INSTRUCTIONS AND INFORMATION
General
AASHTO has issued interim revisions to AASHTO Guide Specifications for Bridges Vulnerable to Coastal
Storms, First Edition (2008). This packet contains the revised pages. They are not designed to replace the corre-
sponding pages in the book, but rather should be kept with the book for quick reference.
Affected Articles
Underlined text indicates revisions that were approved in 2022 by the AASHTO Committee on Bridges and
Structures. Strikethrough text indicates any deletions that were likewise approved by the Committee. A list of
affected articles is included below.
All interim pages are printed on pink paper to make the changes stand out when inserted in the first edition
binder. They also have a page header displaying the section number affected and the interim publication year.
Please note that these pages may also contain nontechnical (i.e. editorial) changes made by AASHTO publi-
cations staff; any changes of this type will not be marked in any way so as not to distract the reader from the
technical changes.

SECTION 5: LIMIT STATES, LOAD

5.1—LIMIT STATES AND PERFORMANCE OBJECTIVES FOR BRIDGES, OR SPANS OF
BRIDGES, THAT CANNOT BE RAISED ABOVE THE WAVE ZONE
Replace Article 5.1 with the following:
5.1—LIMIT STATES AND PERFORMANCE OBJECTIVES FOR BRIDGES, OR SPANS OF
BRIDGES, SUBJECT TO WAVE LOADING
Bridges designated by the Owner as “Critical” shall be designed to resist the wave loads at the strength limit
state, using Eq. 5.2-1 to achieve a performance level of “service immediate.” “Critical” bridges are considered
primary bridges for rescue and recovery. “Service immediate” requires that the bridge superstructure and
substructure shall be designed to be globally stable under the wave loads. Also, the bridge members and systems
shall be designed to resist the wave loads as appropriate.
Bridges designated by the Owner as “Repairable” shall be designed to resist the wave loads at the extreme
event limit state, using Eq. 5.2-1 to achieve a performance level of “repairable damage.” “Repairable” bridges
are considered secondary to rescue and recovery. Repairable damage requires that the bridge superstructure and
substructure be designed to be globally stable under the wave loads.
For bridges designated by the Owner as “Ordinary,” neither superstructure nor substructure need to be
designed to resist the wave loads.
Replace Article C5.1 with the following:
C5.1
The concept of “life safety” during an event, common to seismic design provisions, is not considered
necessary for bridges vulnerable to coastal storms, because it is assumed that traffic will not be on the bridges
during the height of the storm.
The AASHTO Guide Specifications for LRFD Seismic Bridge Design (2011, with 2012, 2014, 2015, and
2022 interim revisions) includes a description of “Critical/Recovery” bridges. That is different than this guide. For
this guide, a bridge should be classified as Critical, Repairable, or Ordinary as follows:
• Critical bridges are required to be open to all traffic once inspected after the storm event, and be usable by
emergency vehicles and for security, defense, economic, or secondary life safety purposes immediately after
the storm event.
• Repairable bridges should be open to traffic within days after the storm event to facilitate the return to normal
economic and life activities.
• Ordinary bridges are not included in the two above categories and may be out of service for extended periods
until replacement.
