1. PURPOSE
This Procedure goes to the management of safety signage.
The purpose of this procedure is to outline the requirements of selection, installation, placement and
maintenance of safety signage to adequately manage and minimise the risk of injury or harm to workers
and contractors.
2. SCOPE
This procedure applies to all employees and contractors when undertaking work on behalf of 405 MW dc
SOLAR PV PLANT,SAKAKA- KSA. This Procedure provides practical guidance on the installation, placement
and maintenance of safety signage within the workplaces.
It shall apply to all work positions and workers regardless of their position in the organisational hierarchy
and the nature of their contract; this includes subcontractor personnel. This same procedure shall be
applied to visitors when affected by the same circumstances
3. GENERAL INFORMATION
3.1 REFERENCE AND DEFINITIONS
- Manager: The Manager who has direct responsibility for the activity being performed or the
area the activity is occurring in.
- Superintendent: A person who makes, or participates in making decisions that affect the whole,
or a substantial part, of the organisation’s activities. Specific a Superintendent has been defined
as Board Members; Leadership Team Members; Operational General.
- Supervisor: Term used for any employee who acts or is appointed as a Supervisor, Coordinator
or Team Leader within Sakaka 405 MW dc PV project.
- Worker: Employees, contractors, subcontractors, outworkers, apprentices and trainees, work
experience students, volunteers and PCBUs who are individuals if they perform work for the
business.
- PPE: Acronym used for personal protective equipment.
- Signs: Are the warnings of hazard, temporarily or permanently affixed or placed, at locations
where hazard exists.
- Warning Sign: Used in a situation which is likely to be hazardous but not likely to be life-
threating if the message is ignored.
- Danger Sign: Used in a situation which is likely to be life threatening if the message is ignored.
- Tags: Are temporary signs, usually attached to a piece of equipment or part of a structure, to
warn of existing or immediate hazards.
- Barricade: It means a temporary obstruction made of MS pipe, metal plates, Jessy barrier or any
other appropriate material equipped with retro-reflection banners. The banners shall be in
white and red or yellow and black colors inclined by a 45 degree from the horizontal in the
direction of travel.

4. ROLES AND RESPONSIBILITIES
4.1 GENERAL RESPONSIBILITIES
EPC Employees, Contractors/Subcontractors, Suppliers and Visitors: Any person must be aware of HSE
Signposting.
All personnel who are engaged in work at the Project are required to adhere to the requirements of this
HSE Signposting Procedure.
4.2 SPECIFIC RESPONSIBILITIES
Project Director: shall ensure that he appoints a person in writing. Ensure familiarization,
compliance and understanding with the content of the Health and Safety Signposting, the
relevant applicable standards and procedures referred to herein and applicable legislation
related Ensure compliance with relevant project HSE regulations and traffic Department.
Managers in all operational areas and worksites are responsible for ensuring the
implementation of this Procedure. This includes:
o Providing adequate resources to facilitate the provision all necessary safety signage and
associated maintenance; and
o Providing awareness to all employees of this procedure.
HSE Manager: Establish, together with the HSE Coordinator, the characteristics for the Signs
needed for each task. He will work with the business to ensure:
o The establishment, review and continual improvement of management systems,
arrangements and related procedures relating to the management and use of signage.
o The provision of advice to assist in the active management and resolution of hazards
and risks that require safety signage and to ensure these are managed in accordance
with EPC Contractor and Health and Safety Plan and relevant legislative requirements.
Construction Manager: They are responsible for overseeing and ensuring the implementation
of the requirements of this Procedure and related procedures within their respective
functional areas. This includes:
o Ensuring all tasks are assessed to identify required safety signage;
o Ensuring appropriate management practices are implemented;
o Ensuring safety signage is installed, suitable and maintained;
o Ensuring safety signage is regularly monitored and reviewed to ensure its effectiveness.

Superintendent/Supervisor: Superintendent and Team Leaders in all operational areas and
worksites are responsible for ensuring that the following is undertaken to minimise exposure
to hazards and risks, including:
o Ensuring adequate signage has been installed, maintained and removed where
necessary;
o Ensuring all workers are familiarised with the relevant parts of this Procedure;
o Documenting and retaining records of inspections; and
Safety Officer: Will work with the business to ensure:
o The establishment, review and continual improvement of management systems,
arrangements and related procedures relating to the management and use of signage.
o The provision of advice to assist in the active management and resolution of hazards
and risks that require safety signage and to ensure these are managed in accordance
with EPC Contractor and relevant legislative requirements. Providing appropriate
training, instruction and supervision for workers.
Subcontractor: At all times when performing work on site or for/on behalf of principal
Contractor, subcontractors must meet and comply with signage requirements detailed in this
and related procedures. This includes satisfying the roles and responsibilities detailed in this
section (i.e. as a worker) and:
o Where required, install adequate signage to ensure implementation of the
requirements of this Procedure in a timely and effective manner in all areas where work
is undertaken; and
o Comply with this Procedure and all relevant legislation, codes of practice, standards and
licensing requirements that apply to their respective scope of work;
o and submit to the principal Contractor responsible the Incident Report in accordance
with 18002-HSE-RP-005b_00 Incident accident investigation Report
Worker:
o All workers shall ensure that they:
o Follow the requirements detailed in this Procedure and associated documents;
o Adhere to all signage requirements; and
o Report any incidents/injuries immediately to their supervisor
5. DEVELOPMENT
Safety signage is used to draw attention to objects and situations affecting health and safety. Adequate
safety signage must be in place in all areas of high risk and danger. Signage is essential to maintain
heightened safety and awareness in and around workplaces. Safety signage must be placed where

