A NARRATIVE REPORT ON THE CONCLUDED CHILDREN’S SHOW 2023 IN CELEBRATION OF THE 31 ST NATIONAL
CHILDREN’S MONTH ON NOVEMBER 28, 2023 AT KDCM SPORTS CENTER, POBLACION, BALBALAN, KALINGA
PROVINCE.

The Local Government Unit of Balbalan celebrated the 31st National Children’s Month through a
conduct of Children’s Show where children from different schools participated in the contested activities
prepared by the Municipal Council for the Protection of Children.

The activity started with an opening prayer led by Pastora Marie Estrella Sumaclang followed by the
singing of the National Anthem led by Ms. Averyl Canasa. Hon. Alvin Mark M. Page, SB Chairman on Social
Services gave his welcome remarks wherein he acknowledged the efforts of the children in participating in the
said activity. He also commended the teachers for patiently honing the skills and talents of the students and
encouraging them to participate in the different activities in their schools and the community. The pupils of
Balbalan Central School rendered a dance presentation. The Municipal Mayor Hon. Almar P. Malannag
delivered the Local State of the Children’s Report:

“Happy Children’s Month to everyone!

We are all very glad that we are here today to celebrate the 31 st National Children’s Month.
Under Republic Act 10661, National Children’s Month in the Philippines is annually celebrated every
November as it commemorates the adoption of the United Nations on the Convention of the Rights of
Children on November 20, 1989. It seeks to instill its significance in the Filipino consciousness, as
well as sustain the promotion and protection of children’s rights.

According to our National Hero Jose Rizal “Ang mga Kabataan ay pag-asa ng ating Bayan”.
Today’s children are tomorrow’s future. Children are considered the building blocks of a strong
nation. They are small but can change the nation positively. They are the responsible citizens of
tomorrow as the country's development lies in their hands. Children are leaders of tomorrow so they
need to get respect, special care, and protection. This Celebration reminds us about the importance of
children in the family, society, and our country.
The Local Government Unit of Balbalan promotes the rights of children in all its aspects as
embodied in Ordinance No. 2021-09 which is an ordinance enacting the Balbalan Code of Parental
Responsibility for the Protection of Children’s Rights thus I am proud to present to you our
accomplishments to our children for calendar year 2023:

We have received awards which prove that the Local Government Unit of Balbalan is doing its
best to promote the rights of Children.

First, our municipality is among the 52 municipalities/cities in the Cordillera that passed the
2022 Child-Friendly Local Governance Audit with a rating of 92.66%. We will be soon conferred and
will receive the said award from the DILG and Council for the Welfare of Children. The CFLGA is an
annual audit system for measuring local governance performance in the delivery of services that would
generate positive results for children.

Second, the LGU is fully Compliant in adhering to standards for the establishment and
functionality of the Local Disaster Risk Reduction and Management Councils. The awarding will be
this coming December 2023.

We also received Recognition from DOH – recognizing our achievement in our health services.
We have received 2022 Green Banner Seal of Compliance, and a certificate of recognition
commending our performance on sustaining below 10% prevalence rate of stunting among 0-59
months old children, Exemplary accomplishment during the measles Rubella-Bivalent Oral Polio
Vaccine Supplemental Immunization Activity for 2023, Sandugo Awardee, Barangay Tawang won the
first place in the provincial Search for healthy Barangays – New Entry Category & Barangay Buaya
won also the provincial Search for Health Barangays- Sustainability Category.

Ms. Mylene Calagui of Barangay Balantoy is a Finalist in the search for the 2022 Regional
Outstanding Barangay Nutrition Scholar while Ms. Gemily Dakiwag of barangay Poblacion is also a
finalist in the Search for Most outstanding BHW in CAR.

Brgy. Balbalasang and Barangay Tawang are Top 6 Finalist in the Search for Best Tourism
Village by the Department of Tourism. The tourism industry will bring profit to our place & will create
employment to the people.

