ABSTRACT

The effectiveness of one’s work comes with great responsibilities

such as achieving the policy, mandating and implementing laws. The

efficiency of the PNP personnel when it comes to their performance at

work is quite challenging for the reason of, they have multiple goals,

there are factors that affects their work efficiency and such.

Fortunately, the PNP personnel had learned a lot as the time goes

modern. As they encountered different problems in the service of their

duty, they have formulated some ways and solution as well as

techniques for dealing with it. Being a police officer comes with

courage and firm decision for that is one of the crucial part of their duty.

As this study focuses on the work efficiency of PNP personnel, the

findings of our study stated that the police officers are efficiently

working within their jurisdiction, specifically speaking in field duties

such as regular patrolling, assisting people in every activites and

conducting programs that will help the citizen to be knowledgeable in

matters such as safeguarding lives and being consistent as a law

abiding citizen.

Chapter I

The Problem and Its Background

Introduction

Work effectiveness is the key to successful operation in an

organization. In any society, living in an unsafe and disruptive

environment holds back the diverse advancement of a country. In

addition, the roles and duties of police officers are highly influential in

the improvement of infrastructure in a nation (Royal Thai Government

Gazette, 2004).

The Philippine National Police PNP has seen and been through

the most taxing issues that have threatened the entire organization

several times in the past. Owning to a dropping public perception and

the performance that was considered its lowest, staying afloat was not

easy. With police inefficiency reports hurting most men in uniform, the

top leaders had to press on a work - in - progress of transformation to

reclaim its rightful seat as the people’s protector. Today Philippine

society is facing many problems and issues in the economic, social,

and political aspects.

As the different problems arise like terrorism, poverty,

bureaucracies and other socio-political and socio - economic issues

happening today in our country, the Philippine National Police PNP is

still the one that people look up to, as the institution that could at least

safeguard its citizens. The PNP is mandated by our constitution to

protect the welfare of every citizenry.

The Philippine National Police (PNP) faces myriad challenges,

spanning governance, corruption and national security threats. Hence,

securing a strong leadership pipeline equipped not only to face these

challenges, but also to strengthen policing effectiveness is crucial.

Therefore, the government should focus on the Philippine

National Police, especially the work effectiveness of police officials. It is

a fact that police officers are central in setting the directions of the

PNP. If police officers have high effectiveness, awareness, and

alertness in their work performance, it would positively affect the PNP

and the development of the economic system and society in the

country. And to address this problem, there are programs and activities

that have been implemented to improve the police organizations.

This can also help to assists the performance of PNP in Roxas,

Oriental Mindoro. In the light of the given situation, this study was

conducted to determine the factors that affects the work efficiency of

PNP personnel in the municipality of Roxas.

Theoretical Framework

This study is anchored on the following theories:

Pre - dispositional Theory

It suggests that the behavior of a police officer is primarily

explained by the characteristics, values and attitudes that the individual

have before he or she was employed. If the officer is dishonest or

honest, brutal or temperate in the use of force, he or she probably has

those positive and negative traits before being hired as police officer.

This theory is connected in this study because it talks about how

a police officer should behave and what characters they should

possess. Being a law enforcer is quite hard because any situation will

test you emotionally and physically.

This theory talks about the behavior of a police and how it will

affect their work, if the police is always emotional then he will have

problem on his behavior and it will also be impossible for him to

function well in the midst of his work or when crisis arise.

AGIL Theory

This theory stands for Adaption, Goal Attainment, Integration,

and Latency Scheme. This indicates that a certain system must cope

with external situation exigencies. It must adapt to its environment and

adapt the environment it needs. In order to achieve it, system must

define its goal and maintain the system. It also refers to the dilemmas

or problems faced by all systems of actions.

This theory is connected in the given study because it discussed

how a certain police personnel must cope with the external situation, it

could also show how they will face the dilemmas or the problems that

may arise while they are working. As the problems arises, the police

personnel must work effectively to meet the goal that they have set,

and in order to do this, they must adapt to the environment and perform

better.

Socialization Theory

This theory suggests that police behavior is determined more by

work experience and peers. This theory holds that individuals learn

values and beliefs and adopt norms as a result of their occupational

experiences.

If a police officer becomes corrupt, it is because the police

organization fosters the development of corrupting values; in other

words, corruption is learned within the organizations. This would apply

to any type of police behavior, both good and bad.

