EXECUTIVE ORDER NO. 13 SERIES 2024
AN ORDER REORGANIZING THE BARANGAY COMMITTEE ON ANTI-TRAFFICKING AND VIOLENCE
AGAINST WOMEN AND THEIR CHILDREN (BCAT-VAWC) AND DESIGNATING AN ANTI-TRAFFICKING AND
VAWC DESK OFFICER OF BARANGAY NO. 31 CENTRO-BAYBAY, LEGAZPI CITY
WHEREAS, Joint Memorandum Circular No. 2010-1 mandates the creation of the Local Committee on Anti-
Trafficking and Violence Against Women and Their Children (LCAT-VAWC);
WHEREAS, the general purpose of creating the LCAT-VAWC is to establish and strengthen local structure
that will collaboratively address the problem of trafficking and violence against women and their
children;
NOW, THEREFORE, I, TERESITA L. EMPIG, Punong Barangay of Barangay No. 31 Centro-Baybay, Legazpi
City, Albay by virtue of the powers vested in me by law, do hereby organized the Barangay
Committee on Anti-Trafficking and Violence against Women and Their Children (BCAT-VAWC) and
Designate an Anti-Trafficking –VAWC Desk Officer of this barangay.
Section 1. Composition. The BCAT-VAWC shall be composed of the following:

Section 2. Functions. The BCAT-VAWC shall have the following functions:
2.1.1 Institute policies and programs to protect women and children who are victims of
trafficking and violence like formulation of local ordinances and resolutions;
2.1.2 Create and establish systems on surveillance, and advocacy campaign against
trafficking in persons and VAWC;
2.1.3 Undertake information, education, and advocacy campaign against trafficking in
persons and VAWC;
2.1.4 Monitor and oversee the strict implementation of RA 9208, RA 9262, and other
related laws for the protection of women and children, and of the IACAT and
IACVAWC national plans of actions;
2.1.5 Implement the program and activities in accordance with the national plans of action.
Section 3. Designation and Functions of Anti-Trafficking and VAWC Desk Officer.
There is hereby designated an Anti-Trafficking and VAWC Desk Officer in the person of Barangay
Kagawad Maryanne R. Armero who is the chairman on the Committee of Women and Children. Said
desk Officer shall attend to any anti-trafficking and VAWC related incidents that are reported and
happening in the barangay.
Section 4. BCAT-VAWC Secretariat. The Barangay Secretary shall be the Secretariat of the
BCAT-VAWC.
Section 5. Effectivity: This order shall take effect immediately.