On the assessment of different councils in the LGU by the DILG, Municipal Council for the
Protection of Children, Local Committee on Anti-Trafficking and Council for Violence against women
and their Children and Municipal Peace and Order Council ranked Ideal while the Municipal Drug
Abused Council received High Functional ADAC performance audit.

As of funding of Programs and services for children for 2023, 11.26% or Php 22,683,712.07 of
our National Tax Allotment is allotted to children’s welfare program wherein it exceeded the required
amount by law which is 1% of the NTA.

The following are the accomplishments of the Local Government Unit of Balbalan:

ON THE RIGHT TO SURVIVAL:

1. On Food Security – in order that all families especially the children to have access to sufficient,
safe and nutritious food that meets their food preferences and dietary needs for an active and
healthy life, the LGU through the Municipal Agriculture Office implemented the following
services:

 Under High-Value crops program, we have provided high quality vegetable seeds
assistance to 1,087 farmers and all schools for their gulayan sa paaralan, established 2
technology demonstration site for coffee production, and continuous sale of gayunan
seedlings to farmers in order for to have additional income for their families.
 On fishery program, the Mun. Agriculture office released 12,000 fresh water eel, distributed
tilapia fingerlings to 172 fisher folks and conduct continuous capability building to these
fisherfolks to sustain the availability of fish supply in our respective barangays.
 On Livestock production, an amount of Php 4,500,000.00 was downloaded by DA to our
municipality for the construction of BioSecure Facility. We also support our farmer’s
organizations in which we facilitate the transfer of funds for their livelihood program like
SAAD Dao-angan Organization for their breeder stocks and feeds amounting to Php
950,000.00 while Dalayap Farmers Association was given Php 6,500,000.00 for the
construction of Poultry Facility with breeder stocks. We also distributed 45 piglets w/ initial
feeds support, conducted anti-rabies vaccination, 4 veterinary services mission which
includes deworming of cattle, antibiotic treatment, swine castration & continuous IEC on
the prevention of African Swine Fever as well as establishment of checkpoints in
partnership w/ PNP-Balbalan.
 On Rice production, we continuously provide technical assistance to our farmers, we also
distributed 500 bags certified seeds to 408 farmers, distributed fertilizer vouchers to 210
farmers and endorsed 2,298 qualified farmers who received Financial assistance of Php
5,000.00 each from DA.
 On corn program – we have established 2 technology demonstration farms to improve
production of corn in our municipality and also distributed hybrid corn seeds with initial
fertilizer to corn farmers.
 In order to give access to our farmers to sell their products, we have continuously funded
construction of access Roads and improvement of Farm to market roads. These structures
will also be helpful to our students who are traveling every week days in going to their
respective schools.
 To improve the harvest of our farmers, the LGU constructed 12 Communal Irrigation
System from 10 barangays amounting to Php 7,250,000.00.
 In coordination with DOLE, our PESO Ms. Lucila Agcaoili were able to refer 328 for their
TUPAD Program and 700 individuals was referred by the MSWD through our barangay
officials to DSWD & PLGU Kalinga for their Cash for work program. These families were
given a temporary employment for them to have additional income for their family needs
 6 farmers organizations were also given livelihood assistance by DSWD.

These services were extended to our farmers in order to provide and sustain the availability of food
for our families and to our children.

2. On Health and Nutrition


- We were able to sustain the following:
o Zero Maternal deaths
o Zero infant death
o All pregnant women undergone 4 or more prenatal check-up
o All pregnant women delivered in health facility and attended by trained personnel
o All children are fully immunized before reaching one year old

- We were able to sustain this because we implemented religiously the programs to our
children like:
o Maternal Program
o Child Care Program which includes Regular Immunization, OPT, Deworming,
Garantisadong Pambata,
o Nutrition Program like Parents/Mothers Class, Promoting of Infant Young Child
Feeding practices, Provision of Micro Nutrient Supplementation Program,
Monitoring of undernourished children, distribution of maternal milk to pregnant
mothers and conduct of nutrition month celebration
o Medical Check-up, laboratory services, dental services and free medicines for
children
o Dental Care Program like distribution of Tooth brush and tooth paste to Day Care
Children and Kindergarten, conduct of tooth brushing drill and IEC on Oral health
care
o Continuous support to our barangay volunteers through conduct of capability
building training/seminars and counter parting in their honorarium.
o Peer Support Group Council and Peer Support Group/oversight was organized
o Organized and functional Municipal Nutrition Council and Local Health Board
o Sustained the Philhealth for indigent families amounting to Php 1,000,000.00

