Specification

1. SCOPE

This specification gives the guidelines for the design, manufacturing and testing of AC uninterruptible power
systems and batteries for Boysun Gas Processing Plant (BGPP) Project.

The UPS System shall be a parallel dual redundant type to provide a high degree of reliability within the
capabilities of normal industrial equipment. The UPS System shall be for power supply to vital services
equipment, for which even a short break in the power supply could not be tolerated.

Codes and standards referenced in this specification shall be considered integral part of this document;
technical requirements therein specified are therefore to be considered, even though not detailed in this
document.

Unless otherwise specified in the relevant Material Requisition, VENDOR shall comply with the
requirements of this specification.

Should conflict exist between requirements of this specification and those of the MR, the latter shall govern:
in case of doubt VENDOR shall apply to CONTRACTOR.

2. DEFINITIONS AND ABREVIATIONS

2.1. Definitions

The following definitions, which are used in this specification, shall be considered:

CUSTOMER Owner of the Plant


EPC CONTRACTOR Enter Engineering Company in charge of engineering, procurement,
construction
DD Contractor UZLE that provides DD services
SUPPLIER or VENDOR Company that provides items, materials and/or equipment

3. CODES AND STANDARDS

3.1 General Requirements

All constituent parts (i.e. materials, equipment, components, accessories, etc.), shall be designed,
manufactured and tested according to the applicable Codes and Standards.

Codes and standards issued by the following Regulatory Bodies shall be applied during the
development of all phases of the project:
− Codes issued by National and/or Local Governments, Councils and Administrations
− Prescriptions and Regulations issued by CUSTOMER
− National Standards
− Standards issued by the International Electrotechnical Commission (IEC standards)

In case of conflict between the various codes, standards, local norms and the requisition, the most
stringent of the requirements shall generally govern. The VENDOR shall refer any such conflict and
any other matter, which requires further interpretation to the attention of EPC CONTRACTOR and
COMPANY’s interpretation, shall be final.

Any doubt shall be resolved in writing with the CUSTOMER.

3.2 European Directives

EMC directives (2014/30/EU).

Low voltage directives (2014/35/EU).

Directive 2006/66/EC batteries and accumulators and waste batteries and accumulators

ATEX directive (2014/34/EU) where applicable.

3.4 Electromagnetic Compatibility

VENDOR shall ensure the uninterruptible power supply system (UPS) meet all current EMC
requirements for both emission and susceptibility.

Specification

For these purposes, the UPS shall neither cause EMC interference to other
plant/equipment/systems due to the unintentional emission nor be unduly susceptible to the EMC
interference from intentional or unintentional transmissions.

VENDOR shall recommend & apply all good EMC practices to address the installation issues (cable
routing and separation, location and spacing of components and devices, screening, earthing,
bonding etc.) and the health risk considerations associated with the EMC shall be approved by EPC
Contractor/ Customer.

Instructions provided by Vendors related to EMC requirements shall be strictly followed during
construction works

UPS units shall comply fully with the requirements for EMC as defined in GOST 32133.2-2013 (IEC
62040-2)

3.5 Precedence between Codes, Standards and Documentation

In case of conflict, the following order of precedence shall be applied:

− National Laws and local regulations


− International technical standards
− Project documentation

5. SERVICE CONDITIONS

Service conditions, such as installation environment and electrical system conditions, shall be those
specified in the project documentation (i.e. BGPP-UZLE-F-200-000-0-AL-BOD-00001-E “Basic Engineering
Design Guidelines (BEDG)” and BGPP-UZLE-F-200-000-0-EL-SPE-00003-E “Electrical System Design”).

The UPS System shall be suitable for indoor continuous operation under the service conditions specified in
as designated on Project Data sheet.

In the absence of specific information, including unusual conditions, normal service conditions assumed in
IEC 62040-1 apply.

Specification

Unless otherwise specified in Project Data sheet, UPS shall be capable of operating continuously at the
full-rated output, in an ambient temperature range of 0°C to 40°C.

UPS shall operate at full-rated output over the entire ambient temperature range at a relative humidity range
of 5 to 95 percent non condensing.

Purchaser shall identify and record in Project Data sheet the possible chemical contaminants to which the
equipment could be exposed.