This theory is connected in the conduct of this study because a

behavior of a person affects its action. The behavior of a police

personnel can be shape because of its work experiences and by his

peers. If he has a healthy environment and his peers are cooperative

instead of becoming a pressure on his work then he can work

effectively. It is also stated that the values and beliefs could be learned,

that is why, if those negative actions are being observed in their

organization, then there would be a big chance that they may also

learn to do it or apply it to their work.

Role Theory

This theory explains that human behavior is guided by

expectations held both by individual and by other people. The

expectations correspond to different roles that individuals perform or

enact in their daily lives. Role theory explains the relation between role

conflict, role ambiguity, role transition, role overload and role balance.

Individuals assume different roles simultaneously. Different social

positions require individuals to play different roles.

This theory is connected to the given study because it tackles

about the pressure that the police personnel may felt because of the

expectations ahead of him. This is one of the factors that affects the

work efficiency of police, this plays a big role in their lives because

meeting the standards and expectations of the society and in your

working place can make you dissatisfied with your work and yourself.

Statement of the Problem

This study tried to find out the factors that affect the work

efficiency of PNP personnel in the Municipality of Roxas, Oriental

Mindoro.

Specifically, this study is concentrated on the following

questions:

The independent variable includes the factors that affects the

work efficiency of PNP personnel in Roxas, Oriental Mindoro as

perceived by the respondents. This is measured in terms of number of

personnel, equipment, work ethics, training and community

participation. The dependent variable is the efficiency of Roxas police

personnel in terms of peace and order maintenance, investigation, vice

control, and law enforcement. The single headed arrow connecting the

two variables indicates the relationship between them.

The implications of the findings of the study are shown by the

broken arrow connected to the given variables.

Significance of the Study

This study is significant and beneficial to the following persons:

Students. This study will help the students to learn about the work of

the police and how they deal with their day-to-day activities. This may

also give additional awareness that could be given to them and be a

source for expansion of knowledge on this field so their further studies

and ideas could be applied.

PNP Personnel. This study will help them to point out and know what

are the opinion of their workmates regarding the work efficiency of

each other. Aside from that, they may also learn what are the factors

that affect the effectiveness of their work in order to establish a good

result.

Professors. This study will be beneficial to them for the particular

reason of, they could use this study for teaching purposes and be an

example and a guide.

Future Researchers. This study is beneficial to them because they will

be able to use this as reference in case that they would like to conduct

a similar or related study, and they can also extend another research

related to this study for better result.

Scope and Delimitations of the Study

This study focused on determining the factors affecting the work

efficiency of PNP personnel as perceived by the selected citizens from

Roxas, Oriental Mindoro.

It was conducted at the Municipality of Roxas, Oriental Mindoro

from March 2022 to December 2022.

The respondents of the study were the police officers and the

selected citizen of each barangay in the vicinity of Roxas, Oriental

Mindoro.

Definition of Terms

To facilitate clear understanding and better interpretation of the

study, the following terms are operationally and conceptually defined:

Community. This refers to the group of people who reside in one

locality and are subject to the same laws and have the same interests.

Duties. It refers to that which one is bound, by any natural, legal or

moral obligation, to pay, do or perform.

Law Enforcement. A term used to define the act of enforcing the law.

Municipality. It is the official term for a town, the latter being

its archaic term and in all of its literal local translations including Filipino

and both terms are interchangeable.

Performance. It is also defined as the action or process of carrying out

or accomplishing an action, task, or function.

Police Community Relation. It is defined as attitudes and behaviors

between the police and the communities they serve. The goal is to

strengthen relations between the community and law enforcement

through community policing strategies.

Police Officer. A Police Officer is mainly responsible for enforcing the

law and protecting the public.

Work Efficiency. It is the accomplishment of a task with the least

amount of effort and time spent.

Investigation. The action of investigating something or someone;

formal or systematic examination of research

Citizen. A legally recognized subject or national of a state or

commonwealth, either native or naturalized.

