Basic Characteristics of Technical Writing : (Gordong H> Mills and John A. Walter 1981)
1. Technical writing is characterized by certain formal elements such as:
A. It’s scientific and technical vocabulary
B. It’s use of graphic aids.
C. It’s use of conventional report form.
2. Technical writing is ideally characterized .
A. By the maintenance of attitude of impartiality and objectivity.

important writing techniques, such as:

Fundamental Characteristics of Technical Writing


1. Concrete language – concrete words are preferred over abstract words. If ever an abstract term
is used, it must be supported by concrete details.
2. Denotative language – favors the use of dictionary or lexical meaning of a word.
3. Objectivity – strives for objectivity, an impartial, impersonal or unemotional weighing of
evidence and information.
4. Targeted or defined audience – defining the target audience helps the writer know what to
write and bout and how to write it.
5. Style – Technical writing adopts a different style from a literally writing. An effective style must
be: economical, clear, concise and concrete.
Style is the manner by which your ideas and thoughts are interwoven so that they are expressed
concretely and smoothly.
6. Common format - adhere to the use of standard lay outs and formats.

2. To furnish needed information,
3. To give instructions.
4. To record business through proposals,

Importance of Knowledge in Technical Writing (Kurtus, 2003)


In your role as a technical writer, it is important that you are both knowledgeable and skilled in
your profession. You can do a good job at writing if you don’t know the rules of writing, the subject
matter and how to use writing tools, Being skilled allows you to do your work better and enhances your
career, You gai knowledge through study and skill though application of what you learned.
Questions that you may include:
What sort of knowledge is used?
What are the benefits to the writer?
How can a technical writer become knowledgeable?

Knowledge and Skill


Being knowledgeable means you are well informed about writing techniques, the subject matter
and tools to use. This knowledge can come from schooling and more often from on-the-job experience.
Being skilled means you know how to write effectively and to use the available writing tools. It
is the application if your knowledge .This means learning how to write using the commonly used tools.

Importance of Being Knowledgeable


If you know how to write effectively and ho to use the required software, you can do your job
with less effort and more quickly. Writing according to the technical writing standards is relatively easy.
Also having knowledge and skill makes you feel better about yourself. Your esteem grows proportionate
to the ease at which you can perform your job.
Being knowledgeable is important in doing excellent work and in being valuable to your
employer. And that perceived value can result in raises and promotions. Applying your knowledge
helps to show your character and even helps reduce work related stress to the benefit of your health.

In conclusion
Being well informed about writing and subject matters and having skills in using writing tools are
important in being a technical writer. Knowledge can make the work easier, increase your esteem and
make you more valuable to your employer, You should continuously study to improve your knowledge
and skills.

Key Qualities for a Technical Writer


 Some key qualities you should look for in a technical writer includes:
 Strong writing and analytical skills
 Strong people skills, including diplomacy
 Active listening skills
 A strong technical curiosity, with technology being a major part of his or her life.
 Experience working directly with a technical team: a technical writer who can mesh with your
technical team is the key to a positive working relationship.

Qualities of Good Technical Reports


Regardless of the specific format used, all quality technical reports will posses the following
qualities:

Accuracy
Great care should be taken to ensure that the information is presented accurately. Make sure
values are transferred correctly into the report and calculations are done properly. Since many people
Objectivity
Data must be evaluated with bias. Conclusions should be drawn solely from the facts presented.
Opinions and conjecture should be noted. Readers should be informed of all assumptions and probable
sources of errors if encountered.

Clarity
The author should work to convey an exact meaning to the reader. The text must be clear and
unambiguous, mathematical symbols must be fully defined, and the figures and tables must be easily
understood. Clarity must be met from the readers point of view. Don’t assume that readers are familiar
with previous work or some object of standard size should b included in a report, a scale or some
objects of standard size should be included in the photograph to help your readers judge the size of the
objects shown. Simply stating the magnification of a photograph can cause uncertainty since the size of
photographs often change in reproduction.

Conciseness
Most people are fairly busy and will not want to spend any more time that necessary reading a
report. Therefore, technical reports should be concisely written. Include all the details needed to fully
document and explain the work but keep it as brief as possible. Conciseness is especially important in
the abstract and conclusion sections.

Continuity
Reports should be organize in a logical manner so that is easy for the reader to follow. It is often
helpful to start with an outline of the paper, making good use of headings. The safe three step approach
for developing an effective presentation can be used to develop an effective report.
1. Introduce the subject matter ( tell readers what they will be reading about).
2. Provide the detailed information (tell them what you want them to know).
3. Summarize the results and conclusions (re-tell them the main point).

