1. Introduction
Currently ECI launched three citizen applications those cater the searching names in the electoral roll by
using the EPIC number or personal details, registration of new voters, corrections of particulars, and
migration cases inside or outside the assembly constituency. The First one is using the National Voter
Service Portal, the second one is Voter Portal and the latest one is Voter Helpline Mobile App. The newly
registered forms would be assigned to concerned BLO by ERO through ERONET application. BLO got
the checklist through BLONET app and did the field level verification. After successful verification it goes
to ERONET application for final approval by ERO. Sometimes BLO did manually the field verification also.
Now ECI has envisaged a Mobile based application GARUDA where BLO can do field level verification of
new registered citizen applied though VHA, NVSP or VP and assigned by ERO or BLO can do form
submission also like the VHAA, NVSP or VP application on behalf of electoral and can do the field level
verification with approval of ERO.
BLO can capture Polling station facilities like PS Latitude/Longitude, PS photos, PS AMF/EMF thorough
GARUDA app.

2. Login to the app
BLO needs to enter the registered mobile number and password as shown in the below screenshot and
further, need to click on request OTP. An OTP will be generated and sent to the mobile. On the next
screen, BLO needs to enter the OTP and he /she will login successfully.

In the next screen, BLO will enter a password as per of his choice as per the instruction shared on the
screen to make it strong. This screen will appear only in case of first time login else BLO will be directed
to next screen to select the part for the existing user.

On the next screen, BLO has to select the aligned Part as shown below. Then, the language will be auto
detected in next screen or BLO can put it manually. In the next screen it will show the device compatibility
report. BLO needs to click on submit and then, he/she will be logged in.

Once this is done, BLO will be able to see the name of selected constituency at the top and dashboared,
as shown in below screenshot.He/she will be able to see the first seggregation with Gender count in that
particular part. Further to it, the form 6, 6A, 6B, 7 & 8 stats will be shown with different colours falling
within 7 days and before 7 days.At the last there 4 different options for BLO - Facilities, checklist, forms
and H2H survey.
Additionally, he will be able to see the total count of electors in that particular part. Once, the user clicks
on that, then list of electors will open. User can search any of the elector by Name, Relative name and
EPIC number. In the list, user will be able to see Name, EPIC number, Gender, Relation name anf age.
Also, BLO can add aadhar card number for the electors. Once, he clicks on the Add Aadhar, he will be
directed to form 6B.

Forgot Password
If BLO forgot the password then he has to request an OTP, once the OTP is entered then request
will be sent to ERO. Once approved, BLO will be able to login with new credentials.

3. Facilities
Once the BLO clicks on the Facilities option then, a new window will be open as shown in the below
screenshot. Also, BLO will be able to see the polling station location and he needs to confirm the exact
GPS location by reaching there.

BLO has to take the polling station photos and upload it the app.The photos are required for
entrance,drinking water, toilet, ramp.

Once the photos are uploaded then, BLO will come back to the previous screen. Scrolling down below,
he/ she will mark if the list of facilities as ‘Available’, post checking the station.

BLO will also be able to capture remarks against each facility. After clicking on Available/Not Available
BLO will remark as good, poor & average as shown below. He/she can further add comments.

4. Checklist
BLO can do field verification of assigned forms through this option. ERO assigns the forms submitted by
citizen through Voter Helpline app, Voter portal or National voter service portal to BLO. BLO can also submit
forms through GARUDA app on behalf of citizen. Forms of both cases will be populated in checklist of
BLO.BLO can verify and edit the data on clicking on the Form. He can put his comment and submit the
verification report also.
• The new forms will appear with a blue dot and white background. The grey highlighted forms are
already read by BLO, either they are in progress or yet to be verfied.
• Once the verification is done by BLO then the forms will move to the verified list as shown in the
below screenshot.

5. Forms:
BLO will fill the forms for registration process, and they can submit offline (Digitization) form
through Garuda app. This Registration form will rotate all level of approval and then generate
EPIC card as output once that registration request will be completely approved.

Once the BLO clicks on Forms, he/she will be able to see the draft forms options which are not
submitted.
Rest, BLO will have option for form 6, 6A, 6B, 7 & 8.