REVIEW OF RELATED LITERATURE AND STUDIES

Foreign Literature

Values represent people highest priorities and cognitive

representations of basic motivations. Work values determine what is

important for employees in their work and what they want to achieve in

their work. Past research shows that levels of both aspects of job-

related well-being, job burnout and work engagement, are related to

work values. The policing profession is associated with high

engagement and a risk of burnout. There is a gap in the literature

regarding the hierarchy of work values in police officers, how work

values are associated with job burnout and work engagement.

Therefore, the aim of our study was to examine the relationships

between work values and job burnout and work engagement, in a

group of experienced police officers.

Work values are related to work performance and job. However,

in some profession organizational effectiveness depends on the

respect of these values. This is mainly related to the ethics of these

professions (Wang et al., 2018). For example, in the policing

profession,

responsibility for the security and effective protection of citizens

coexists with variety of interpersonal relations with citizens, as victims

or persons violating the law, and is associated with occupational stress.

Consequently, the work values preferred by police officers can be

important for organizational success.

Work values can evolve during career development and they are

related to vocational maturity. Moreover, they may depend on job-

related well-being. In line with the job Demands - Resources theory

(Bakker and Demerouti, 2014, 2017), two aspects of well-being are

distinguished, job burnout and work engagement. These are rather

independent from each other but correlated. In the work of police

officers, there is a high risk of job burnout, whilst high engagement is

expected. Past research shows that levels of both aspects of job-

related well-being, job burnout and work engagement are related to

work values.

The researchers must say that this is related to their current

study for the reason of it tackles about how valuing the work can also

influence the efficiency or effectiveness of the performance of our

police personnel.

A police must value it’s work as it value his own life. We can say

that, if that certain person prioritizes its work then he can perform better

at work, he can fulfill its duties and responsibilities and he can be able

to withstand the problem that may arise and the pressure that he will

encounter because they have learned the value of their work that will

make them endure all the hard works because they are aware on how

important their work is.

Local Literature

According to Cynthia A. Zarate (2016) stated that there are

simple structural changes in the organization or replacements of

people in particular location that may have consequences that others

promote or hinder changes in attitude and performance change can

alter cultural values, personal values, attitudes and feelings of

individuals within the work environments. In the Philippines, law

enforcement is primarily being implemented by the Philippine National

Police (PNP). The fact that law enforcement is implemented by people,

it is implied that all law enforcers need job satisfaction in order to

perform well. The police are human beings and are employees, whom

of which experience satisfaction levels in their jobs, which are found to

be factors that are directly related to an employee’s performance.

As of the time of writing, there were no available comparative

studies regarding the satisfaction levels of law enforcers. However,

since there is a proven correlation between performance and job

satisfaction. In the Philippines, various studies regarding the job

satisfaction levels of police officers were done scoping varying

jurisdictions. All of which conclude that the police officers were

satisfied. Particularly, a study by Bantang et. al. (2015) arrived with

their findings, using a 5 – point – scale, that the Manila Police District

Officers were satisfied with their jobs.

This is related to the study of the researchers for the particular

reason of, to be able to perform well at any work, one must be satisfied

by what he is doing. Any person who is working will always want a

work that will satisfy them. Though, there are some instances where

people lacks of motivation to achieve its goal that makes them not

perform effectively at work, especially in the situation of police

personnel, there are some instances where it affects their perceptions,

where they are not satisfied of what they have done or achieve. In this

study, the researchers tried to determine the factors that affects the

work efficiency of PNP personnel of Roxas, Oriental Mindoro.

Foreign Studies

According to Bishopp, Worrall, & Piquero (2019), most police

officers stress comes from their organization and their environment,

which exist at the same time. They also experience anxiety, which

makes them more emotional and even at a higher risk of committing

crimes or misconduct. The General Strain Theory describes the

possible strain experience by police officers and the negative emotions

they might feel too. Information gathered from three urban Texas police

agencies; the study investigates the main sources of police strain as

predictors of anger, depression, and burnout.

The research sphere which is focused on analyzing the

influence of leaders to manage the effectiveness of the teams can be

regarded as one of the most developing areas. The role of the leader is

regarded as one of the most developing areas. The reason is that

leaders play a vital role in formulating collective norms, assisting the

team members to face and resolve the challenges arisen in the team

environment. The critical importance of leaders on team member

resulted in the creation of new ways based on which leaders can

provide value for the members of the team.

This is related to the given study for it tackles about how an

effective leader can influence and motivate its member to function well

and work efficiently. If the leader can be able to make firm and smart

decisions, then it will help them to achieve the goal of their

organization.

