Sub: Proposal- Evaluation of bids for engagement PMC (Project Management Consultancy) for
New Township at Paradip Port-Submission of Financial Offer to undertake the evaluation and
other related works– Reg.
Ref: Your letter No. AD/EST/LAND-I-02/2018/1112 dated 16.03.2019

While acknowledging with thanks the receipt of the letter cited requesting LOI and Financial Proposal
to undertake the Evaluation of bids for "Engagement of PMC(Project Management Consultancy) for New
Township at Paradip Port", we are pleased to convey our willingness to undertake the above evaluation
process. Our quote for the said proposal and other terms of Conditions for the said evaluation assignment
are as follows;
1. Scope of the Assignment
a. Evaluation of the technical and Financial offers submitted by 7 bidders who had respond to the ports
RFP for appointment of Project Management Consultancy for the captioned work. While the
comparative analysis of all the 7 offers shall be undertaken on the first instance, opportunity shall be
given to the bidders, who satisfy the technical criteria stipulated in the RFP for qualification, to make
a presentation for a period of about 30 minutes per applicant (Expected time of completion -10
days from the date of receipt of the documents).
b. The final Technical Evaluation with due weightage to the presentation of the individual bidders
proposal, shall be submitted for the concurrence of the competent authorities approval of the
Paradip Port.
c. The financial bids of only those qualified on technical proposal shall be opened and the final
recommendation of NTCPWC/ IITM shall be handed over to Chairman Paradip Port. The selection of
successful consultant shall be carried out on QCBS method giving weightage for Technical bid @70%
and Financial bid @ 30% (Expected time of completion -3 days from the date of opening of the
price bid).
d. A team of experts(not more than 3 Nos.) from NTCPWC shall present the technical evaluation and
the Final Recommendation to the Paradip Port. 3 man visits are contemplated in our Financial
Proposal.
e. OPTIONAL - Monitoring the work of the PMC at periodical intervals preferably event based and/or
stage wise presentation/submission by the appointed PMC. One of the representative shall
participate at Paradip Port for giving Technical Inputs and Evaluation of the proposals submitted by
the PMC, upon prior intimation.

work shall be carried out at NTCPWC/IITM,
Chennai.
2 Arranging meeting for presentation
a. If carried out at NTCPWC, Chennai No Extra Cost
b. If required to be carried out at Paradip Port to arrange Air Travel, Local Transport
Port Trust and Accommodation at their cost for experts
not exceeding 3 members. No extra cost
shall be claimed

Total Consultancy Charges (Rupees Five lakhs and Ninety Thousands
(Excluding the optional Item) only)
3 OPTIONAL-Monitoring the work of the PMC
at periodical intervals for giving Technical
Inputs and Evaluation of the proposals 1 lakhs per visit per person**
submitted by the PMC.

Note: **Normally it is expected for one man visit for every discussion and it would last for one day. Other
expertise discussion will be initiated through video conferencing.

3. Payment terms
a. 30% as advance along with firm Work Order.
b. 30% on completion of Technical Evaluation.
c. 20% on Submission of Final Evaluation Report on Technical Proposal after conducting the
presentation.
d. 20% on Submission of the report and recommendations of the final selected consultant.
4. Paradip Port may nominate one of the financial member in the Tender Evaluation Committee, if
considered necessary.
5. All the documents submitted by the RFP applicants shall be made available along with the work order.
6. It is to be mentioned that, any payment made to IIT Madras is exempted from the income tax payment.
This is for your kind information and for further action. All payments in connection with this project
should be in the form of bank transfer in favour of INDIAN INSTITUTE OF TECHNOLOGY MADRAS under
intimation to the undersigned. GST number of the client should be given. Please do not hesitate to
contact the undersigned for clarifications if any.
