Rationale of the Preliminary Meeting
• During the 1st Quarter Joint RDRRMC TWG and RV/SCs for GK held on
March 1, 2024, the implementation of this year’s Regional GK Seal for
Local DRRM Councils and Offices was highlighted particularly on the
need to apprise the LGUs on the new schedule of activities due to
several considerations; and

• To ensure transparency with LGUs, the RVC for GK Seal recommended


conducting a meeting with all Local DRRM Officers to present and
elucidate the factors affecting the belated implementation of this year’s
Regional GK Seal; and

• To present relevant matters relating to policy development and planning


in DRRM for LGUs

for the National Gawad KALASAG 2023 which
may serve as basis in improving their
performance and implementation in DRRM.

The Regional Validation Committee through the LGUs in the
National Gawad
Regional Gawad KALASAG Secretariat, created a KALASAG Seal for
CY 2023
thorough analysis on the result of the recently
conducted Gawad KALASAG Seal for LGUs CY
2023.

The analysis focuses on the Fully (28) and Partially


(4) Compliant LGUs. This enables the validators to
have a wider grasp on what are the strengths and
weaknesses of the Local DRRMCOs in the region.
Items that need
improvement
For Beyond
Compliant LGUs,
challenges are
present in terms of
the LDRRMF
utilization.
Based on the result, most of our LGUs need to improve on the following items:

❑ Formulation of Rehabilitation and Recovery Programs,


❑ Development, Strengthening and Operationalization of mechanisms for
partnerships or networking w/ Private Sector, CSO and VO,
❑ Organization and Conduct of Training, Orientation and Knowledge
management activities on DRRM at the Local Level,
❑ Monitoring and Evaluation of the implementation of the LDRRMPs,
❑ Facilitation of Early Recovery and Rehab Interventions,
❑ LDRRMO Staffing/Personnel Complement,
❑ Recommendation to enact DRRM-related ordinances through the LDRRMC,
❑ Programming and Budgeting for LDRRMF,
❑ Ensure the integration of risk reduction and CCA into local development plans,
programs and budgets as strategy in sustainable development and poverty
reduction,
❑ Presence of Contingency Plans
Items that showed most

The result also show that the strengths of most of our LGUs are
the following: Conduct of Information Dissemination and Public
Awareness, Local DRRM Officer Competency, Conduct of
Continuous Disaster Monitoring, Establishment of LDRRMC,
Recommendation of the implementation of Forced or Pre-
Emptive Evacuation of Local Residents, and Pre-positioning.

Hence, it is observed that most of our LGUs are more focused on


Disaster Monitoring and Response activities than Disaster
Preparedness Activities.

What is then the implication of the belated
implementation of the Regional Gawad
KALASAG to the SGLG Assessment?
Participation in the Regional Gawad KALASAG Seal for
LDRRMCOs as one of the indicators particularly under the
governance area of Disaster Preparedness
Advanced Information from the National GK Secretariat

Based on the initial information from the National GK Secretariat,


this year’s National Awarding for Fully and Beyond Compliant LGUs
will be held at the Regional Level.

Hence, the RDRRMC RVC and RSC recommended that both the
Regional and National Gawad KALASAG Awarding Ceremonies
shall be held on the same date in November 2024 in Butuan City.

Meanwhile, only the top 5 provinces, cities, and municipalities will


be awarded at the national level. The National GK Secretariat
intends to hold the national awarding of the top 5 P/C/M in
Malacañang.
Recommendation to LGUs
Pending the issuance of the national guidelines and toolkits from by the NDRRMC, all LGUs are enjoined to
and reminded of the following:

1) Earlier collect, collate, and prepare the “usual documents” asked/requested for GK.
LGUs may refer temporarily on the 2023 checklists considering that for the past years, only
minimal changes are observed in the GK toolkits;

2) LGUs are discouraged to submit outdated or expired documents. Please ensure that documents
submitted shall be within the past three years;

3) LGUs to be cautious on the set deadline for the submission of documents to avoid untoward
situations just like last year;

4) LGUs are encouraged to raise or voice out their queries and related concerns to the Regional
GK Secretariat for proper assistance and resolution of concerns;

• To ensure that PPAs in the LDRRMP is consistent with the higher LDRRMPs; and

Observation:

There are LGUs that only requested for certification because


it is required for the Regional GK.

Actual example: In 2022, there are LGUs that did not submit
their LDRRMPs and AIPs for 2023 Certification. When the
certification was required in the 2023 GK, these LGUs
requested for an expedited issuance of certification.

PARTS OF A GOOD PSCP
On the Conduct of PSCP

A conducive learning environment is highly encouraged most especially for


workshops involving the development of plans and policies. With this, we highly
recommend to LGUs to adhere to the following:

❑ The workshop should be conducted outside the Area of Responsibility (AOR) of the
LGU to prevent/avoid lack of interest, or even tardiness and/or absences among the
participants. The workshop is time-bound and such factors would largely affect much
less compromise the quality of the workshop. A change of ambience and scenery
would promote excitement and positivity to the minds of the participants and
develop their eagerness for something new and challenging;