Local Studies

Low legitimacy and lack of trust limit state capacity in providing

public goods and services. This problem is particularly pertinent to

policing, where officers need information about what is happening in

the community to provide services effectively and efficiently. Citizens

give the police information about which problems are most pressing,

the location of crime hotspots, concerns about suspicious people or

activities, and reports of crimes that have occurred. The police use this

information to allocate their limited resources to prevent crime and

ensure public safety. When citizens don't trust the police, this whole

mechanism gets crushed.

A study in the Sorsogon Province of the Philippines revealed

that there are areas still considered a "hotspot" for activity in the

longstanding communist rebellion of the National People's Army (NPA).

While this is currently a low-level insurgency and violent

altercations are relatively rare, the NPA is entrenched in the fabric of

many communities of Sorsogon province and competes with the state

over the provision of many services, including public safety. In

Sorsogon, as in the rest of rural areas or neighborhoods in urban

areas, policing services are provided by Tanods.

Tanods are semi-professional community officers that deal with

minor crimes such as theft, harassment, and public nuisance. In rural

areas with limited police presence, Tanods provide a conduit through

which citizens can report more serious crimes without making a costly

and time-consuming trip to a municipal police station. However, there is

little institutional incentive for collaboration between Tanods and the

national police and virtually no oversight.

This is related to the given study for the reason of it discuss how

the community policing is properly implemented. It is also stated in this

study the importance of people’s trust within the community to the

police, for them to perform their duties and responsibilities efficiently.

Chapter III

RESEARCH METHODOLOGY

This chapter presents the methods that were used in treating

the variables of the study.

Research Design

The study used the descriptive research design which aim to

assess the factors affecting the work efficiency of PNP personnel as

perceived by the selected citizens from Roxas, Oriental Mindoro.

According to Pestanio as cited in Adanza, (2019), descriptive

method was designed for the researcher to gather information about

present conditions. To describe the nature of the situation, as it exists

at the time of study and to explore the causes of the particular

phenomenon is the main objective of the study.

According to Gerbner (2017), descriptive research goes beyond

mere gathering and tabulation of data. It involves that analysis and

interpretation of data to determine what it is.

Respondents of the Study

The respondents of the given study were the thirty two (32)

PNP personnel of Roxas, Oriental Mindoro and the one hundred (100)

selected citizen of Roxas. To get the precise population of the

respondents, the researchers asked the headquarters of Roxas

Municipal Police Station for the data about the total numbers of PNP

personnel working in Roxas and as for the citizen, the researchers

have surveyed each Barangay to get the precise population. After

determining the total population, the number of respondents have been

determined.

Research Instrumentation

A set of questionnaires was used by the researchers as a

means of gathering data of the study. In relation to this, the

researchers had also interviewed some personnel to obtain information

that will ensure the effectiveness of addressing the research problem.

The researcher used a self-prepared questionnaire for gathering data

needed in determining the factors that affects the work efficiency of the

PNP personnel of Roxas. The questionnaires are consisted of two

parts.

The Part I of the questionnaire assessed the work efficiency as

Part II determined the factors that affect the work efficiency as

perceived by the Roxas PNP in terms of the number of personnel,

equipment, work ethics, training, and community participation.

Scaling and Quantification

As a basis in interpreting the mean, a 5-point scale was used

with corresponding statistical limit and verbal description as follows.

Data Gathering Procedure

Having found the questionnaire reliable, the researchers wrote a

letter addressed to the PNP Personnel of Roxas MPS and to the office

of each Barangay to ask their humble office for giving the researchers

the permission to conduct a survey. They have provided guide

questions needed in the conduct of the study. It was then followed by

the researchers distributing the questionnaires to the respondents and

explained to them what is the study all about and what they are going

to do. When the respondents are done in answering the questionnaire

form, the researchers collected all the answers and subjected for

interpretation of data and analyzing.

Statistical Treatment of Data

The data gathered through the research instrument were tallied

and tabulated through the use of statistical tools such as frequency and

mean. These are interpreted by the researchers.

