EXECUTIVE ORDER NO. 16 SERIES 2024
AN ORDER REORGANIZING THE BARANGAY PEACEKEEPING ACTION TEAM ( BPAT ) OF 31 CENTRO-
BAYBAY, CITY OF LEGAZPI
WHEREAS, under the PNP Letter of Instruction No. 22/09 from PNP NHQ at Camp Crame, Police Units shall
create Barangay Peacekeeping Operations (BPOs) in their respective areas of responsibility through the
formation of Barangay Peacekeeping Action Teams (BPATs);
WHEREAS, The Barangay Peacekeeping Operations (BPOs) is a comprehensive and catch-all anti-crime
strategy that seeks to empower all stakeholders to share the responsibility of peacekeeping and order
maintenance towards self-policing;
WHEREAS, The Barangay Peacekeeping Action Teams (BPATs) aim to draw the strong support and active
participation of key players and stakeholders in the field of intelligence gathering and some operational
aspects of policing which is firmly anchored on the belief that sound policing germinates in effective and
efficient policing at the barangay level;
WHEREAS, Peacekeeping at the barangay level aims to involve barangay officials, tanods or village
watchmen, and other force multipliers in crime prevention, control and suppression in partnership with
the police, and a means to ensure the efficient management of disasters and emergencies;
NOW, THEREFORE, I, Hon. TERESITA L. EMPIG, Punong Barangay of Barangay 31 Centro-Baybay, Legazpi
City, Albay, do hereby order that:
Section 1. ORGANIZATION and COMPOSITION. The Barangay Peacekeeping Action Team (BPAT) of
Barangay 31 Centro-Baybay, Legazpi City, Albay, is hereby organized and shall be composed of the
following:

Section 2. POWERS and FUNCTIONS. The BPAT shall have the following functions:
1. Organize and mobilize various sectors of the community in support of the maintenance of peace
and order and safety.
2. Conduct crisis management disaster mitigation, search, rescue and relief operations within the
community.
3. Strengthen and support the Barangay Justice System (Lupon Tagapamayapa)
4. Conduct Crime Prevention and different measures to protect the vulnerable sectors of the
community.
Section 3. EFFECTIVITY. This Order shall take effect immediately.