- We have institutionalized the implementation of the Search for Healthiest Barangay and
school. An amount of Php 1,500,000.00 is allotted for the prize of winning barangays and
schools. The indicators are focused of the 4 pillars such as Good Governance, Service
Delivery, Environmental Sanitation and Financing. These will gauge the Barangay in the
implementation of different services in their respective communities.

- To sustain health service delivery to our constituents, we have Barangay Health Midwives
deployed in the 14 Barangay health Stations of this municipality. We also funded an amount
of Php 12,259,000 for the Construction of the Main health Station under the 2023
Supplemental Budget

- 9 Water Work System from 4 barangays amounting to Php 2,930,000.00 was constructed
for safe and sufficient water supply in the community
- 8 Sewer system amounting to Php 4,200,000.00 was constructed to maintain clean and safe
environment

3. Right to have a name & Nationality – In order that all children in our municipality will be
registered – the Municipal Local Civil registrar conducted mass civil wedding to Barangay
Poswoy & Barangay Tawang wherein 42 couples had their civil marriage.

4. During the occurrence of Typhoon Egay, we immediately responded to the needs of the affected
families. We distributed family food packs, hygiene kits, kitchen & sleeping kits from LGU-
Balbalan & DSWD CAR. We also recommended the families whose houses were destroyed &
whose crops destroyed for financial assistance to DSWD CAR & to Senator Imee Marcos.

ON RIGHT TO DEVELOPMENT

- At present, we have 29 fully functioning Child Development Centers in the municipality in


which 25 are permanent centers and 2 are on-going construction ( Dalayap & Capas CDC).
We also provided counterpart to the honorarium of the Child Development Workers
amounting to Php 1,044,000.00 and fund their continuous capability building training.

- 436 - 2-4 years old children are beneficiaries of the Supplementary Feeding Program
funded by DSWD. The LGU gave a counterpart in the amount of Php 810,000.00 for the
milk, yogurt, toothbrush, toothpaste & multivitamins of these day care children.

- We also allotted fund of the 20% of the LGU for infra projects to schools such as
Construction of Balantoy ES Fencing, Mabaca ES Stage, improvement of BAIS Main
stage, fencing of Ubual ES, Construction of Concrete Canal at Kabugao ES, Construction
of BCS Slope Protection amounting to Php 3700,000.00.

- The Local School Board Fund, an amount of 140,000 was used during the Provincial
Athletic meet and 104,323.55 for the Rehabilitation of Buaya ES WWS.

- Provided educational assistance to 12 children with disabilities under the Tuloy Aral
walang sagabal program

- 25 children of Solo Parents were given educational assistance amounting to Php 87,500.00

- LGU Balbalan signed a memorandum of agreement to a nominee for the scholarship of the
University of Philippines, Manila – Aurora Extension- School of Health Sciences. The
school offers a step-ladder curriculum first as a community health worker of midwife, then
sequentially as Bachelor of Science in Nursing and eventually as Doctor of Medicine. The
LGU will pay Php 48,000.00 per semester of the student for her school needs.
- We have 19 beneficiaries for the “ANAK Ti Balbalan Program ( Anak un Nabaybay-an,
Asikasuwon kan Talipatiwon” which is provision of Educational Assistance to neglected,
abandoned and orphaned children.

- Our MDRRMC Conducted Basic Life support, Disaster preparedness lecture and
Earthquake Drill to schools in partnership with the Bureau of Fire protection

- There were 100 youth who availed of the Special Program for the Employment of Students
(SPES) in partnership with DOLE

- We also have conducted a mental health awareness seminar and psychological First Aid
seminar to students from the different secondary schools in our municipality.

