1. PURPOSE
The purpose of this Personnel Qualification Procedure is to establish the general guidelines for
qualification of personnel who conduct the conduit / cable gland sealing located in hazardous
classified area only in order to assure that the works are compliant with the project drawings
and specifications for JFGP2 - Utilities, Sulfur & Interconnecting Systems Project.
2. SCOPE
This Personnel Qualification Procedure covers the objective and requirement pertaining to the
qualifications of personnel who will conduct cable gland and conduit sealing works at
hazardous and classified locations where NEC standard requirement is compulsory under the
scope of Instrumentation and Control System inside Saudi Aramco process plants.
3. RESPONSIBILITIES
3.1 PROJECT MANAGER
Project Manager shall be responsible for the overall implementation of CONTRACTOR
safety plan and this personnel qualification procedure, liaison / coordination with the
planning and control department and sub-contractors to ensure efficient execution of
works in accordance with the project specification requirements.
3.2 INSTRUMENT MANAGER/ENGINEER AND SUPERVISOR
They shall be responsible for the following:
Coordinate the installation and modification activities with crew.
Draw up installation/modification works and monitor progress.
Implementation and supervision of work activities.
Execution of the all related works as per this personnel qualification procedure.
Notification to Quality Group (ARAMCO & CONTRACTOR) for inspection.
Observance and enforcement of HSE standard and JSA control measure/barriers.
3.3 CABLE GLAND/CONDUIT SEALING INSTALLER
Cable gland/Conduit sealing installer shall be competent.
Cable Gland/Conduit Sealing Installer will be submitted for approval prior to start
cable/cable gland/conduit sealing activities.
An approved Cable Gland/Conduit Sealing Installer shall perform all Cable Sealing,
Cable Gland sealing and Conduit sealing activities.
3.4 QUALITY CONTROL MANAGER
Review Personnel Qualification Procedure.

Support together with his Quality supervisor and quality inspectors in implementation
of approved Personnel Qualification Procedure.
Request and coordinate with the project manager that adequate and competent cable
gland/ Conduit sealing installer shall be available at the project prior to commencing
of any related activities.
3.5 QUALITY CONTROL SUPERVISOR
Prepare and review Personnel Quality Procedure.
Support together with his quality inspectors in implementation of approved Personnel
Qualification Procedure.
Ensure that conduit/cable gland sealing installer are approved and available prior to
commencing any related activities.
3.6 QUALITY CONTROL INSPECTOR
Verify the approved JCC availability with installer prior to start cable glanding and
Conduit sealing.
Inspect complete works.
Ensures the performance of supervisory activities, inspection and technical assistance
for the operations pertaining to the relevant construction discipline.
3.7 HSE MANAGER
Controlling the overall HSE activities.
3.8 SAFETY OFFICER
Responsible for monitoring and assist hazardous and unsafe situation. Developing
measure to assure personnel safety. Correct unsafe acts or condition through the
regular line of authority. To ensure that the company complies and adheres to
occupational health and safety guidelines.
3.9 SAFETY SUPERVISOR
Ensures supervision and coordination of safety activities on construction and erection
work carried out by Contractor or Sub-Contractors for the specialist disciplines within
his area of responsibility.

5. PROCEDURE
1.) Conduit/Cable Gland Sealing Installer shall be:
Minimum a high school diploma.
Can read and/or understand a basic English language.
Having a direct work experience in conduit/cable gland sealing installation in
Hazardous Classified Locations.
Demonstrated skill of performing the conduit/cable gland sealing in Hazardous
Classified Locations.
Can read and/or understand any related IFC drawings in conduit/cable gland
sealing installation such as Hazardous Classified Location Layout drawing, Cable
and Conduit Schedule, Typical Installation drawing for Cable gland installation.
2.) Resume and credentials of conduit / cable gland sealing installer shall be submitted to
Saudi Aramco representative for review and approval prior to a practical demonstration.
A resume of conduit / cable gland sealing installer which shows a direct work
experience in conduit / cable gland sealing installation in Hazardous Classified
Locations shall be enough as a basis to proceed for the actual demonstration.
3.) A Job Clearance Card for each Conduit / Cable Gland Sealing Installer shall be prepared
by Contractor/subcontractor with necessary data and bearing the signature of the
Conduit / Cable Gland Sealing Installer prior to the actual demonstration. See attachment
1_conduit / Cable Gland Sealing Installer Job Clearance Card Form.
4.) An actual demonstration as per the cable gland manufacturer’s instructions shall be the
basis of an approval of Conduit / Cable Gland Sealing Installer.
Contractor/subcontractor quality personnel shall notify the Saudi Aramco
representative through RFI prior to actual demonstration.
Saudi Aramco representative along with the contractor/subcontractor quality
personnel shall witness the practical demonstration.

The acceptance criteria for practical demonstration shall be based with the cable
gland manufacturer’s instructions. If Conduit / Cable Gland Sealing Installer has
demonstrated the conduit / cable sealing as per the cable gland manufacturer’s
instructions, and then he is considered approved.
5.) After the Conduit / Cable Gland Sealing Installer completely demonstrated as per cable
gland manufacturer’s instructions, Saudi Aramco representative who witness the actual
demonstration shall sign the pertinent Job Clearance Card.
6.) The expiration of the approval Conduit / Cable Gland Sealing Installer shall be the
duration of the project. The expiration shall be shown in the Job Clearance Card.

7. SAFETY
1.) Ensure work permit and JSA are available, all team members are wearing PPEs
2.) Ensure proper gloves are used when handling sealant materials as per Material Safety
Data Sheet.
3.) Electrical works and testing involve working on electrical equipment and system where
voltages and or mechanical movement exist or may suddenly occur Safety Engineer or
Officer shall follow strictly the governing safety program.
4.) Safety Engineer / Officer in conjunction with the Site Supervisor or Foreman shall
physically check and conform that all safety requirements had been provided and
implemented.
General Note: Contractor to maintain a tracking of Cable Gland and Conduit Sealing
00 installation technicians and to be shared with the company upon request.