6. TECHNICAL AND CONSTRUCTION REQUIREMENTS


6.1 General Requirements

Equipment shall be guaranteed for satisfactory performances at the specified operating conditions
considering both normal and predictable abnormal cases.

All accessories, components, devices, fittings and materials necessary for the proper installation and
operation of system shall be considered included in the scope of supply of the selected VENDOR.

Compliance with this specification shall not relieve the VENDOR of the responsibility to supply AC
UPS system of proper design and construction and fully suitable for all specified operating
conditions.

Construction and arrangement of the equipment will be as per VENDOR’s Standards.

UPS shall be provided port suitable for MODBUS/TCP-IP communication protocol.

Thermostatically controlled anti-condensation heaters shall be installed with an MCB as disconnect


switch for maintenance/testing. The supply shall be derived from a circuit protected by a residual
current circuit breaker (RCCB), affording earth-fault protection rated @ 30 mA for 40 ms.

Equipment components to be included in the delivery.

• Rectifier / charger with input isolation transformers (2 x 100%)

The noise level produced by the UPS shall be no greater than that specified on the attachments to
the Material Requisition

6.2 Materials and Components

VENDOR shall select the best materials and components necessary for the manufacturing of UPS,
which shall be new, of the latest field-proven design.

All used materials shall be uniform and identifiable for an item of given characteristics and service,
and for similar installation conditions.

CONTRACTOR / CUSTOMER may require certain types of material or design for uniformity with
existing installations.

In this case, VENDOR shall indicate if the requested types of design or materials are suitable for its
item and/or equipment and suggest alternative solutions.

VENDOR shall also be responsible for selecting all materials not specified in the project
documentation.

Asbestos and its compounds or other carcinogenic mineral fibres shall not be used in any form.

6.3 Expected Lifetime and Major Maintenance Intervals

The following requirements shall be applied for the design of UPS, including each constituent part:

− continuous operation of 5 years (8760 hour per year) without any maintenance activities
requiring an interruption of the service
− design lifetime of at least 30 years, under the specified service condition and following
VENDOR maintenance program

6.4 Location

UPS foreseen in the project will be installed indoor inside electrical substation or dedicated electrical
rooms of other buildings (e.g control rooms)

6.5 Rating

Rating of each UPS shall be indicated in the material requisition.

6.6 General features and arrangement

The UPS unit shall be of the electronically regulated type complying with the requirements of IEC 62040.
It shall be online double-conversion technology comprising rectifiers, DC link equipment, inverters,
transfer switches, battery cells, transformers, bypass circuits, means of disconnection, protection and all
necessary auxiliary systems and equipment.

Microprocessors shall be used to regulate, control and monitor all parts of the UPS. Settings and
adjustments shall be done through a display and keypad incorporated into the enclosure

UPS architecture shall be specified in Electrical system design specification or single line diagrams.
A dry-type input isolation transformer must be provided for optimum immunity to line disturbances and
galvanic isolation of the DC branch.

Linear harmonic filters and a radio frequency interference filter should be provided at the UPS input to
suppress radio frequency interference and limit harmonic distortion to the permissible values specified in
the standards.

The DC system must have an insulation resistance monitoring device on the outgoing feeders.

1) Steady state mode:


Voltage: 400V +/- 5%
Frequency: 50Hz +/- 1Hz

2) Transient mode:
Mains voltage: +/- 20%
Line frequency: +/- 5 Hz

The above short-term deviations should not have any consequences for the operation of the equipment.
High frequency transient voltages up to 2 kV can also be superimposed on the input voltage after system
switching operations, etc.

The AC UPS output should be 230/400VAC +/- 10%, floating ground system.

In redundant systems, all components of one system must be mechanically and electrically separated
from other parallel systems (in separate cabinets), while each system must have a design power margin
of at least 10%.

Outgoing circuit breakers should not be located in the same cabinet as the inverter.

DC UPSs must be equipped with a self-diagnostic system for preventive maintenance (predictive fault
diagnosis).

Specification

The dc output voltage shall be regulated to +/- 0.5% trickle charge for any combination of +/- 10% AC line
voltage fluctuations, +/- 5% AC line frequency fluctuations, load fluctuations from 0 to 100% and ambient
temperature fluctuations in accordance with the data sheets.