- The LGU also supports the activities of DepEd through financial assistance for their food,
transportation and other needs like the recently concluded Division Science and Math Fair
2023 held at BAIS wherein we have visitors from the different schools in Kalinga.
Municipal and Provincial Athletic meet, National Creotec Makex Robotics competition in
Laguna wherein students from Balbalan National High School participated in the said
activity

- We continuously worked with DITC for putting up of free internet connection in every
barangay for our students to use for their studies but may I remind our students, parents,
teachers and our barangay officials to see to it that this program will benefit the students
properly and will not destroy their future.

ON THE RIGHT TO PROTECTION:

- LGU Balbalan had an updated Local Code of Children

- We conducted IEC on child rights, child abused prevention and other child related laws to
653 children from Balbalan ES, Sadsadan ES, EBNHS, BAIS, BCS, Bullalayao ES,
Pantikian ES and Gawa-an ES.
- 6 Secondary schools have undergone Healthy Young one’s seminar

- The MCPC also provided counterpart for the food and other needs of children who are
under rehabilitation at Tabuk City Refuge of Hope.

- Continuous capability building training to the Barangay Council for the Protection of
Children to equip them with knowledge and skills in handling cases of child abuse and
Child in conflict with the law

- In Coordination with Balbalan Municipal Police Station, we were able to accomplish the
following:

- PNP-Balbalan also conducted IEC on crime prevention and Child Related laws to
elementary and secondary schools

- Equipping our 150 Barangay Tanods through provision of Uniforms and conduct capability
building trainings.

- Establishment and mobilization of BPATs to schools to manage the smooth flow of traffic to
prevent traffic accident.

- Continuous engagement with the TWG on the proper handling and reporting of gender
based violence cases so that the utmost confidentiality will always observe.
- Intensifying the advocacy on crime prevention especially on sexual abuse.

The Search for Child Friendly Barangays is already institutionalized. The indicators is focused
on the Functionality of the Barangay Council for the protection of Children, Standard of Child Friendly
Barangay, presence of four gifts to children and some criteria adopted from the Child Friendly Local
Governance Audit.

Continuous coordination to PLGU Kalinga, AFP, PNP, DILG, DOLE, DSWD and other
concern agencies on in the implementation of programs under the National Task Force to end Local
Communist Armed Conflict. There are 11 barangays in our municipality who are beneficiaries of the
ELCAC program. We were able to conduct community consultation to these barangays to bring
government services closer to the people.

ON THE RIGHT TO PARTICIPATION

485 youth attended the Unlad Kabataan Program, Summer Camp and Linggo ng Kabataan wherein
topics like drug symposium, teenage pregnancy, mental health awareness, anti-terrorism, and
leadership were discussed. There were also contested activities like singing, dancing, and ball games to
encourage the youth to hone their talents and skills.

Youth participated in the Blood Letting activities of the MHO

We also supported youth organizations from the different barangays. We included the assessment of the
functionality of the Youth Organization during the Linggo ng Kabataan to encourage them to
participate in the activities intended for them.

To encourage youth to participate in physical and cultural activities, the LGU funded the continuation
of the Construction of two covered courts at Gawa-an and Tawang in the amount of Php 2,000,000.00.

Conducted leadership training for 60 student leaders from the 7 secondary schools in our municipality.
This is to train and encourage them to become active and participative leaders in their respective
schools and communities.

We also gave our support during the concluded SK elections last October 30, 2023. We already
conducted the Sangguniang Bayan Mandatory Training and orientation for SK officials and the
election of SK municipal Federations in which the elected officials of the SK federation President is
Hon. John Vianey Duggoy and Vice president is Hon. Jess Rephanse S. Lumaday.

We have also challenges on which we should focus this 2024, these are:
1. The nutrition profile of Balbalan Operation Timbang Plus result for 2023 showed cases of
stunting, underweight, and wasting among children in the municipality. 6.4% or 910 children
are stunting & severely stunting and 1.8% were underweight
 Through close coordination with our Health Providers and other concerned agencies, we will
see to it that proper interventions will be done to improve the health status of these children.

