EU DATE OF WITHDRAWAL?

• This is the “sunset” date within the EU for the previous version (IEC
62133, 2nd ed: 2012)
• After Mar 14, 2020, all new battery systems will be certified according to
IEC 62133-2, 1st ed: 2017)
• Existing batteries do not need to be re-certified unless:
• Battery design change occurs (certify to latest)
• End product certification occurs after Mar 14, 2020 (updated
component specs at that time)
• Note: Other countries may adopt at different times, with different DOW

General Comments

• Separate Nickel (62133-1) and Lithium (62133-2) chemistries


• Includes Coin cells (if internal AC impedance is <3.0 Ohm)
• Single fault conditions (SHOULD vs SHALL)
• UN 38.3 transportation moved to annex (was part of 62133, 2nd
edition test requirements)
• FISC (Forced Internal Short Circuit): still applies to only Japan,
Korea, France and Switzerland (consider pan-EU application and
enforcement)

CELL LEVEL REQUIREMENTS:


• External short circuit (now performed at +55C ambient)
• Thermal abuse: hold times changed
• Crush test: 10% deformation condition removed
• Forced Discharge: End conditions changed, not only time-based.

For a cell certified to IEC 62133, 2nd edition, above tests would need to
be re-run

BATTERY LEVEL REQUIREMENTS:


• External short circuit (SHOULD be performed with single fault
condition)
• Overcharge: different charge conditions than previous edition
• Vibration test: added back in to standard
• Mechanical Shock test: added back in to standard

For a battery certified to IEC 62133, 2nd edition, above tests would
need to be re-run.(and cells would need to be qualified to the 62133-2
version as well)

SHOULD VS SHALL

“External short circuit (SHOULD be performed with single fault


condition)”

• In practice, batteries are components of larger systems, not


standalone devices
• Redundancy (single fault protection) may be implemented at a
system level (Battery + Charger, Battery + Device)
• DOES NOT MEAN: You may ignore this requirement, but you do not
need to comply exactly as written.
• Consider “Conditions of Acceptability” as typically used in NRTL
certifications.

RECOMMENDATION TAKE AWAYS

Consider Market and Product Life:


- 62133, 2nd ed and 62133-2, 1st ed both currently active.
- NRTL Certification in North America: still based on 62133, 2nd ed
- Look at existing cell certifications (62133, 2nd ed, or 62133-2, 1st ed)
- Unlisted cells can still be used, but added test cost and risk.
- Delta testing (partial retest) may be an option

UN 38.3:
- Changes effective Jan 1, 2019
- Ensure ISO17025 lab or traceability of Calibrations, to use toward 62133,
2nd ed
- Vibration and Mechanical Shock now required within 62133-2, 1st ed.

End Product:
- Always consider end-product requirements, these determine component
(Battery) requirements, regardless of existing certifications.
- End Product may prescribe additional requirements or specific versions of
battery standards