Table I shows the frequency and percentage distribution of the

respondents according to age. Among the 32 police officers 10 of them

are 21- 25 years old with the percentage of 31.25%, 11 of them are

26-30 years old and got 34.37%, 6 of them are 31-35 years old and got

18.75%, 36-40 and 41-45 years old got the same number of 2

respondents with the percentage of 6.25% and 1 of them are 46-50

years old which got the percentage of 3.12%. On the other hand, there

are 100 citizen respondents and 25 of them are 21-25 years old with

the percentage of 25%, 20 of them are 26-30 years old which got 20%,

25 of them are 31-35 years old which got 25%, 36-40 years old and 46-

50 years old got the same number of respondents which got the

percentage of 15%.

The age of the respondents was determined and was beneficial

for our study, for the reason of, the efficiency of the work of every

police officers may also be affected by their age. Meanwhile, the age of

the citizen was determined because it can help the researchers to find

out how long the respondent had lived in the vicinity of Roxas.

As perceived by the Police Officers as respondents, it can be

gleaned from table XI that item (1) one which stated that there is

enough police personnel conducting checkpoint got the highest mean

of 4.47 described as high. However, the item which stated that there is

enough police personnel assigned in investigation got the lowest mean

of 4.25 described as high. As compared to the citizens’ point of view,

the item there is enough police personnel assigned in monitoring the

The overall mean computed was 4.36 from the Police Officers

and 3.84 from the citizens both described as high. This result implied

that the factors that affect the work efficiency of PNP personnel in the

Municipality of Roxas in terms of number of personnel was high. It

further implied that Roxas Municipal Police Station has enough

personnel to perform their duties and to fulfill their assigned task

effectively. Moreover, the PNP personnel is able to do their work and

help the citizen to feel at ease because they are highly visible by

conducting regular patrols and monitoring the activities of the people.

Officers, item (1) one which stated that the number of vehicles is

that police officers are properly armed got the same mean of 4.50

described as very high. However, on the part of the citizens, four out of

five items pertaining to equipment got only a moderate description.

The overall mean computed was 4.42 described as high from

the group of Police Officers . It implied that PNP personnel of Roxas

have enough equipment for them to perform their duties effectively.

Furthermore, this result will show how efficient they are when it comes

to their performance because they have the necessary equipment to

use during their operations and duties.

On the other hand, from the group of citizens, the overall mean

computed was 3.49 described as moderate. It implied that the citizen

observed how the PNP personnel performance is moderately affected

by the equipment. It only means that the PNP personnel do not have

enough equipment in their station especially patrol cars to

people are in involved in crime prevention activities got high description

From the Police Officers as respondents, the overall mean

computed was 4.25 described as high. This result implied that the

factors that affect the work efficiency of PNP personnel in the

Municipality of Roxas in terms of community participation was high. It

further implied that the respondents established a good community

relation towards the citizen within their jurisdiction.

In result of this, they are able to gain the trust of the people that

makes them to participate in every activity that they are conducting, as

well as in some concerns such as interviewing other people to obtain

necessary information for some investigation.

participation was high. It further implied that the citizen in the

implied that the efficiency of PNP personnel in the municipality of

Roxas in terms of peace and order was high.

It further implied that the PNP personnel of Roxas are efficient in

maintaining peace and order in the jurisdiction of their office. It can only

mean that they are performing their duties effectively for the reason of

less crime in the vicinity of Roxas is observed. Moreover, the civilian or

the citizen can observe how efficient the PNP personnel is in

conducting checkpoint and regular patrolling.

On the point of view of the Police officers, it can be gleaned from

citizens, all items got high description except item 1 which states that

the police officers immediately proceed to the crime scene with only

3.48 mean described as moderate.

The overall mean computed was 4.4 from the Police Officers

and 3.94 from the citizens both described as high. This result implied

that the efficiency of PNP personnel in the municipality of Roxas in

terms of investigation was high. It further implied that the PNP

personnel in Roxas is able to solve cases on time by conducting proper

investigation and processing the pieces of evidence that will help them

to identify and locate the offender. Though, for some instances, where

there are emergencies or accidents, the citizen observed that they do

not have quick response to the scene.

Table IX shows efficiency of PNP Personnel in the Municipality

of Roxas in terms of Vice Control.

It can be gleaned from table IX that from two groups of

respondents, item (5) five which stated that drug education is regularly

conducted got the highest mean of 4.75 described as very high and

4.33 described as high.

