I. RATIONALE:
Our office mandate centers on fostering a dynamic and efficient learning environment while
ensuring the smooth operation of administrative functions within our institution. While our
primary focus often revolves around academic excellence, we recognize the critical role
played by non-teaching personnel in supporting the overarching mission of our organization.
These individuals, comprising administrative staff and support personnel, are integral to the
day-to-day functioning of our institution, handling a myriad of tasks essential to its success.
However, despite their invaluable contributions, there exists a need to provide tailored
professional development opportunities for non-teaching personnel. Implementing
Organizational and Professional Development for Non-Teaching Personnel (OPDNTP)
programs, activities, and projects aligns with our mandate by addressing this need.
Investing in the growth and skill development of non-teaching staff is geared towards
enhancing operational efficiency, fostering a culture of continuous improvement, ensuring
compliance with regulations, promoting collaboration across departments, and empowering
career progression and succession planning. These initiatives serve as demonstrations of
our commitment to organizational excellence, employee engagement, and the sustained
success of our institution.

A.5. Activity Rationale:

The activities detailed above play a crucial role in the holistic development of Non-
Teaching Personnel (OPDNTP) by addressing a spectrum of training and skill
enhancement needs. These initiatives encompass various areas such as refining
recruitment and selection processes, bolstering quality management, enhancing
instructional supervision, refining basic skills, strategizing for organizational growth,
optimizing records management, refining core behavioral and functional competencies,
and strengthening key facets of organizational management.
Their overarching objective is to elevate the competence, efficiency, and
effectiveness of non-teaching personnel, thereby fostering organizational excellence and
advancing personnel management practices. Through targeted interventions aimed at
bridging knowledge and skill gaps, nurturing a culture of ongoing learning and
advancement, and aligning with strategic priorities like transparency, accountability, and
operational efficacy, these activities are pivotal in advancing the OPDNTP agenda.
In essence, these activities collectively contribute to the comprehensive growth of
non-teaching personnel, equipping them to better serve organizational goals, maintain
standards, and actively contribute to the institution's overall prosperity.

▪ Improve basic skills of utility personnel and administrative staff to enhance
organizational efficiency.
▪ Engage non-teaching personnel in strategic planning for organizational growth,
while also evaluating their performance and consistently enhancing service delivery
to clients and stakeholders.
▪ Ensure effective implementation of records disposition procedures.
▪ Improve core behavioral and functional skills among participants.
▪ Enhance competency in key management areas among non-teaching personnel.

A.7. Expected Output:


▪ Participants demonstrate increased accuracy in document validation and
appreciation, resulting in fewer errors in the recruitment and selection process.
Additionally, participants exhibit improved record-keeping practices, leading to
better organization and accessibility of records.
▪ Internal quality auditors conduct audits with a high level of compliance to quality
management systems, ensuring that processes meet established standards. This
results in improved quality assurance measures and enhanced overall quality
management within the organization.
▪ Supervisors exhibit improved leadership and supervisory skills, enabling them to
provide constructive feedback and support to instructional staff. This leads to
enhanced teaching quality and improved student learning outcomes.
▪ Utility personnel and administrative staff demonstrate increased proficiency in
basic job tasks, resulting in greater efficiency in performing daily responsibilities.
This leads to reduced turnaround times for administrative processes and improved
overall organizational efficiency.
▪ Non-teaching personnel actively participate in strategic planning activities,
contributing valuable insights and perspectives. Additionally, the performance
evaluation process identifies areas for improvement, leading to enhanced service
delivery to clients and stakeholders.
▪ Records custodians effectively implement records disposition procedures, resulting
in better management and organization of records. This ensures compliance with
regulatory requirements and minimizes risks associated with inadequate record-
keeping practices.
▪ Participants demonstrate improved core behavioral and functional skills, leading to
enhanced job performance and effectiveness. This results in increased productivity
and efficiency in various job roles within the organization.
▪ Non-teaching personnel exhibit enhanced competency in human resource
management, supply management, and financial management practices. This leads
to improved management of resources, increased operational efficiency, and better