The charger and rectifier must have an efficiency of 90% or better within the load range of 50 to 100%.
Ripple should be less than 1% of rated output voltage when connected to a battery.

The charger and rectifier must be equipped with a boost charger and charge the battery in accordance
with the battery supplier's instructions. The boost charger must be equipped with a manual and automatic
switch. Boost charge must have an automatic charge sequence based on current measurement. In
addition, it should be provided that the charging of the accelerated mode is switched to the trickle charging
mode after a certain period of time, set by a timer with a scale from 0 to 24 hours. Boost charging must
be interlocked with the fire and gas detection system in the battery room to prohibit booster charging when
hydrogen is detected. The input signal to the charger and rectifier will be transmitted through a potential-
free contact.

Provision shall be made to ensure that the DC consumer is disconnected if the boost charge voltage is
higher than the specified limit values for this consumer.

The charger and rectifier must be capable of supervised overcharging of the batteries in order to equalize
the charge of the cells after they have been completely discharged for maintenance purposes as
described above. The start of the charging cycle must be carried out manually, with automatic regulation
of charging to the required leveling voltage. The completion of the charging cycle should be carried out
automatically when the equalization voltage is reached and informed about it by the LED indicator or LCD
display.

The current harmonics of the charger / rectifier must be limited to a level where they will not interfere with
the upstream AC electric grid. The maximum total input harmonic distortion (THD) must not exceed the
value specified in the project data sheets. Typically, the numbered THDi should not exceed 5%.

The charger and rectifier must be equipped with DC overvoltage protection and reverse polarity
protection.

6.6.1 Construction

The rectifier inverter transfer switch and transformer shall be installed in free standing self-supporting
steel cabinet forming an enclosure.

The enclosure shall be suitable for back-to-wall location.

The minimum thickness of the enclosures shall be 2 mm.

For redundant UPS each battery charger-inverter shall be installed in separated cabinets.

The compartments which are usually inspected shall be equipped with hinged doors. Fixed panels
shall be allowed by means of special tools only.

A removable plate shall be provided at the bottom for cable access.

UPS shall be designed and built with the following protection degrees (IP degree):

− with doors closed: IP42

− with doors opened: IP20

Plexiglas sheets shall protect the live parts and in particular the terminals for both power cable
connections and auxiliary wiring.

Warning signals for “DANGER OF ELECTRIC SHOCK” shall be posted on plexiglass sheets and on
metal plates for the segregation of the compartments.

Batteries shall be installed on freestanding support racks. Battery racks shall be naturally ventilated.
Leakage of electrolyte or emission of gas/vapour shall not cause damage to other equipment,
components or adjacent cells.

Support racks shall be PVC/epoxy-coated/encapsulated steel to suit the duty and be complete with
insulators.

6.6.2 Batteries and charger

Unless otherwise indicated in the material requisition, batteries shall be dimensioned for 1/2-hour
operation at design load, without charger starting fully charged and at minimum design ambient
temperature.

1) Charger shall be constant voltage, current limiting type.


2) Ripple factor shall be <1%
GEL batteries with VRLA technology should be used.

Cell containers of plastic material are preferred. Materials shall be non-flame propagating and
mechanically shock resistant

Plastic containers of vented, flooded cells shall permit the electrolyte level to be viewed through the
container material. Vented, flooded cells shall be fitted with spray-proof vent plugs.

Intercell connectors and terminals shall be insulated or otherwise provided with protective covering
to prevent inadvertent short circuiting. Cell terminal posts shall be equipped with connector
bolts. Cell terminal posts, bolts, interconnecting links and associated hardware shall be of
electrolyte-resisting material and protected by insulating screens to prevent risk of contact
with live parts.

The battery shall be sized to supply the fully rated inverter input together with all of its
auxiliaries for the time specified on the Data Sheet.

Automatic chargers shall be provided. Chargers shall be solid-state type, capable of rated output
with input voltage tolerance of ± 10% and input frequency tolerance of  5%.

Charger output rating shall be adequate to supply DC. load plus the larger of the following:

recharge of discharge battery in 8 hours;

equalizing charge rate.