Form 6:
• BLO will click on requisite option (Form 6).
• System will have facility to save as draft where all entered information will be saved, and
user can edit / proceed with entered information.
• Click on Preview. Upon clicking of preview, System will show the beta marked EPIC and
updated details in statutory format.
• After preview, BLO will click on Submit.
• BLO will provide all the required details and click on submit.
• After submitting form Reference no. will be generated by system.
• Notification should be sent to Applicant via email & SMS and to respective AERO via email
only.
• Applicant will have facility to download acknowledgment letter in statutory format where complete
information of the submitted form and reference number will also be mentioned with date and time
stamp.
• This application will land in AERO login under Form respective tab.
• Status of this application should be set as submitted

Form 6A:
• BLO will click on requisite option (Form 6A).
• System will have facility to save as draft where all entered information will be saved, and user can
edit / proceed with entered information.
• Click on Preview. BLO can verify the details
• After preview BLO will click on Submit.
• BLO will provide all the required details and click on submit.
• System will not generate EPIC No. against that form 6A in respect of applicant.
• In case of correction – Only through Part no. and serial number needed.
• After submitting form Reference no. will be generated by system.
• Notification should be sent to Applicant via email & SMS and to respective AERO via email only.
• Applicant will have facility to download acknowledgment letter in statutory format where complete
information of the submitted form and reference number will also be mentioned with date and time
stamp.
• This application will land in AERO login under Form respective tab.
• Status of this application should be set as submitted

Form 6B:
• BLO will fill the form on the behalf of Applicant
• BLO will enter EPIC number respective applicant.
• On basis of EPIC number, subsequent form 6b will open with auto populated data of that respective
applicant.
• In case, Aadhar already mapped with that EPIC number then on same popup alert will display to
notify the BLO.
• BLO must fill Aadhar number and required details as mentioned on form then have to submit the
form.
• After submitting form Reference no. will be generated by system.

Form 7
• BLO will click on requisite option (Form 7)
• BLO will enter the Applicant’s EPIC
• BLO will select any one option to proceed for deletion
o Same EPIC
o Other Elector
o Objection to Inclusion
• Based on selected parameter
• In case of same EPIC, BLO will proceed for the applicant’s EPIC
• In case of other elector, two option will be there,
➢ Search by EPIC- BLO will enter EPIC number of other person and result outset will be based
on EPIC number only.The result will be taken from electoral roll table. BLO can
proceed further
➢ Search by Name- BLO will enter name of other person and result outset will be based on
entered name only. The result will be taken from electoral roll table. BLO can select any one
to proceed further.
• In case of Objection to inclusion, one option will be there
➢ Search by Name- BLO will enter name of person and result outset will be based on entered
name only. The result will be taken from Form 6 processing table. BLO can select any one to
proceed further.

• BLO can provide the required information in Form
• System will have facility to save as draft where all entered information will be saved, and BLO can
edit / proceed with entered information later.
• BLO can preview the form before submission
• Click on submit.
• A Reference No. will be generated upon successful submission of Form and System, email and
SMS notification will also be sent to Applicant. A notification will be sent to the person whose
name supposed to be deleted. Notification will be sent on the available communication details in
the database i.e., mobile number and email ID.
• BLO will have facility to download acknowledgment letter in statutory format where complete
information of the submitted form and reference number will also be mentioned with date & time
stamp
• This application will land in AERO login (ERONET 2.0) under Form respective tab.
• Status of this application will be set as submitted.

Form 8:
• BLO will log in Mobile App.
• BLO will click on Form 8
• BLO will enter the “Applicant EPIC No.”
• BLO will have the facility to select Proceed for:-
• Proceed with same EPIC
• Proceed with other EPIC
• In case “Proceed with the same EPIC”, entered EPIC will be pre-populated.
• In case “Proceed with the other EPIC”, BLO will enter the EPIC no. of the other person,
Applicant’s EPIC and Other Person’s EPIC should not be the same.
• Click on Ok.
• BLO will have the facility to view the Part no. & Serial no. of the proceeding EPIC
• BLO have facility to select “I submit application for” from radio button (select only one at a time):-
• Shifting of Residence-Within AC, Outside AC
• Correction of Entries in Existing Electoral Roll
• Issue of Replacement EPIC without correction
• Request for marking as Person with Disability
• In case “Shifting of Residence (Outside AC), BLO’s and EPIC’s (EPIC for the Proceeding) AC will
be the different, then system will allow to fill the form. State, District & AC will be pre-populated
from the BLO’s profile. In case “Shifting of Residence (Outside AC), BLO’s and EPIC’s AC will be
the same, then system will not allow to fill the form & show the error, Error Massage Applicant
belongs to your AC, please select Within AC.”
• In case “Shifting of Residence (Within AC), BLO’s and EPIC’s State, District & AC will be the
same however Part will be the different, then system will allow to fill the form. State, District & AC