Likewise, the item which stated that the small talks, programs,

seminars regarding vice control are conducted regularly got the lowest

mean from both respondents with 4.31 and 4.00 but still described as

high.

The overall mean computed was 4.48 from the Police Officers

and 4.27 from citizens both described as high. This result implied that

the efficiency of PNP personnel in the municipality of Roxas in terms of

vice control was high.

It further implied that PNP personnel of Roxas shows how

efficient they are in performing their duties and responsibilities when it

comes to vice control. It only means that, they are able to suppress and

somehow prevent the spread and use of illegal drugs that is capable of

destroying lives. As observed, the cases of illegal drugs decreased

especially when the “War on Drugs” was implemented. Citizen from

different barangays of Roxas turned over themselves voluntarily.

It can be gleaned from table X that all items in Law Enforcement

were rated high or very high by the Police Officers. However, the

citizens described it all as moderate except the item which stated that

the appropriate actions are taken for every violation which got a mean

of 3.57 and high description.

The overall mean computed was 4.48 described as high from

the group of Police Officers. This result implied that the efficiency of

PNP personnel in the municipality of Roxas in terms of law

enforcement was high. It further implied that the law enforcers in Roxas

are fully capable of performing their duties efficiently especially in

enforcing the law and handling each violations with appropriate actions.

Meanwhile, from the group of citizen, the overall mean

computed was 3.39 described as moderate. This result implied that the

citizen observed by themselves how some laws and regulations in

Roxas is not properly implemented and followed by the civilian.

4. What are the implications of the findings of the study?

1. The PNP personnel are efficient in maintaining peace and order

resulting for less rate of crime within their jurisdiction. The citizens

observed how efficient the PNP personnel when it comes to

maintaining peace and order in their jurisdiction by conducting

regular checkpoint and patrolling.

2. Cases are solved on time by conducting proper investigation

and processing the pieces of evidence for identifying and

locating the offenders. It can be observed that the PNP

personnel as perceived by the citizens is efficient when it comes

to investigating cases, identifying and locating the offenders.

Though, there are instances such as emergencies or accidents

that the citizens observed that they do not have quick

responses.

3. Duties and responsibilities regarding vice control is properly

performed. In addition to this, the PNP personnel is able to

suppress and prevent the use of illegal drugs by implementing

laws, programs recommended by higher authorities and

conducting small talks and seminars. Controlling the use of

illegal drugs in the vicinity of Roxas was properly implemented.

It can be observed that the use of it decreased especially when

the “War on Drugs” was implemented for some of the citizens in

each barangay turned themselves voluntarily in order to follow

the law being implemented.

4. The law enforcement officers is performing their duties efficiently

in enforcing the law and handling each violation with appropriate

action. Some laws and regulations carried out by the PNP

personnel of Roxas is not properly implemented and followed as

perceived by the citizens of each barangay.

5. The PNP personnel is fulfilling their assigned task properly for

the particular reason of they have enough police personnel to

respond to every emergency, to do their assigned task and to

make their organization as highly visible for the citizen to feel at

ease. The citizens also observed that there is enough number of

personnel in Roxas Municipal Police Station to perform their

duties and responsibilities. It only means that the PNP personnel

has their own assignments or assigned tasks to execute.

6. The efficiency of the police in their work performance is shown

because they have enough equipment to support them in their

operations and other activities such as patrolling the area,

conducting investigation, and some technological devices to

monitor some areas. As shown by the result, the efficiency of the

performance of PNP personnel was affected by the lack of its

equipment that they can use in performing their duties as

perceived by the citizen.

7. It can be observed that the PNP personnel shows

professionalism while at work, and performing their duties and

assigned task without being involved in any anomalies.The

citizens also observed that the PNP personnel of Roxas MPS

are showing work ethics while on duty and professionalism at

work.

8. The law enforcement officers are performing their duties and

responsibilities effectively because they are properly trained, and

they undergone such basic recruitment program, and basic police

services that makes them professional at their work. The PNP

personnel shows professionalism at work for being properly

trained in performing their duties. The citizen had observed how

good they are in dealing things, especially during emergencies,

accidents, and to other matters such as dealing with law violators.

9. The citizen within their jurisdiction is participating and cooperating

to the activity prepared by the PNP personnel, as well as in

investigation of some cases and other police matters. The

participation of the citizen is observed as they cooperate

whenever the PNP personnel of Roxas conducted some

activities.