Chargers shall have adjustable control for initial recharge, for end-of-charge, floating, and equalizing.
6- or 12-pulse heavy-duty thyristor

Charger shall include mains input transformer for galvanic isolation of AC and DC systems

Metering shall indicate output voltage, output current, and battery charge current (2 scale, bi-
directional meter).

Earth fault detector shall be provided for the D.C. circuit.

Main circuit breaker for battery shall be provided.

Batteries must be Heavy duty, industrial type, designed to provide auxiliary power under load and
environmental conditions specified in the project data sheets and in the technical conditions.

Unless specified in the project datasheets, the nominal amp-hour capacity of the batteries shall be
determined by the manufacturer for the consumers specified in the datasheets. In the case where
consumers are indicated on the technical data sheets, the systems must be designed for a standby
time of 60 minutes. (for telecom 240 min will be confirm during DD) When choosing batteries, a
temperature correction factor of 20% for degradation must be taken into account.

Provide protection against full, deep discharge of the battery. Provide for the installation of an
individual battery monitoring system.

In the case of installing batteries in a cabinet or on racks, a temperature sensor should be installed
that responds to the temperature of the ambient air inside the room or cabinet.

The supplier must provide a calculation of hydrogen evolution when charging the batteries
(inside the battery room). After that, the need to use Ex equipment will be determined.

Sealed lead acid batteries shall be of the minimum maintenance, deep discharge, valve
regulated gas recombination cell type. The batteries shall have a 12 years (no less) life when
operated within the design temperature range specified. The battery rating shall be
calculated for being charged at a cell temperature of 5°C. At the end of the specified
discharge period the voltage available at the battery terminals shall be above the minimum
recommended by the battery supplier

6.6.3 Inverter

Inverters shall be static type.

Static inverters shall have performance characteristics and synchronizing features as described
below:

performance characteristics shall be as shown below for 0-100% load and expected power factor
range, and for input voltage variations from the battery discharged value to the charger maximum
output value, and expected ambient temperature extremes:

Specification

Output rated frequency:  1 Hz when operating on internal frequency reference,

wave shape: with less than 5% of total harmonic distortion, transient: maximum voltage
variation after sudden application or removal of full load shall not exceed the limits that can be
successfully tolerated by the load served. Recovery to steady state shall be within 200
milliseconds;

automatic synchronizing to maintain output voltage within  5 degrees on external reference


signal. Upon failure of this reference, the inverter shall maintain frequency as specified above
until the external reference returns. The inverter shall then automatically re-synchronize to the
external reference. Rate of frequency change during synchronizing shall not exceed 1 Hz per
second.
The inverter shall be capable of operating without the battery connected and
meet all the specified performance criteria.

The neutral point of the inverter output shall be isolated from earth and provided
with earth fault monitoring

The inverter shall be suitable for continuous operation when the batteries are
charging under equalization charging. The inverter input isolator shall be
provided consisting of a non-automatic MCCB. Inverter output isolation shall be
provided in the form of a non-automatic MCCB or as part of the maintenance
bypass switch. It shall be possible to isolate the inverter for maintenance/repair
whilst the UPS remains in service.

Mean Time Between Failures:

- Rectifier - 150000 hrs


- Static switch - 200000 hrs

Mean Time To Repair shall be less than 8 hrs.

6.6.4 STATIC BYPASS SWITCH


Withstand limit of the Static bypass switch at

- 1000% Charger rating for 50msec.

- 150% Charger rating for 1 min

- SC rating for 20msec.

6.6.5 Load transfer to and from bypass unit shall be possible only when
- bypass voltage is +/-10%

- bypass frequency is +/-5%

- Slew rate is 0.1 Hz/ sec.

Automatic transfer of load shall be initiated when

- Inverter output is <95%

Number of repeated unsuccessful transfer shall be limitted to 3 within 5 min. and shall revert backto
by-pass supply.

6.6.6 Alarms

Alarms are required at least for the following conditions:

loss of A.C. to battery charger

Rectifier failure

low battery voltage;

Battery discharged

Static switch failure

earth fault on in DC circuit;

Control and monitoring shall be provided by a microprocessor base controller. Local control and
monitoring shall be given on the front of equipment.

