically zoomed to the error area of the
drawing and the applicant can correct and resubmit the drawing. Incase of critical error, for
example Height of the building line is missing, there will be no hyperlink.

BI – Level

After user submits a proposal, the file is forwarded to scrutiny engine. There scrutiny engine
will process the applicant drawing. In our system the scrutiny will divided into two ways,
1. Precheck

2. Main Engine

Once the scrutiny process gets completed the file will be forwarded to BI and DCR-CELL and
other officers for further process.

The process of BI level is Site Inspection, after scrutiny the BI officer will take drawing pdf to
the building site ,check whether the information which is provided by the applicant is ok or not.
Then he will update his inspected data. Again user has to resubmit the proposal if the file is
returned. BI has to login with their user id and password and the following dashboard will be
opened

DCR - CELL Level

Once the scrutiny process gets completed the file will be forwarded to DCR-CELL for further
process.

Here Dcr cell will review the list of non-complaints from the scrutiny engine. If the non-
complaints are ok then it will automatically forward that file to next level with comments else
dcrcell will return the file with comments to respective applicant. Then again user has to
resubmit the proposal for the returned file.

missing items. We have to add missing objects and after
solving critical errors, the drawing can be resubmitted.
