Sir, This is brought to your kind concern that the, In the wage revision committee
management proposed lower limit scale of 31000/- for NE9 JE cadre which is highly injustice for
the young JEs. It will result in a huge pay loss for the,. The lower limit scale for NE9 should be
revised in between 35700-37500. The reasons with details are mentioned below for your kind
information.

 NE9 scale wrt 1st PRC: 5th CPC scale for NE9 is 5000/-. So, BSNL given 7100/-means
minimum pay scale of NE9 has been kept higher than CDA scale by 2100/-.

 NE9 scale wrt 2nd PRC: The 6th CPC CDA Scale pay band (PB2) given as (9300+4200
GP=13500).As per 2nd PRC fitment factor, basic pay of JEs in NE9 cadre could have been
₹15,590 (basic pay7100 + IDA 68.8% + 30% fitment). However, instead of providing this
through the fitment factor, just given an extra ₹100/- with a basic scale of ₹13,600 for the
NE9 cadre. This translates to a monthly pay loss of ₹1,990= (15590-13600) in basic pay for
NE9 JE cadre. Over time, this has resulted in significant lakhs of financial losses for the JEs.

 In 7th CPC pay scale of 13500/- of pay band 2 has been revised to 35400 by multiplying
factor of 2.62.This multiplying factor of 2.62 is standard for Group C employee across all
Government organizations. Many PSUs implemented basic pay more than this
recommended pay of 35400 for JEs. So after considering multiplication factor of 2.62 or
higher, lower limit of NE9 pay scale must be revised between 35700(13600*2.62)-
37500(13600*2.75). Additionally, as per the DPE guidelines, The Executive E1 scale starts
at ₹40,000 basic, So, the proposed 31,000/-scale will widen the gap between the entry
pay of JTOs and JEs to ₹9,000 (40000-31000) in the basic pay itself. In the 2nd PRC, this
difference was ₹2,800 (JTO ₹16,400 - JE ₹13,600).

In view of this, The genuine demands of DRJE whose entire career is remaining to revive
and flourish, Junior Engineers of BSNL shouldn't be neglected. It is also worthwhile to mention
that our NFTE has kept it in manifesto and given a letter to management in support of revision
of NE9 scale and Many a times in meeting given an assurance to our JEs that NFTE supports
37500 as basic pay demand.This won’t be causing much financial impact on the company.
Young JEs working hard and contributing for the growth of the company. So, It is requested to
oppose the management decision of implementing 31000/- and support for the revision of
fixation of lower limit pay scale of NE 9 using the multiplying factor of 2.62 or above(35700-
37500) as per 7th CPC recommendation.