required by legislation or another Procedure, as identified or to increase protection in conjunction with
other control methods.
The signage requirements are to be selected after reviewing the hazards and risks for each site and
activity.
5.1 GENERAL
Safety signage across all worksites must be of consistent quality and professional standard.
Signage is an administrative control and must not be chosen as the primary control measure.
5.2 DESIGN AND LAYOUT OF SIGNS
The type of sign used must be suitable for the intended purpose.
Signs, signals and barricades required in the worksite shall be visible always when work is being
performed. The colours and symbols used shall conform to international standards.
Wording (text) on the warning signs shall be in Arabic, English and other language known to majority of
persons in the workplace.
Guiding and warning signs shall include a symbol/pictorial panel in addition to the text
All employees shall be informed as to the meaning of the various signs, tags, and barricades used in the
workplace and what special precautions are required.
All signs, signals and barricades shall be free from sharp edges and shall be furnished with rounded
corners to prevent injuries to employees.
Exit signs affixed to emergency exits shall be of a type which store energy and shall emit light (stored
energy) when the power shuts off and when it is invisible to provide some light to assist employees to
find the location of emergency exits during emergency.
Exit signs shall be lettered in legible red letters not less than 15 cm (6 inches) high.
5.3 INSTALLATION OF SIGNS
Signs other than those painted or printed directly on existing surfaces are to be constructed and erected
so that they do not create a hazard (e.g. signs do not project into walkways or roadways so that persons
or mobile plant including vehicles could strike them).
Signs are to be located where the message(s) are legible and clearly visible and so that they attract the
attention of all workers (e.g. located at eye height, adjacent to plant such as lathes or at entrances to
buildings/facilities and at conspicuous location inside site premises). This also includes the installation of
placards at the front of the facility, tanks and buildings where required.
Signs are to be installed in locations where there is limited possibility of them being obscured (e.g. placing
items in front of signs or being overgrown by trees etc.). Placing several signs close together should be
limited wherever practicable, as this may lead to confusion and make it difficult to distinguish individual
messages.
Signs shall be posted in visible locations and the wording on any sign should be concise and easy to read
for intended viewing distance. The size of lettering must be as large as possible for intended viewing
distance. Safety officers on site shall determine the appropriate locations of signs and barricades

Signs must not be placed on movable objects where a change in position would place the sign out of sight
(e.g. doors or windows).
External or internal signs should be illuminated where it is required under legislation or where there is
poor visibility as determined by a risk assessment.
All signs are to be kept clean and in good condition (e.g. not faded).
5.4 REMOVAL OF SIGNS
The Superintendent/Supervisor must ensure safety signs are removed:
- Immediately after the information they contain is no longer relevant; and/or
- When the hazard ceases to exist.
5.5 SITE SPECIFIC MANAGEMENT OF SAFETY SIGNS
In addition to the signage outlined, there are other signs that must be installed.
Safety signs shall be in rectangular shape. They shall have an upper panel indicating intent symbol
surrounded with a circle, triangle or rectangular and the lower panel for symbol wording in Arabic, English
and other language known to majority of persons in the workplace.
5.5.1 PROHIBITION SIGNS:
These signs shall indicate imminently hazardous situation. The symbol on the sign shall indicate
prohibition of any work such as “No Smoking” “No Use of Near Open Flame» «No Admittance» and other
similar signs

5.5.2 WARNING/CAUTION SIGNS
These signs shall be used to warn employees against potential hazards and unsafe practices. They shall
include existing hazards such as toxic gases, hazardous chemicals and similar warnings
5.5.3 SAFE CONDITION SIGNS
These signs shall be used to communicate necessary information to all persons concerned for their safety
during their presence in the workplace
5.5.4 FIREFIGHTING SIGNS
These signs shall be used to guide employees to locations of firefighting equipment in the workplace.
5.5.5 MANDATORY SIGNS
Mandatory signs shall be used in worksites which require particular precautions such as welding, painting,
scaffolding, confined spaces and similar locations. Persons in such worksites shall be obliged to use any of
the personal protective equipment specified in Chapter 4 of this manual. Wherever these signs are posted
or exist shall be mandatory

5.5.6 MISCELLANEOUS:
Any type of signs which are not previously mentioned such as:
Traffic signs
Construction areas shall be posted with legible traffic signs at points of hazards. They shall conform to
standards set by the authorities concerned.
Directional arrow signs
Directional arrow signs shall be used to indicate the direction to accesses or exits of a location, fire exits,
firefighting equipment, or first-aid locations.
5.6 CRANE AND HOIST SIGNALS
Hand signal system shall be used by a qualified person (Banks man) for directing crane operator, no other
person is allowed to give this signals to the crane operator, except for emergency stop signals, which can
be given by any person.

5.7 TRAINING AND COMPETENCY
The Superintendent/Supervisor must provide supervision to ensure workers understand the site’s safety
signage (i.e. explanations of their functions and meanings must be included in site inductions).
The Safety representative gives appropriate training, instruction, advice to the workers and supervision
on site.
Workers installing Traffic Management signs must be competent. Refer to 18002-HSE-PL-003-00 Traffic
Management plan