Summary of Findings, Conclusions, and Recommendations

This chapter presents the summary of findings, conclusions and

recommendations of the study that are formulated by the researchers.

Findings

1. The overall mean computed was 4.36 and was characterized as high

when it came to the factors influencing the work efficiency of PNP

personnel in the Municipality of Roxas, Oriental Mindoro, in terms of

the number of personnel as perceived by the police officers. The

overall mean computed was 3.84, which the citizens assessed as

being high.

2. Regarding the equipment as assessed by the police officers as

Municipality of Roxas, Oriental Mindoro, the overall mean computed

was 4.42 and was characterized as high. The overall mean computed

was 3.49, which the citizens viewed as moderate.

3. The total mean computed was 4.38 and was characterized as high

when it came to the factors influencing the job efficiency of PNP

personnel in the Municipality of Roxas, Oriental Mindoro. The overall

mean computed was 4.12, which the citizens assessed as being high.

4. According to the police officers' perceptions of the training factors

influencing PNP personnel's work efficiency in the Municipality of

Roxas, Oriental Mindoro, the overall mean computed was 4.38, which

is considered high. The overall mean computed was 3.96, which the

citizens assessed as being high.

5. The total mean computed was 4.25 and was characterized as high in

relation to the Factors Affecting the Work Efficiency of PNP Personnel

in the Municipality of Roxas, Oriental Mindoro in terms of community

participation as regarded by the police officers. The overall mean,

which was computed, was 3.43 and was viewed by the citizens as

moderate.

6. The overall mean calculated for PNP Personnel Efficiency in the

Municipality of Roxas, Oriental Mindoro, as judged by the police

officers in terms of maintaining peace and order was 4.46, which is

considered high. The overall mean computed was 4.00, which the

citizen assessed as being high.

7. That concerning the Efficiency of PNP Personnel in the Municipality

of Roxas, Oriental Mindoro in terms of investigation as perceived by

the police officers, the overall mean computed was 4.4 described as

high. Meanwhile, as perceived by the citizen, the overall mean

computed was 3.94 described as high.

8. That concerning the Efficiency of PNP Personnel in the Municipality

of Roxas, Oriental Mindoro in terms of vice control as perceived by the

police officers, the overall mean computed was 4.48 described as high.

Meanwhile, as perceived by the citizen, the overall mean computed

was 4.27 described as high.

9. That concerning the Efficiency of PNP Personnel in the Municipality

of Roxas, Oriental Mindoro in terms of law enforcement as perceived

by the police officers, the overall mean computed was 4.48 described

as high. Meanwhile, as perceived by the citizen, the overall mean

computed was 3.39 described as moderate.

Conclusions

Based from the findings of the studies, the following conclusions

were drawn by the researchers:

1. Maintaining peace and order in the vicinity of Roxas was

properly undertaken by the PNP personnel by means of conducting

regular patrolling, checkpoint, assisting the citizen to their activities and

prepared programs relevant for safeguarding lives and making

awareness of crime prevention. As it was observed by the citizens,

they are well – aware of the fact that the police officers are performing

their duties in accordance with the law in order for them to be safe and

to make their areas more secured.

2. The PNP personnel in the Municipality of Roxas is efficient in

terms of investigating cases. It involves their response to every crime

scene, criminal investigation is properly conducted that leads for

identifying and locating the offender resulting for the cases to be

solved. Meanwhile, citizens’ survey result concluded that the police

officers are performing their duties efficiently for the reason of, they

witness how committed the personnel are in their assigned task or

work, specifically speaking of solving cases.

3. The use of illegal drugs is properly suppressed by the PNP

personnel of Roxas MPS by conducting programs, small talks and

implementing the anti – drug campaign such as “War on Drugs” and

“Oplan Tokhang” that result for the low rate of illegal drug activities. In

addition, it also helps the citizens to become knowledgeable regarding

vice control because the police officers are implementing the law

against the use of illegal drugs strictly. It was also concluded that the

citizen is highly aware of the anti – drug campaign that makes some of

them voluntarily surrendered to every barangay within the said

jurisdiction, to help them change their lives and find a new hope.