will be pre-populated from the BLO’s profile. In case “Shifting of Residence (Within AC), BLO’s
and EPIC’s State, District & AC will be the different, then system will not allow to fill the form &
show the error, Error Massage Applicant does not belong to your AC, please select Outside AC.
• In case of selection of other three option, BLO’s and EPIC’s State, District, AC and Part will be
the same, then system will allow to fill the form. State, District & AC will be pre-populated from the
BLO’s profile.
• In case of selection of other three option, BLO’s and EPIC’s State, District, AC and Part will be
the different, then system will not allow to fill the form & show the error. Error massage “Applicant
doesn’t belong to your part."
• Applicant Name & EPIC will be pre-populated in the detail section. This information will capture
from the Applicant EPIC.
• “I submit application for” section will only pre-populated & non-editable as per selection of pop-up
radio button.
• In case of Shifting of Residence, BLO will input the address details-House/ Building/ Apartment
No. ,Street/Area/Locality/ Mohalla/Road,Town/Village,Post Office,PIN
Code,Tehsil/Taluka/Mandal,District (Auto-populated, will be taken from the BLO profile)State/ UT
(Auto-populated, will be taken from the BLO profile),
• Select type of address proof document.
• Upload supporting document.
• In case applicant will apply for ‘Application for Correction of Entries in Existing Electoral Roll’.
BLO will have the right to tick on only four particulars’ entries at a time. As per selection of check
box applicant will have the right to enter respective details. Check box details are-Name,
Gender,DoB/ Age, Relation Type, Relation Name, Address, Mobile Number, Photo
• As per selection of the checkbox, field will be appeared on the screen. BLO may enter the
required details & further it will be converted into regional language by transliteration.
• In case of correction in applicant name, BLO will input name (Enter the middle name in the same
box with separated by the space) and surname. After entering both information and clicking
anywhere will show the complete name in Pop-up where applicant will have choice to procced
with the same or go back to correct.
• In case of correction in applicant relative name, applicant will input relative name (Enter the
middle name in the same box with separated by the space) and surname. After entering both
information and clicking anywhere will show the complete name in Pop-up where applicant will
have choice to procced with the same or go back to correct.
• In case to update/ add mobile number, OTP verification will be mandatory on entered mobile
number. Resend OTP will be enabled after 30 second.
• In case applicant will select ‘Application for Issue of Replacement EPIC without correction’,
Applicant will have facility to select only one reason for replacement of EPIC. Reasons are
mentioned: Lost, Mutilated, Destroyed due to reason beyond control like floods, fire, other natural
disaster etc.
• In case reason of replacement of EPIC is lost, upload copy of FIR/ Police report will be mandatory
however upload will not appear in case of mutilated and destroyed.
• In case applicant will select ‘Application for Marking Person with Disability’, Applicant will have
facility to select multiple disability type. Type of disability are mentioned below-Locomotive,
Visual, Deaf & Dumb, If any other (Give description)
• Applicant will enter the percent of disability.
• Applicant will have the facility to select Yes/ No for the disability certificate. Upon selection of Yes,
system will enable to upload disability certificate.
• Applicant will enter the place and date will be system generated.
• System will have facility to save as draft where all entered information will be saved, and user can
edit / proceed with entered information.
• Click on Preview. Upon clicking of preview, System will show the updated details in statutory
format, Preview auto generated form-7 (only In case of Shifting of Residence (Outside AC)) &
beta marked updated sample EPIC.
• After preview applicant will click on Submit.

Track application:
BLO can track the application based on the reference ID.

6. H2H Survey:
Here, BLO can see the total list of electors present in that part. BLO verifies all the family
members living in a house. Once, all the members are verified then only BLO will be able to
mark the house completely verified. He/ she has the option to check all the verified electors from
the list by clicking on verified.

7. Menu Bar
This allow BLO to interact with the content or application in various ways. Each option will have
different things to do. This is for his/her personal use only.
My Profile:
From here, BLO can see and check his personal details. He/she can edit his personal details and
post update; it will be sent to ERO for approval. Once approved, changes will be reflected in my
profile.

Change Password: From here, BLO can change the password forcefully whenever he/she
wants. No ERO approval required here.
BLO Patrika: It’s a magazine which is currently hosted on ECI portal on monthly basis. Now, it
will be moved to Garuda app and BLO can download and go through it.