Writing Style
Relatively writing style should be used when composing technical report. The personal style of
the writer should be secondary to the clear and objective communication of information. Writers
should, however, strive to make their repots interesting and enjoyable to read.

Technical Writing Document Guidelines

Purpose and Audience


Your purpose and your audience will determine many critical features of your document,
including your format, strategy and words choice, So the first thing to determine when you are writing a
document is ---- Who are your primary and secondary audiences? Primary audiences are those who
receives the communication directly. Secondary, or hidden, audiences include anyone who may
indirectly receive a copy of that communication. The include anyone who will receive a copy, need to
approve, will hear about, or be affected by your message. \you should determine the level of
knowledge, interest and any potential biases the audience may have with regard to your message.

Ways to Identify the Audience:


 Think about the audience in their closeness to the Report Writer,
 Make a list of all possible readers, and then prioritize them from most to least groups you need
to reach.
 Imagine the people who will read your work.
 Think about yourself in relationship to the audience you identify.

Police Report Writing (Technical English)
Definition of Terms:
Affidavit - summary judgment. The kind of affidavit necessary to support a summary judgement is that
affidavit from which it may be clearly drawn that certain facts pleaded by either party are certain,
undisputed and indubitable which dispense with the hearing or trial of the case.(PNP definition).

After operation report - it is a report that may be rendered after any successful police operation that
leads to the arrest of any member or some members of syndicated crime group.

After soco report - it is a report rendered by the team leader of the SOCO that conducted the scene of
the crime operations, processing or investigation.

Agents report - it is a report rendered by a documented agent who answers an intelligence


requirement.

Agreement - Proposal. A proposal remains an offer even if not answered and irrespective of the length
of time that has passed. It only becomes an agreement when accepted by the other party.(PNP
definition).

Book of account - a book containing charges and showing a continuous dealing with persons generally.
To be admissible in evidence, it must be kept as an account book and the charges made in the usual
course of business.

Case officer - the person responsible for and in charge of the investigation of the case.

Police blotter - a record or log where all types of operational and under cover dispatches shall be
recorded containing the 5 "W" and 1 "H"(Who, What, Where, When, Why, and How of an information.

Spot report - refers to an immediate initial investigative or incident report addressed to higher
headquarters pertaining to the commission of the crime, occurrence of natural or man-made disaster or
unusual incidents involving loss of lives and damage of properties.

Tactical interrogation report - the report rendered by an interrogator which contain the following
information: 1. Personal and family background 2. Educational background 3. Professional background 4.
Criminal activities, associates/armaments 5. Plans

Summary of information (SOI) - an intelligence report rendered regarding any illegal activity or violation
of laws being observed by intelligence operatives within a given area of responsibility. This is the usual
basis of case operations hence, information received should be cared, validated, countered checked,
analyzed and evaluated

Strategy
It is important to know your audience’s interests and biases because then will have a
tremendous impact on your communication strategy.
If your audience has a high interest level in your communication you can go directly to the point
without taking much time to arouse their interest. Build a good logical argument. If your audience has a
low interest level you should use more of a tell/sell/style to motivate the reader’s interest, Keep your
message as short as possible, long documents are intimidating and listeners tend to tune out what
seems to be rambling.

Scientific Attitude
Although it is necessary to write the interest of the reader clearly in mind it is also customary to
keep the style of the writing strictly impersonal. One of the distinguishing characteristics of technical
style is the absence of any attempt to arouse emotions. The point of this, of course, that personal
feelings must be excluded so that the attention can be concentrated on the concrete facts. Achievement
of this objectivity chiefly depends on the use of the proper grammatical voice and the maintenance of a
calm, restrained manner.
Long-established convention dictates that formal report be written in the third persons,
generally I the passive voice. The theory is that exclusion of the personal pronounced a style consistent
in tone with objectivity, and that the use of the passive vice permits placing emphasis on the subject
matter of the report rather than upon the human beings who worked with (or on) the subject matter.