4. The PNP personnel of Roxas is implementing the law

effectively by enforcing it strictly, as they deal with every violations and

efficiently taking appropriate action to law violators. As it was observed

by the citizen, some of the implemented laws are not properly followed

by the people residing within their jurisdiction, it include traffic laws,

violation of illegal gambling and such.

5. Camp Gozar has enough personnel to accomplish every

assigned task, and to perform every duty and responsibilities mandated

by them. The police officers has enough personnel to respond to every

cases may it be emergency or accidents.

6. It was concluded that the Roxas MPS has enough equipment

for the police officers to perform better at work. And the equipment that

they used is readily available whenever they need it.

7. The PNP personnel in the Municipality of Roxas is performing

their assigned task with utmost courage, honest in thought and deed as

well as fulfilling their duties with professionalism.

8. The police officers are well – trained, possessing knowledge

in performing their duties, and implicating best methods in finishing

assigned task.

9. The citizen in each barangay are cooperative to the activities

undertaken by the police officers. They are obeying the laws carried

out or implemented by the law enforcement officers.

Recommendations

1. Since the Factors that Affects the Work Efficiency of PNP

Personnel in the Municipality of Roxas, Oriental Mindoro in

terms of number of personnel as perceived by the police officers

and citizen was both high, it is recommended for the Roxas

MPS to divide the work efficiently or to give each police officers

assigned

task to accomplish, and for them to address every problem

encountered within their jurisdiction.

2. Since the Factors that Affects the Work Efficiency of PNP

Personnel in the Municipality of Roxas, Oriental Mindoro in

terms of equipment as perceived by the police officers was high

and for the citizen was moderate. Consequently, it is

recommended that the police officers must improve the

equipment that they use when it comes to performing their

duties, for them to work properly and effectively and also to

reach the citizens from places where it is hard for them to

monitor.

3. Since the Factors that Affects the Work Efficiency of PNP

Personnel in the Municipality of Roxas, Oriental Mindoro in

terms of work ethics as perceived by the police officers and the

citizen was both high, then, it is recommended for the police

officers to continue performing their duties without the stain of

corruption and arrogance.

4. Since the Factors that Affects the Work Efficiency of PNP

Personnel in the Municipality of Roxas, Oriental Mindoro in

terms of training as perceived by the police officers and citizen

was both high, consequently, it is recommended for the police

officers to maintain good performance at work while applying

what they

have learned in their training.

5. Since the Factors that Affects the Work Efficiency of PNP

Personnel in the Municipality of Roxas, Oriental Mindoro in

terms of community participation as perceived by the police

officers and citizen was both high, therefore, it is recommended

for the police officers to maintain building a good community

relationship between them and to the citizens.

6. Since the Efficiency of PNP Personnel in the Municipality of

Roxas, Oriental Mindoro in terms of Peace and Order

Maintenance as perceived by the police officers and citizens

were both high. The researchers still recommend that the law

enforcement officers must continue the consistency of

maintaining peace and order to its jurisdiction to ensure the

safety of the people residing in the community. Moreover, the

citizens must continue to do their part by following the rules and

the laws implemented by the police officers.

7. Since the Efficiency of PNP Personnel in the Municipality of

Roxas, Oriental Mindoro in terms of Investigation as perceived

by the police officers and citizen was both high, consequently,

the researchers still recommend that the police officers must

improve the investigation of cases to accomplish the three fold

aim of

investigation. On the other hand, the citizens must understand

that the personnel is just performing their duties in order for

them to respond on cases or crime scene, they need information

to support the report given by them.

8. Since the Efficiency of PNP Personnel in the Municipality of

Roxas, Oriental Mindoro in terms of Vice Control as perceived

by the police officers and citizen was both high, it is

recommended for the police officers to improve the small talks,

giving programs regarding vice control in the community.

Moreover, the citizen must have the consistency to be a law –

abiding citizen. It is recommended for them to be cooperative in

every program and rules implemented by the Roxas PNP.

9. Since the Efficiency of PNP Personnel in the Municipality of

Roxas, Oriental Mindoro in terms of Law Enforcement as

perceived by the police officers was high and for the citizen was

moderate, therefore, it is recommended for the PNP personnel

to put more action when dealing with law violators and by

enforcing the law appropriately. In addition, the people must do

their part by following the laws mandated by the police officers.