2. We have 3 teen age pregnancy cases.


 We will intensify IEC on Reproductive education, conduct parents class to parents who have
teen age children, implement programs which could help youth engage in community activities
and strictly implement of curfew hour in the different barangays to safeguard our children

3. For this year, we have recorded 2 cases of Child Abuse.


 In order to prevent child abuse and safeguard our children, we will intensify implementation of
laws and local ordinances, implements advocacy on child rights and child abuse prevention and
continue providing capability building training to our barangay council for the protection of
children.

4. 1 recorded death of under 5 years old child


 He encouraged the barangay officials to make a policy prohibiting the sale of gummy bears in
the stores and reminded the parents to always check the food of their children.
For 2024, we will sustain the implementation of services to our children and we will also
strengthen our collaboration with other funding agencies which could help us achieve our
mission and vision to our municipality. We have allotted an amount of Php 29,956,459.40 or
14.024% of our NTA to fund programs, projects, and activities for the children.

One of my priorities in my administration is that all children or youth in our municipality will
be able to finish a degree to have a better future through our Municipal Vice Mayor Rowina
Alison Damian and our SB members formulated the ordinance prescribing the guidelines for
our scholarship to college students. This is one way of helping indigent and deserving students
to finish their education and be able to have better jobs and become an asset in our
municipality. One million pesos is allotted to this program.

For our 20% Development Fund for 2024, We have included the following infrastructure
projects which we believe will help our young ones to develop their potential to the fullest and
protect their rights:
1. Continuation of Dao-angan CDC- 500,000
2. Completion of Canao CDC- 200,000
3. Continuation of Dalayap CDC- 1,000,000.00
4. Construction of Mabaca ES School Stage – 500,000
5. Construction of Bayuwong ES Comfort rooms – 300,000
6. Repair of Pantikian ES School stage – 500,000
7. Repair of Talalang ES Kitchen – 300,000
8. Construction of Capas ES school latrine – 300,000
9. Continuation of Balbalan ES perimeter fence – 300,000
10. Construction of retaining Wall at Gawa-an ES – 1,000,000
11. Construction of retaining wall at Sesec-an ES – 500,000
12. Construction of Footsteps handrail at Salegseg ES – 200,000
13. Construction of Footpath from National Road to EBNHS- 300,000.00
14. Construction of footstep from the national road to Poswoy ES – 500,000.00
15. Construction of Mapitpita Swimming pool – 2,500,000.00
16. Construction of Ababa-an BHS Lying-In – 1,200,000.00
17. Improvement of Mapitpita Satellite Clinic – 500,000.00
18. We also allotted fund for the construction of 10 Community Irrigation Systems to improve
rice production and availability of food in our municipality, we also funded the construction
of drainage canals and flood controls to safeguard our homes and our community during
disasters like typhoons, and continuously funding bridges and opening of access roads to
sitios to help those families who are living in far-flung areas.

Our children today will make Balbalan the BEST PLACE in the future. The way we bring them
up will determine the future of our municipality, province and our country as well, so this children’s
month celebration, let’s take a pledge to ensure that every Ibalbalan child in this municipality will
enjoy equal rights, safety and quality education.

Again, Happy Children’s Month Celebration to everyone!”

One of the highlights of the Children’s show is the awarding of plaques and prizes to the winners of the
Search for Child-Friendly Barangays:

1st -GAWA-AN- 92.375% - Php 1,000,000.00


2nd – DAO-ANGAN – 91.125% - Php 800,000.00
3rd – POBLACION – 88.75% - Php 700,000.00
4th – BUAYA – 85.5% - Php 600,000.00
5th – BALBALAN PROPER – 85% - Php 500,000.00
Hon. Rowina Alison M. Damian, Municipal Vice Mayor gave her closing message in which she said that
the Local Government Unit of Balbalan supports all the rights of children thus conducting a special day for
them. She encouraged the parents and teachers to work hand in hand in the realization of the rights of the
children. She also commended the children for actively participating in the different activities conducted by the
LGU.

The activity ended at 4:30 in the afternoon.
