TOPIC DEMOCRACY AND HUMAN RIGHTS


SOCIAL AND ENVIRONMENTAL RESPONSIBILITY

PURPOSE Project Based Learning: Learners are expected to research about poor
service delivery and focusing on access to clean water and compile a
report. Report must include possible causes, highlights the key challenges
and implications, the role that can be play by government, municipalities
and provide recommendations.

PROBLEM South Africa is facing a serious challenge with water infrastructure and
STATEMENT sanitation practices. There is a serious decline of quality service delivery.
Cases of death are reported due to drinking unclean water. Poor access to
clean water persists as a pressing issue and not only in rural areas but
also in the suburbs. This is now leading to severe health consequences
and hindering socio-economic development. The country is heading
towards raising their voices through voting for a party of their choice in
May 2024, hence we still struggling in providing basic needs such as
access to clean water. There is an urgent need to address this issue.

INSTRUCTIONS ❖ The project requires extensive reading, thorough research from books
TO LEARNERS and sourcing online material, literature review, conducting of interviews
and providing feedback on the topic of poor access to clean water.
❖ All the information obtained from survey questions, books and online
articles will be used to compile a comprehensive report based on poor
access to water.
❖ You will spend time outside your school contact time, in your
community, online search and with your peers, gathering information
on the given topic.
❖ You will be expected to select at least seven people from your
community or from your school and conduct a survey on them based
on the provided topic using the questionnaires. You are expected to
include both community members and other learners.
❖ Your final report will be written in an essay form, with an introduction,
body, and conclusion.
❖ You will be guided by the questions to compile your report, this means
all answers must be written in full sentences.

❖ You will also be expected to create a bar graph to present your findings
based on the questionnaires provided.
❖ Each activity should be completed as per the stipulated date.
❖ Do not change the order of the questions. You are expected to follow
the order and the numbering system of the questions as they will guide
you to have a correct format of report.
❖ You should write your report neatly. Typing is also accepted but not
mandatory.
❖ The final compiling of the report and all activities will be finalized in
class under supervision during the Life Orientation class.
❖ You will then submit the final compiled portfolio with all the activities.
❖ Portfolio must consist of the following.
- Cover page & Declaration form.
- Second cover page indicating all the activities and indication of
marks.
- Survey questionnaires and responses
- The final compiled activities (report)
- List of references (Harvard method)
- Interviewing is compulsory. Learner must keep evidence of the
interview. You can attach the draft or rough work done during the
interview as evidence of your interview.

❖ Take Note: Plagiarism is strictly prohibited. Should your teacher


notice that you were helping one another, or you have copied from
your classmate, an irregularity shall be declared, and you will have
to go through a disciplinary hearing and be given a letter of
warming, based on the findings of the investigation by the
Irregularity Team from your school up to the Provincial team. You
will also receive “0” for relevant questions and section. Referencing
must be done for every resource used including the interviewees,
books, and articles. At least four or more sources must be used.
You are advice to use the name “candidate “than the real name in
the case of interviewees.

ASSESSMENT Activities 1 – 6 will expect you to display knowledge, skills and values and
certain competencies which are to be demonstrated. The project requires
extended reading and writing on the part of the learner. The project will
involve thorough investigation into and sourcing information on human
rights violations. All assessment criteria applicable to the project must be
discussed with the learners prior to the commencement of the project.

DURATION Although you will spend time outside of contact time to collect resources

PROJECT

Hammanskraal not receiving clean water due to partially functional and dysfunctional
state, PP report finds.

Residents of Hammanskraal are not receiving water suitable for human consumption due to a
partially functional and dysfunctional state and the condition of the Rooiwal wastewater
treatment works (Rooiwal WWTW). This is according to the findings of acting public protector
advocate Kholeka Gcaleka, who investigated allegations of undue delays and failure by the
City of Tshwane to supply Hammanskraal residents with water suitable for human
consumption.

The failed Rooiwal project has possible links to the cholera outbreak in Hammanskraal which
claimed the lives of more than 20 people a few months ago. “In terms of the evidence before
the public protector, the Rooiwal WWTW lacks adequate and optimum functional capacity in
respect of its original design to treat the inflow of wastewater. As a result, the Rooiwal WWTW
has a problem of cleaning organic and solid waste as well as other water pollutants it receives
from its increased catchment areas, such as households and factories.

This includes taking “appropriate steps or measures as he may deem necessary to work
collaboratively with the City of Tshwane in addressing the water challenges in Hammanskraal
to eradicate the situation that contributes to the poor quality of water at TWTW”.

Communities have been raising concerns through different platforms of social media and
posting pictures trying to inform the municipality about the crisis that they have been facing.
However there has been little response to resolve the issue.

Your report of literature review should be in an essay format and use the following guidelines:

▪ Identify one law/legislation in South African that address the issue of poor access to clean
water and explain the purpose of the law identified. 1+2 (3)
▪ Discuss three other issues that can arise in a community due to lack of unequal access to
clean water and explain how these concerns can be addressed from a human rights

▪ All the government levels must play their role in addressing poor service delivery such as
water crisis. Critically examine how the following can play a role in addressing issues of

Activity 3: Data gathering from research, survey, and interview. (See attached survey
questionnaires).

Part A: Interview 7 learners / adults at your school/community about their knowledge on poor
service delivery such as water crisis and the importance of voting to address such issues.

▪ Draw a bar graph to present your data. Provide a statistical analysis by using the
questionnaires and the responses (data) that you have gathered from your seven
respondents, for each of the questions in your survey form. Your bar graph must indicate the X
and Y axis. use scales and key words such as Q1 & Participant 1 and provide the description
of the key words separately. (4)

Part B: From the data gathered through questionnaires and research compile your report.
Use the guidelines provided below to do your report.
▪ Explain the impact of socio-economic factors on access to clean water. 3x3 (9)

▪ South Africans will be casting their votes with the hope of getting a better service such as
clean water from their leaders of choice. Do you think voting plays a role in ensuring effective

▪ Describe how social media (such as Twitter, and tik-Tok) can be used to expose poor service

▪ Social media platforms have become a very useful tool for people to raise their voices,
however it can also be a platform to destroy and cause propaganda.
