SERIES 2024

ORGANIZATION OF THE STRUCTURE FOR THE MONITORING MECHANISM IN THE


IMPLEMENTATION OF BARANGAY DRUG CLEARING PROGRAM

WHEREAS, Section (3) (A) of Dangerous Drug Board Regulation No. 2 Series of 2016,
mandates the whole process of voluntary surrender to authorities shall be documented by the
Deputy Officer (DO) of the Barangay where the individual surrendered;

WHEREAS, Section (6) (A) of Dangerous Drug Board Regulation No. 3 Series of 2017
provides the basis in the organization od=f the house clusters with designated cluster leaders in
each Barangay.

WHEREAS, Section (7) (A) of Dangerous Drug Board Regulation No. 3 Series of 2017
further provides for the establishment of Rehabilitation Referral Desk in every Barangay to
endorse Drug Dependents to the duty authorized representative of DDB pursuant to Article III
of RA 9165 and other pertinent issuance of the board;

NOW THEREFORE, I, Ronald V. Abejo, Punong Barangay of Cabacongan, Caramoan


Camarines Sur, by virtue vested in by the law, do hereby organize the mechanism structure in
the implementation of Barangay Drug Clearing Program.

SECTION I. ESTABLISHMENT OF BARANGAY REFERRAL REHABILITATION DESK.

A. Designation of barangay Duty Officer

I hereby designate, Arlene Breis, Margie Sumido, Teonita Ortis, Margie Baynosa, Rodalyn Baynosa, Susan
S. Clet, Janet Chavez and Lorna Radaza the Barangay Health Workers, as Barangay Duty Officers.

B. Rules and Responsibilities

1. Man the referral Rehabilitation Desk


2. Conduct the interview to solicit personal information from the surrenderer.
3. Immediately inform the Punong Barangay incase the surrender is included in the target list,
wanted list personalities of the law enforcement agencies;
4. Refer of endorse drug dependent to the Municipal Anti-Drug Abuse Council (MADAC) for
screening using the Alcohol, Smoking and Substance Involvement Screening Test (ASSIST);
5. Log and maintain a record book containing information of surrenderers;
6. Ensure confidentiality of all information of surrenderers;
7. Perform other duties and functions as may deemed necessary.

SECTION II. ORGANIZATION OF HOUSE CLUSTERS

Following are hereby designated as cluster leaders in their respective clusters, to wit;
CLUSTER 1 ARMIN C. BAYNOSA
CLUSTER 2 MARIE LERA B. ADUVISO
CLUSTER 3 REYNANTE P. PADAYAO
CLUSTER 4 NELSON R. SUMIDO
CLUSTER 5 JOEVIN C. VERSOZA
CLUSTER 6 LORNILY H. OBIAS
CLUSTER 7 MEDILYN V. BREIS

RESPOSIBILITIES:

1. Attend BADAC Meetings upon instruction of the Punong Barangay


2. Maintain or prepare a list of individuals or residents in every household with in the assigned cluster
3. Immediately inform or report to the Punong Barangay or BADAC Chair any incident or event that
transpired within the cluster involving illegal drug personalities and or activities; and
4. Perform such other functions as may be assigned by the BADAC chair.

SECTION III. EFFECTIVITY

This Executive Order shall take effect immediately.

Done this 28th day of February 2024 at Barangay Cabacongan, Caramoan, Camarines Sur, Philippines.