Battery Monitoring System (BMS) shall include the following measurements and shall be viewed
from the UPS front door:

- D.C. circuit voltage;


- Battery charge and discharge current;
- UPS output voltage;
- UPS output current;
- Battery Autonomy Time remaining.
Following LED/LCD indications shall be included in the UPS panel front door:

- A.C. input supply available;


- alternative/bypass supply available;
- rectifier on;
- inverter on;
- load on inverter;
- load on bypass;
- inverter/bypass synchronised;
- battery on high rate charge (if specified).

Specification

Remote alarms and faults (the same as in local) shall be provided through a serial link with a protocol
which shall be defined in the Project particular specification. The Contractor ensures the serial link
compatibility with the ECS or PCS of the plant and, when required in the Data Sheet, shall request
to the Supplier the necessary interfaces without any time and cost implication to the EPC
CONTRACTOR/COMPANY.

6.6.7 AC Distribution panel equipment

A distribution board integral to the UPS shall be provided as detailed in Project Data Sheet. The
structural and mechanical specification shall be as defined for the main equipment requirements.

The board shall be designed so that accidental contact with live components is not possible without
first removing shielding with the use of tools.

The cubicle shall be so designed that sufficient space is provided for glanding, dressing and
terminating all required cables assuming all the distribution board circuits are utilized. The Supplier
should assume that XLPE insulated stranded copper conductor, wire armored cables are utilized by
the Company for all power cables and shall size the distribution board enclosure accordingly.

Removable undrilled gland plates electrically bonded to the suite steel structure shall be provided.

Cable glands shall be of brass material, compression type, providing an inner and outer seal for
outdoor applications. Cable glands shall be dimensionally compatible with the specified cable
construction and cross-section for which they are to be used.

Cable glands shall be provided in kit form complete with backnut, earth tag, shroud and fibre sealing
washer. Backnuts and earth tags shall be of brass.

Cable glands shall be certified for use between the minimum and maximum temperature range for
the project as indicated within the Basic Engineering Design Guidelines.

The accuracy of indicating instruments shall be equal to “Class 1.5” as defined in GOST 30012.1-
2002 (IEC 60051-1-97).

All meters shall be functionally and logically grouped, mounted on the applicable enclosure and
located near any associated switches or controls.

6.6.8 Circuit protection

An input circuit breaker shall be provided for overcurrent and short-circuit protection, as well as to
provide a means of isolating the input power to the charger. The circuit breaker shall have an
interrupting capacity equal to or greater than the available short-circuit current listed on Project Data
Sheet. Components internal to the rectifier shall be protected by circuit breakers or fuses according
to the supplier's standard designs.

All circuit breakers and fuses shall be coordinated in order to minimize the extent of the power
disruption caused when a protective device actuates. The Supplier’s design will take into account all
fault levels on the system and shall ensure that protective devices offered will operate rapidly to clear
faults while minimizing equipment damage.

Specification

All control, protection, indication and other auxiliary circuits shall be protected by suitable rated HRC
control fuses fitted in fully shrouded carriers as defined in GOST IEC 60269-1-2016 or MCBs
complying with GOST IEC 60898-2-2011. Bolted fuses shall never be provided (except for semi-
conductor fuses). Indicator lamps shall never be fed from control circuit fuses.

MCCB/MCB should be suitable for AC circuit and have 2P design.

A 25% reserve of circuit breakers should be provided.

The DC switchboard must have two busbar sections with a manual operated sectional MCCB. Each
bus section must have at least 25% spare circuit breakers.

The busbars must be made of annealed copper and have insulation in the form of a heat shrinkage,
the contact connections must also be insulated with protective covers. The busbars should be placed
in a separate compartment. Busbars and supports must be rated for the maximum rated short-circuit
current.

All control circuit and cooling fan MCBs should be fitted with an auxiliary contact indicating ‘circuit
breaker tripped’.

Protective devices shall be separate from alarm devices where practical. If a common relay is used
for both alarm and protective functions, it shall have separate contacts for alarm and protective
circuits.