Police Administrative Report


Reports help to identify crime risks and distribution of personnel in the planning of operations.
They serve as a source of accurate data/information on which decisions and policies may be based. They
refresh the minds of personnel in connection with further investigation and administration

Classification of Reports
Reports may be classified into three main group, namely
 Routine Reports- Situational, Monthly and memorandum etc.
 Occasional Report - Administrative, Crime , Accident, Intelligence.
 Special Report of a Commission

Types of Police Report


There are several types of police reports including ;
1. Situational Report,
2. Intelligence Report,
3. Crime and
4. Administrative reports.
However, all can be grouped under Administrative and Crime Reports

Administrative Report
It is a detailed written account of an incident, crime, violation or unprofessional behavior or
misconduct of a personnel member which gives comprehensive information to warrant administrative
decisions on the matter. Unlike Crime Report, it is geared towards administrative misconduct,
unprofessional conduct of an officer and other issues which enable police administration to take a firm
and bold decision which can stand the text of time.
In writing an Administrative Report one should think of the reconstruction of the incident or
crime and to know that the object of a report is to inform but not to entertain whoever reading it.

The qualities of Administrative Report


A good Police Administrative Report should have the following qualities ;
It must be complete
Accurate - Accuracy is very important as such check time, names of persons and places
Brief - brevity but not lengthy. Avoid superfluous
Clear - Clarity is most important. Simple but not complex sentences. Avoid ambiguous words
Courteous - Polite in choice of wards

A guide or essential questions to answer when writing a good report


1. What?
2. When?
3. Where?
4. Why? and
5. How?

What? – offense committed or incident, source of complaint, issue at stake.


When ?- when did the incident happened/occur, when was it reported to the police
Where ?- place of the incident as well as where it was reported, where about of exhibits and other
evidential items or materials necessary to enrich the investigation and if possible prosecution and gain
conviction.
Why ?- the question of why enables the police officer to ascertain the reason behind the commission of
the act.
How ?- How did it occur, circumstances surrounding it occurrence, how did the incident or the issue get
to police.
When ?- when did the incident happened/occur, when was it reported to the police.

CONTENT OF AN ADMINISTRATIVE REPORT


 Heading - Well capture topic indicating what is in the report or what the report is about the
incident or the event.
 Introduction - brief sentence or statement directing the attention of the reader. It normally the
brief fact of the report or the complaint as received by the Police. It includes some of the
following
1. name of complainant(source of information)and address(box,house number, phone number if
possible)
2. name(s) of whoever accompanied the complainant or the reporter.
3. the nature of complaint
4. date of offense

 Summary of statement
It indicates the various Police action and necessary movement to the crime scene, hospital,
search as well as other important revelations relating to the incidents. It contains a lot of
paragraphs with each paragraph exhausting one issue/action or activity.

 Conclusion
1. Summary of Findings of the investigation base on evidence which hinges on senses.
2. State the offense committed with regard to the relevant section of the applicable laws or
professional ethics or code of conduct.

 Recommendation
1. Suggest ways to stop, reduce or improve the occurrence of the offense/crime or incident.
2. State the appropriate mode of trial if necessary.

A complete and good administrative report can be likened to the body of human being which
has various parts which contribute functionally for the survival of the whole system. The heading,
introduction, body, conclusion and recommendation have a coordinating function or role to play for a
good report to be written.

MANILA – Philippine National Police (PNP) chief, Gen. Camilo Cascolan, on Monday clarified that the
Internal Affairs Service (IAS) did not dismiss the administrative case filed against two cops tagged in
the killing of a 15-year-old girl in Ilocos Sur.

Cascolan made the clarification following posts circulating online alleging that the administrative
charges against Staff Sergeants Randy Ramos and Marawi Torda were dismissed by the IAS.

"I would like to debunk another patently fake news circulating in social media on the purported
dismissal of administrative cases," Cascolan said in a press briefing on Monday.
He said the PNP IAS has resolved the administrative case against Ramos and Torda “for conduct
unbecoming of a police officer in the penalty of dismissal from the service".
The two cops were dismissed after charges were filed against them, both indicted for the murder of
the 15-year old girl.

Cascolan said both Ramos and Torda are undergoing summary hearing for murder.
“This only goes to show that misconduct and breach of discipline have no place in the PNP. We will
continue to actively sustain the momentum of our internal cleansing campaign without fear or favor,”
Cascolan said.
The Cabugao Municipal Police Station filed murder charges against Ramos and Torda before the
Provincial Prosecutor of Ilocos Sur.
Rape charges were also filed against Ramos by the 18-year-old victim.
Investigation records showed that Ramos and Torda allegedly took advantage of two girls after
arresting them for violation of curfew and were reportedly drunk.
According to reports, Torda sexually assaulted the 15-year-old girl while Ramos allegedly raped the
18-old girl, prompting the 15-year-old victim to file “molestation complaint” against the two cops.
The 15-year-old girl was shot dead on her way home from the police station after filing the complaint
against the two policemen on July 2. (PNA)