6.6.9 Grounding

A grounding bar shall be provided along the full length of the suit of enclosures. Joints shall be
provided between each transport section. All metallic noncurrent carrying parts shall be bonded
together and connected to the earth bar. External grounding terminations suitable for M10 lugs shall
be provided to facilitate connection of the earth bar to the grounding system.

Provision shall be made for connecting the grounding continuity conductors and cable armoring of
all outgoing circuits.

Doors and hinged parts shall be bonded to the enclosure by means of a flexible copper connection
having a minimum cross-sectional area of 2.5mm², arranged so that it cannot be trapped as the door
is opened or closed.

Connections from the main grounding bar to components shall consist green/yellow PVC sheathed
stranded copper conductors. Termination lugs shall be of the compression type.

The grounding bar must be routed through all panels and be able to connect the grounding at both
ends to the main grounding network.

The grounding bar must be made of copper, with a size of at least 25 x 3 mm2

7. PAINTING

AC UPS system enclosures shall be painted both internally and externally.

The selected outside paint process shall be suitable for the environmental conditions.

Painting shall consist of at least three coats (primer, intermediate and finish). The painting cycle shall allow
achieving at least the expected end of service life of the AC UPS system without corrosion.

Painting of the AC UPS System shall comply with the requirements of specification BGPP- UZLE-F-200-
000-0-CP-SPE-00001-E “Painting”.

VENDOR shall provide details of each surface treatment including minimum thickness

8. NAMEPLATES

UPS nameplate shall be in accordance with IEC 62040-1. This shall be engraved stainless steel.

One dedicated nameplate with the tag of the AC UPS System shall also be provided.

Components shall be identified by an adhesive identity number label which will appear also on the Vendor
schematic drawing.

The plates must contain at least the following information:

- Equipment identification number

- Manufacturer

- Purchase order number

- Manufacturer's order number

- Build date

Supplier's nameplate with equipment ratings:

- Input values for AC voltage, phase, current and frequency

- Rated output values of AC voltage, phase, current and frequency

- Rated Amperage

- Rated power factor

Similarly, nameplate, inscribed with the following information shall be attached to the battery rack or cabinet

• Purchaser’s order number

• Year of manufacture

9. FACTORY ACEPTANCE TEST

9.1 Routine test

Each UPS shall be routine tested in accordance with GOST IEC 62040-1-2013. Routine test shall be
performed during the Factory Acceptance Test (FAT). The report of the routine test shall be part of the
documentation file of each UPS (refer to section 12)

CUSTOMER and/or CONTRACTOR will be specified if they intent to witness FAT.

An invitation to participate in the FAT must be sent to the CUSTOMER at least 2 weeks before the start of
the test.

A test program describing all tests and final inspections shall be provided by VENDOR, before manufacturing start.

Routine and type test certificates, according to relevant standards, for UPS components shall be provided
prior to the UPS tests and final inspections.

9.2 Type test

During Bid Stage VENDOR shall submit copies of the available certificates for the type according to GOST
IEC 62040-3-2018 performed on prototype switchgear “identical” to those offered for the project.

Copies of the certificates of the Type Tests of identical UPS shall be part of the documentation file of the
project.

10. PACKING AND DELIVERY

VENDOR shall be responsible for all procedures and arrangements necessary for the storage of each ups
in the factory after the FAT until the delivery to the site.

In case that UPS will be divided in sections to facilitate the transport and assembled at site (mechanically
and electrically) each shipping section shall be delivered fully assembled and wired so that the only
assembling activities to be performed on site shall be the electrical and mechanical interconnection.

VENDOR shall be responsible for the transportation procedures and shall take all necessary measures to
ensure the safe delivery of UPS to the site.

VENDOR shall suggest any special preservation requirement during long term storage at site before the
installation and before the energization

11. SITE ACCEPTANCE TEST

After the transport and installation at site, site tests shall be performed to verify that the unit has not been
damaged during transport and that it has been properly erected.

SAT/Commissioning procedure shall be provided by VENDOR for CONTRACTOR/CUSTOMER approval.

12. DOCUMENTATION

VENDOR shall at least provide the following documents

Overall arrangement and civil works

Single line diagram

Wiring diagram and material list

Detail equipment information and data sheet3

Batteries connection diagrams

Battery calculation note

Heat dissipation

Battery cable calculation note

Gas release calculation
